  • Music and migration: Cologne Carnival as a state of mind

      Abstract: As a 2,000-year-old city of immigration, Cologne and its festive life are marked by a wide variety of musical trends. The Carnival, which claims, among other things, to be a legacy of the cult of Dionysus, is first mentioned in city documents dating from 1341, and is characterised by mockery of the military authorities (who banned the festival during the Prussian occupation of the city) and blasphemy against the representatives of Catholic authority (Fuchs et al., 1972), often expressed in songs and parodies. An emblematic institution of colonial multiculturalism, the Carnival brings together a heterogeneous music scene, and resonates with its history of encounters and passages.   • Introduction: Towards an anthropology of music-choreography performances
           in a transnational context

      Abstract: Argentinean tango, Indian Bharatanatyam, Senegalese sabar, Mauritian sega, Dominican bachata, etc. Each of these musical and dance genres is linked, in the imaginaries of audiences and/or artists, to a “national” identification. Some are recognised as national heritage by a State, others are included on the UNESCO lists of Intangible Cultural Heritage of Humanity. Music and dance are thus frequently used by State organisations to convey nationalist ideologies or labelled in national terms by music industries in order to meet public expectations. These national labels are in fact the product of complex historical constructions, at the intersection of state policies, population migration, and the intertwining of multiple (village, urban, ethnic, regional, community, religious, etc.) identities.       Abstract: The Revue Européenne des Migrations Internationales has never published a dossier on mental health in migration. We considered it necessary to fill this gap without claiming to deal with all the questions that could have been included within this broad topic. There are several reasons for this choice. The first is based on a wish to react to certain political and semantic excesses in a number of European societies characterised by a socio-political context marked by the “migrant crisis”. A special issue devoted to mental health in migration allows us to present a scholarly discourse based on empirical knowledge, whether clinical or from the field of social sciences, in response to certain political injunctions and populist tendencies against “sick migrants” which are becoming increasingly widespread in the media and political arena.            émigration séculaire

      Abstract: Silvia Ceccomori, issue d’une famille de ramoneurs piémontais, a voulu éclairer l’histoire de ses ancêtres et plus particulièrement de ceux qui partirent du Val Vigezzo, proche de Domodossola (Italie). La profession de ramoneur est née au XIIe siècle avec la généralisation des cheminées fixes, adossées aux murs et surmontées de conduits. Les représentants piémontais de cette activité sont à Paris depuis le XVe siècle. Certains d’entre eux exercent concurremment le métier de colporteurs et vendent de menus objets, de la quincaillerie, du cristal taillé, voire des bijoux. Ils partent à pied de chez eux, à l’automne, et gagnent Paris. Là, ils sillonnent les rues, lancent des cris d’appel et accompagnent leur travail par des musiques spécifiques. Les patrons emploient des enfants âgés de six à huit ans qui, grâce à leur petite taille, peuvent se glisser dans les conduits.       Abstract: « La famille à distance » est le fruit du travail de vingt-et-un auteurs. Cet ouvrage composé de quinze chapitres contribue à interroger les positionnements des individus dans l’espace et les arbitrages qu’ils opèrent dans leur choix, notamment face aux positionnements du réseau familial. L’entourage, de manière large, entre dans les décisions spatiales. De ce fait, les différentes implantations familiales questionnent le fonctionnement de la famille dans la distance. Mobilisant les travaux effectués sur le sujet, l’ouvrage se positionne comme une étape supplémentaire dans la réflexion sur les questions de distances et rupture des liens familiaux voire d’isolement social et spatial des individus.       Abstract: Partant du constat que dans les sciences sociales le terme mobilité tend parfois à remplacer le terme migration, cet ouvrage collectif a l’ambition d’animer un dialogue interdisciplinaire autour de ces deux concepts. En effet, les directeurs de l’ouvrage notent que l’échange entre les études sur la mobilité et celles sur la migration est très partiel en dépit de l’avènement du mobility turn, défini par Urry et Sheller au début des années 2000. Ce courant d’études intègre au sein d’un même corpus les formes de déplacement physiques et virtuelles des personnes, ainsi que les mobilités des objets et des connaissances.   • French Lao and their transnational humanitarian activities in Laos:
           between illusions and disillusionment

      Abstract: The studies on overseas Lao who left Laos after the 1975 political events have generally focused on these migrants’ social incorporation in their receiving countries and on the dynamics of their intergenerational transmission. On the contrary, the present article explores the links that these migrants maintain with Laos, by examining the case of French Lao and their transnational humanitarian activities. It is based on a multi-sited ethnography conducted with the associations they created to support the population of Laos. Adopting Carling’s concept of “asymmetries” (2008), it analyses the relationships between these “developers” and the “beneficiaries” of the associations’ projects. The French Lao’ involvement stems from their illusions that run up against the ambivalent welcome they receive in the field. The subsequent misunderstandings between them and the local population generate disillusionment and critical, mutual evaluations.

  • Migration Policies and Threat-based Extraversion. Analysing the Impact of
           European Externalisation Policies on African Polities

      Abstract: Following the crisis of 2015-2016, the European Union and its member states have increasingly prioritised the external dimension of their migration policies. The impact of such key policy development on non-European polities, especially African ones, has so far been neglected by research. Building upon the work of Jean François Bayart, the authors analyse this emerging configuration through the concept of “extraversion”, by expanding its original focus on the intermediation role of post-colonial African leaderships in the exploitation of natural resources by foreign actors. In what the authors call “threat-based extraversion”, governments of non-European migration-sending (and/or transit) states capitalise on securitised international perceptions of migration by positioning themselves as proxy implementers of restrictive migration policies dictated by potential destination states in Europe.       Abstract: L’institution de l’espace Schengen a influé considérablement sur les flux migratoires à destination de l’Europe, notamment en raison du renforcement des frontières extérieures de cet espace conduisant ce dernier à être parfois dénommé « Fortress Europe ». A contrario, les contrôles aux frontières intérieures ont été abolis en vertu de l’article 22 du Code frontières Schengen établissant que : « Les frontières intérieures peuvent être franchies en tout lieu sans que des vérifications aux frontières soient effectuées sur les personnes, quelle que soit leur nationalité ». Dès lors, les ressortissants extraeuropéens présents sur le territoire européen bénéficient de la possibilité de se déplacer librement, en fonction des projets de vie, des tentatives de recherche d’emploi, de la localisation des membres de la famille ou des amis et ce, sans être freinés par des contrôles aux frontières.       Abstract: Alors qu’il n’était que peu question de la frontière entre le Mexique et le Guatemala jusqu’aux années 1990, les médias et le monde politique lui ont accordé de plus en plus d’importance, ce qui a coïncidé avec l’augmentation des migrations internationales d’Amérique centrale vers les États-Unis. Nous proposons ici une analyse des manières de la dénommer et désigner dans les journaux issus de la presse quotidienne généraliste au Mexique et aux États-Unis. À travers une analyse catégorielle portant sur un corpus de sources journalistiques, nous identifions les thématiques dominantes et examinons comment le recours à certains termes, images et analogies forge des représentations sociales et participe à la construction d’une réalité géopolitique, spécialement en matière de sécurité frontalière et de contrôle des flux migratoires.
