  • Public Policy Instruments and Their Impact: From Analogue to Electronic
           Government in the Bus Services of São Paulo

    • Abstract: This article deals with the relations between public policy instruments and production practices of objects related to government action. It demonstrates that the materiality of the instruments built to make a public policy object legible to its operators has independent effects on the relations among private operators, bureaucrats, and the public sector. Based on the bus service provision policies in the city of São Paulo between the 1980s and the 2000s, it shows that transportation policies are structured around the dilemmas and conflicts associated with the production of reports and databases. This article suggests that everyday practices and instruments, especially those associated with the documentation of operational performance, are key dimensions to understand the limits and potential of both state capacities and the regulation of companies’ profits. Because of its materiality, documentation practices and document pathways, operate as devices and artifacts which structure opacities, asymmetries of information, and power struggles between the state bureaucrats and private companies in the construction of service legibility. This article concludes that the transition from the governance through analogue instruments to the governance through electronic instruments is characterized by more transparency and greater regulatory potential over the private sector.
       
  • Socialization and Political Regimes: the Impact of Generation on Support
           for Democracy in Latin America

    • Abstract: Studies on democratic attitudes in Latin America indicate that older citizens are more likely to express a preference for democracy. This contradicts part of the literature, which suggests that the greatest support should come from younger generations, who were socialized under democratic regimes. One possible explanation for the greater support for democracy among the older generation is that they experienced the repression of political and civil rights under authoritarian rule, thus creating an aversion to such regimes. In this article, we replicate tests conducted by other studies in evaluating the effect of generation on support for democracy, using data from the 2012 Americas Barometer. In addition, we add a new factor to the analysis: the country's authoritarian legacy, measured as to the duration and intensity with which individual and political rights were curtailed in the past. The results show a complex picture. First, they confirm that the generations that have lived under authoritarian regimes are more likely to support democracy. However, we find no evidence of an increase in the difference in support between generations in countries where the authoritarian legacy is stronger. Finally, the data indicate that countries with stronger authoritarian legacies exhibit less support for democracy, while stronger democratic legacies have the opposite effect.
       
  • Terror or Terrorism' Al-Qaeda and the Islamic State in Comparative
           Perspective

    • Abstract: The article compares al-Qaeda and ISIS, which despite similar origins have developed distinct paths and goals. According to our analytical framework, this is because al-Qaeda appears to use terror as a tool to induce other audiences into particular behaviors, expecting to change the correlation of forces in its favor in the future, while ISIS is a more complex organization whose primary goal is to build a new political order in territories it occupies. The results highlight the problems of treating both organizations as terrorist groups and contribute to debates on conceptually defining terrorism.
       
  • Coproduce or Codevelop Military Aircraft' Analysis of Models
           Applicable to USAN

    • Abstract: The creation of the Union of South American Nations (USAN) aroused expectations about joint development and production of military aircraft in South America. However, political divergences, technological asymmetries and budgetary problems made projects canceled. Faced with the impasse, this article approaches features of two military aircraft development experiences and their links with the regionalization processes to extract elements that help to account for the problems faced by USAN. The processes of adoption of the F-104 and the Tornado in the 1950s and 1970s by countries that later joined the European Union are analyzed in a comparative perspective. The two projects are compared about the political and diplomatic implications (mutual trust, military capabilities and regionalization) and the economic implications (scale of production, value chains and industrial parks). We argue that both processes generated convergence, though countries involved already shared threat perceptions and a military alliance, which compelled them to cooperation. Thus, the successful joint development of military aircrafts within USAN would require a previous level of convergence not yet achieved.
       
  • The Deposition of Paraguayan President Fernando Lugo and its repercussions
           in South American regional organizations

    • Abstract: In June 2012, the Paraguayan Parliament executed a procedure that removed President Fernando Lugo from office. Since 1993, only two presidents have completed their mandates, Juan Carlos Wasmosy (1993-1998) and Nicanor Duarte Frutos (2003-2008). With the exception of the latter, all elected presidents have faced either successful or attempted coups, mostly organized by the military. In the case of Lugo, South American governments reacted by suspending Paraguay from two regional organizations (Unasur and Mercosur). This article has two main objectives: 01. to provide an interpretation of Fernando Lugo's deposition, in the context of the ongoing instability of Paraguay's democratic regime, as well as other similar cases in South America; and 02. to analyze the regional repercussions of the interruption of Lugo's presidential mandate, in particular the reactions from other South American governments and the ramifications for three Mercosur institutions: the Common Market Council (CMC), the Mercosur Parliament (Parlasur), and the Permanent Review Tribunal (TPR). It is argued that, despite the involvement of the parliamentary and judicial institutions of the bloc in the Paraguayan case, the governments have prevailed in both the suspension and reincorporation of Paraguay to the bloc, reinforcing both the intergovernmental nature of these regional initiatives and the prominence of national executives in regional decision-making.
       
  • Expert-Driven and Citational Approaches to Assessing Journal Publications
           of Brazilian Political Scientists

    • Abstract: In this study, we seek to contribute to discussions on how the quality of academic production in the field of political science should be evaluated using Brazil as a case study. We contrast the 'expert-driven approach' that is followed by CAPES, an agency of the Brazilian federal government with the 'citational' approach, which is based on the ranking of journals by mainstream indices of scientific research impact. With data provided by CAPES from 2010 to 2014, we examine to what extent journals that are ranked as having high quality by CAPES also have high impact indexes in the SCImago Journal rank index (SJR), the Hirsch index (h-index) calculated by SCImago, the h5-index and h5-median (based on the h-index period 05 years, calculated by Google Scholar Metrics), and the SNIP indicator (calculated by the CWTS Journal Indicators, included in the Scopus database). Our findings show that there is a positive, but weak correlation between citational criteria and the Qualis evaluation of the same journals. In ordered logistic regressions, we show that a journal's past Qualis scores are the most important factor for explaining its grades in the next evaluation. We show that once a journal's past Qualis score is considered, a journal's citational ranking does not influence its Qualis score with the exception of the SJR in the 2013-4 evaluation. Moreover, a journal's Qualis score is not influenced by the country of publication, language, or social science focus, all else equal.
