  • Introduction: The Indonesian Economy in Transition—Policy Challenges in
           the Jokowi Era and Beyond
    • Abstract: It is now more than twenty years since one of the most decisive and important turning points in Indonesian economic and political history. The year 1998 was one of exceptional turbulence, hardship and uncertainty. The seemingly impregnable Soeharto presidency came to a sudden end on 21 May. The economy and the currency were in free-fall, while an acrimonious relationship had suddenly emerged with international financial institutions. There were nasty episodes of conflict, mostly with serious ethnic undertones. Almost a million of the country’s citizens were internally displaced. There were various “Yugoslav” scenarios of territorial disintegration. Most important of all, there was no institutional roadmap to guide ... Read More

  • How Well Is Indonesia’s Financial System Working'
    • Abstract: The costs of financial system failure in the form of a systemic banking crisis can be extraordinarily high, as illustrated by Indonesia’s devastating financial crisis that began in 1997. It took many years for bank lending growth to resume and, by some measures, Indonesia’s level of financial development has yet to return to pre-crisis levels. In comparison with this history, Indonesia’s financial system has been working very well over the past decade. Government financial policy has the declared aim of promoting a financial system that facilitates economic growth, supports financial inclusion and safeguards financial stability. These goals require a balancing act that, so far, appears to have achieved a degree of ... Read More

  • Continuity or Change' Indonesia’s Intergovernmental Fiscal
           Transfer System under Jokowi
    • Abstract: In 2001, Indonesia embarked on a far-reaching decentralization reform that devolved core responsibilities such as health, primary and secondary education and infrastructure to the districts. While the centre retained authority over foreign affairs, defence, law enforcement, justice, fiscal and monetary policy, and religion, control of all other functions was transferred to the regions—at least in principle (Sjahrir 2016). This implied a huge shift of expenditure from the centre to the regions (districts and provinces), which now spend around a third of the consolidated state budget. Yet, fiscal decentralization, which was accompanied by political and administrative decentralization, has remained largely one-sided. ... Read More

  • Labour Market Developments in the Jokowi Years
    • Abstract: In 2014, President Joko “Jokowi” Widodo took office with strong nationalist party credentials. He is also the first president with significant and successful business experience. It is an unusual combination of a nationalist inclination combined with a pragmatic approach that focuses on action and results more than programmes and planning. Both these characteristics suggest an approach that is different from that of his predecessor Susilo Bambang Yudhoyono (SBY) in regard to social issues and the labour market. Like Yudhoyono, Jokowi has strongly supported agriculture and food self-sufficiency, as well as self-reliance in the public documents that set out his five-year term plans and policy directions.1 The ... • Education in Indonesia: A White Elephant'
    • Abstract: In January 2018, President Joko Widodo stated that his government would start to focus on improving the country’s human resources (Kompas Daily, 3 January 2018).1 He added that improved human resources is a necessary condition to be able to take full advantage of Indonesia’s demographic dividends and be globally competitive. The president’s assessment is correct. Hanushek and Woessmann (2008) find that cognitive skills have large and causal relationships with earnings, distribution of income, and economic growth. In addition, Hanushek et al. (2017) find that returns to these skills are larger in faster growing economies. Since strong economic growth is usually a sign of a dynamic and rapidly changing economy, the ... Read More

  • Cards for the Poor and Funds for Villages: Jokowi’s Initiatives to
           Reduce Poverty and Inequality
    • Abstract: Joko “Jokowi” Widodo was sworn in as the new president of Indonesia in October 2014, replacing Susilo Bambang Yudhoyono (SBY) who had governed Indonesia for ten years from 2004 to 2014. At the time of the transition, the picture of the Indonesian economy was not too positive. Economic growth had steadily declined since its peak in 2011 and poverty reduction had stagnated since 2012. Meanwhile, inequality, as measured by the Gini Ratio, had steadily increased and reached its highest point ever of 0.41 in 2011 and remained at this level thereafter. An underlying fundamental beneath these trends was the continuously declining commodity prices since 2011. During the previous decade, Indonesia had been riding a ... Read More

  • Distributional Politics and Social Protection in Indonesia: Dilemma of
Layering, Nesting and Social Fit in Jokowi’s Poverty Policy
    • Abstract: Since 1990, rates of extreme poverty have fallen by more than half. With rapid income growth, a global middle class has arisen in emergent middle-income countries such as Indonesia. However, the majority of the global poor also reside in these middle-income countries (Sumner 2012), as sustained growth has not worked evenly to alleviate persistent poverty. In this context, social protection policies (SPPs) have emerged as the key response. Social protection encompasses all interventions from public, private, voluntary organizations and informal networks, to support communities, households and individuals in their efforts to prevent, manage and overcome a defined set of risks and vulnerabilities (Barrientos and ... • Empirical Evidence of Structural Change: The Case of Vietnam’s
           Economic Growth
    • Abstract: Structural change has been regarded as one of the most important drivers of economic growth, especially in developing economies. Countries successful in economic development are usually characterized by the rapid transformation of the structure of their economies. In fact, the pace of structural transformation is the key factor that differentiates successful nations from unsuccessful ones (McMillan and Rodrik 2011). The term “structural change” (or “structural transformation”) has been widely used in research, though it may have different meanings and interpretations. In development economics, structural change is commonly understood as “the different arrangements of productive activity in the economy and ... Read More

  • Technical Inefficiency in Paddy Rice Production in Laos
    • Abstract: Over the past several decades, rice production has been the main source of income for the people of Laos. The Lao Agriculture Census Survey of 2010/2011 shows that 724,000 households (or 71 per cent of total households) throughout the country are engaged in paddy rice plantations. According to FAO,1 agricultural production in the country is dominated by paddy rice—accounting for 50 per cent of the total output value in 2012. In terms of value added in Gross Domestic Product (GDP), paddy rice contributes to around 20 per cent of the national GDP and 50 per cent of agricultural GDP (FAO 2011). This demonstrates that the crop plays an important role in promoting economic growth and supporting livelihood of households ... Read More

  • Determinants of Spatial Distribution of Highly Skilled Diasporas of Five
           ASEAN Countries
    • Abstract: Globalization and advancement in time–space compression technologies, especially information and communication technology (ICT) and transportation, have increased international mobility of human capital and talent. The new developments have also enabled the highly skilled or professional emigrants to participate in the development of their respective home countries without physically returning there. This is normally accomplished through their involvement in professional organizations, diaspora associations, virtual networks, short-term returns, research collaboration, international conferences, and even informal networks such as family ties (Biao 2005; OECD 2008b; Saxenian 2008).This changing trend has ... • Robust Measures of Core Inflation for Vietnam
    • Abstract: During the last decade, the State Bank of Vietnam (SBV) responded to high inflation episodes in 2008 and 2011 by raising policy rates. Was this response warranted, or warranted to the extent that it was undertaken' Contrarian as it may appear, there are valid reasons—theoretical and practical—to ask this question. First, a substantive part of the headline inflation in both episodes was associated with global rice and oil price movements. Also, headline inflation rose and fell quickly over six to eight months, suggesting that, as a first approximation, these changes may have been more of the nature of temporary, external supply shocks than persistent, domestic demand shocks. Were underlying inflation pressures more ... Read More

  • The Performance of Indonesia’s Public Credit Guarantee Scheme for MSMEs:
           A Regional Comparative Perspective
    • Abstract: In Indonesia, micro, small and medium enterprises (MSMEs) play a crucial role in employment creation, rural development, growth of female entrepreneurship, and production of goods and services for meeting the basic needs of medium- to low-income households. However, their progress is hampered by a number of constraints, most significant being the lack of access to bank loans. The main causal factor is that the enterprises do not own substantial tangible assets that can be used as collateral. Although the government has initiated several plans to help MSMEs secure bank loans, only a small fraction of them have ever borrowed money from banks. In such a scenario, credit guarantee schemes (CGSs) are then considered ... Read More
