  • Propaganda as 'Knowledge' production: Alexander the Great,
           piety, portents and persuasion

      Abstract: Propaganda deployed as ‘information warfare’ is an increasingly common trend in 21st century conflicts. However, the sophisticated manipulation of images, records, and ritual are well-attested in the historical record for over four thousand years. The ancient world is worth careful study because its use of propaganda was aimed as the fundamental generation of knowledge that would then be handed down as the valid historical record of kingdoms, rulers and peoples. One of the most fascinating examples of this was Alexander the Great’s effort to build a transnational empire cemented by formulating an elevated religious status for himself that could appeal to Greeks, Macedonians, Egyptians and Persians. Alexander’s agendas were complex, and if ultimately unsuccessful in his own lifetime, nonetheless shaped dominant historical accounts for over two millennia. They were far more sophisticated than President Trump’s populism or President Putin’s effort to build a Eurasian civilizational-identity that can transcend Russian particularism. Propaganda is not just about spreading particular truths or falsehoods, but is engaged in the generation, deletion and shaping of transmitted ‘knowledge’ that influences national identities and political power.

  • China's connections with Europe: Investments beyond the European
           Union

      Abstract: This paper examines China’s engagements with the European Union (EU), with a specific reference to the emerging Belt and Road Initiative (BRI) and the 16+1 platform. It compares the experiences of Visegrad countries: the Czech Republic, Hungary, Poland and Slovakia. The analysis shows differences in approaches of individual states and it questions the benefits in relation to promised investments and real outcomes. The European Union’s response is outlined through an assessment of the new EU strategy on China, suggesting a need for further convergence between EU and 16+1 policies.

  • South of South - Australia and its influence in the Antarctic

      Abstract: This article explores the current relationship Australia has to Antarctica, and provides suggestions for Australia’s future actions in the wake of emerging geopolitical complications in the Antarctic region. Australia’s foreign policy scope almost exclusively looks northwards, but this paper argues that Australia should not be complacent of its interests to the south. The formation of the Antarctic Treaty System and Australia’s role in this process is described, before the modern issues challenging this system of stability are introduced. Prominently, the geographical changes to the region caused by climate change and human interference is cited as having the potential to open Antarctica up to resource competition and militarisation between states invested in the South Pole. This, combined with the growing interest of the tourism industry in the continent, puts the political position of Antarctica as a land purely for peaceful use, and not for sovereign claim or control, under threat. It assesses how these geopolitical issues effect the continent, Australia, and the wider world, as well as presenting suggestions for how Australia should respond to these issues in their efforts to exert diplomatic influence over the South Pole, protect Antarctica’s longevity, and promote peaceful stability in the region.

  • Reconciling realism and constructivism: An analysis of national interests
           and international institutions

      Abstract: Realism and constructivism are regularly portrayed as incompatible approaches to International Relations. However, the overlap between realism and constructivism often manifests in a state’s construction of multilateral institutions, which are intentionally designed to advance the state’s national interests in diverse ways. The first section of this article assesses the intersection between realism and constructivism regarding the notion of national interests. Section two outlines state construction of multilateral institutions in pursuit of national interests, with specific reference to the United States’ establishment of the liberal world order through the Bretton Woods institutions, and the pursuit of Russia’s geopolitical agenda through the Eurasian Economic Union (EEU). Within this analysis, both realism and constructivism are critically assessed. However, the article is structured within an overarching realist framework as it argues that constructivism is an approach selectively used by realist-oriented states to advance diverse national interests.

  • Confucianism and Ecological Civilization: A Comparative Study

      Abstract: The purpose of this article is to examine the relationship between the concept of an ‘ecological civilization’, as adopted in modern PRC, and Confucian values. Global warming, desertification, heavy metal contamination, smog, and water pollution represent some of the environmental issues that restrict the development of China, as well as other countries in the world economy, threatening people’s health and livelihood. The gravity of the situation was reflected in the Report of the 17th Chinese Communist Party (CPC) National Congress held in 2007, which called for the development of an “ecological civilization,” a policy further formalized at the 18th National Congress of the CPC in 2012. However, societal and cultural support is needed to ensure a deep and lasting evolution towards a sustainable eco-civilization. Confucianism provides considerable material for the establishment of such an ecological civilization. Confucius and Mencius stressed the importance the protecting natural resources and emphasized thriftiness. An analysis of Confucian relational theory and filial piety suggests that human beings should be concerned with nature and sustainable development, which in turn requires people to protect and conserve natural resources, maintaining their sustainable use. Recent Chinese commitments to sustainable development, combat desertification, reverse forest losses and slow soil degradation show a desire to positively transform human-environmental interactions.

  • Book Announcement - The politics and philosophy of Chinese power: The
           timeless and the timely

      Abstract: This book provides a timely analysis of the politics, philosophy, and history of Chinese power, focusing on social, strategic, and diplomatic trends that have shaped China for over three thousand years. Chinese elites have used the past to inform the present, but have also mobilized new ideas to address the country’s rapid transition to global power. China’s intellectual world can draw on a surprisingly pluralist legacy. When Chinese thinkers assess "power," they bring to bear their classical legacy, the military classics, Chinese socialism, and Western political thought. There are also a number of intriguing formulations that give shape to the exercise of Chinese power. Among these are comprehensive national strength, stability preservation, soft power, asymmetric conflict, and counter-intervention strategies.This book looks at key periods in Chinese history when attitudes to power evolved and at their current expressions. These include China’s expanded use of think tanks to chart the future, efforts at creating an eco-civilization to balance growth, and an extended set of security and information capabilities. From observing the centrality of power in today’s international affairs, the book moves to the foundational concepts of Chinese governance: its belief in a strategic configuration of power - as understood in military contexts - as well as its growing diplomatic and maritime engagement abroad. This analysis culminates in new ideas of functional multipolarity. Power is also deployed internally: China’s use of nationalism as a major tool for state-building and cohesion, the ongoing role of socialism, and the People’s Liberation Army are all examined in this light. China’s current strategic culture has shaped President Xi Jinping’s search for a new model of power for China in the twenty-first century, an endeavour that will have serious implications for the future global order. This book provides an alternative perspective on China’s trajectory towards a revised international system.

  • THAAD: Missile defense or diplomatic challenge'

      Abstract: The date 8 July 2016 is a momentous one for Northeast Asian security affairs. It was when South Korea’s Ministry of National Defense (MND) announced the government’s decision to allow US deployment of the Terminal High Altitude Area Defense (THAAD) system on Korean soil. This news reverberated around the world, as the implications of deploying THAAD go beyond the already dangerous Korean peninsula and impact on relations between the United States and China. This report discusses THAAD as not only a missile defense system but also as a diplomatic challenge.

  • Rising assertiveness versus peaceful development: Making sense of
           China's ambivalent international behavior

      Abstract: In the past few years, especially after the 2008 global financial crisis, China has become more assertive, not just in its military posture but also in its diplomatic affairs and economic interactions. Despite this rising assertiveness, China’s grand strategy officially remains that of ‘Peaceful Development.’ In consequence, scholars have disagreed about the trajectory of China’s grand strategy in light of its often ambivalent behavior. To explain this ambivalence, this article will take a closer empirical look at two important developments regarding China’s international affairs: The softening on China’s preoccupation with territorial integrity and sovereignty has been exhibited in taking sides with Russia in the Ukraine Crisis, as well as its continually increasing participation in United Nations peacekeeping missions. In contrast to more common materialist explanations, this article argues that the ambivalence of these actions can best be explained by contextualizing them with China’s history and sense of legitimacy.

  • The Role of International Organisations in the Russia-China Relationship

      Abstract: The Russian Federation and the People’s Republic of China have certain international relations principles in common. They are committed to a multipolar rather than a US-dominated unipolar world dominated. The Russian President Vladimir Putin said in 2007 at the Munich Security Conference: “In the modern world the unipolar model is not only unacceptable but also impossible” (Dokumentika, 2012). Chinese President Xi Jinping during his speech at the UN General Assembly in September 2016 pointed out that “the movement towards a multipolar world became an irresistible trend of the history” (Russia Today, 2015). Linked with their preference for a multipolar world is a desire to make and maintain close economic and/or security relationships with a wide variety of states, which includes interaction within the United Nations, the Group of Twenty, the Shanghai Cooperation Organisation, the Asia-Pacific Economic Cooperation forum, the BRICS countries and the Conference on Interaction and Confidence Building Measures in Asia (Russian.news.cn, 2014).
