      Abstract: Diplomatic History was first published in January 1977, 40 years ago. For most of us who are historians of U.S. foreign relations, there has always been a Diplomatic History, and it has been our most important read. As Peter Hahn recently said, “You absolutely have to read it to have command of the field. There is no alternative.”11 Beyond our own field, the journal is “essential,” as Mary Dudziak reminds us, because U.S. history has become transnational history, an area in which DH is a leading publisher.22 Looking back to the first year through the recollections of those who either published in the first volume, or were on the editorial board, we see that many essential qualities of the journal have remained the same.

  • Present at the Creation of SHAFR

      Abstract: It has been my privilege to have participated in the Society for Historians of American Foreign Relations since the beginning. Not only did I publish “The Orthodoxy of Revisionism: Woodrow Wilson and the New Left” in the summer 1977 issue of the first volume of Diplomatic History, I also witnessed the founding of SHAFR ten years earlier. In 1967, while I was completing my doctoral dissertation at the University of Illinois, Urbana-Champaign, I attended the Organization of American Historians annual meeting in Chicago. While there, my mentor, Norman A. Graebner, invited me to join him and several other prominent diplomatic historians when they met to found the new society. Needless to say, I did not contribute anything to the discussion. But I was delighted to meet these distinguished scholars in the emerging field of the history of American foreign relations. As a graduate student I had read their books. I felt honored to observe them as they made plans to create SHAFR. As soon as it was organized, I became a member, and have continued ever since to benefit from its activities. That summer of 1967 I defended my dissertation and, with my wife, moved from Illinois to Nebraska to join the faculty at the University of Nebraska-Lincoln.

  • Shared Beginnings: A Reflection on Forty Years

      Abstract: My article on Anson Burlingame in Diplomatic History, vol. 1, no. 3, Summer 1977, was my first publication. I was a relatively new PhD teaching in good but temporary appointments and striving to get myself in print. I was a brand-new scholar, and DH was a brand-new journal. Although DH was in its first year, it was already evident that the journal was where a young scholar wanted his work to appear. I choose to use the pronoun “his” to make the point that the number of women among our ranks was shamefully small. To SHAFR’s credit, however, Diane Shaver Clemens and Judith Hughes were members of the founding editorial board of DH.

  • What’s in a Name?

      Abstract: My memories of Diplomatic History’s start up are, I confess, dim. Thank heavens for some surviving editorial board correspondence from 1976 when the groundwork was laid. The letters touch on the nitty gritty of launching a new journal such as selecting an editor and a publisher and setting up an editorial board. The heavy lifting here fell to a set of senior historians: Robert Divine (SHAFR president), Robert Ferrell (chair of the editorial board), Paul Holbo (interim editor who got out the first issue), and Armin Rappaport (editor).

      Abstract: I have very fond memories of Diplomatic History. Paul Holbo, editor at the time, added my article concerning Pearl Harbor and the election of 1944 to the first issue in winter 1977. This was an exciting experience for me. I was a young untenured assistant professor at Texas A&M University, and the article was taken from my first book, The Shadow of Pearl Harbor: Political Controversy over the Surprise Attack, 1941–1946 (College Station, TX, 1977). I suspect pickings were kind of thin for that first issue, so Holbo did a young scholar a great favor by placing my piece in what even then looked like an up and coming important journal.

  • Confessions of an Ex-Historian

      Abstract: It was easy to decide on history as a graduate school path in the 1960s—the Kennedy years, the Cold War, and the baby boomers. It was almost as easy to choose diplomatic history as a specialization—with the Cuban missile crisis and the Vietnam War. China begged, too, for attention. These factors, plus an outstanding undergraduate history teacher, led me to the University of Wisconsin, where I pursued a PhD, initially under the left-leaning (but, as I eventually came to conclude, right-thinking) William Appleman Williams. The dissertation, “Americans in China and the Formulation of American Policy,” was to be the centerpiece of my career, but what was not “easy” was finding a harbor professionally.

      Abstract: The Servicio Cooperativo Interamericano de Salud Pública expanded public health services in Bolivia after the 1952 Revolution. I argue that not all U.S. aid to Bolivia deepened Bolivian subservience to the United States and that SCISP did more to further Bolivian than U.S. objectives in the 1950s.

  • Grand Strategy, Power Politics, and China’s Policy toward the United
           States in the 1960s

      Abstract: The 1960s marked a critical juncture in the history of the Cold War, and the history of international politics in general. The rise of Communist China as a nuclear power, the Sino-Soviet split, and the beginning of Sino-American rapprochement in late 1969 led to a significant re-configuration of global strategic and geopolitical landscapes, resulting in the gradual dissolution of bipolarity and the emergence of triangular politics. The balance of power theory predicts that China, as a weak power, would have sought American assistance in countering the threat from Moscow as the relationship between the two communist powers deteriorated. In contrast to what realist theory suggests, however, Beijing refused to seek rapprochement with Washington and pursued an antagonistic policy toward the United States throughout the 1960s. Why did China refuse reconciliation with the United States? How is China’s anti-U.S. strategy to be understood?

  • “A Knife Sharp Enough to Divide Us”: William H. Seward, Abraham
           Lincoln, and Black Colonization *

      Abstract: This article explores William H. Seward's opposition to Abraham Lincoln's pursuit of black colonization (resettlement) during the American Civil War. Although the existing literature has shown a cursory awareness of the two men's differences over that policy, scholars have failed to appreciate the full force of what was easily the strongest point of disagreement between the president and his secretary of state.Drawing on archival research from three countries, this article explains why Seward opposed colonization. It charts how wartime colonization policy evolved and investigates why even Seward could discern some merit in the idea during the early part of the war.
