      Abstract: Hisab and rukyat issues have confiscated the energies of Muslims so great, it makes ukhuwah sometimes disturbed even in the celebration of Eid and Eid al-Adha. For a long time we are transfixed and chained to the problem only but not on the solution. As if the problem is merely the difference of the method of reckoning (astronomical calculations) and rukyat (hilal observations) that are impossible to unite, it is equally impossible to unite different schools of thought. The debates of the strongest arguments between the proponents of hisab and rukyat have been going on for hundreds of years, but the result has deepened the gap. This paper is trying to discuss the two problems mentioned above, to focus more on the discussion, the issues to be discussed are the concept of hisab and rukyat, history of hisab and rukyat, the strength and weaknesses between hisab and rukyat, the matched concept of hisab rukyat in Indonesia.

      Abstract: Pesantren as a traditional islamic education institution runs the education system supported by values as the students’ characters. Keeping values of pesantren exists through teaching learning can strenghthen the taughness of the pesantren in keeping its existence in the society. This research is trying to analyze the pesantren’s values which become the characteristics of the santri and this values is developed in the teaching learning process. This research uses qualitative research with observation, interview, and documentation as the data collection procedure. From the result of the research, it can be seen that the santri’s characteristic values  which are defended in the education process in al-Is.’af Islamic boarding school are sincerity,survavibility, simplicity, asketism, spirit to teach and do worship to ALLAH.

      Abstract: This research is motivated by the management of coal resources in Tanah Laut districts based on strategic management in the islamic economic perspective. The purpose of this study is to identify, examine, and find new perspectives in research analysis of government strategies in the management of coal resources 2016 based on strategic management in the economi perspective of islam.Research method used in this research is kind of mixed research. In this study researchers used quantitative data to determine the potential of minerals, coal production per year, and so on. The qualitative method in this study is intended to describe the constraints or impacts of natural resource management in Tanah Laut regency districts to know which strategies to use, it is explored through observation, interview, and documentation.Through this research, it is known that, based on the results of interviews to the energy and mineral resources department, the government’s strategy is to utilize the human resources of quality and professional and the use of modern technology to utilize resoursces and reserves of their coal.

      Abstract: Human being using language through hearing by imitating language sound spoken by another people, but not all human beings born in a perfect condition. Some of them have weaknesses on their hearing which we called hearing impaired/ deaf. It is so because they lack and partly or totally loss their hearing ability because their hearing device does not work properly. The direct effect of hearing impaired/ deaf is the delaying verbal/ aural communication with other people, because we need a clear articulation or pronunciation to communicate with others so that the message can be well-delivered. As it has already known that there are some Arabic sounds that cannot be found in Indonesian, they are ح، خ، ز،ض،ص،ذ، ظ، ط،،ش therefore, as Moslems, the students with hearing impaired should not only be taught to pronounce clear indonesian sounds, but they also need to be trained to read al-Qur’an with the correct makharijul huruf. This study is trying to find out how well the students with hearing impaired pronounce Arabic sounds (both vowel and consonant) and also investigate the factors affecting the pronunciation. The result of the research is, (1) the majority of Arabic sound articulation pronounced by a student with hearing impaired (Lia) is not clear. Some of the consonants are ز،ر، س، ص, ع، ح   ث، ذ، ظ, ق, ك، غ، خ, ف.. While in the vowel sound, it majority happenned in the short vowel sound I (kasrah), long vowel (mad), Harakat sukun and tasydid, while (2) some causing factors of the above problems are distortion, nasality (unclear sound production), and general and plural dyslalia.

      Abstract: Regression based estimation  or prediction on the stock price can be done traditionally and in a modern way. In this research it is done traditionallywith regard to instrinsic/ fundamental values of the company. Traditionallysome literature uses PER as a model of estimation, but this model have weaknesses if the Analyst or the share owners do not know how to read the financial report or they just trust the numbers on the report. The alternative way to use a model of estimation in this research considered the DER, ROA and ROE variables. This research used a quantitative research. The population of this research is 45 companies. The kind of data used is secondary data.  The data analysis used is Double Linier Regression Analysis. The result of the research is the validity  test show that the Communality number is higher than Rule of Thumbs in the point of 0,5 (table 4.4) which identifies that the regression equation made do not have multikoliniarity and the regression is able to estimate correctly (table 4.5). it has F-test and it is significant in 0,000, so that   it can be concluded that the model made does not have independent variable which influence the dependent one. In this research, the researcher deleted the free variable DER. This is because the researcher wants a model with estimation that can predict as exact as possible. Therefore, the regression equation is: the stock price = 1097.090 + 1141.427 ROA + 5407.516 ROE. The conclusions of this research are, (1) the result of F test shows that the regression model can be used to predict the stock price. In another word, the independent variable consists of ROA and ROE, some or all of its independent variables influence their dependent variable which is the stock price. (2) t Test of ROA and ROE have a positive effect on the ROE stock price. (3) ROA and ROE can explain 86, 7% effect on the stock share.

      Abstract: In this modern era, there is a finding in technology in the field of genetically changes which try to help the married couple with no children for a long time of marriage. This change can be seen in the existence of an infant with infitro fertilization, sperm banks, or magic box that can save sperm and ovum as they are in the real womb.
      As the time is gone, the practice of infant with  infitro fertilization and artificial insemination have developed in some forms of activity which are forbidden in Islam. One of the forbidden forms is infitro insemination or artificial insemination which uses the sperm and ovum from a marriage couple and put it in another woman’s womb. This practice is called as Surrogate Mother.
      Actually there is no verses in the al-Qur’an which strictly stated about the prohibition on the practice of infitro infant using another woman’s womb (Surrogate mother). But it does not mean that al-Qur’an does not give any solution and also guidance in solving the law of this problem. There are some syar’i theorems that can be used as references in the issue of surrogate mother, for example Q.S Maryam verse 3-5 which give us command to keep praying and trying to get descendents, Q.S al-Baqarah verse 223 which states that a wife is the best place for farming and also hadith of the prophet Muhammad SAW which forbid a man to give his sperm to another woman who is not their wife. Moreover, the practice of this surrogate mother is also contradictory with with al-maqasid al-shariah because it can cause a mixed Nasab.
      Based on those reasons, the writer is interested in analyzing how is the surrogate mother phenomenon in the view of hadith and its contextualization dealing with the children’s position in the law of Waris (inheritance).
      Based on the literature analysis done by the writer, it can be concluded that the practice of surrogate mother is forbidden according to Ulama because it gives more mudharat (negative effects) than Manfaat (Positive effect). The hadith used belongs to Hasan hadith with 48,9% percentage. While talking about the child’s position born through surrogate mother, they will be called as adopted children who substitute the position of their own children although they get the sperm and ovum from the real parents.

      Abstract: Merging two Methods between lecturing and Group Investigation ar Al-Qur'an is essentially dedicated to mankind wherever they are. One method to bring the Qur'an closer to human is through the stories that are presented in Al-Quran. This paper would like to investigate more about how the description of the Ibrahim story and its relevance to the values of Islamic education. The results found the data of the verses relating to the story of the prophet Ibrahim AS, as many as 186 verses spread in 25 surah. From  25 surah there are 17 (seventeen) surah down in Mecca, and 8 (eight) surah down in Medina. Furthermore, the values of Islamic education contained in the story of Prophet Ibrahim AS consists of the first; the value of uluhiyah, namely the values of faith and the values of worship; the value of uluhiyah is the value that God offers through his rasul who are immortal and never changed; it is fundamental and contains absoluteness for human life. Secondly, the values of humanity, namely the values that come from human beings, that is grown by human agreement, lived and thrived in human civilization. It is dynamic and contains truth that is relative and limited by space and time. In the Islamic context, human values can be identified with moral values. These values are honesty (shiddiq), trustworthiness (amanah), truth-telling (tabligh), intelligence (fathanah), love, patience, exemplary, and democracy.

      Abstract: This writing is trying to analyze the effort of strengthening and internalizing the students’ Islamic characteristics through their pocket book. Based on the research data, MTsN Sumber Bungur pamekasan did a concrete way to strengthen the students’ Islamic characteristics by integrating them in every aspect of the lesson. Besides, there is also an effort to internalize the maslahah concept in the application of students’ rule that can be seen from violation clarification and also the punishment which categorized into serious, medium, and small violation. The application of violation clarification and punishment category given is a concept of Maslahah and practical guidance. In the context of maslahah, serious, medium, small violation can be suited into dharurah, hajiyah and tahsiniyah.  The concept of strengthening the students’ Islamic characteristics through the students’ pocket book in MTsN Sumber Bungur Pamekasan has done by giving punishment in the form of giving point from 0- 100 by giving violation clarification to serious, medium and small violation. The internalization of Maslahah concept through the students pocket book in order to strengthen the students’ Islamic characteristics in MTsN Sumber Bungur Pamekasan is the application of Maslahah Dharuriyah, Maslahah Hajiyah and Maslahah Tahsiniyah which in practice it belongs to serious, medium, and small violation which oriented on the effort to bring goodness, peaceful, comfortable situation appropriate with the Sharia.

The research focuses  are: how was the real condition of the potential Muzakki in Sumenep' How is the process of zakat collection, management and distribution in BAZNAS Sumenep' What are the problems faced by BAZNAS Sumenep in order to gain professionalism in managing Zakat' And also how to improve the zakat manager’s skill' The approach used in this study is action research, participatory action research. The object of the study is BAZNAS Sumenep and BAZNAS Karanganyar Solo as the reference which is already successful in terms of professional management. The data collection used are documentation, interview, observation, and Focus group discussion (FGD). The technique of data analysis through 5 steps activity planning, first, making potential local mapping by doing observation to BAZNAS Karanganyar Solo and FGD. Second, conducting Zakat seminar. The third, improving the BAZNAS  zakat organizer’s skill. Fourth, Social network development. Fifth, assistance, monitoring and evaluating process. The result shows that first, actually it is already potential in sumenep in the process of collecting Zakat, the people of sumenep is religious people who understand their responsibility to pay Zakat. Second, there is no serious attention on the management of Zakat, also on the supporting means. Third, the difficulties faced by BAZNAS Sumenep are the means and infrastructure of the office, the lack of working accountability, the Muzakki did not receive the report of Zakat management, the lack of socialization, support and guidance from local government. Fourth, organizing innovation program of BAZNAS Sumenep by doing some cooperations with SKPD, stakeholders, the board of Amil Zakat, universities and Islamic Boarding House.

      Abstract: The purpose of this study is to know how is the application of Interactive development method in teaching speaking skill in Mercury Education Centre (MEC) Pamekasan, what are the difficulties in applying interactive development method in teaching speaking skill in Mercury Education Centre (MEC) Pamekasan. The researcher uses qualitative approach with descriptive kind of research. The data collection means are observation, interview, field notes and data documentation. To check the validity of the data, the researcher uses the techniques of  longer observation, triangulation. The research result show that the interactive development method started with giving motivation in the beginning and the end of the class. After that the students are given some minutes to pronounce vocabulary and to make sentences to do debate or presentation. While the difficulties faced are the different ability to memorize words, the large amount of the students in a class, the students’ condition, and also the different atmosphere between the school and Mercury. The effort done by the teacher coping these difficulties are giving more motivation, giving reward or appreciation, making the target system arranging to send the mentor to go on seminar on it.
