  • No More Clubbing: The Evolution of Exchange Rate Behaviour in the ASEAN-5
           Countries
    • Abstract: Exchange rate policies of the ASEAN-5 countries have been subject to considerable scrutiny.1 The reasons for the scrutiny include: implications of the exchange rate regime for the conduct of monetary policy; concerns about (some of) these countries gaining competitive advantage by undervaluing their currencies; and the view of currency alignment as a reflection of global power structures (Henning 2012).Heavily managed exchange rate regimes are believed to have contributed to the accumulation of vulnerabilities that resulted in the Asian Financial Crisis (AFC) (Goldstein 1999). Post-crisis, most emerging markets professed greater exchange rate flexibility. However, as documented in the large literature on the "fear ... Read More

  • FTA Use in Export-Platform FDI: Evidence from Exports to China by Japanese
           Affiliates in ASEAN
    • Abstract: Many multinational enterprises (MNEs) have recently begun to actively use regional trade agreements (RTAs) all over the world. In particular, there is a growing number of MNEs who have overseas affiliates trading with third countries (i.e., neither home country nor host country) under RTA preferential schemes. The Japanese government's "White Paper on International Economy and Trade 2014" introduces several case studies where Japanese affiliates in Southeast Asia use preferential schemes when trading with China, India, or Korea. These are especially important for trade with China and Korea since Japan has not yet concluded any Free Trade Agreement (FTA) schemes with either country. By trading through their overseas ... • Restructuring the SOE Sector in Vietnam
    • Abstract: Vietnam experienced an impressive development performance over the last two decades. It transitioned from low- to middle-income status within one generation, with average growth rates around 6 per cent since 1990 — one of the highest in the world. However, the current level of development poses new socio-economic and political challenges. Notably, while growth has thus far been driven by factor accumulation and structural change (McCaig and Pavcnik 2013), with surplus labour depleting and the highest returns from structural change soon to be exhausted, the focus has increasingly shifted towards reforms that improve sectoral and firm efficiency so as to use the country's resources most effectively. This is ... Read More

  • Government Policies, Regional Trading Agreements and the Economic
Performance of Local Electronics Component Producing SMEs in Malaysia
    • Abstract: The importance of small and medium enterprises (SMEs) in economic development is now widely acknowledged (Acs and Audretsch 1988).1 However, despite the significant role they play, this class of firms has historically been vulnerable to competition. This is due to their size disadvantage, especially in industries characterized by scale economies. Although the evolution of science parks and university-industry research linkages has enabled SMEs to participate in R&D-intensive activities, minimum scale efficiencies are still important in scale-based industries, such as automobile assembly, wafer fabrication, and integrated circuits and printed circuit board assemblies (Rasiah 2003). SMEs are also prone to market ... Read More

  • Indonesia's Guaranteed Microfinance Programme (KUR): Lessons from the
           First Stage of Implementation
    • Abstract: Small and medium enterprises (SMEs) are an important part of the Indonesian economy. In 2013, they accounted for over 99 per cent of all enterprises, 97 per cent of employment, 58 per cent of GDP, and 16 per cent of Indonesian exports (Ministry of Cooperatives and SMEs 2015). SMEs play a vital role in the lives of the poor and near poor by providing job opportunities, sources of income, and also goods and services to meet their basic needs (Firdausy 2005, p. 261; P2E LIPI 2014, p. 33). Using economic and social indicators, around 67 per cent of employees in SMEs can be categorized as poor or near poor (P2E LIPI 2014, p. 21).Despite occupying an important role, SMEs have not lived up to their full potential to ... • The Impact of Household Credit on Consumption in Laos
    • Abstract: The Lao People's Democratic Republic (hereafter Laos) is a small landlocked country in Southeast Asia. Since the country began transitioning from a centrally planned economy to a market economy in 1986, it has made remarkable economic progress. In 2014, the country was one of the fastest growing economies in the East Asian and Pacific regions with GDP rising at an average rate of 7 per cent over the past decade. However, Laos is still classified by the World Bank as a lower middle-income country and poverty reduction has been slow compared with its regional peers despite the poverty rate declining from 33.5 per cent in 2002/03 to 23.2 per cent in 2012/13 (World Bank 2015).Because Laos is a predominantly ... • Late Development Through and Beyond Deep Integration: The Evolution of
Taiwan's Economic Links with Southeast Asia
    • Abstract: In the last thirty years, the economic relationship between Southeast Asia and Taiwan has been enhanced primarily through de facto economic integration of trade and investment rather than de jure integration, such as through free trade agreements (FTAs). Until recently, Taiwan did not have any FTAs with ASEAN (Association of Southeast Asian Nations) member countries, only signing its first and only FTA in the region with Singapore in 2013 (known as ASTEP). In practice however, given their geographical proximity, the intertwined economic linkages between Taiwan and Southeast Asia can be traced back much further. In particular, the direct investment by numerous Taiwanese small and medium enterprises (SMEs) in ... Read More

  • Automation, Computerization and Future Employment in Singapore
    • Abstract: The confluence of previously disjointed fields, such as robotics, artificial intelligence, nanotechnology, big data, machine-learning, genomics and biotechnology, is forecasted to inflict rampant disruption to labour markets and current business models — with massive changes predicted in the human skill sets required to succeed in the new landscape. In fact, at the launch of the 99% SME campaign in Singapore in 2015, Senior Minister of State (Trade and Industry and National Development) Lee Yi Shyan warned that "as new technologies come on board, many of the intelligent functions, predictive functions, repetitive functions … (such as) recording, filing, documenting, data collection, can be automated. Once that ... Read More

  • Establishing an Export Credit Guarantee Scheme to Support Myanmar
           Exporters': An Exploration
    • Abstract: Despite far-reaching reform efforts, there are still various financial sector constraints that hamper the competitiveness of Myanmar exporters and hold back the expansion and upgrading of exports. These include several financial market regulations and institutional shortcomings that complicate transactions between foreign and Myanmar entities, including businesses and banks, thereby making local suppliers less attractive to foreign buyers. In particular, a lack of access to trade finance (and credit more generally) imposes constraints on the cash flow of exporters. This is particularly grave for Myanmar, given that the country only recently has made a comeback in international trade, which implies that foreign ... Read More

  • Connecting South Asia and Southeast Asia by Asia Development Bank and the
           Asia Development Bank Institute (review)
    • Abstract: Connecting South Asia and Southeast Asia, a joint study conducted by the Asian Development Bank (ADB) and the Asia Development Bank Institute (ADBI), is a succinct report on how to enhance the regional ties between the two neighbouring regions, with a particular focus on connectivity. Given the long history of ADB's involvement in both South Asia and Southeast Asia, it is ideally placed to discuss the myriad of issues that affect the economic ties between the countries in the respective regions. Myanmar's nascent but nevertheless optimistic democratic revival after decades on military rule provides the crucial land link that has been missing between the regions. Governments and policymakers can now contemplate ... Read More

  • The Trans-Pacific Partnership and the Path to Free Trade in the Asia
Pacific ed by Peter C.Y. Chow (review)
    • Abstract: The World Trade Organization's (WTO) intra and inter-regional trade data shows that there are three main centres of the world's trade. The first is in the EU in which Africa and Eurasia are interconnected, the second is in North America in which Latin America is interconnected, and the third is in Asia where the Middle East is interconnected. Within these three centres, there is a strong inter-regional trade linkage between North America and Asia. This explains why Asia Pacific has the potential to be the largest regional economic cooperation on earth. This book discusses "mega regionalism cooperation", which earned massive support in the second decade of the twenty-first century after the Trans-Pacific Partnership ... • The ASEAN Comprehensive Investment Agreement: The Regionalisation of Laws
and Policy on Foreign Investment By Julien Chaisse and Sufian Jusoh
           (review)
    • Abstract: The ASEAN grand experiment of moving gradually but consistently towards regional integration often receives little attention outside the Asian region. The determined negotiation and implementation of a consistent legal framework within the region is, however, not only important for ASEAN states, their neighbours and their trade and investment partners, but also constitutes an interesting and potentially important example of the establishment of a legally binding regime designed to suit the often disparate purposes of states with different histories and legal systems. The ASEAN Comprehensive Investment Agreement (ACIA), as the authors point out in their introduction, represents an attempt to achieve a number of ... Read More

  • Asia–Africa Development Divergence: A Question of Intent by David
           Henley (review)
    • Abstract: Despite decades of international efforts to sustain developmental growth through the use of foreign aid and economic structural adjustments, development in contemporary Africa has generally paled in comparison to the likes of Southeast Asia. Indeed, one might have expected Africa's political elites to have taken heed of the challenges and successes that facilitated the meteoritic levels of development and economic growth witnessed in Southeast Asia during the 1960s. Yet the perennial question concerning Africa's enduring difficulties in achieving similar development success, despite starting out on comparable footing with Southeast Asia, has remained largely underexplored. Therefore it is perhaps timely that David ... • Cultures of Development: Vietnam, Brazil and the Unsung Vanguard of
           Prosperity by Jonathan Warren (review)
    • Abstract: Most research in development studies leaves culture at the margins, observes Jonathan Warren in Cultures of Development. Where the significance of culture for developmental outcomes is acknowledged, it tends to be relegated to a black box. This under-conceptualization of culture's influence is especially notable in policy-oriented research. Critical development scholars, on the other hand, give attention directly to the ways developmental projects fail to anticipate how ideas and cultural practices may transform interventions. These scholars, though, resist commenting on the positive ways that culture can be used and refrain from making any policy prescriptions. Warren thus points to a hole in development thinking: ... • Unequal Thailand: Aspects of Income, Wealth and Power ed. by Pasuk
           Phongpaichit and Chris Baker (review)
    • Abstract: Inequality is a much-debated and controversial issue in the social sciences. Academic and public discourse on inequality is usually confined to advanced economies and rarely includes the developing world, despite rising inequality in economies such as China, India, or Southeast Asia. This volume, dedicated to inequality in the case of Thailand, is the first comprehensive study of its kind. The book highlights that the repeated political crises and coups d'état in Thailand are rooted in inequalities. Thanks to the quality and multifaceted contributions, this edited volume will surely become a key reference book for students of Thailand and of inequality.Phongpaichit and Baker's introduction presents their analysis ... • Central Banking as State Building: Policymakers and Their Nationalism in
the Philippines, 1933–1964 by Yusuke Takagi (review)
    • Abstract: Yusuke Takagi elaborates on how states like the Philippines, which are regarded as weak because of their inability to exercise power, remain resilient because of the presence of "islands of state strength" in their armature. The phrase is associated with the sociologist Theda Skocpol to describe variations of state capacities and has since been adopted by other scholars, including Takagi.Takagi shifts our attention away from the favoured revolutionaries and other opponents of the Philippine state, to state actors themselves — i.e., opportunistic politicians and usually leaden bureaucrats. He looks at how the Central Bank, the country's top depository, led efforts first to stabilize the new national economy, and ... Read More

  • The Oil Palm Complex: Smallholders, Agribusiness and the State in
Indonesia and Malaysia ed. by Rob Cramb and John F. McCarthy (review)
    • Abstract: The tripling of areas planted with tropical oil crops since the 1990s marks the largest transformation of global food and agricultural systems since the Green Revolution. The Green Revolution's rapid increase in production arose through improved technology and higher yields. In stark contrast, the recent increase in oil crop production has principally come through an increase in the area planted. The environmental costs of this dramatic transformation of rural landscapes are well documented and coalitions of activists around the world campaign against the palm oil sector. Less is known about how it affects the lives of people living and working in these communities. The Oil Palm Complex tells some of their ... Read More
