    • Authors: Torjer A. Olsen, Hilde Sollid, Åse Mette Johanse
Studying to become a teacher in Norway, you are obliged to maintain the rights of Sámi children and youth, as well as to be able to provide education on Sámi issues for all pupils. This is expressed in the national regulations on the curricula for the teacher education programs. What does this challenge mean for the teacher education programs' In this article, we explore this issue through looking at the implications of the curriculum in relation to the role of Sámi and indigenous issues in the general educational system. In the introduction, we present the historical and juridical foundation for the integration of this topic in teacher education. However, a brief overview of the knowledgebase on this field shows that the political support of Sámi interests has been and still is hard to implement in education in general and in teacher education in particular. Next, we summarize what the national curriculum for teacher education actually says about Sámi issues. We point to an explicit mainstreaming dimension where the goals are obligatory for all teacher students, not only for becoming teachers for Sámi students in Sámi schools. These guidelines are further connected to a reflexive practice around Sámi and indigenous issues place in education, and we argue that both development of intercultural competence and citizenship education are relevant overarching goals in this context. Finally, we propose a national competence strategy on the road towards a Norwegian teacher education that takes Sámi issues and perspectives seriously. Keywords: teacher education, curricula, indigenous education, indigenisation, mainstreaming, intercultural competence

A high school stood out by having the lowest absentee rates in physical education among all of the seventeen high schools in Nordland. On this basis, a case study was conducted to examine how physical education was organized at this school. Two teachers, and all of the 15 students in the last year of high school, were interviewed about the organization of physical education at this high school. Observations and informal conversations were also conducted among the teachers through three days of field work, which also included lessons in physical education. The results indicate that the physical education at this high school was organized with a high level of autonomy, where students chose the activities by themselves. Meanwhile, the teachers required that the students planned their activities, with high effort levels. The teachers closely followed up each student in a social environment with high relatedness among teachers and students. According to both the teachers and the students, this approach created a good foundation for wellbeing and development in physical education. The results are supported by self- determination theory, that points to three basic needs in all human; autonomy, relatedness and competence. Keywords: physical education, self-determination theory, competence, well-being

  • Young peoples’ own stories about dropping out in Norway: An indirect
           qualitative approach

    • Authors: Mette Bunting, Geir Moshuus
Research on dropout from upper secondary school usually focuses on risk factors such as socioeconomic background, previous academic results and gender—that is, on individual and structural factors. The present article argues for a shift of focus, looking at dropping out as an interaction between the person and the system—between the individual and the structural. This research draws on interview data from a longitudinal qualitative study (now in its fourth year) of young people both in and out of school. The informants were young dropouts currently in the welfare system. Using the indirect method (developed from ethnographic interviews), the interviewer sought to establish an environment in which these young people could use their own words when sharing their stories. Those stories provide an insight into the processes and experiences prior to the event of dropping out. The findings show that although young people describe dropping out as a singular event, their stories indicate complex preceding processes, often from some years before. The article concludes that socially mediated interactions between the individual and the structural, both inside school and out of school, must be considered when seeking to understand why young people drop out. Keywords: dropout, qualitative longitudinal study, life stories, ethnographic interview, youth, upper secondary school

  • Vilje, men manglende handlingskraft - skolelederes forståelse av
tospråklige faglæreres plass i skolens læringsfellesskap

    • Authors: Kari Spernes, Hilde Sofie Fjeld
Abstract: Artikkelen undersøker hvilken verdi skoleledere tillegger tospråklig fagopplæring og hvilken betydning dette har for tospråklige faglæreres deltakelse i skolens læringsfellesskap.
This article examines what value principals ascribe bilingual instruction and what impact this has on bilingual teachers’ participation in the schools’ learning community. Immigrant students have, if needed, the right to bilingual instruction by teachers who speak the pupils' first language. Previous studies show that bilingual teachers seldom are given the opportunity to participate in the planning of learning activities in schools and that cooperation between bilingual teachers and classroom teachers is inadequate or non-existent. We find it worthwhile to examine school managers' commitment in this field. This article draws on a study that examines the relationship between school leaders’ knowledge and understanding of the school's bilingual subject teaching and their ability to facilitate the bilingual teachers’ participation in the school’s collective learning community. The study was conducted in a large municipality in southern Norway, and we did interviews with the municipality’s school commissioner, the principal of the municipal bilingual teachers and all the secondary school principals who stated that they had bilingual teachers in their staff. The data show that school leaders devote little attention to bilingual teaching and that there is a mismatch between espoused values and values in use, i.e. between what the school leaders say are their concerns and priorities and what they actually do in practice. The findings suggest that both school owners and school leaders can make better use of the resources for bilingual instruction if this work is given greater priority in the municipality and in schools. Keywords: learning community, organizational culture, bilingual teachers, values

  • Notions of EFL Reading in Norwegian Curricula, 1939–2013

This article explores how English syllabi between 1939 and 2013 dealt with reading in English as a foreign language (EFL). Using perspectives from critical discourse analysis (CDA), I address the different notions of reading expressed in these syllabi, the purpose of reading and the roles of the reader and the teacher. I distinguish between four notions of reading: reading as exposure, reading as a tool, reading as an encounter, and reading as meta-awareness. How curricula explain reading is tied to contemporary pedagogical thinking, but must also be understood in a political and ideological landscape where increasingly larger groups of the Norwegian population gain access to universal secondary education. The notions of reading addressed in this article are part of a historical development as well as a recognisable repertoire of understandings related to EFL reading today.Key words: EFL reading, curriculum history, critical discourse analysis (CDA)
