Ignacio, Ruvalcaba-Gomez, Edgar Alejandro Pages: 1 - 22 Abstract: At this point, the role of the concept Open Government (OG) has been key promoting transparency, participation and collaboration in public administration worldwide. This article presents research about the open government (OG) phenomena in Spanish municipalities over 50,000 inhabitants (146 municipalities), using a questionnaire. Particularly, the research objective of this article is looking at the perceptions of city managers responsible for OG policies in order to understand more about this emergent public policy in the local layer of government. The results are consistent with a notion of OG associated to terms like transparency or access to information, and less to collaboration, co-production, of technologies or electronic government. In addition, the results confirm the intention of city managers to promote transparency or access to information with OG policies, while other possible outcomes (collaboration, managerial improvements or reduction of management costs) are less popular. Finally, the implementation of OG policies remains in its initial stages, whereas they are much expanded in strategic plans or units/departments at the local level of government in Spain. Authors:Al-Emadi; Ameena, Anouze, Abdel Latef Pages: 23 - 52 Abstract: This article explores the perceptions of senior managers about the successful implementations of e-government projects in their agencies, identifying what problems they have encountered and how they have addressed these problems better. 17 e-government projects were interviewed to reveal their underlying perceptions on the successful implementation of e-government projects in their agencies. After analyzing their interview transcripts, forty-nine constructs were revealed, refined, and categorized. The findings indicate that there is a lack of consensus among project managers about what constitutes e-Government project success, there was agreement across all levels of management that project success needs to be measured through a set of quantitative measures such as the number of transactions submitted through the e-government system, number of users using the system, and total time required to complete a process. Drawing from the empirical findings, this article presents a conceptual framework for change management in e-government projects together with a set of recommendations. However, challenges remain to the achieving of wide spread adoption of such systems, especially with respect to improving their resilience against potential faults. Blockchain is a disruptive technology of the current era and promises to improve the overall resilience of e-voting systems. This article presents an effort to leverage benefits of blockchain such as cryptographic foundations and transparency to achieve an effective scheme for e-voting. The proposed scheme conforms to the fundamental requirements for e-voting schemes and achieves end-to-end verifiability. The article presents details of the proposed e-voting scheme along with its implementation using Multichain platform. The article also presents an in-depth evaluation of the scheme which successfully demonstrates its effectiveness to achieve an end-to-end verifiable e-voting scheme. Using survey, 1453 valid responses were collected from e-government services users across Algeria. The study empirical outcomes shows eight out of nine identified factors have significant impacts on users' satisfaction with e-government services. This study integrates the e-GAM and UTAUT model to develop a hypothesized framework to investigate the DigiLocker E-governance service adoption in India from a citizen's perspective. The survey was conducted among citizens in Pune city and its suburbs using a structured questionnaire. The confirmatory factor analysis was done using the PLS-SEM technique. The results of this cross-sectional research explain that performance expectancy, effort expectancy, facilitating conditions, social influence, perceived awareness, computer self-efficacy, multilingual option, perceived quality of information, perceived response and perceived trust influence the behavioral intention and actual usage of DigiLocker cloud-based E-governance service. The outcome of this article is valuable to policymakers for providing better E-governance services. This research presents vital insights and highlights the factors that influence the cloud-based E-governance service adoption in developing countries like India.
