  • Inclusive education in Georgia: current trends and challenges

      Abstract: This article presents the first comprehensive study of the Georgian inclusive education system launched nationwide in 2006. An internationally recognised tool, the ‘Pathway to Inclusion – Barometer of Inclusive Education’, was applied within the country to highlight the current position of inclusive education in Georgia. The collected data were analysed against results from other countries. The comparison shows that Georgia has made progress towards inclusion; however, considerable work is still required to address drawbacks in policy and its implementation. The development of a monitoring system is advised as an effective means of advancement towards increased inclusion in the education system.

  • Implementing cycles of Assess, Plan, Do, Review: a literature review of
           practitioner perspectives

      Abstract: This article uses a literature review process to explore current literature on Response to Intervention (RtI), an approach to the identification of and provision for students with special educational needs introduced in the USA by the Individuals with Disabilities Education Improvement Act of 2004. Parallels are made between RtI and the graduated approach of successive cycles of Assess, Plan, Do, Review (APDR) outlined in the Special Educational Needs and Disability Code of Practice introduced in England in 2014. Research concerning APDR is scarce, and therefore this review looks to research on RtI to inform current practice. Recurring themes throughout the literature relate to the ongoing professional development and learning for practitioners that is afforded by engagement in RtI, and an awareness that it takes time to accrue the benefits of such an approach. Further research is needed to ascertain the outworking of a reform such as RtI/APDR within the English context.

  • A capability approach for online primary and secondary students with
           disabilities

      Abstract: A capability approach was used to identify and synthesise research studies about online students with disabilities in primary and secondary school (aged five to 18 years) in an attempt to describe the experience from an empirical perspective. A capability approach is intended to maximise agency and can be used to describe the extent to which individuals are able to use limited resources to build a satisfying and enjoyable life. In this analysis, a derived capability set was used to narrow the larger body of research about primary and secondary students in online education in order to consider only studies that described ways in which students successfully used online education to maximise agency. The derived capability set was: autonomy, judgement, practical reason, affiliation, high school graduation and a desire to help others. A method for deriving the capability set and ways in which a capability approach fails to describe this experience are discussed.

  • The education of learners with CHARGE syndrome

      Abstract: CHARGE syndrome, although a low incidence condition, is now recognised as a leading cause of congenital deafblindness among genetic conditions. Anecdotal reporting has suggested that learners with CHARGE syndrome are distinct from the wider deafblind population. This study investigates the education of learners with CHARGE syndrome, while also examining what the similarities and differences might be between this group of learners and the wider deafblind population. The findings of this study support the identification of potential learning characteristics of individuals with CHARGE syndrome, and also indicate that educational deafblind practice is applicable for this group of learners, although alternative or additional strategies may be required. Both commonalities and distinctions were found, but it was concluded that educationally there may be something unique and distinct in learners with this condition.

  • Flipped classroom instruction for inclusive learning

      Abstract: The flipped classroom is a teaching methodology that has gained recognition in primary, secondary and higher education settings. The flipped classroom inverts traditional teaching methods, delivering lecture instruction outside class, and devoting class time to problem solving, with the teacher's role becoming that of a learning coach and facilitator. This methodology provides an avenue for more hands-on and student-driven learning during class time. The benefits of a flipped classroom include increased student motivation, differentiating instruction, self-pacing lessons and mastery learning, increased collaboration and instant feedback for formative assessment. Although limited research has been conducted regarding students with learning difficulties in inclusive settings using a flipped learning model, initial research indicates flipping a classroom can be beneficial. Information is provided on inclusive practices from numerous countries that are beneficial to students with learning difficulties, as well as strategies and resources for individuals who may want to implement a flipped classroom.

  • Impact of legislation on post-school transition practice for young people
           with additional support needs in Scotland

      Abstract: A longitudinal study was conducted to understand post-school transition practice for young people with additional support needs (ASN) before and after the implementation of key legislation, the Education (Additional Support for Learning) (Scotland) Act 2004, amended in 2009. Primary data were collected from one local authority in Scotland. Twelve professionals involved in post-school transition planning were interviewed in 2004 and eight in 2010. Minutes of transition meetings from one school for three young people prior to the implementation of the Act and four after the implementation were analysed. Results show some changes since the implementation of the Act.

  • A comparison of parent and professional perceptions of children with
           autism spectrum disorder in Portugal

      Abstract: Improving early intervention in Portugal for children with autism spectrum disorder (ASD) requires parents and professionals to collaborate in assessing and planning intervention programmes. This article analyses parental and professional assessments of children with ASD, in the dimensions of social communication, repetitive behaviours and restricted interests, and sensory processing. The study presents contrasting perspectives from professionals and parents from a range of socio-academic backgrounds. The sample consists of 136 Portuguese children (aged three to six years old) with ASD and involves children, parents and professionals from across the country. All children, at the time, were in preschool and receiving early special education intervention. Parents and professionals used the Assessment Scale for Children with ASD to complete the assessments. The results show that parents rate children's development and learning more positively compared to professionals; and that this difference is more significant in the field of social communication. Further, parents with higher academic qualifications showed statistically significant differences in comparison with professionals in the social communication dimension. These findings are discussed in relation to the literature and some suggestions are made regarding certain practices related to intervention in early childhood.

  • Chinese-American parents’ perspectives about using the Internet to
           access information for children with special needs

      Abstract: As the Internet contains large amounts of health- and education-related information, it provides a potentially efficient and affordable format for directly reaching a large number of families with evidence-based health- and education-related information for their children with disabilities. Little is known, however, about Internet information-seeking patterns for parents from culturally and linguistically diverse backgrounds. This study explored Chinese-American parents’ perspectives about using the Internet to access health- and education-related information for their children with disabilities. A survey was developed and conducted through a large community service centre in the western USA. Fifty-two parents completed the survey; results suggest that challenges and barriers within the context of the Internet can limit parents from accessing meaningful and high-quality information. Implications for research and practice are provided.

  • Inclusion: the role of special and mainstream schools

      Abstract: For children with special educational needs, seeds were sown for the move away from segregated settings to inclusion in mainstream settings following the 1978 Warnock Report. However, the ‘special versus mainstream school’ debate was re-ignited in 2005 when Warnock recommended a more significant role for special schools than previously envisaged. Furthermore, an increase in special school placement has been reported, prompting this investigation of the role of special schools in the current climate of inclusion. Literature from Britain, Europe and New Zealand, including research that listens to ‘the voice of the child’, which compares experiences of children with special educational needs in special and mainstream schools, is reviewed. The findings give no clear indication that either setting leads to better outcomes. Tensions between the inclusion agenda and standards agenda are highlighted. It is concluded that special schools in reduced numbers are likely to remain a feature of the inclusive education system, with recommendations for the development of special–mainstream school partnership links. The quality of the setting, regardless of the type of setting, is emphasised, highlighting implications for staff training in special and mainstream schools. Further research comparing outcomes for children educated in different types of provision is recommended.

  • Macroscopic linguistic features of the Chinese writing of deaf individuals

      Abstract: Deaf individuals usually face more challenges in reading and writing, because they are often deprived of adequate spoken input from their infancy. Research on the language features of deaf individuals’ writing is abundant. However, their language structures have as yet been unexplored. In order to address this subject, this article uses the holistic approach of complex network theory. This study builds three syntactic dependency networks, the intent being to capture the macroscopic linguistic features in writing of deaf individuals. Three networks are constructed: one is created from a treebank of texts produced by deaf individuals, and the other two are created from two treebanks of spoken and written language samples produced by hearing people. A dependency-based theory of syntax is used. The results indicate that the language system of individuals with deafness is structurally similar to that of hearing people, especially to that of their spoken language, but individuals with deafness tend to have lower language proficiency in both syntactic and lexical aspects. The rigid use of function words and less diversity of vocabulary might be part of the reason for the observed differences.
