  • Linkages as a Lens: An Exploration of Strategic Communications in P/CVE.

      Abstract: Strategic communications for the purpose of countering violent extremism have become widespread in recent years, especially given the communications revolution which has amplified the messages of violent extremists and those that wish to counter them. Despite this, there is little-to-no research which collects message data and analyses its design in a systematic way. In this article, we collect data from 10 social media multi-message campaigns and undertake an exploratory analysis of their design using a methodology developed from Ingram’s “Linkage-based” framework for countering militant Islamist propaganda. Our findings include: a prevalence towards highlighting the atrocities of violent extremist groups rather than strategies which challenge their competence; a priority to messages which seize the narrative agenda; differing emotional or rational pulls depending on the language in which the message is delivered; a range of different tactics employed depending on the target audience; as well as a wide range of deployments of different themes of positive and negative messages. We offer a number of possible explanations for these findings, before undertaking a cluster analysis of the data to aid the construction of Weberian “ideal type” campaigns, which offer a contribution to the field for the purposes of future research and exposition.

  • Motivational Interviewing for Deradicalization: Increasing the Readiness
           to Change

      Abstract: This article focuses on direct practice for deradicalization programming. Considering the progression of research to practice, there is a lack of recommendations from existing deradicalization research to inform those engaged in actual service delivery with extremists. Those engaged in one-to-one efforts or group modalities need strategies and techniques to better structure and standardize their efforts. This article suggests motivational interviewing (MI) as one evidence-based practice and well-researched approach that could be applied for countering violent extremism (CVE) work. Motivational interviewing is an approach that is particularly useful when the goal is observable behavior change. It is favored for those who are ambivalent to change as well those who are more resistant, angry or reluctant to change. This article will describe how motivational interviewing appears to be a natural fit for deradicalization and disengagement programs (DDPs) by reviewing eight benefits to this approach. The helpfulness of motivational interviewing is realized as many DDP staff are not trained in methods to increase motivation nor do they have a working knowledge of the process of human behavior change. A point of confluence is made that regardless of the challenging population one works with, whether they are offenders from the criminology field or radicalized terrorists in the deradicalization field, the mechanics that propel behavior change remain the same.

  • Fighting the Enemies of God: the Rise of and the Response to Violent
           Extremism in Sudan

      Abstract: This article explores the rise of and the response to violent extremism, as well as the state of affairs regarding deradicalization programs in Sudan. Based on 18 interviews with policy makers, deradicalization program staff and relatives of ISIS members, it argues that the growth of violent extremism in Sudan is far from being solely an extension of the global jihad movements; rather, it is a manifestation of domestic political and historical dynamics. This article demonstrates that violent extremism is embedded in the Islamization project that was launched by the Inqāz regime—a radical, military Islamist government that seized power in 1989—and a political ideology that created the conditions for violent extremism to thrive. Furthermore, the article illustrates two Salafi-jihadist domestic groups that are committed to establishing a global Islamic state and legitimate the use of violence to achieve their political and religious goals. This article analyzes the various narratives employed by the regime to dissociate the country from violent extremism and to portray it as a recent and foreign phenomenon. One key finding of this paper is that deradicalization in Sudan is practiced in the context where the regime attempts to balance between two contradicting interests: it tries to remove Sudan from the US government list of state sponsors of terrorism, on one hand, and to maintain the regime’s questioned local Islamic legitimacy, on the other hand.

  • Between Child Soldiers and Terrorists: Reintegrating Child Members of the
           Islamic State

      Abstract: In parts of the Republic of Iraq and the Syrian Arab Republic controlled by the Islamic State children were subjected to systematic indoctrination into extremist ideologies, with many of them being actively integrated into the Islamic State to be trained as the next generation of fighters. As Islamic State lost virtually all physical territory to other actors in the region, these children will present a serious long-term threat to security and stability unless successfully reintegrated into functioning communities. When available data on the way the Islamic State recruited, trained and indoctrinated children is examined, it can be seen that these children exhibit characteristics of child soldiers as well as those usually found in members of terrorist organizations. This paper therefore argues that, in order to devise and implement an optimal approach to their reintegration, relevant lessons should be drawn both from child soldier reintegration initiatives as well as from terrorist deradicalization and rehabilitation programs. Those lessons should then be adapted to specific requirements and constraints of this particular case.

  • When Counterterrorism Enters the Curriculum: How the Global War on Terror
           Risks Impairing Good Education

      Abstract: This article outlines and critically discusses the securitisation of the counter-radicalisation efforts in Norwegian schools. More specifically, it explores perceptions offered by educators and youth social workers through interviews with 23 practitioners on the topic of preventing youth extremism. Through the narratives of these practitioners, the paper reveals a belief that education can contribute to counter-radicalisation efforts, by focusing on relational pedagogy, social interaction and the safeguarding of vulnerable youth. Nevertheless, the article outlines a concerning discursive practice, in which young Muslims are frequently framed as vulnerable to being radicalised towards violent extremism. There is, however, evidence of both hegemony and resistance regarding the framing of Islam as a security threat, as many practitioners state that the stigmatising and polarising portrayal of Muslim youth in politics and the media can affect progressive, liberal and inclusive education. Finally, it is suggested that practitioners remain relatively unaware of how the assumption driven radicalisation discourse extends from the Global War on Terror, which is widely criticised for its informal criminalisation of Islam.

  • Family-Oriented P/CVE Programs: Overview, Challenges and Future Directions

      Abstract: Many have pointed out families to play a crucial role, both as a risk and protective factor, in radicalization leading to violence phenomena. Over the past few years, researchers and practitioners have recognized the importance of ensuring that families are addressed as a prevention target, as well as recognizing the valuable resource that they represent in preventive efforts. Accordingly, the field of P/CVE has witnessed the burgeoning of a variety of prevention and intervention initiatives specifically addressed to families, either aiming to strengthen family resilience in the face of various fragilities or to support parents in the face of problematic situations related to radicalization and (violent) extremism. While the number of family-oriented P/CVE programs has increased over the last decade, the available literature on this topic remains scarce, with very few publications providing knowledge about the nature, objectives and different operating procedures of existing initiatives. In this article, we introduce a typology of family-oriented P/CVE programs, relying on an extensive review of existing initiatives at an international level. We aim to contribute to the current literature by providing a better understanding of the variety of prevention mechanisms for radicalization leading to violence dedicated to families, as well as to discuss the challenges and pitfalls of those initiatives designed for (and sometimes by) families. In doing so, this article provides highlights and lessons that may be useful for the design of future initiatives.

  • Evidence-based informed policy design for support groups for families of
           foreign fighters: Ex ante application of realistic evaluation and review

      Abstract: Most programs to prevent and counter violent extremism (CVE) now include support programs for families of violent extremists. However, like many other CVE interventions and programs, the evidence base is still very limited. This article presents a literature review and a multi-method data assessment (including interviews with parents and family members of jihadist foreign fighters, with experts, focus groups with families of foreign fighters and policy makers) regarding the evidence base for family support programs in the CVE field. This fits within a recent trend to develop and apply evaluation to the CVE field. This article differs from other CVE evaluation studies, because it applies realist review and realistic evaluation ex ante rather than ex post. This article demonstrates that such an ex ante approach can contribute to the legitimacy, feasibility and effectiveness of CVE policy and prepare the ground for more thorough evaluation research.

  • Working Across Boundaries in Preventing Violent Extremism: Towards a
           typology for collaborative arrangements in PVE policy

      Abstract: Preventing violent extremism has become a concern for policy makers at all levels from municipal governments to international organisations. A common feature of policy at all levels is the call for collaboration between different sectors, professionals, organisations and communities. While collaboration features so centrally in PVE policy, currently there is no overarching framework through which the many instances of collaboration can be analysed or compared. This paper offers a typology of collaborative arrangements in PVE policy derived from a multilevel policy analysis. This typology creates a foundation for further research into the effectiveness and limitations of different collaborative arrangements in the context of PVE.
