  • Brazilian higher education: contemporary panorama

    • Abstract: O objetivo do presente artigo é apresentar uma síntese da realidade do ensino superior brasileiro na atualidade a partir de seus aspectos legais, históricos e contextuais com o fito de instrumentalizar pesquisas cujo foco seja este nível educacional. A pesquisa bibliográfica realizou-se a partir de consulta à legislação atinente ao setor, bem como, aos autores que debatem a temática de forma a condensar dados que possibilitaram delinear o quadro da contemporaneidade. Restou observada a formulação de uma estrutura notadamente privatizada, historicamente consolidada, e fortalecida pelas novas demandas e estratégias governamentais para oportunizar tal etapa do ensino, convergentes com um modelo econômico neoliberal.The aim of this article is to show a synthesis of the Brazilian higher education reality in the present time, based on its legal, historical and contextual aspects, in order to instrumentalize researches that focus on this educational level. The bibliographical research was carried out based on a referring to the legislation related to the subject, as well as the authors who debate the theme in order to condense data that allowed to delineate the contemporary configuration . It was verified the formulation of a notably privatized structure, historically consolidated, and strengthened by the new demands and governmental strategies to give opportunity to this stage of teaching, converged with a neoliberal economic model.
       
  • Internationalization of higher education and the impact of immigration on
           mental health of international students

    • Abstract: No cenário educacional contemporâneo está cada vez mais presente o fluxo de estudantes que almejam ampliar seus horizontes educacionais cursando o ensino superior em outro país. Com a imigração e a mudança de país e cultura, o estudante pode estar sujeito a um estado de vulnerabilidade psíquica devido à perda dos referenciais culturais. Nesse sentido, e decorrente do fenômeno de internacionalização do ensino superior, o presente estudo teve como objetivo investigar quais são os impactos da imigração na saúde mental de estudantes internacionais e quais os fatores de risco e de proteção à saúde mental destes estudantes. Para tal, foi realizada revisão de literatura em três bases de dados com estudos nacionais e internacionais, sendo elas: BVS-Psi, Redalyc e EBSCO. Os resultados apontaram uma diversidade de fatores individuais, sociais, institucionais e culturais que impactam na saúde mental dos estudantes internacionais, cujas expressões de sofrimento psíquico se concentraram em estresse decorrente da adaptação ao novo contexto cultural e acadêmico, acompanhado por mal-estar psíquico, sintomas somáticos, dificuldades cognitivas e quadros clínicos de depressão, ansiedade e estresse pós-traumático. Observou-se ainda a subutilização dos serviços de apoio psicológico nas universidades, a demanda no início do curso, a diferença cultural na expressão dos sintomas e a maior procura por ajuda entre estudantes mulheres, em relação a homens. Em conclusão, o estudo aponta a necessidade de programas de acolhimento e integração dos estudantes internacionais que possibilitem minimizar o impacto migratório inicial e assim colaborar para a adaptação socioeducacional do estudante. In the contemporary educational scenario, the flow of students seeking to broaden their horizons in higher education in another country is increasingly present. With immigration and the change of country and culture, the student may be subject to a state of psychic vulnerability due to the loss of cultural references. In this sense, and due to the phenomenon of internationalization of higher education, the present study aimed to investigate what are the impacts of immigration on the mental health of international students and what are the risk factors and protection of mental health of these students. For this purpose, a literature review was carried out in three databases with national and international studies: BVS-Psi, Redalyc and EBSCO. The results pointed to a diversity of individual, social, institutional and cultural factors that impact on the mental health of international students, whose expressions of psychic suffering focused on the stress of adaptation to the new cultural and academic context, accompanied by psychic malaise, somatic disorders, cognitive difficulties, and clinical manifestations of depression, anxiety, and post-traumatic stress. It was also verified the underutilization of psychological support services in universities, the demand at the beginning of the course, the cultural difference in the expression of symptoms and the greater demand for help among female students. In conclusion, the study points out the need for programs to host and integrate international students that make it possible to minimize the initial migratory impact and thus to collaborate for the socio-educational adaptation of the student.
       
  • Know, believe and participate' The institutional evaluation in the
           perception of the students

    • Abstract: O artigo tem por objetivo identificar qual a percepção dos discentes do curso de Administração da Universidade Federal de Santa Maria (UFSM) sobre a avaliação institucional. Visando atingir o objetivo proposto, optou-se por realizar um estudo quantitativo de cunho descritivo, através de uma survey. A amostra do presente estudo se caracteriza como não-probabilística, por conveniência e intencional. Foram foram aplicados 318 questionários para os discentes de administração dos campus de Santa Maria e Palmeira das Missões. O questionário utilizado para a coleta de dados foi dividido em três partes: a primeira busca identificar aspectos da percepção dos discentes quanto a avaliação institucional. Na segunda parte objetiva-se apurar a opinião do respondente sobre o impacto, interesse, participação e divulgação da avaliação institucional. Na última parte tem-se as questões de perfil dos respondentes. Para a análise dos dados utilizou-se a estatística descritiva, Teste t, análise fatorial e regressão logit. Os principais resultados indicam que os alunos acreditam ter a agregar, possuem interesse em responder as avaliações institucionais porém, a maioria desconhece o período de realização da pesquisa e afirmam não saber onde encontrar o questionário. Os discentes com formação em escolas públicas tem maior conhecimento sobre a divulgação da avaliação institucional. Por outro lado, alunos que não participam de atividades extraclasse tem uma maior percepção sobre o impacto da avaliação institucional na gestão da universidade e apresentam maior interesse em participar da pesquisa .The purpose of this article is to identify the perception of UFSM Management students about the institutional evaluation. Aiming to reach the proposed objectives, it was decided to carry out a quantitative study of descriptive character, through a survey. The sample of the present study is characterized as non-probabilistic, for convenience and intentional. A total of 318 questionnaires were administered to the management students of the Santa Maria and Palmeira das Missões campuses. The questionnaire used for the data collection was divided into three parts: the first one to identify aspects of the students' perception regarding the institutional evaluation. In the second part, the objective is to determine the respondent's opinion on the impact, interest, participation and dissemination of the institutional evaluation. In the last part questionsthe profile of the respondents is determined. Data were analyzed using descriptive statistics, T test, factorial analysis and logit regression. The main results indicate that the students believe that they have to aggregate, have an interest in responding to the institutional evaluations, but most are unaware of the period of the research and say they do not know where to find the questionnaire. The students with training in public schools have greater knowledge about the dissemination of institutional evaluation. On the other hand, students who do not participate in extraclass activities have a greater perception about the impact of the institutional evaluation in the management of the university and are more interested in participating in the research.
       
  • Global University Rankings: evidences of geographic and budgetary biases
           for Brazilian public institutions

    • Abstract: Este artigo analisa a classificação de instituições brasileiras de ensino superior em dois dos principais rankings internacionais de universidades: o QS World University Ranking e o The Times Higher Education (THE). Para isso, foram avaliadas as restrições metodológicas e como essas restrições afetaram a classificação das universidades do país nesses rankings. Entre 2016 e 2019, 38 brasileiras foram classificadas no QS e no THE, em sua versão global. Devido a restrições metodológicas, a classificação das instituições brasileiras assumiu a característica de patamares, variando de 3 a 5 patamares. Denota-se que a classificação de uma instituição em um patamar mais alto depende de sua proximidade com um mercado de trabalho dinâmico e um orçamento maior, indicando a dificuldade dos rankings de diferenciar de fato qualidade além dessas duas dimensões.This paper analyzes the classification of Brazilian Universities and Higher Education Institutions in two of the main International University Rankings: QS World University Ranking and Times Higher Education (THE). We analyzed the methodological restrictions and how they affected the ranking of Brazilian Higher Education Institutions. Between 2016 and 2019, 38 Brazilian institutions were classified on QS and THE rankings in their global versions. Due to their methodological restrictions, this classification assumed a plateau patter, varying between 3 and 5 levels. The classification of an institution in a higher position seemed to depend to its proximity to a dynamic job market and larger budget, suggesting a bias towards these variables.
       
  • Program to Support the Plans for Restructuring and Expansion of the
           Federal Universities System in Brazil (REUNI): an analysis of its
           evaluation process

    • Abstract: O presente estudo teve como objetivo levantar a produção científica em periódicos nacionais que abordasse o Programa REUNI por meio de um levantamento sistemático das publicações científicas, para identificar a existência de trabalhos sobre o tema avaliação de políticas públicas que tivesse como unidade de análise o REUNI. Foram selecionados 24 artigos de acordo com os critérios estabelecidos, no período de 2007 a 2016, envolvendo os tópicos, agrupados por critérios temáticos, os tipos de abordagem, as técnicas de pesquisa, além de aspectos temporais e autorais. Entre os temas categorizados, relacionados a políticas públicas, estão a avaliação, gestão institucional, inclusão, financiamento e socialização organizacional. Nos resultados, houve a predominância de trabalhos empíricos, de abordagem qualitativa e estudos descritivos. Também foi constatado que os autores e as revistas de maior destaque se situam nas regiões sudeste e sul do país. Concluiu-se que o REUNI foi uma importante ação governamental com o objetivo de desenvolvimento e aperfeiçoamento da educação superior e parece ser muito importante que a pesquisa avance sobre o tema para que se conheça melhor os resultados alcançados pela política.This study aimed to raise and analyze the scientific production in national journals that approached the REUNI Program through systematic research of the scientific publications, to identify the existence of works on the subject of evaluation of public policies focused on REUNI. Twenty-four articles were selected according to the established criteria, between 2007 and 2016, involving topics, grouped by thematic criteria, types of approach, research tools, as well as temporal and authorial aspects. Among the topics categorized, related to public policies, are the evaluation, institutional management, inclusion, financing, and organizational socialization. In the results, there was a predominance of empirical studies, with a qualitative approach and descriptive studies. It has also been found that the authors and the most prominent journals are from southeastern and southern regions of the country. It was concluded that the REUNI was a decisive governmental action aimed at developing and improving higher education and it seems very important that the research advances on the subject so that the results achieved by the policy can be better understood.
       
  • Use of institutional self-assessment results by University of Brasilia
           managers

    • Abstract: Este estudo aborda o tema avaliação de políticas e programas. Justifica-se diante da crença nacional de linearidade entre a realização de uma avaliação e o uso de seus resultados. O programa selecionado é a Autoavaliação Institucional (AAI), componente do Sinaes. A instituição selecionada, UnB, foi uma das pioneiras no campo da AAI, cuja experiência serviu de referência para a construção de políticas nacionais posteriores, como o atual Sinaes. Os objetivos específicos desta pesquisa foram: 1) descrever os facilitadores e barreiras no uso dos resultados da AAI da UnB sob a ótica de gestores, e 2) verificar se existem relações entre facilitadores e barreiras e os tipos de uso dos resultados pelos gestores. Os dados foram coletados através de um questionário e analisados através de análise de conteúdo e estatística descritiva e inferencial. Os resultados obtidos permitiram identificar as variáveis como potenciais barreiras ao uso dos resultados pelos gestores, revelando amplo foco de necessidades de melhorias e intervenções. A percepção de tais variáveis tem uma relação com o uso dos resultados da AAI, visto que gestores que avaliam tais variáveis mais como facilitadores são também aqueles que relatam o uso dos resultados. O presente estudo contribui ao preencher lacunas presentes no campo do uso de resultados de avaliação.This study addresses the theme of policy and program evaluation. It is justified by the national belief in linearity between the performance of an evaluation and the use of its results. The selected program is the Institutional Self-Assessment (AAI), a component of Sinaes. The selected institution, UnB, was one of the pioneers in the field of AAI, whose experience served as a reference for the construction of subsequent national policies, such as the current Sinaes. The specific objectives of this research were: 1) to describe the facilitators and barriers in the use of the results of the AA of the UnB from the perspective of managers, and 2) to verify if there are relations between facilitators and barriers and the types of use of the results by the managers. Data were collected through a questionnaire and analyzed through content analysis and descriptive and inferential statistics. The results obtained allowed to identify the variables as potential barriers to the use of the results by the managers, revealing a wide focus of needs for improvements and interventions. The perception of such variables has a relation with the use of AAI results, since managers who evaluate such variables as facilitators are also those that report the use of the results. The present study contributes to filling gaps in the field of the use of evaluation results.
       
  • Financial risks in university management: a case study in government
           institution

    • Abstract: A administração pública brasileira vive um cenário de crises e incertezas. Diante disso, torna-se fundamental conhecer os possíveis riscos que uma universidade pública corre, suas consequências para o alcance dos seus objetivos institucionais e para o cumprimento de sua função social, além de focar em uma melhor aplicação dos recursos e assim alcançar uma maior eficiência. Para isso, este trabalho teve como objetivo desenvolver um modelo para identificação dos riscos orçamentário-financeiros em uma instituição pública educacional de nível superior, com base em relatórios e certificados de auditoria emitidos por órgãos de controle interno e pela própria unidade de auditoria interna. A metodologia do estudo configura-o como uma pesquisa aplicada, descritiva, qualitativa e esboçada em um estudo de caso que teve como propósito identificar quais os riscos que uma instituição específica está suscetível e as possíveis consequências para a continuidade da organização. Ao final, a partir do modelo desenvolvido para análise, concluiu-se os principais riscos são os oriundos da deficiência de capacitação dos servidores e são estes: multas e sanções por órgãos superiores, atrasos operacionais, tomada de decisões equivocdas devido a qualidade da informação gerada, desperdício de dinheiro público, prejuízos econômicos e financeiros dentre outros.Brazilian public administration is experiencing a crisis and uncertainty scenario. Given this, it is essential to know the possible risks that a public university, its consequences for the achievement of its institutional objectives and for the fulfillment of its social function, in addition, to focus on a better application of the resources and consequently to be more efficient . The objective of this study was to develop a model for identifying the budgetary and financial risks of a public educational institution, based on reports and audit certificates issued by internal control bodies and by the internal audit unit itself. The methodology of the study is an applied, descriptive, qualitative and sketched research in a case study whose purpose was to identify the risks that a specific institution is susceptible and the possible consequences for the continuity of the organization. At the end, from the model developed for analysis it was concluded that the main risks are those resulting from the deficiency of the qualification of the servers and are these: fines and sanctions by superior agencies, operational delays, mistaken decision making due to the quality of the information generated, waste of public money, economic and financial losses among others.
       
  • Effectiveness of student assistance to ensure student permanence in
           Brazilian public higher education

    • Abstract: Este estudo se propôs a apresentar o impacto da implantação da assistência estudantil sobre a permanência no ensino superior público brasileiro, no IFCE campus Iguatu, durante o período 2011 a 2015. Caracterizou-se por uma abordagem quanti-qualitativa, de caráter exploratório-descritivo. Empregaram-se pesquisas documental e de campo, consoante as normas que regulam a Assistência Estudantil, no sistema acadêmico e no setor de Serviço Social. Os resultados indicaram maior permanência entre os estudantes beneficiários dos auxílios estudantis, quando comparado aos não beneficiários; maior taxa de permanência entre estudantes do sexo feminino em comparação aos do sexo masculino; o curso de Bacharelado em Serviço Social possui maior taxa de permanência discente, enquanto o curso de Tecnologia em Irrigação e Drenagem obteve a menor taxa de permanência discente. A pesquisa aponta que os auxílios pecuniários, um dos mecanismos da Política de Assistência Estudantil, são uma possibilidade efetiva de garantia da permanência estudantil no ensino superior.This study aimed to present the impact of the implementation of student assistance on the stay in Brazilian public higher education at the IFCE campus Iguatu, during the period from 2011 to 2015. It was characterized by a quantitative-qualitative, exploratory-descriptive approach. As for the employed techniques, documentary and field research was carried out, in the norms that regulate Student Assistance, in the academic system and in the Social Service sector. The results indicated a greater permanence among the student beneficiaries of the student aid when compared to the non-beneficiaries; higher length of stay among female students compared to males; the course of Bachelor of Social Service has a higher rate of student stay, while the course in Technology in Irrigation and Drainage obtained the lowest rate of student stay. The research point out that financial aid is an effective possibility to guarantee student stay in higher education.
       
  • Training doctors: the quality in question

    • Abstract: Professores e estudantes fazem severas críticas aos cursos de Medicina. Elas envolvem de simples atividades laboratoriais aos cuidados dos pacientes. O trabalho tem como objetivo discutir a qualidade vigente na formação médica e apresentar alternativas metodológicas à educação na área correspondente. Tomou-se como referência rankings nacionais e internacionais, exames de avaliação de desempenho e de competências médicas estadual, nacional e internacional. Na análise dos dados estatísticos utilizou-se de informações consideradas como as mais relevantes da bibliografia disponível. A expansão dos cursos de Medicina, o consequente aumento da oferta de vagas, as interfaces de políticas públicas e as Instituições de Ensino Superior mereceram destaque, assim como a oferta de novas metodologias de ensino disponíveis, como o Problem Based Learning (PBL). A formação do futuro médico, vista no atual contexto sociocultural do país, aponta para necessidade de mudanças no processo da graduação em Medicina.Teachers and students make severe criticisms of medical courses. They range from simple laboratory activities to patient care. This paper aims to discuss the quality of training and present methodological alternatives to medical education. National and international rankings, national and international performance appraisals and medical competences were taken as reference. In the analysis of statistical data, the most relevant information from the available bibliography was taken as reference. The expansion of medical courses, the consequent increase in vacancies, public policy interfaces and Higher Education Institutions deserve to be highlighted, as well as the offer of new teaching methodologies available, highlighting the Problem Based Learning (PBL). The formationofthe future doctor, seen in the current sociocultural context of the country, points to the need for changes in the medical graduation process.
       
  • For more democratic management in education: contributions of a distance
           formation for the professional performance of its graduates

    • Abstract: Este estudo tem como objetivo avaliar as contribuições de um curso de extensão a distância na atuação profissional dos seus egressos no que diz respeito às ações de implantação e/ou fortalecimento dos Conselhos Escolares. Para tanto, realizou-se um levantamento de campo com abordagem quantitativa e qualitativa, por meio da aplicação de um questionário, o que resultou na análise das respostas de 1143 participantes. Os resultados evidenciaram que 64% dos cursistas colocaram em prática ações planejadas durante o curso e aqueles que realizaram as ações perceberam melhor aproveitamento do curso e maior aprendizagem. A partir disso, reforça-se a importância de políticas e ações de formação continuada que prezem pela relação entre teoria e prática para melhoria da qualidade da educação.This study evaluates the contributions of a distance extension course in the professional performance of the graduates with respect to the implementation actions and / or strengthening of the School Councils. For that, a field survey was carried out with a quantitative and qualitative approach, through the application of a questionnaire, which resulted in the analysis of the responses of 1113 participants. The results showed that 64% of the students put into practice actions planned during the course and those who performed the actions perceived better use of the course and greater learning. From this, the importance of continuing education policies and actions that enhance the relationship between theory and practice to improve the quality of education is reinforced.
       
  • Brazilian medicine students’ mental health: a systematic review

    • Abstract: A alta incidência de transtornos físicos e mentais presente no contexto universitário, principalmente apresentado pelos acadêmicos de medicina é significativa tanto pelo aspecto da saúde pública quanto educativo. Com a expansão de vagas de medicina no país, torna-se necessário produzir mais conhecimentos sobre os modelos de compreensão destes adoecimentos psíquicos, seus condicionantes e desencadeadores, bem como seus fatores atenuantes e ações de suporte a estas situações. Assim, este estudo procurou mapear a produção científica sobre o tema no Brasil. Para tal, recorreu-se a revisão sistemática da literatura por meio de três bases eletrônicas de dados - PUBMed, Scielo e MedLine, utilizando alguns descritores acerca da saúde mental de estudantes de medicina numa busca de publicações brasileiras nos últimos 25 anos. Após aplicação de teste de relevância, apurou-se uma amostra final de 47 artigos na íntegra e com acesso livre. Os artigos foram analisados em sua totalidade e em sua maioria retratam estudos transversais e quantitativos realizados nas regiões sudeste e nordeste, principalmente realizados em universidades públicas e com grande parte dos artigos publicados entre 2011 e 2015. A caracterização do adoecimento é o foco da maior parte dos artigos estudados que descrevem quadros e índices de risco de Transtorno Mental Comum (TMC), depressão, ansiedade, estresse e qualidade de vida dos estudantes de medicina, dentre outros. E para esta caracterização, os principais instrumentos encontrados nos estudos quantitativos foram SRQ 20, Whoqol-bref e BDI. A manifestação do adoecimento e as ações de apoio são os principais temáticas dos artigos. Os condicionantes e desencadeadores aparecem nos artigos como um contexto do aparecimento do adoecimento, mas poucos artigos têm como foco estes elementos e suas relações que contribuíriam na configuração de modelos de compreensão do fenômeno. A Revisão retrata que, para compreender melhor o fenômeno de adoecimento dos estudantes de medicina e apontar estratégias de enfrentamento às situações de sofrimento, seria preciso expandir os estudos longitudinais e qualitativos sobre o assunto e amadurecer modelos analíticos para avançarmos na compreensão e intervenção.The high incidence of physical and mental disorders in university context, mainly presented by medical academics, is significant both for the public health and educational aspects. With the expansion of medical vacancies in the country, it is necessary to produce more knowledge about the models of understanding of these psychic illnesses, their conditioning factors and triggers, as well as their mitigating factors and actions to support these situations. Thus, this study sought to map the scientific production on the subject in Brazil. A systematic review of the literature was done through three electronic databases - PUBMed, Scielo and MedLine, using some descriptors about mental health of medical students in a search of Brazilian publications in the last 25 years. After applying a relevance test, a final sample of 47 articles was obtained in full and with free access. The articles were analyzed in their entirety and mostly portray cross-sectional and quantitative studies carried out in the southeastern and northeastern regions, mainly carried out in public universities and most of the articles were published between 2011 and 2015. The characterization of the disease is the focus of many articles studied, which describe TMC risk charts, depression, anxiety, stress and quality of life among medical students. And for this characterization, the main instruments found in the quantitative studies were SRQ 20, Whoqol-bref and BDI. The manifestation of illness and support actions are the main themes in the studies. The conditioners and triggers appear in the articles as a context of the onset of illness, but few articles focus on these elements and their relationships that would contribute to the configuration of models of understanding the phenomenon. The Review portrays that, in order to better understand the phenomenon of sickness of medical students and to point out strategies for coping with situations of suffering, it would be necessary to expand longitudinal and qualitative studies on the subject and to mature analytical models to advance understanding and intervention.
