  • How Does Path Dependence Facilitate Reform? The Case of the Mega-Ministry
           Reform in Shunde District, Guangdong Province, China

      Abstract: The traditional view of path dependence is typically focused on the restriction imposed by the past path on future change. Recently, scholars have noted that past paths can also be productive, yielding creativity. These new developments in path dependence illuminate the study of reform. We argue that reforms can form a type of path, with past reforms facilitating future reforms through path dependence. The 1992 administrative reform and the mega-ministry administrative reform implemented in 2009 in Shunde District, Guangdong Province, China, exhibit this type of change. The 1992 reform significantly influenced the 2009 reform process. The changes that unfolded in Shunde were focused on utilizing this established path to propel further changes. Previous reforms and their outcomes, which constitute a major component of established paths, provide momentum to change by embedding such change as an element of established behavioral patterns and customs; and provide advantageous reform resources for future reforms.路径依赖的传统观点一般聚焦于以往路径对未来变化施加的限制。近期学者留意到:以往路径也能具有成效—提供创造力。路径依赖的这一新发现为研究改革指明了方向。本文认为, 改革能创造一种新的路径, 该路径基于以往的改革, 并通过路径依赖促进未来改革。中国广东省顺德区于2009年实施了大部制改革和顺应1992年的行政改革, 此次改革展示了这类变化。1992年的改革显著影响了2009年的改革进程。顺德展开的一系列变化聚焦于通过利用现有路径推动新变化。以前的改革及其结果是现有路径的主要组成部分, 它们不仅能为未来改革提供有利改革资源, 还能通过把改变作为现有行为模式和习俗的基本元素, 从而提供改变所需的动力。

  • Government Reorganization in the Light of Quality of Democracy: South
           Korea

      Abstract: South Korea undergoes frequent and large-scale government reorganizations (GRs) that have generated social, administrative, and political problems; all of these have negative impacts on the quality of democracy by lowering people's satisfaction with their government. This article critically reviews past literature's major discussions on the quality of democracy and argues that well-performing democratic governance that not only secures democratic principles but also develops governments’ ability to perform well is required for the enhancement of democratic quality. Drawing insight from the Centripetal Democratic Governance perspective, this article defines the core principles of this governance model as institutional consistency, authority, and inclusion, and analyzes key features of Korea's GR, focusing on the science and technology administration system. The research results show that the features not only align directly with the problems engendered by frequent GR but also go against the core principles of well-performing democratic governance. Last, this article addresses the policy and theoretical implications of this finding.韩国正在经历大规模频繁的政治重组((简称GR)), 它产生了社会、行政和政治问题;这些问题降低了民众对政府的满意度, 对民主质量产生了消极的影响。本文重点检查了以往文献中对于民主质量的主要描述, 并认为良好的民主治理是提高民主质量的要求, 因为它不仅能保障民主原则, 还能发展政府的表现能力。通过从向心型民主治理观念得出的见解, 本文将良好治理模式的核心原则定义为制度一致性、权威和包容。同时分析了韩国政府重组的主要特征, 聚焦于科技行政管理。研究结果表明:这些特征不仅和频繁政府重组产生的问题相一致, 还和良好民主治理的核心原则相违背。最后, 本文强调了该发现的政治意义和理论意义。

  • Religion and Revolution: Theorizing of the Arab Spring in Accordance With
           the Selectorate Approach

      Abstract: The selectorate theory introduces a framework to examine varying political structures, behavior, and systems with a fresh perspective. The theory proclaims that the political survival of a leader relies on a supportive coalition that continuously receives public and/or private payoffs. One revised revision of the selectorate theory elaborates on the classical selectorate model by investigating factors of political survival and regime stability in the Middle East and North Africa (MENA) and scrutinizing the elements of the recent MENA revolutions, such as the leaders’ religious preferences. This study demonstrates that the classical selectorate approach can perfectly satisfy the analysis of MENA transitions. We validated the revised model by showcasing the dynamics of political transition and confirming that selectorate expansion triggered a shift from private to public distribution of goods. Overall, our results were in support of the classical selectorate model and proclaimed religion as a public good, rather than a hindrance.选举团理论以全新的角度介绍了用于检测不同政治结构、行为和系统的框架。该理论表明:领导的政治生存依赖于一种能不断接收公共收益或私人收益的支持性联盟。本文介绍了一种经过修正的选举团理论, 它在经典选举团模式的基础上调查了中东和北非(简称MENA)地区政治生存和政权稳定性等因素, 并仔细检查了近期包括领导宗教偏好在内的MENA改革。本文证明:经典选举团理论途径能完全满足对MENA转型分析的要求。通过展示政治转型的能动性, 证实选举团的扩大触发了物品分配从私人转向公共, 从而证实了修正模式。总体来说, 本文结论支持经典选举团模式, 认为宗教是一种公共品, 而非阻碍。

  • The Sea of Changes: Shifting Trajectories Across the Bay of Bengal

      Abstract: A major shift of geostrategic visions from territorial dimensions to maritime trajectories for China and India has made the study of Asian maritime spaces significant. In spite of strong historical connectivities, the maritime space of Bay of Bengal separated nation-centric postcolonial states and became divided into zones, promoting geopolitical demarcations that have subsequently become deeply embedded in academic, political, and public discourses. This article attempts to examine the emergence of new economic and geostrategic horizons in this maritime space, a space that may well become a powerful pivot of a rising Asia. It proposes paradigm shifts in scholarly discourses in and around the Bay, distinct from the prism of conventional western historiography and the narrative of South-Southeast Asia divergences. A trajectory of renegotiations in the understanding of flows and networks is envisaged, implying a strong possibility of this waterscape emerging as a specialized area of study, and thus a rethinking of scholarship and pedagogy in Asian studies.

  • Comparative Analysis of Chinese and Indian Soft Power Strategy

      Abstract: In the last two decades, China and India emerged as potential contenders for great power status. During this period, both invested in soft power and capitalized on perceptions of their growing power to advance their interests without locking horns with entrenched stakeholders. This study compares the elements of Chinese and Indian soft power strategies and their impact on the international arena. The findings suggest that China's soft power strategy is more coherent than India's. China is doing well in cultural activities, people to people contacts, attracting foreign students from diverse backgrounds, and portraying itself as a progressive resilient economy while India has an upper hand projecting an image of country with a vibrant civil society and democratic order.   • Malaysian Foreign Policy Toward Singapore From Mahathir to Badawi and
           Najib: A Role Theory Assessment

      Abstract: By employing role theory, this article shall argue that changes in Malaysia's national role conceptions from Mahathir to Abdullah Badawi and Najib Razak have contributed to the improvement of Malaysia-Singapore relations in recent years. Under Mahathir, Malaysia's national role conception as a “close and important neighbor” to Singapore accentuated a “senior-junior” distinction between Malaysia and Singapore. This led to a clash of national roles between Malaysia and Singapore and resulted in bilateral contentions. For Badawi and Najib, Malaysia is also a close and important neighbor to Singapore. However, both leaders have reconceptualized Malaysia's national role conception into an “important and symbiotic partner” to de-emphasize Singapore as a negative “historical and significant other,” and promote cooperation to improve bilateral relations.   • Street-Level Bureaucrats and Irrigation Policy Reform in Southeast Asia

      Abstract: Policy reforms are difficult for developing states, especially when they are meant to improve cooperation and collaboration between private citizens and state officials, such as in the case of education, health care provision, business-state relations, and policing. A large part of this challenge is that the policy reforms required for coproduction of services necessitate development of state capacity in new directions. Using the substantive issue of irrigation reforms, especially those aimed at improving service provision and farmer participation, I identify three lessons for reformers regarding the implementation of policy for the coproduction of services. Drawing on extensive fieldwork in Thailand and Indonesia, as well as the experience of the National Irrigation Administration in the Philippines, I emphasize the importance of street-level bureaucrats. The lessons drawn from irrigation policy are comparable to other practice-intensive state activities.
