Abstract: This article presents a comparative analysis of some policies in different European countries during and after the great crisis of 2008. The aim is to assess the role of active labour market policies in favouring inclusivity and resilience of labour markets for european youth as they are stilla very vulnerable group in a wide number of european societies. Observing the policies oriented toward employment or human capital development and understanding their ideological orientation, we can highlight a common trend oriented to supply side policies, a rise in conditionality and supported by strong fiscal incentives to companies. Apart from this trend still exist strong national differences in the mix and in the effectivity of the policies implemented.

regionale del Jobs Act

Abstract: This paper provides an analysis of the dynamics of the Italian labor market after the introduction of the Jobs Act analyzing, in particular, the regional dimension. In line with the evidence shown in Fana et al. (2016), we show that, after the Jobs Act, temporary employment increased more than permanent one. Moreover, it emerges as the slight increase in employment is significantly linked to the stabilization of existing contracts rather than the creation of new employment. The dynamics of employment at the regional level is characterized by a significant degree of heterogeneity. However, no specific regional patterns seems to emerge. The empirical analysis is based on data on the labor force (ISTAT) distinguished by regions and on administrative data (INPS) concerning the quantity, quality and duration of employment contracts.

Abstract: This study analyzes the geographical distribution of CO2 emissions and knowledge spillovers in relation to spatial concentration of green patents, using a balanced panel of 475 observations in 95 Italian provinces from 1990 to 2010. We found a brown area in Northern provinces, in which CO2 emissions are higher compared to other areas, while the lowest emissions are found in Central Italy. Analyzing the geographical distribution of patent stock, we observe a higher level of green patents in the North. We also find a positive and robust correlation between spillovers and green patent stock that we interpret as evidence that environmental innovation activities in Italian provinces are influenced by green patents from neighboring provinces. The higher correlation coefficient in the North-East adds original empirical evidence regarding the spatial concentration of green patents. We also found evidence of negative correlation between CO2 emissions and emission intensity (CO2/VA) and knowledge spillovers. We use this result to assert that knowledge spillovers influence a province’s environmental innovation and, with it, its environmental performances.

Abstract: Questo lavoro si concentra sulle performance ambientali dell’industria manifatturiera europea. L’obiettivo è verificare l’esistenza della convergenza β assoluta e relative e della convergenza σ in termini di produttività ambientale (il rapport tra il valore aggiunto e le emission di anidride carbonica in ciascun settore) in 14 settori per il periodo 1995-2009, utilizzando i dati del database WIOD. I risultati supportano l’ipotesi dell’esistenza di convergenza β assoluta ed evidenziano il ruolo di variabili aggiuntive quali l’apertura al commercio e lo stock di conoscenze nell’influenzare le performance ambientali a livello settoriale. Non è presente evidenza statistica per la convergenza σ.

Abstract: From European policies to Local Government’s projects for a Territorial Social Responsibility. The case of Marche Region Territorial Social Responsibility (TSR) is founded on the rediscovery of the values shared by economic, social and institutional actors within a territory. CSR-oriented partnerships between local and private partners can be considered as a new generation of policies which are the result of a common path founded on collaboration. The shift from Corporate Social Responsibility (CSR) to collective responsibility sees institutions and organisations (public and private, for profit and non-profit) participating in a form of economic development that is socially and environmentally sustainable. Drawing from the above consideration, after having analysed how the concept of TSR has been adopted in the EU policies and in the Italian national plan, the aim of our research is the evaluation of Italian local government initiatives to promote Corporate Social Responsibility through public-private network. The empirical study is focused on the “Regione Marche” experience, which is an example of shared territorial governance and of a practive model aimed at promoting a territorial sustainable development
