  • Civil Society and Democratic Governance in Ghana: Emerging Roles and
           Challenges

      Abstract: Though the essence of ‘civil society’ appeared in the writings of Rousseau, Ferguson, Tocqueville and Gramsci, the use of the term did not become prominent until the 18th century. Variously defined, the meaning, applicability and categorization of civil society are embedded in highly contextualized ideological debates of Tocqueville’s liberal democracy and Gramscian post-Marxist school of thought. Whilst liberals see civil society as characterized by high social capital, trust and cooperation necessary for democracy, the Gramscian conception assumes a more direct political position and considers civil society an instrument of resistance and activism that promotes challenges to political, social and economic hegemony. The use of the term civil society among Ghanaian scholars has been aligned largely with Tocqueville’s neo-liberal perspective. In as much as the role of civil society is applauded, great caution must be exercised in universalizing all civic organizations in Ghana as pro-democratic entities. This article therefore examines civil society from the Tocquevillian perspective, and its influence on the analysis of civil society in Ghana. The essay reviews the works of Gyimah-Boadi, Ninsin, Drah and Ocquaye that adopt Tocqueville’s liberalist characterization of civil society and how it has helped to shape democracy and checked the despotic tendencies of the Ghanaian state. It concludes with recommendations on how a broader conceptualization beyond de Tocqueville could enhance the analytical and empirical relevance of civil society in promoting the liberty of citizens against the encroachments of a powerful state.Keywords: Civil society; 'alternative' civil society; Ghana; democracy; democratic consolidation

  • Positive Youth Development in War-Affected Children in Uganda

      Abstract: The war in northern Uganda with Joseph Kony and his Lord’s Resistance Army (LRA) created over 20 years of terror and turmoil. Tens of thousands of youth were either abducted as child soldiers and/or sex slaves; or they were placed in internally displaced peoples’ (IDP) camps, where they lived with inadequate social provisions, such as food, health care, education, and safety. Our study used interviews and focus groups to learn about how these youth were coping post-war. In particular, we focused on youth with positive purpose and goals to understand ways in which they were supported to hold fast to positive development and life goals. Findings indicated that rehabilitation, financial support for education, role models, and sports/arts have helped many youth who experienced war in northern Uganda find pro-social purposes in their lives.

  • Imperial Presidency and the Neo-patrimonialization of Disorder in
           post-Authoritarian Nigeria

      Abstract: The president and the network of offices that are linked to him, in modern presidential democracies, symbolize a neutral state that does not meddle in order-threatening political struggles. It however seems that this liberal ideal is hardly the case in many illiberal democracies. Against this background, this article examines the presidential roots of public disorder in post-military Nigeria. Drawing on documentary data source and deploying neo-patrimonial theory as theoretical framework, it argues that the presidency in Nigeria, given the historical context under which it has emerged as well as the political economy of neo-patrimonialism and prebendalism that has nurtured it, is a central participant in the whole architecture of public disorder. The paper recommends, among others, the fundamental restructuring of the Nigerian neo-colonial state and the political economy that undergird it.

  • The Leadership/Education Nexus in the Development of Manya Krobo in Ghana
           1939-1989. The Case of Oklemekuku Azzu Mate Kole

      Abstract: The kind of governance and administration introduced in British West Africa in the 19th century was dubbed ‘indirect rule’. It entailed the direct link of the colonial administration in London and the seat of government of a colony with the traditional rulers of the native states within the colony. Each native state was virtually self-supporting; it organized its own administration, collected revenue and initiated its own development plan. This was the system inherited by Oklemekuku Azzu Mate Kole when he became the paramount chief and Konor of the Manya Krobo state in the Gold Coast (Ghana) in June 1939.
      In this paper we propose to demonstrate how the paramount chief’s upbringing and education molded him into a charismatic, transformational leader who used both formal and informal education to develop a hitherto rural state into a progressive one which became a model for other native states in the Gold Coast to emulate.
      Unfortunately the shift of political orientation and management by the new national government in 1951 led to the collapse of the vibrant and progressive rural economy. Meanwhile Oklemekuku Azzu Mate Kole’s continued performance at the Legislative Assembly till 1954 and his service on relevant boards between 1966 and 1972 helped in attaining re-direction in various national issues to the benefit of all.

  • Traditional Earth Houses in Vittin, Tamale: Identity and perception of the
           tradition-modernity conflict.

      Abstract: The tension between tradition and modernity extends into African traditional architecture. The desire to become modern is pushing people to change from the climate suitable traditional houses found in the Northern Region of Ghana. The study sought to explore the influence of modernity on traditional buildings in Vittin, a peri-urban community in the Tamale municipality. Using focus group discussions and photography, the study explored some of the tradition-modernity tensions that exist in African traditional architecture. Although respondents associated identity and tradition with the round earth houses built in the past, they explained that in contemporary times urbanisation, status, economic issues, sustainability and the sense of belongingness were push factors for change. The research concludes that conscious effort needs to be made for earth constructed houses to be sustainable otherwise the technology will completely disappear and this may impact the traditional beliefs and practices of the people. It is proposed that there is the need to relook at traditional architecture to make them durable and sustainable and the indigenous knowledge and architecture of the people need to be documented.

  • The Trope of Apotheosis and Intimations of Self-Immolation: A
           Deconstructive Interpretation of Mother-Daughter Dynamics in Chika
           Unigwe’s Night Dancer

      Abstract: The link between gender and creativity has often been emphasised in scholarly appraisals of women writings. Consequently, the diversity and strong presence of women writings on the scene of contemporary Nigerian prose fiction have centralised gender discourse in the scholarship on recent Nigerian prose writings. This paper scrutinises religious figures in Chika Unigwe’s Night Dancer towards a deeper engagement with her treatment of mother-daughter relations and gender complexities. Gods and goddesses are deployed as metaphorical tools towards comprehension of the relations of male and female mortals in the narrative. Furthermore, the characters in Night Dancer are re-imagined and analysed using religious imagery. This paper establishes that the religious metaphors in Unigwe’s Night Dancer reflect core fundamental truths of gender relations in the society and serve as grand metaphors through which the trope of the absent mother in relation to the daughter and gender conceptions of the fictive world of Night Dancer could be interrogated.
