This interaction is evaluated by a theoretical perspective of the game. The data show that there is a conflict between the monetary and fiscal policy makers in the Turkish economy, especially in some periods. The coordination problem created by this conflict is affecting social welfare negatively. Therefore, we argue that during these periods, there is a state of "Prisoners' Dilemma" among policy makers. Three Baltic States, Lithuania, Estonia and Latvia were delighted with the EU and NATO, and other countries were largely part of the Commonwealth of Independent States (CIS) testimony as a member, or in some other form of labile union. Russia as the strongest country in the region has achieved the most diverse forms of communities and history with this country, in the field of regional integration, economic relations and cooperation in the military technical and strategic field. Russia with the CIS in the further process of integration in the world successfully responds to political, economic and other countries in Europe, Asia, the US, Latin America. All these factors have a positive effect on the overall socio-economic development of the entire region, which has become an important subject in the process of globalization. Today, e-testing is an essential component of every e-learning platform. This study is conceptualized in such a manner to encompass all relevant aspects of e-learning and e-grading as an integral facet in modernizing the process of education. Upon analyzing systems for e-testing and the characteristics such modern systems should possess, the emphasis is places on e-tests as a product of e-testing and grading systems. The study concludes with an analysis of the most popular web-based tools (systems) for e-testing and grading in e-learning.
