  • Southeast Asian SMEs and Regional Economic Integration
    • Abstract: The economic importance of small and medium-sized enterprises (SMEs) is widely recognized and acknowledged by researchers and policymakers in Southeast Asia. This is not surprising as SMEs typically account for about 97–99 per cent of total enterprises and 60–80 per cent of total employment in Southeast Asian countries (Lee and Zhang 2016). Such statistics notwithstanding, SMEs are often viewed as suffering from many disadvantages compared to large firms in the form of the lack of scale economies and resource constraints (Harvie 2015). In the theoretical and empirical trade literature on heterogeneous firms, these disadvantages translate into the problem of low productivity which affects SMEs’ exporting ... Read More

  • New Kids on the ASEAN Block: Myanmar SMEs and Regional Economic
           Integration
    • Abstract: For decades, Myanmar’s economic system has been characterized by international isolation and central planning while private sector activity was muted. Today, however, Myanmar is in the middle of a profound political and economic transformation towards an open, market-oriented economic system. In this time of transition, the context and conditions within which Myanmar enterprises operate are changing quickly. Of particular importance is the intensification of regional economic integration, most notably within the Association of Southeast Asian Nations (ASEAN). The launch of the ASEAN Economic Community (AEC) at the end of 2015 generates both opportunities and challenges for Myanmar’s businesses. On the one hand ... Read More

  • Philippine SME Participation in ASEAN and East Asian Regional Economic
           Integration
    • Abstract: Regional production networks are at the heart of intra-regional trade and investment and are the key drivers of economic growth in ASEAN and East Asia. The ASEAN Economic Community (AEC) was established not only to create a single market but also to serve as a regional production base that will attract more foreign direct investment. This phenomenon is characterized by the exports of parts, components, capital equipment and other industrial inputs to be assembled into finished goods for export. Small and medium enterprises (SMEs) are expected to benefit from the opportunities arising from increasing globalization and regional economic integration through greater participation in global value chains (GVCs) and ... • Indonesian SME Participation in ASEAN Economic Integration
    • Abstract: ASEAN considers small and medium enterprises (SMEs) to be an important element in the economic development of member countries. SME development is a major component of the third pillar of the ASEAN Economic Community (AEC) Blueprint — equitable economic development. The 2004–14 SME Blueprint, which detailed ASEAN policies to develop competitive ASEAN SMEs, was followed by the 2010–15 ASEAN Strategic Action Plan for SME Development, which outlined specific activities to implement SME policies. Small enterprises ought to take advantage of the establishment of the AEC, as access to ASEAN markets not only expands the pool of potential consumers but also provides more options to outsource production inputs. The latter ... Read More

  • The Participation of Vietnamese SMEs in Regional Economic Integration:
Survey Results of Three Manufacturing Industries
    • Abstract: Small and medium enterprises (SMEs) are seen as the cornerstone of national economies and a significant contributor to the prosperity of a country, playing an important role in a wide spectrum of industries. There are far more SMEs than large and very large enterprises. SMEs contribute significantly to economic growth and employment creation (Harvie, Narjoko and Oum 2010). In Vietnam, SMEs accounted for 98 per cent of total enterprises in 2012, an increase from 94.6 per cent in 2000. The SME sector created more than 5.4 million jobs in 2012, 4.6 times higher than the number of jobs created by SMEs in 2000 (GSO 2014). Given the importance of SMEs in the economy, and given deeper integration into the world economy ... Read More

  • Thailand’s SME Participation in ASEAN and East Asian Regional
           Economic Integration
    • Abstract: Thailand’s SMEs have played a pivotal role in the country’s economic and social development (OSMEP 2014). As indicated in Table 1, SMEs constituted 99 per cent of all enterprises in the country and contributed 73 per cent of all employment during the period 2007–12. Out of total SMEs, almost one-third were in the manufacturing sector in the period 2007–12. On average, manufacturing SMEs employed around 27.1 per cent of the private sector workforce over the period 2007–12 and their contribution to total SME GDP was 28.7 per cent. • SME Participation in ASEAN and East Asian Integration: The Case of
           Cambodia
    • Abstract: Since the 1990s, the Cambodian economy has experienced rapid growth through its open and market-oriented policies to support trade and investment. The economy grew at the rate of 7 per cent per annum from 1994 to 2013, one of the fastest growing economies in ASEAN and Asia. This is partly because of its low initial base due to being ravaged by tremendous political conflicts prior to 1993. Although the Cambodian economy is predominantly an agrarian one, it is structurally shifting towards manufacturing and services. As seen in Table 1, the output share of the agrarian sector has fallen over the years to around 30 per cent of GDP in 2014 from 50 per cent in 1990s. By contrast, manufacturing has grown rapidly ... • Lao SME Participation in Regional Economic Integration
    • Abstract: ASEAN economic integration is expected to increase the productivity and competitiveness of firms in member countries. As a land-locked country, Laos faces various challenges and barriers to participate in this process via trade and investment. Despite such difficulties, the country has maintained a relatively high level of economic growth in the past two decades. However, the long-term prospects of the country’s future growth is questionable. This is because recent economic growth has been driven by resource-based sectors such as mining and hydropower. Empirical studies have shown that resource-rich countries tend to experience slower growth compared to resource-poor countries. In other words, Laos might ... Read More

  • Asia and Global Production Networks ed. by Benno Ferrarini and David
           Hummels (review)
    • Abstract: Production in the global economy has become increasingly fragmented today as many goods and services pass through countless hands and cross multiple international borders before the final stages of consumption. It brings opportunities to firms as well as challenges for governments as they seek to understand and manage the proliferation of such Global Value Chains (GVCs). The edited volume is a timely contribution to a burgeoning literature that examines this phenomenon, where it brings together the works of scholars and policymakers contributing diverse insights into the architecture and implications of GVCs. The book is organized around two central themes. First, it looks at how external shocks ... Read More

  • Global Production Networks: Theorizing Economic Development in an
Interconnected World by Neil M. Coe and Henry Wai-Chung Yeung (review)
    • Abstract: Over the past few decades, the structure of the global economy vis-à-vis production has morphed spatially — into one replete with dispersed networks and a plethora of actors, localities, and relationships transcending state boundaries. The components of this contemporary economic structure, termed Global Production Networks (GPNs) by its authors Coe and Yeung, are the entities-of-interest in this book. Given the absence of a book-length treatment of GPNs by the extant literature, the value-add offered by Coe and Yeung in terms of delineating unified causal explanations for the rise and persistence of GPNs is timely and noteworthy. Across its six chapters, the book is cognizant of complementary approaches ... Read More

  • The Future of Asian Finance ed. by Ratna Sahay, et al. (review)
    • Abstract: In a single reference volume, The Future of Asian Finance compiles the results of the research and policy seminars conducted by the International Monetary Fund (IMF) under its “Future of Asia’s Finance” project from 2013 to 2015. This edited book is comprehensive both in terms of the scope of issues covered — ranging from banking, capital markets, demographic shifts, regional financial centres, regional integration, the evolving global regulatory environment, etc. — as well as the depth of original research analysis of these issues. The IMF’s global perspective affords a certain objectivity in pointing out current weaknesses in Asian financial markets and institutions versus the significant tasks in ... Read More

  • Handbook on Trade and Development ed. by Oliver Morrissey, Ricardo A.
           Lopez, and Kishor Sharma (review)
    • Abstract: The Handbook, comprised of twenty-three chapters, outlines the linkages between trade and economic performance for developing countries. A central theme advanced in this volume is that not all developing economies are able to realize the benefits of trade, particularly countries in sub-Saharan Africa (SSA). To expand on this theme, the volume features three separate sections comprising five chapters each on SSA (Part II); Latin America (Part III); and East Asia (Part IV). This framework captures the nuances in the complex relationships between trade and development within the context of region and country case studies. Beyond the introductory chapter, which provides a roadmap of the contents of ... Read More

  • The Local Impact of Globalization in South and Southeast Asia ed. by Bart
Lambregts, Niels Beerepoot, and Robert C. Kloosterman (review)
    • Abstract: The book under review touches an unexplored area: the impact of multinational service industries on local systems — society, culture, innovation, labour, class, industrial systems, etc. Researchers and policymakers, especially those in the developmental space, will benefit greatly from the book. The book uses simple qualitative research methods and descriptive statistical analysis, which makes it accessible to everyone. The hardbound book is divided into four broad parts under which three or four chapters are clubbed. These are: the broader framework of globalization of the services sector and how it manifests in India and Philippines; how it is different in smaller contexts like Hong Kong and ... Read More

  • Rubber Manufacturing in Malaysia: Resource-Based Industrialization in
           Practice by C.C. Goldthorpe (review)
    • Abstract: Emerging from an unspecified “research study” at the University of Bradford, this little book is resolutely practical, factual, and sometimes quite technical, but it has fascinating wider implications for economic historians and economists. The author uses the case of Malaysian rubber, examined through a thorough reading of secondary sources, to investigate the viability of “resource-based industrialization”. The question is whether a region that produces a particular raw material should seek to transform it into semi-finished or finished goods. Goldthorpe further explores M.E. Porter’s notion that a government may need to nudge manufacturers to take advantage of a local resource. Readers interested in these ... Read More

  • Trade Liberalization and Poverty: Vietnam Now and Beyond by Minh Son Le,
Tarlok Singh, and Duc-Tho Nguyen (review)
    • Abstract: Since the start of Doi Moi in 1986, Vietnam has strived to promote the transition from a centrally planed autarky to a more market-oriented and open economy. During the last three decades, policy reform efforts focused on three main pillars, namely: (i) market-oriented institutional reforms; (ii) macroeconomic stabilization; and (iii) proactive international economic integration. In particular, market-oriented institutional reforms and international economic integration interacted closely with each other, seeking to broaden economic opportunities and simultaneously improve capacity to take advantage of such opportunities in Vietnam. The periods with drastic institutional reforms and progress towards economic ... Read More
