  • Pest and power: history of the “orange tree devourer” (Azores,
           Portugal, 1840-1860)

    • Abstract: O “devorista das laranjeiras” (Coccus hesperidum), foi o agente de uma crise com implicações económicas e políticas que afetou a produção da laranja nos Açores, entre 1840 e 1860. O artigo analisa a origem, expansão e impacto da praga, e a forma como intervieram os poderes insulares e central numa fase muito precoce das políticas de proteção das populações contra pragas e doenças no contexto do liberalismo português. Evidenciam-se diferenças entre as respostas dadas nos três distritos que constituíam o arquipélago. A narrativa dialoga com a historiografia das epidemias na primeira metade do século XIX, sugerindo a influência das ideias de saúde pública na génese das políticas fitopatológicas oitocentistas, de que este caso é pioneiro.The “orange tree devourer” (Coccus hesperidum, also known as the “Brown Soft Scale”) was the agent of a crisis with economic and political implications that affected orange production in the Azores between 1840 and 1860. This article analyzes the origin, expansion, and impact of the pest, and how island and central powers intervened very quickly to protect populations against pests and diseases in the context of Portuguese liberalism. There are differences between the responses in the three districts comprising the archipelago. The narrative addresses the historiography of epidemics in the first half of the nineteenth century, suggesting the influence of public health ideas on the genesis of nineteenth century phytopathological policies, of which this case is a pioneer.
       
  • “History always favors the winners”: Heróis do Mar and the invention
           of nationalist pop in the 1980s

    • Abstract: “Dos fracos não reza a história”. Os Heróis do Mar e a invenção do nacionalismo pop. Precursora na difusão de estilos pop híbridos tributários das principais correntes internacionais, a banda Heróis do Mar instituiu novas práticas performativas e discursivas, empreendendo uma revisitação do período dos Descobrimentos, que exaltava tanto o espírito de cruzada, quanto o universalismo português. Admitindo que a cultura audiovisual passou a ser o eixo gravitacional da vida cultural portuguesa nos anos 80, e que os Descobrimentos portugueses encontraram na música pop um novo meio de transmissão, neste artigo pretende-se analisar a emergência do nacionalismo pop através dos rituais performativos dos Heróis do Mar, uma banda que desenvolveu uma relação peculiar entre música pop, nação e usos da História, e se tornou num dos principais impulsionadores da imaginação nacional.Pioneers in performing international pop styles in Portugal, the group Heróis do Mar initiated an historical revisionism of the Portuguese Discoveries, exalting both the spirit of crusade and the so-called Portuguese universalism. Assuming that audiovisual culture was a key element in the Portuguese cultural life in the 1980s, and that the Portuguese Discoveries found in pop music a new form of transmission and celebration, in this article I analyze the emergence of Portuguese nationalist pop through the practices, rituals, and discourses of Heróis do Mar, a group that developed a peculiar relationship between pop music, nation, and the uses of History.
       
  • Rádio Caos: resistência e experimentação
           cultural nos anos 1980

    • Abstract: A década de 1980 é crucial, em Portugal, para a abordagem das transformações sociais, culturais e políticas ínsitas ao desenvolvimento da indústria cultural e ao mercado de entretenimento de massas. Foi nessa década que ocorreu a consolidação das culturas juvenis e se densificaram as pertenças subculturais. Daí, surge como relevante a compreensão das atividades (contra)culturais atinentes às rádios-piratas levadas a cabo por um conjunto de jovens insatisfeitos com o universo dos possíveis culturais existentes em Portugal - descontentamento ainda mais sublinhado na cidade do Porto, e manifestamente patente nas emissões da Rádio Caos. O nosso enfoque incide nesta Rádio - apelidada de pirata, e cuja atividade constituiu paradigma de mudança cultural, artística e musical mobilizada pelos jovens da altura.The 1980s are crucial to the social, cultural, and political transformations in consolidating culture and establishing a mass entertainment industry in Portugal. It was in this decade that the consolidation of youth cultures occurred and subcultural identities were enhanced. We consider it valuable to understand the (counter) cultural activities surrounding the pirate radio stations that were operated in that decade by a group of young people dissatisfied with the universe of cultural possibilities existing in Portugal - a discontent that was even more pronounced in the city of Porto (Portugal) through Radio Caos’ broadcasts. We propose to study this radio station - called “pirate” - that was active from 1982 to 1988 as a paradigm of cultural, artistic, and musical change, mobilized by the youth of the time.
       
  • Integration of the “retornados” in the Portuguese society: identity,
           dis-identification, and concealment

    • Abstract: Como resultado da descolonização estima-se que entre 500 000 e 800 000 colonos portugueses tenham abandonado a sua residência em África entre 1974 e 1979. Na sua maior parte, estas pessoas vêm para Portugal, onde foram nomeadas de “retornados”, um nome que adquire uma conotação pejorativa quando usado para identificar uma população, na sua maioria branca, subitamente deslocada devido ao colapso do sistema colonial português. Tendo por base fontes bibliográficas e de arquivo, bem como dados de entrevistas realizadas a esta população, este artigo procura abordar questões associadas a processos de identidade e de desidentificação desencadeados pela chegada dos retornados e pela sua integração na sociedade portuguesa.It is estimated that as a result of decolonization between 500,000 and 800,000 Portuguese settlers left their residence in Africa between 1974 and 1979. For the most part, these people came to Portugal, where they were called “retornados”, a name that acquired a pejorative connotation used to identify a population of colonial migrants, mostly white, suddenly displaced due to the collapse of the Portuguese colonial system. Based on bibliographic and archival sources, as well as data from interviews with this population, this article addresses issues of identity and dis-identification related to the arrival of returnees and their integration into Portuguese society.
       
  • The social mobilization of the right in Portugal between authoritarianism
           and democratization: the case of the Nationalist Movement (1972-1980)

    • Abstract: A mobilização social das direitas em Portugal entre autoritarismo e democratização: o caso do Movimento Nacionalista (1972-1980). Na década de 70 do século XX, as direitas portuguesas protagonizaram dois movimentos sociais em oposição ao reformismo marcelista e em favor da viragem à direita pós-PREC. Entre os diferentes atores, a organização juvenil Movimento Nacionalista (MN) marca presença nos dois momentos. A sua análise qualitativa nestes dois contextos histórico-políticos permite descrever o comportamento coletivo das direitas na perspetiva da teoria dos movimentos sociais: as janelas de oportunidade, a estruturação em rede, as identidades, as interações entre atores, as estratégias de mobilização de recursos, os objetivos. Pretende-se, assim, fornecer uma contribuição inovadora aos estudos dos movimentos sociais portugueses entre o tardo-autoritarismo e a democratização.In the 1970s Portuguese rights played a role in two social movements in opposition to Marcelist reformism and in favor of the post-PREC turn to the right. Among the different actors, the youth organization Movimento Nacionalista (MN) is present in both moments. A qualitative analysis of these two historical-political contexts allows us to describe the collective behavior of rights from the perspective of social movement theory: windows of opportunity, network structuring, identities, interactions among actors, strategies for resource mobilization, and objectives. We seek to make an innovative contribution to the study of Portuguese social movements between late-authoritarianism and democratization.
       
  • Professional regulation in the field of spatial planning in Portugal -
           the case of SAR

    • Abstract: O campo do ordenamento do território sofreu um impulso nas últimas décadas em Portugal. Ao longo dos anos, diversas ocupações têm competido pelo controlo deste mercado, tirando proveito da falta de regulação. Em 2006, o secretário de Estado da tutela deu início a um sistema de registo dos coordenadores dos instrumentos de gestão territorial, o SAR, envolvendo todos estes grupos de interesse. A mudança de governante, em 2009, levou à suspensão do processo de concertação, deixando novamente espaço livre para a disputa. Este artigo apresenta este caso de tentativa de regulação profissional, realçando o papel do Estado e os desafios da profissionalização de um saber multidisciplinar.The field of spatial planning has seen a significant boost in recent decades in Portugal. Different occupations had earlier competed for the control of this market, exploiting a lack of regulation. In 2006, the then Planning Junior minister introduced a registration system for the coordinators of territorial management instruments, the SAR, bringing together all interested professional groups. However, a ministerial reshuffling in 2009 led to the halting of the concertation process, leaving once again room for professional dispute. This paper presents this case of professional regulation, highlighting the role of the state and the challenges of the professionalization of multidisciplinary knowledge.
       
  • Corruption, governance, and Nigeria’s uncivil society,
           1999-2016

    • Abstract: The interface between corruption and governance has been widely discussed, with corruption generally acknowledged as leading to poor governance outcomes. The intersection between the two is also generally believed to be a key driver of insecurity. This paper demonstrates that not only do corruption and bad governance drive conflict and insecurity, but that the latter often provide the cloaking for the perpetuation of corrupt and unaccountable governance. Using the Niger Delta militancy and the Boko Haram insurgency in South and Northeast Nigeria respectively as its units of analysis, the paper demonstrates the specific ways in which the activities of these uncivil society groupings led to the perpetration of large scale corruption and irresponsive governance in Nigeria during the period under study.A confluência entre corrupção e governança tem sido amplamente discutida, sendo a corrupção geralmente reconhecida como fator conducente a fracos desempenhos administrativos. A interseção entre as duas é também amplamente considerada como principal propiciador da insegurança. Este artigo demonstra que a corrupção e a má governança não só geram o conflito e a insegurança, mas que esta última propicia frequentemente a cobertura necessária para a perpetuação de uma governança corrupta e impune. Utilizando a militância do Delta do Níger e a rebelião do Boko Haram no sul e no nordeste da Nigéria, respetivamente, como unidades de análise, este artigo explora os modos específicos pelos quais as atividades destes grupos da sociedade (pouco) civil conduziram à corrupção em larga escala e a uma administração irresponsável na Nigéria durante o período em análise.
