  • From Marx to Illich: economy, ecology, and technology in André Gorz’s
           oeuvre of the 1970s

    • Abstract: O intuito deste artigo é analisar a obra gorziana da década 1970, que representa uma fase de transição no pensamento do autor. Até então, Gorz ­postulava um marxismo ortodoxo, defendendo a necessidade de um socialismo estatista e entendendo positivamente o trabalho e a tecnologia industrial. Todavia, a descoberta de Illich contribuirá para uma mudança profunda do seu pensamento. A “viragem ecológica” de Gorz consubstancia-se: i) na crítica da “civilização industrial” e da tecnologia predominante no capitalismo; ii) na crítica dos efeitos perniciosos do crescimento económico sobre a natureza. Os escritos deste período são a chave para entender o pós-marxismo tardio de Gorz.This article analyzes the gorzian oeuvre of the 1970s, which represents a transition stage in Gorz’s thought. Up to this period, Gorz advocated an orthodox Marxism, defending the necessity of state socialism and understanding both labor and industrial technology positively. However, the discovery of Illich contributed to a profound change in his thought. The “greening” of Gorz manifests itself in: i) criticism of “industrial civilization” and of the prevailing technology in capitalism; ii) criticism of the harmful effects of economic growth on the environment. The wittings of this period are the key to understand Gorz’s late post-Marxism.
       
  • Portugal’s commitment to biotechnology in the context of European
           integration

    • Abstract: Os grandes países científicos, em especial a partir da década de 1970, introduziram políticas estatais de incremento das novas biotecnologias, instigados pela ideia de declínio de um sistema tecnológico baseado em indústrias mecânicas e pela crise petrolífera. O presente artigo delineia uma panorâmica da implementação deste domínio científico-tecnológico em Portugal nos finais do século XX. Da fundação da Sociedade Portuguesa de Biotecnologia (1981) até à adoção da Estratégia de Lisboa (2000), incluindo assim o momento de adesão portuguesa à então CEE (1986), expõe-se a dinâmica das políticas científicas e tecnológicas, bem como a utilização de fundos europeus, orientados para o desenvolvimento das biotecnologias. Este é um processo que ilustra em Portugal traços fundamentais do atual regime de produção e regulação do conhecimento.Nations at the fore of science and technology have adopted official policies to encourage new biotechnologies, especially from the 1970s on. They were spurred on by the idea that a technological system based on mechanical industries and vulnerable to the oil crisis was in decline. This article gives an overview of how this scientific-technological domain was implemented in Portugal at the end of the twentieth century. From the founding of the Portuguese Biotechnology Society (Sociedade Portuguesa de Biotecnologia) in 1981 to the adoption of the Lisbon Strategy in 2000, and thus encompassing Portugal’s accession to the then EEC in 1986, the article describes how science and technology policies and European funding were channeled into biotechnology development. This process reveals fundamental features of how knowledge is currently produced and regulated in Portugal.
       
  • New ways to overcome social marginality in Brazil

    • Abstract: A marginalidade é, em geral, vista como um resíduo social da ação dos “sistemas”. Mas essa visão parece, hoje, ­limitada. Propomos a distinção dos sistemas em dois tipos: 1) os do “distanciamento tempo-espaço”, que afastam fisicamente os indivíduos, mas permitem a comunicação distanciada; 2) os do “distanciamento lógico”, que não afastam fisicamente as pessoas, mas interrompem a interação comunicativa. Defendemos que a ação excludente é um caráter estrutural só do segundo tipo de sistema. Na base de pesquisas de campo que realizamos, propomos a hipótese que aqueles do primeiro tipo estão abrindo, também no Brasil, novas possibilidades para os marginalizados interagirem com a sociedade.Marginality is generally regarded as a social waste of “systems”, but today this view seems limiting. We propose a distinction of action systems into two types: 1) the “time-space distanciation”, which physically separates people from each other but allows a distanced communication; 2) the “logical distanciation”, which does not separate individuals physically but interrupts communicative interaction between them. We argue that marginalization is a structural consequence only for the second type of action system. According to field research, the second type of action system is opening new possibilities in Brazil for marginalized people to interact with society.
       
  • Work and social movements: dialogue with public policies in Brazil - the
           ConCidades case (2013-2014)

    • Abstract: Este artigo propõe uma articulação entre a categoria trabalho e os movimentos sociais, tendo como referencial empírico as análises de representantes da sociedade civil organizada no Conselho das Cidades (ConCidades), órgão colegial do governo brasileiro, de natureza deliberativa e consultiva, integrante da estrutura do Ministério das Cidades, responsável pela formulação, implementação e acompanhamento da execução da Política Nacional de Desenvolvimento Urbano (PNDU). Foram aplicados questionários online a conselheiros e, para fins de aprofundamento teórico, realizaram-se entrevistas individuais com especialistas nos campos do trabalho e dos movimentos sociais, de dezembro de 2013 a outubro de 2014. Os resultados indicam uma conceção naturalizada do “trabalho” e a sua operacionalização, em termos de políticas públicas para a cidadania, por meio de demandas correlatas institucionalizadas, como habitação e mobilidade urbana.This article proposes articulating work and social movements, based on analyses of organized civil society representatives in the Cities Council (ConCidades), a collegiate body of the Brazilian government. This Council is deliberative and consultative in nature, integrates the structure of the Ministry of Cities, and is responsible for formulating, implementing, and monitoring the National Politics of Urban Development (PNDU). Online surveys were applied to counselors and individual interviews were conducted with experts in the fields of work and social movements, from December 2013 to October 2014. Results indicate a naturalized conception of the work agenda and its operationalization in terms of public policies to citizenship, such as housing and urban mobility.
       
  • What do the elderly need in order to live with dignity in
           ­Portugal'

    • Abstract: Pretende-se conhecer o que as pessoas idosas perspetivam como necessário para viverem com dignidade na atualidade, em Portugal. É adotada uma abordagem consensual complementando um método de natureza quantitativa, recorrendo aos microdados do Eurobarómetro, com um método de natureza qualitativa, recorrendo aos dados de três focus groups realizados no âmbito do projeto Rendimento Adequado em Portugal (RAP). Os resultados revelam as vantagens desta combinação de métodos e sugerem que as necessidades humanas consideradas fundamentais para uma vida com dignidade para as pessoas idosas em Portugal vão para além da subsistência, sendo identificadas também as necessidades de segurança, identidade, afeição, lazer, compreensão e liberdade.We seek to determine what the elderly in ­Portugal perceive as necessary to live a dignified life in today’s world. We adopt a consensual approach complementing a quantitative method, using the microdata from Eurobarometer surveys, with a qualitative method, using the data from three focus groups held under the research project Rendimento Adequado em Portugal (RAP). The results reveal the advantages of this combination of methods, and suggest that the human needs considered as being fundamental for an elderly person to lead a dignified life in Portugal go beyond subsistence, also identifying the needs of protection, identity, affection, leisure, understanding, and freedom.
       
  • Older citizen participation in Portugal: an exploratory study of
           local initiatives

    • Abstract: A perspetiva participativa tem ganho destaque na área do envelhecimento, impulsionada em parte pela divulgação da noção de envelhecimento ativo. Tal ênfase não foi contudo acompanhado por equivalente aprofundamento do conceito e das práticas, assistindo-se à perda de especificidade do termo, em particular na aceção de envolvimento cívico e político dos cidadãos idosos. Como se pode afinal definir participação cidadã sénior' Que tipo de atividades inclui' E o que se está concretamente a fazer em Portugal neste âmbito' Estas são questões a que o artigo procura responder, com base num estudo exploratório de levantamento de iniciativas locais de “participação sénior”.Participation has been gaining prominence in discussions of ageing, partly a result of the widespread notion of active ageing. The emphasis has not, however, been followed up by parallel advances in conceptualization and practice, and the term has lost specificity and meaning, particularly in connection with civic and political engagement of older citizens. How can senior citizen participation be defined' What kind of activities does it encompass' And what is being done in Portugal in this area' These are the questions the paper addresses, with data from an exploratory study on local “seniors’ participation” initiatives.

A metodologia combina estatística descritiva e multivariada para analisar as bases de dados do Quality of Govern­ment Institute e do Earth Policy Institute. Os resultados sugerem que: (1) comparativamente, a independência do judiciário é a variável que menos contribui para a criação do indicador de fracasso estatal; (2) a análise de clusters classificou 17 países como Estados colapsados, sendo a Somália o caso mais extremo; e (3) tanto a fragmentação étnica quanto o desenvolvimento económico desigual variam de forma estatisticamente significativa entre os clusters.This article seeks to create a State failure indicator. The methodology combines descriptive and multivariate statistics to analyze the databases Quality of Government Institute and the Earth Policy Institute. The results suggest that: (1) the independence of the judiciary is the variable that contributes the least to the creation of a State failure indicator; (2) cluster analysis classified 17 countries as collapsed states, Somalia is the most extreme case; and (3) ethnic fragmentation and uneven economic development show statistically significant variation between clusters.

The results suggest that: (1) the independence of the judiciary is the variable that contributes the least to the creation of a State failure indicator; (2) cluster analysis classified 17 countries as collapsed states, Somalia is the most extreme case; and (3) ethnic fragmentation and uneven economic development show statistically significant variation between clusters.
