  • Geographic Natural Experiments with Interference: The Effect of All-Mail
           Voting on Turnout in Colorado

      Abstract: We analyze a geographic natural experiment during the 2010 Colorado primary election in the USA, when counties in the state of Colorado had the option to have an all-mail election or retain traditional in-person voting on Election Day. The town of Basalt, in the southwestern part of the state, is split in half by two counties that chose different modes of voting. Our research design compares these two counties to understand whether turnout levels were altered by all-mail elections. Our analysis considers the possibility that social interactions may lead to spillover effects—a situation in which one unit’s outcome may be affected by the treatment received by other units. In our application, treated and control voters lived in very close proximity and spillovers are possible. Using the potential outcomes framework, we consider different estimands under the assumption that interference occurs only when treated individuals are in close geographic proximity to a sufficiently high number of control individuals. Under our assumptions, our empirical analysis suggests that all-mail voting decreased turnout in Colorado, and shows no evidence of spatial interference between voters. (JEL codes: C18, C99)

  • Best Education Money Can Buy' Capitalization of School Quality in
           Finland

      Abstract: By international comparison, Finnish pupil achievement is high and school achievement differences small. The Finnish education system is unusual also because there are no national testing programmes, and information on school quality measures is not publicly disclosed. Is school quality capitalized into house prices in this environment' Using a boundary discontinuity research design and data from Helsinki, we find that it is: 1 standard deviation increase in average test scores increases prices on average by 3%, which is comparable to findings from the UK and the USA. We argue that this surprisingly large effect is at least partly explained by the inelasticity of housing supply, as we use data from a densely populated urban area. We also show that the effect depends on local land supply conditions within the city and is highest in areas with inelastic supply. Furthermore, the price premium seems to be related to pupils’ socio-economic background rather than school effectiveness. (JEL codes: C21, H75, I20, R21)

  • The Impact of Clustering on Firm Innovation

      Abstract: Are firms in clusters more innovative and productive than firms operating in more isolated areas' This article combines two rich firm-level data sets to analyze the effect of a dense geographical concentration of industries on the innovativeness and productivity of firms. The results show that increased concentration of employment in the same industry (localization) is associated with higher innovation output and higher productivity. At the same time, however, a higher number of firms in the same industry are associated with lower innovation output and lower productivity. These two findings are visible within a distance of 500 m away from the respective firms, but then vanish for longer distances. Furthermore, the article finds no evidence that increased concentration of employment in other industries (urbanization) is positively related to higher innovation output. In contrast, increased concentration of employment in other industries is strongly related to higher productivity, whereby this effect extends to large distances of up to 10 km. The results of the article thus suggest that those agglomeration externalities operating over longer distances, such as labor market pooling, work mostly across industries, while the comparatively more local knowledge spillovers tend to work mostly within industries.   • Weights to Address Non-parallel Trends in Panel Difference-in-differences
           Models

      Abstract: Causal inference using the difference-in-differences (DD) method relies on the untestable assumption of parallel counterfactual trends across units that are assigned to different treatments. To facilitate the application of the method in settings where the parallel trends assumption is seemingly violated, I suggest weighting observations such that the conditional correlations between treatments and pre-treatment outcome trends are minimized, that is, weighted trends are parallel. I evaluate the performance of a weighted parallel trends (WPT) DD estimator in a Monte Carlo study and provide an application to a case study context in which a benchmark estimate exists. The WPT DD approach can be applied in settings with multiple continuous treatment variables as well as to estimating time-varying treatment effects. (JEL codes: R12, R14, R41, N73, N74)

  • Spatial Differencing: Estimation and Inference

      Abstract: Spatial differencing (SD) is a spatial data transformation pioneered by Holmes (1998) increasingly used to estimate causal effects with non-experimental data. Recently, this transformation has been widely used to deal with omitted variable bias generated by local or site-specific unobservables in a ‘boundary-discontinuity’ design setting. However, as is well known in this literature, SD makes inference problematic. Indeed, given a specific distance threshold, a sample unit may be the neighbor of a number of units on the opposite side of a specific boundary inducing correlation between all differenced observations that share a common sample unit. By recognizing that the SD transformation produces a special form of dyadic data, we show that the dyadic-robust variance matrix estimator proposed by Cameron and Miller (2014) is, in general, a better solution compared to the most commonly used estimators.   • Take Me to the Centre of Your Town! Using Micro-geographical Data to
           Identify Town Centres

      Abstract: We often talk about ‘Town Centres’ (TCs), but defining their location and extent is surprisingly difficult. Their boundaries are hard to pin down and intrinsically fuzzy. Nevertheless, policymakers often speak or act as if their definition was self-evident. The Dutch and later the British governments, for example, introduced very specific policies for them without ever clearly defining what or where they were. In this article, we propose a simple methodology to predict TC boundaries and extent. Using a range of micro-geographical data, we test our method for the whole of Great Britain in an attempt to capture all the dimensions of ‘town centredness’ in a 3D surface. We believe this is a contribution in its own right but is also an essential step if there is to be any rigorous analysis of TC or evaluation of policies directed at them. Our method should contribute to improve not just debates about cities, shopping hierarchies, and TCs but also to other more general debates where people and policy proceed ahead of any clear definition of what are the objects of interest.   • Construction of Register-based Commuting Measures

      Abstract: Early empirical studies in labour and urban economics addressing the role of commuting (on, e.g., wages and locational choice) have typically been confined to the use of survey data. Researchers are, however, increasingly getting access to large register databases with detailed information on where individuals live and work. A variety of methods have thus emerged to exploit the geocoded characteristic of the data to calculate commuting measures that go beyond simple Euclidean metrics. These methods involve new techniques that make use of geographic information system (GIS) routing software or application programming interfaces provided by third-party developers. This article provides (i) a brief survey of the small but emerging literature that uses geocoded register data to calculate different commuting measures, (ii) an example on how register-based commuting measures can be constructed along with descriptive evidence on how different commuting measures compare for different socio-economic groups using rich Swedish register data, (iii) a discussion of the pros and cons of different methods and measures, and (iv) a discussion of the potential of using mobile phone data to further improve register-based commuting measures.       Abstract: This article surveys the use of geographic information systems (GIS) for the credible identification of causal impacts in recent economics research. It describes how each geo-processing tool in GIS allows economists to use data on geography and weather as sources of exogenous variation for estimating the impact of various ‘treatments’. The diverse range of treatments discussed in this survey includes disease, school competition, land suitability for agriculture, infrastructure, the elasticity of housing supply, mass media, learning from friends, slave trade, the appropriability of crop harvests, and terrain ruggedness.
