  • The Diplomat’s Two Minds: Deconstructing a Foreign Policy Myth

      Abstract: Two additions to the diplomatic lexicon originated during 1993 talks in Washington between Israelis and Jordanians: couch diplomacy and coffee diplomacy. The George H. W. Bush administration, brokering the talks, had included Palestinians as part of the Jordanian delegation, but because Palestinians insisted that talks pertaining to them should be conducted solely by them, the first stage of the talks was held in the lobby, a neutral place where the leaders of the Israeli and Jordanian delegations discussed procedural matters. For more than a week, the two head delegates sat on a couch in the lobby, talking about how their sides might eventually talk. As “couch diplomacy” dragged on, the delegations sat upstairs, waiting. With little else to do, members often wandered down to the lobby, where coffee was provided by the American hosts. The two delegations often crossed paths while filling their cups but studiously avoided speaking to each other.

  • Stalin, Soviet Intelligence, and the Struggle for Iran, 1945–53*

      Abstract: The drama of the National Front in Iran in 1951–53 occupies an important place in international history. Although Iran never was a colony, its struggle against the United Kingdom for control of oil had a radical impact on the process of decolonization in the Eastern hemisphere. It was also in Iran where anti-colonial passions intersected with the Cold War and the agenda of three great powers: the United Kingdom, the United States, and the Soviet Union. Last, but not least, the U.S.-British collaboration and joint overthrow of the Iranian nationalist leader Dr. Muhammed Mosaddeq in August 1953 set a model for Western approaches to radical nationalism in the Third World for at least two decades to follow.

  • Managing Imponderables: The Rise of U.S. Tourism and the Transformation of
           German Diplomacy, 1890–1933

      Abstract: Today, governments readily recognize international tourism as a salient economic and political factor. They routinely restrict or facilitate travel in accordance with the state of foreign relations and few would dispute that tourist impressions, those left by citizens abroad as well as those gained by foreign visitors, affect their international reputation. The U.S. State Department even reminds all its passport holders of their duty as “citizen diplomats” when traveling abroad.11 As one study has noted, cross-border tourism is now “inseparable from the field of international relations.”22 However, just when and why leisure travel became a field of foreign policy concern is considerably less clear.

  • Imperial Stepping Stone: Bridging Continental and Overseas Empire in

      Abstract: At the September 1853 dedication of Capitol University in Columbus, Ohio, Senator William H. Seward proclaimed to his audience: “the borders of the Federal Republic, so peculiarly constituted, shall be extended so that it shall greet the sun when he touches the Tropic and when he sends his glancing rays towards the Polar circle, and shall include even distant islands in either ocean.” From Seward’s perspective U.S. expansion was inevitable. “It is quite clear to us,” he continued, “that the motives to enlargement are even more active than they ever were heretofore.” Seward praised the country’s passion for territorial aggrandizement which served to increase the United States’ wealth, power, and expansion. Only fear, he warned, which “betrays like Treason,” could stall the American juggernaut. Near the end of his speech, Seward reminded his listeners that “a nation must always recede if it be not actually advancing.” Fourteen years later, as Secretary of State, Seward took decisive action toward fulfilling his own prophecy when he negotiated and secured the purchase of Alaska, thus ensuring that the United States’ borders literally did “greet the sun […] when he sends his glancing rays towards the Polar circle.”11

  • Creating An American Culture Of Secrecy: Cryptography In Wilson-Era
           Diplomacy*

      Abstract: Recently, historians have started to consider the role and evolution of secrecy in American foreign affairs in the post-1945 period. A special issue of this journal was even devoted to it in 2011.11 Yet historians have never meaningfully considered secrecy’s role in U.S. international relations prior to the Second World War. International historians have neglected to appreciate that the United States’ present institutionalized culture of official secrecy concerning foreign affairs is, uniquely among the nineteenth century’s great powers, wholly a creature of the twentieth century and would be profoundly alien to any of the State Department’s occupants in the years leading up to the First World War. Whereas the publication of State Department cables in 2010 on WikiLeaks provoked paroxysms of official panic, during the second half of the nineteenth century such publications were not only routine but undertaken annually by the department itself. Secrecy simply was not integral to how the nation went about its business abroad.
