  • Introduction: Special Issue Commemorating the 50th Anniversary of the
           ISEAS – Yusof Ishak Institute
    • Abstract: The Institute of Southeast Asian Studies (ISEAS) was established in 1968 by an Act of Parliament in Singapore. The Institute is dedicated to the study of socio-political, security, and economic trends and developments in Southeast Asia and its wider geostrategic and economic environment. In 2015, the organization was renamed as the ISEAS – Yusof Ishak Institute in honour of Singapore’s first president. As part of its initiative to facilitate the search for viable solutions to the varied problems confronting Southeast Asia, the Institute launched the ASEAN Economic Bulletin (AEB) in July 1984. Its primary purpose was to circulate research carried out by scholars on key economic issues of the day. Attempting to reach ... Read More

  • ASEAN Economic Integration: Quo Vadis'
    • Abstract: Since its founding, ASEAN’s goal has shifted from fighting communism to fostering economic cooperation. The latter has been achieved primarily by facilitating trade, and widening the region’s value chains. Equally important has been the Association’s desire to promote cultural understanding and greater awareness through people-to-people contacts.1Much has been accomplished by ASEAN since its formation half a century ago. While the grouping is more integrated economically, it has not — and will never — develop a socio-cultural community in the sense that the European Union has. This is because the region is very diverse and lacks shared historical moments that can unite the member states. However, a collective ... Read More

  • Unbundling Regimes and Development Strategies in ASEAN: Old Issues and New
           Challenges
    • Abstract: Changes in technological paradigm have transformed the pattern of international division of labour and the North-South economic relationship, particularly in the past three decades. The concept of “unbundling” proposed by Baldwin (2016) is extremely useful for reorganizing our thoughts on the development strategies of newly developed and developing countries. While most of the developing world is still stuck to the first unbundling, forerunners among ASEAN member states (AMS), namely Singapore, Malaysia, and Thailand, have been successful in aggressively utilizing the mechanics of the second unbundling to accelerate economic growth and poverty alleviation. With some time lags, Indonesia, the Philippines and Vietnam ... Read More

  • The Trans-Pacific Partnership: Origin, Evolution, Special Features and
           Economic Implications
    • Abstract: In recent years, the world has been witnessing the proliferation of free trade agreements (FTAs). Notably, during the late 1980s and early 1990s, the number of FTAs started to increase sharply in Europe, Asia Pacific, and Latin America. At least two causal factors can be identified. One is European integration, which started in the 1950s and made substantial progress in the late 1980s, and influenced other countries such as the United States to pursue FTAs to secure export markets. The other factor is the slow pace of developments in multilateral trade negotiations. The Uruguay Round, the last multilateral trade negotiations under the General Agreement on Tariffs and Trade (GATT), began in 1986 and aimed to ... Read More

  • The Last Fifty Years: Development Strategy and Development Performance in
           Southeast Asia
    • Abstract: Circa 1960, virtually no one expected the major economies of Southeast Asia — Indonesia, Malaysia or Thailand — hereafter IMT, to be among the fastest growing economies in the world. Yet they are.1 At independence, Indonesia was one of the poorest countries in the developing world. There was nothing in its disastrous political experience between 1949 and 1965 that suggested growth would take off after 1965, and most analysts gave it little chance of succeeding (Higgins 1968; Geertz 1963; Myrdal 1969). The same was true of Thailand. Prior to 1965, it experienced a near century-long period of no growth in income per capita (Ingram 1971), and there was not much hope that its corrupt, rent-seeking bureaucratic polity ... Read More

  • Impact of Foreign Bank Entry on SME Credit in the Indonesian Banking
           Sector
    • Abstract: The entry of foreign banks into the banking sectors of developing countries has increased in recent years. This has also occurred in member countries of the Association of Southeast Asian Nations (ASEAN) that have loosened foreign ownership regulations during the past decade. Indonesia, in particular, has experienced the highest penetration of foreign banks among the ASEAN countries. Foreign bank entry into the Indonesian banking sector was fairly liberalized after the Asian Financial Crisis (AFC) of 1997, and as a result, major domestic private commercial banks were acquired by foreign banks. Before the crisis, there were two types of foreign capital banks: joint venture banks (hereafter joint banks) and foreign ... Read More

  • Rethinking Vocational Education in the Philippines: Does It Really Lead to
           Higher Wages'
    • Abstract: Many economists believe that the accumulation of human capital — in the form of education — increases wages because workers acquire skills and knowledge while in school, which increase their productivity (Schultz 1961; Becker 1962; Mincer 1974). Many empirical studies have pointed out the superiority of education over other determinants of earning differentials (e.g., Psacharopoulos 1972, 1985, 1994; Psacharopoulos and Patrinos 2004; Peet, Fink and Fawzi 2015). Education also serves as a signal of workers’ innate abilities as well as other unobservable productivity-related characteristics (Phelps 1972; Arrow 1973; Spence 1973). While these studies typically refer to general formal education, there is mixed evidence ... Read More

  • Local Procurement and Firm Performance: Pure-local Inputs and Semi-local
           Inputs
    • Abstract: Policymakers encourage foreign-owned firms to procure inputs produced domestically in order to induce technology transfer. To do that, particularly in developing countries, local content requirements (LCRs) have traditionally been imposed on foreign direct investment (FDI). However, LCRs are inconsistent with the national treatment obligation in World Trade Organization (WTO). Rules of origin, particularly value-added content criterion, with which firms must comply in exporting under preferential tariff schemes, may also contribute to raising the local input share in foreign-owned firms. As a result, foreign-owned firms raise the share of local inputs and contribute technology transfer to indigenous firms to some ... Read More

  • Banking and Economic Rent in Asia: Rent Effects, Financial Fragility, and
Economic Development ed. by Yasushi Suzuki, Mohammad Dulal Miah, and
           Manjula K. Wanniarachchige (review)
    • Abstract: In most parts of Asia, the banking sector plays an important role in mobilizing funds and transmitting monetary policies. The banking sector, given its importance, is heavily regulated and protected such that it has “rent” opportunities; it earns returns above what may be implied from purely competitive market scenarios. The excess returns serve as an incentive for banks to carry out prudential screening and monitoring of customer credit risks. It also incentivizes banks to improve their financial infrastructure so as to extend financial services to the unbanked communities and hence, help deepen the financial sector. This book sets out to survey the different schools of thought on the concept of “rent” and how this ... • Handbook of Empirical Resarch on Islam and Economic Life ed. by M. Kabir
           Hassan (review)
    • Abstract: The Islamic financial service sector today represents approximately 1 per cent of global financial assets. Nevertheless, it has been growing strongly over the past decade. In 2011 alone, for example, Islamic financial assets expanded by US$1.086 trillion, an impressive 21 per cent growth over the previous year. Furthermore, the global Islamic finance sector has nearly doubled in size from 2007 to 2010, a period when many conventional banks across the globe were struggling. In fact, then, and even till today, as claimed by many experts in the field, not a single Islamic bank has needed to be bailed out by taxpayers’ money. This reality has increased general interest in the soundness and resilience of the Islamic ... Read More

  • Higher Education in the Asian Century: The European Legacy and the Future
of Transnational Education in the ASEAN Region ed. by Christopher Hill and
           Rozilini M. Fernandez-Chung (review)
    • Abstract: The Association of Southeast Asian Nations (ASEAN) is a regional block of ten countries working together to develop a strong economic community. Higher education has been identified as one of the key tools needed to enhance the development of human resources in the region. This has translated into four main priorities that are to be incorporated in the ASEAN higher education system: student mobility; credit transfers; quality assurance; and research clusters. The ultimate goal is to set up a common space of higher education in Southeast Asia that currently includes 6,500 higher education institutions and more than 12 million students across the constituent nations. This book therefore offers timely insights into ... Read More

  • Singapore: Unlikely Power by John Curtis Perry (review)
    • Abstract: There is a trend now in British politics where a succession of their politicians seem to proffer the Singapore model — however vaguely it is described and whatever it may be to each one of them — as the all-encompassing alternative to whatever the status quo is. Be it during the referendums determining Scotland’s place in the United Kingdom and the United Kingdom’s place in the European Union or the recent general elections, the city-state’s status as an economic powerhouse in Asia has earned admirers across all political stripes in its former colonial master. In fact, a recent article in Bloomberg News sought to demystify the United Kingdom’s “strange Singapore envy”.It is in that spirit perhaps that John Curtis ... Read More

  • Dollarization and De-dollarization in Transitional Economies of Southeast
Asia ed. by Koji Kubo (review)
    • Abstract: This book explores the concepts of dollarization and de-dollarization in Cambodia, Lao People’s Democratic Republic (Lao PDR), Myanmar and Vietnam (CLMV) — the new members in the Association of Southeast Asian Nations (ASEAN). After opening up to trade and foreign investment in the late 1980s and early 1990s, these economies witnessed rapid dollarization. Details of their unique experiences form the body of this book. The introductory chapter by Koji Kubo clearly explains the classification of, and the motivations for holding foreign currency deposits (FCDs) in CLMV economies, shedding light on how they are measured, and the associated benefits and costs. The technical language and formulaic discussion involving ... Read More
