      Abstract: In ASEAN, no state's development has been as deeply affected by the United States and its policies as the Philippines, where colonial legacies have left lasting marks on its political institutions and security orientation. Today, uncertainties about the future role of the United States underscore questions about adopting any strategy that overly or exclusively relies on the United States. Moreover, new President Rodrigo Duterte has created uncertainties of his own by reversing the very U.S.-oriented strategy pursued by his predecessor, Aquino. This confluence suggests impending shifts in the national security orientation of each country and a potential turning point in U.S.-Philippine relations.   • Developing a Credible Defense Posture for the Philippines: From the Aquino
           to the Duterte Administrations

      Abstract: Since 2011, the Aquino administration has bolstered the development of a credible external defense posture of the Armed Forces of the Philippines (AFP) in the face of China's territorial expansion in the South China Sea. This move entailed the upgrading of the Philippine Navy's and the Philippine Air Force's capabilities for maritime domain awareness and naval interdiction. The Aquino administration also anchored its strategic agenda on the 60-year-old Philippines-U.S. alliance by signing the Enhanced Defense Cooperation Agreement (EDCA). The election of President Rodrigo Roa Duterte as the 16th president of the Philippines, however, generated uncertainties on whether or not he will continue building the AFP's territorial defense capabilities. Eventually, Duterte decided to continue the Aquino administration's build-up as a hedge, in case he should find it imperative in the future to pursue his predecessor's policy of challenging China's expansive claim in the South China Sea.   • Evolving Philippines-U.S.-China Strategic Triangle: International and
           Domestic Drivers

      Abstract: The triangular relations among three states—the Philippines, the United States, and the People's Republic of China—are governed by structural balance of power factors, “pragmatic opportunism” on the part of the superpowers, and the threat and opportunity perceptions of individual Philippine administrations. Recent years have seen Manila dramatically oscillating between the extremes of engagement and deterrence toward China, and dependence on, and independence from, the United States. In particular, while the Benigno Aquino III administration (2010–2016) adopted soft counterbalancing against China and heavily relied on American military support, the succeeding Rodrigo Duterte administration, in contrast, distanced itself from America in favor of deeper engagement with China.   • Sea Power in the 21st Century: Challenges and Opportunities for the

      Abstract: Situated at the heart of the Asia-Pacific, the Philippines is a maritime nation with tremendous potential to be a major player in the region. Its geostrategic location allows for the country to be a premier logistics hub and a nexus for maritime cooperation in the region. As part of the Association of Southeast Asian Nations (ASEAN), there is a need for the Philippines to assume a more assertive position in contributing to regional security and stability. Thus, the need for a strong navy with capabilities across the whole spectrum of operations becomes more apparent in order to address the rise of diverse security concerns.   • Great Power Dynamics and the Waning of ASEAN Centrality in Regional

      Abstract: The regional security architecture in Southeast Asia, arguably even within the broader East Asian region, has largely revolved in the last 25 years around the viability of the Association of Southeast Asian Nations (ASEAN) as the driving force behind Southeast Asian (and East Asian) regionalism. Multilateral institutional arrangements established since 1994 had the ASEAN states as their core component, and the “ASEAN way” of conducting foreign affairs as their normative guide. These arrangements were seen as being a critical aspect of maintaining peaceful relations in the region in the face of long standing disputes and historical suspicions. This state of affairs, underpinned by ASEAN's ability to provide the basis for managing regional relations, has now begun to unravel with the intensifying strategic competition between China and the United States.       Abstract: The Joint Statements and declarations on the establishment, promotion, and strengthening of strategic partnership by the leaders of Japan and the Philippines since 2011 indicate an ardent desire toward making security and defense cooperation a salient feature of their 21st century bilateral relationship. Scholars would point to the “China factor” as a convenient reason to explain the strategic trajectory of this evolving relationship. While this study does not discount the “China factor” as a motivating force behind this change, it asserts that both nations were able to extend their partnership into the security realm because of some enabling domestic factors.   • Institutions Without Belief: Incalculability and Legitimate Domination
           Under the Chinese Communist Party

      Abstract: Despite the focus in the extant literature on the significance of institutions to the stability of nondemocratic regimes, little attention has been paid to the relationship between institutionalization and authoritarian legitimation. In a review of three recent works, the article proposes the importance of considering this relationship alongside analyses of institutional change within the Chinese Communist Party (CCP). Based on Max Weber's conceptualization of the rational-legal basis of legitimate domination, the article thus examines the extent to which institutionalization contributes to the legitimacy and durability of the CCP.
