  • The African Union Non-Indifference Stance: Lessons from Sudan and Libya
    • Abstract: This article examines the credibility of the African Union (AU)’s non- indifference stance to human rights and security abuses based on the lessons learned from the AU’s responses to the crises in Sudan (2004–07) and Libya (2011). The study is premised on the consideration that the establishment of the AU in 2002 ignited a new wave of optimism among Africans on the regional body’s policy frameworks that prioritize human rights and security in Africa. The 2016 AU Summit, which was organized under the theme “African Year of Human Rights with Particular Focus on the Rights of Women,” highlights the continental body’s commitment to addressing the human rights challenges faced by ordinary Africans. This stance ... Read More

  • The Gift of Violence: Ex-Militias and Ambiguous Debt Relations during
           Post-War Elections in Sierra Leone
    • Abstract: [W]hile gift giving is an interminable process, compelled by the felt inequality of the social capital given and received in any single exchange, violence is similarly cyclical, sustained by the impossibility of both parties ever deciding unambiguously when a score has been settled, when wrongs have been righted, when debts have been paid and losses made good. “We need to silence the violence,” so said mobilized ex-militias during the 2012 elections in Sierra Leone. The statement highlights the ambiguous ways in which ex-militia members maneuvered this electoral moment in order to seize emergent opportunities to profit. While indicating a displacement of violence, it simultaneously connects to a ... Read More

  • Mobilizing a Defensive Kikuyu-Kalenjin Alliance: The Politicization of the
International Criminal Court in Kenya’s 2013 Presidential Election
    • Abstract: Sitting across from my interviewee in his Mombasa office, I ask him the following questions: since the restoration of multiparty political competition in the 1990s, why is it that some of Kenya’s presidential elections have been accompanied by local-level violence, in the form of inter- ethnic clashes, while others have gone off peacefully? And how did Kenya manage to avoid election-related conflict in 2013 after the devastating violence of 2007–08? “In Kenyan politics, there are no permanent enemies,” comes the reply.1 It is a pithy statement, but in the context of Kenya’s elections, this assertion says a lot. First, it reflects the fluidity of the country’s party system. A notable feature of electoral politics ... Read More

  • The Role of Language in Peacebuilding: The Case of the 2008 Kenyan
           Coalition Government
    • Abstract: According to Daniel Sullivan (2005), the way coalition partners negotiate divisive issues of national concern is crucial to the success of such coalition governments. In addition, such negotiations cannot materialize without the use of language. As a result, language becomes a medium of domination and social force, hence linguistic choices are ideologically driven (Fairclough 1989). This study sought to demonstrate that language is a powerful tool that people in leadership positions and those seeking power, particularly politicians, use to not only communicate their policies and ideological positions, but also to consolidate peace and gain political mileage. The argument presented in this article is that the ... Read More

  • The Responsibility to Protect and the African Governance Architecture:
           Explaining the Nexus
    • Abstract: The principle of the Responsibility to Protect (R2P), which was adopted at the 2005 World Summit, seeks to prevent the crimes of genocide, ethnic cleansing, crimes against humanity, and war crimes, which are generically referred to as “atrocity crimes” (UNGA 2008: 138–40; AU Constitutive Act, Article 4[h]). R2P has three pillars: pillar one focuses on the primary responsibility of states to protect their populations from atrocity crimes, pillar two addresses the pivotal issue of international assistance to states (capacity-building) in fulfilling their responsibility of protecting populations from atrocity crimes, and pillar three deals with the commitment of the international community, including regional ... • What Went Wrong in South Sudan in December 2013
    • Abstract: South Sudan is the world’s youngest state, having attained independence from Sudan following a referendum in July 2011. The conflict in South Sudan has resulted in a severe humanitarian crisis with around 10,000 lives lost and over 700,000 people displaced (Ylönen 2014). Economically, it has resulted in capital flights and slowdowns in oil production (ICG 2014). The current crisis in South Sudan is indicative of underlying tensions and mistrust among leaders and ethnic groups traceable to the second phase of the civil war (1983–2005) in Sudan.1 While the civil war in Sudan was categorized as a north-south conflict, pitting the people in current Sudan against the people of present-day South Sudan, power contests ... • The Struggling State: Nationalism, Mass Militarization, and the Education
of Eritrea by Jennifer Riggan (review)
    • Abstract: Eritrea all too often seems to get caught up in myths and stereotypes that prevent observers from getting beyond simplistic accounts. Thankfully, Jennifer Riggan’s book, The Struggling State, falls prey to none of the usual tropes, but portrays a complex and detailed picture of this young country. An anthropologist, Riggan’s focus is on schools and teacher training, which gives her a privileged look at the crucial areas of youth and education, but also enables her to explore meatier issues of the state, citizens, and nation. She sheds light on the Eritrean state’s remarkable efforts to control bodies and movement with digestible analysis informed by Foucault, Mbembe, and Agamben as well as more applied ... Read More

  • Oil Wealth and Insurgency in Nigeria by Omolade Adunbi (review)
    • Abstract: Adunbi’s Oil Wealth and Insurgency in Nigeria (OWIN) is an excellent book that should be extensively consulted by anyone interested in understanding the politics of energy production. Adunbi lived and worked in the Niger Delta, the site of Nigeria’s oil industry, for a considerable time. Long-term participation in its everyday life gives him an exceptionable knowledge of its oil realities. His chore is to explain the politics resultant upon the Delta’s oil—a work undertaken by others, notably Michael Watts—but which in Adunbi’s telling becomes one that reaches out from individuals to global actors concerned with “the struggle over control of oil resources” (p. 2). OWIN has seven chapters plus an ... Read More

  • Horror in Paradise: Frameworks for Understanding the Crises of the Niger
Delta Region of Nigeria ed. by Christopher LaMonica, J. Shola Omotola
           (review)
    • Abstract: The crises of the Niger Delta region of Nigeria have remained an important subject of concern in African political economy. Africa’s largest economy, Nigeria, has made billions of dollars over the last five decades from the vast deposit of oil and gas in the Niger Delta region. However, the region remains underdeveloped and highly volatile. In four sections and eighteen chapters, Christopher LaMonica and J. Shola Omotola’s Horror in Paradise examines how the successive governments of the country have betrayed the opportunities for development of the Niger Delta and of Nigeria generally, despite the abundant oil resources in the region and the possibilities for a new civilizing arrangement and sustainable ... • The Secret Life of Your Clothes by Andy Wells (review)
    • Abstract: The Secret Life of Your Clothes was produced in 2014 for the BBC’s current affairs documentary program This World and features Ade Adepitan as the presenter or narrator. Using a journalistic style, Adepitan follows the trail of how clothing donated to charity shops in the United Kingdom is purchased by wholesalers in Britain, who bundle the items in large bales and ship them overseas to countries like Ghana. After a brief interview with the owner of one of these companies, the film crew heads to Ghana. Adepitan visits the wholesale market in Accra, the used clothing sections of the market in Kumasi, a place in the countryside that produces hand-woven Kente cloth, and a Ghanaian print textile factory on the ...
