  • Editorial Introduction
    • Abstract: It is our pleasure to introduce a set of distinctive writings that continue to spotlight the initiatives of the Alliance of Universities for Democracy (AUDEM) and contribute to the flourishing and expanding The International Journal of Higher Education and Democracy. Volume 4 of the journal includes seven articles in three different sections, followed by an interview and three book reviews. The first section is devoted to the journal’s main focus—issues of democracy in the university. The second section looks at civic engagement, and the third provides both a practical and a theoretical perspective on leadership. It has become a tradition for the AUDEM journal to interview a person who is involved in an ... Read More

  • University Autonomy and Academic Freedom: Are They Included in
           Transforming Universities in Tajikistan?
    • Abstract: Tajikistan, one of the five Central Asian republics of the former Soviet Union, is currently looking at the “European model” as a way to transform its higher education. The European model is typically conflated in the Republic of Tajikistan (RT) with the Bologna Process that has recently launched the European Higher Education Area. “Bologna,” “credit hours,” and “bachelor’s, master’s, and Ph.D. degrees” are among the most common constructs to be found in Tajikistan’s educational policy documents and discourse; and the republic is making pronounced steps to be a member of Bologna. Its recently appointed (2012) minister of education, Nuriddin Saidov, reported, “since 2005 we have been implementing the reforms ... Read More

  • Exercising Democracy in Universities: The Gap between Words and Actions
    • Abstract: At the 2012 Alliance of Universities for Democracy Conference (AUDEM), outgoing alliance president John Ryder rhetorically asked, “What is democracy. Is it a system of government or it is a system for selecting political leaders, or a system of decision-making in any social institution, or is it even a ‘way of life’ or something else?” In this article we explore the relationship between democracy and the university and then focus on a case study of a democratic exercise within public institutions of higher education in Romania. Democracy can be defined in many ways; however, Frank Cunningham (1992) argues that “democracy is not something that either exists or does not exist; rather it is a matter of ... Read More

  • Undermining Authority: Restoring Intellectual Relevance in an
           Anti-Intellectual Democracy
    • Abstract: Considering the question of how unfolding political upheavals across the Arab region and the reform initiatives introduced by those in power may affect the relationship between states and institutions of higher education, Mazawi (2011) makes this observation: The state’s involvement in the political subordination of higher education occurs alongside policies that seek to realign higher education with labor market “needs,” through increased accountability and economic liberalization…. Thus political subordination and economic liberalization feed on each other. On the one hand, the state’s political subordination of higher education institutions subverts the emergence of an authentic academic leadership ... Read More

  • Pedagogía Comunitaria: Facilitating Latino Student Civic Engagement
           Leadership
    • Abstract: Linking learning with the capacity for community leadership is the primary mission of many higher education institutions today across the globe and a hoped for distinguishing characteristic of their college graduates (DeGioia, 2011). As opposed to historic hierarchical notions of leadership, contemporary views emphasize effective leadership as a process of understanding one’s own skills, knowledge, and motivations within the context of community where reciprocal, democratic, and interdependent relationships are valued over individualistic power and processes (Astin & Astin, 2000; Cress et al., 2001; Komives et al., 1998; Komives et al., 2006; Lipman-Blumen, 2000). Indeed, given our global economic ... Read More

  • Shared Community: Leaders of Immigrant and Refugee Backgrounds Partner
with Undergraduate Students for Social Change
    • Abstract: In 2001, the University of Utah established University Neighborhood Partners (UNP), a university-community partnership located on Salt Lake City’s west side (Utah, USA). UNP is focused on building long-term collaborations among higher education, state and local government, schools, nonprofits, social service systems, and the resident communities. With 35 partnerships in 25 westside locations, UNP collaborates with community organizations to develop initiatives that expand and support community leadership and resident empowerment; increase educational pathway opportunities for youth and families; and support community capacity building through partnerships focused on health, employment, and social services ... • Exploration of Leadership Undergraduate Curricula: A Practical and
           Critical Review
    • Abstract: The last 30 years has witnessed the extraordinary development of both graduate and undergraduate leadership degree programs in universities and colleges across North America. This development is the outcome of a greater demand for leadership skills in many disciplines and in the workforce. According to Bass and Bass (2008), most organizations, including “businesses, governments, and nonprofit agencies, have increasingly made leadership a core concept in meeting the challenges of the twentieth century and the first decade of the new millennium” (p. 17). Watt (2003) adds that “[e]ffective leaders who are skilled at critical thinking, communicating, and are capable of dealing with family problems, poverty, politics ... Read More

  • Leader as Potentiator: Exploring Farther Reaches of Leadership
    • Abstract: On the whole … I think it is fair to say that human history is a record of the ways in which human nature has been sold short. The highest possibilities of human nature have practically always been underestimated. In the past, the study of leadership development attempted to answer complex questions like: What makes an effective leader? What do great leaders do? How do we develop leadership? What is the purpose of leadership? The research centered on these complex questions, including the tenets of transformational leadership, the ability to lead others to higher levels of expectation and morality (Bass, 1990; Burns, 1978), the relational constructs posited by Rost (1993), servant leadership (Greenleaf ... • An Interview with Mary McFarland, International Director, Jesuit Commons:
Higher Education at the Margins (JC:HEM)
    • Abstract: May 15, 2013, Spokane, Washington Mary, when I first met you, you were a dean, and you had a nice, comfortable office. So how did you end up from that comfortable chair to being constantly on the move and traveling to interesting locations such as Syria, Kenya, and Malawi? Actually, before I came to Gonzaga I was a chairperson of a small state school’s nursing program that was very rural. We started by compressed video, to reach to a rural community that could not come to campus. I had already experienced the benefit of what can happen for people when they can access education, and that access came through the use of technology. When I first came to Gonzaga University, the university was having ... Read More

  • Democratic Dilemmas of Teaching Service-Learning: Curricular Strategies
for Success by Christine M. Cress, David M Donahue (review)
    • Abstract: Democratic Dilemmas of Teaching Service-Learning: Curricular Strategies for Success provides several rich, informative case studies from the leading scholars in service-learning education that examine the adversity that comes from teaching service learning as well as different strategies to overcome challenges and provide the students with a meaningful learning experience. The scope of this book is surprising with 24 chapters and over 20 authors. The book, divided into six sections, focuses on diverse themes such as: service-learning course design, the democratic process within a service-learning context, and creating democratic learning communities both inside and outside the classroom. • Life Happens: A Practical Course of Personal Finance from College to
Career by Mitchell D. Weiss (review)
    • Abstract: Life Happens is an innovative approach to introducing American and international students to personal financial management systems. Although the book is based on an American financial framework, it is extremely interesting to exchange students, faculty, and international professionals who come to the United States for a short- or long-term stay. Fulbright and IREX scholars would benefit from reading the book prior to coming to the United States. The book’s content is also relevant to any country’s financial system due to its clear and engaging explanation of such fundamentals as managing cash; budgeting and saving; acquiring, managing and protecting credit; investing in equity; purchasing a home and a car; ... • On Education: Conversations with Riccardo Mazzeo by Zygmunt Bauman
           (review)
    • Abstract: Beginning in Tunisia in 2010 and spreading throughout the North African and Middle Eastern Arab World, the “Arab Spring” was, among other things, a surge for democracy and political change. On August 5, 2011, a fatal police shooting led to subsequent protests and eventually extensive rioting in what is now called the UK’s Summer of Disorder (Lewis & Newburn, 2011). September 17, 2011, New York’s Zuccotti Park became the center of the Occupy Wall Street movement, directed at the issues of social and economic inequality, corporate greed and influence, and political corruption (Gautney, 2011). These and other populace uprisings set the stage for Bauman’s work On Education, in which he and Riccardo Mazzeo ... Read More
