  • Whither the African University?

      Abstract: Universities that came into being largely in the second-half of the 20th century, to meet the demands of that time have now evolved significantly and are asking themselves about what they are and what they should be. They could not disentangle themselves from their history. They could not take initiatives to embark on the path of independence in terms of curricula and research agenda. The idea of university reform which is being undertaken for over a decade and a half now, is largely not an African initiative. It is an initiative of the World Bank and its stakeholders. Another aspect of that agenda is the plan to educate an overwhelming number of university students in the fields of science and technology. While the plan in favor of science and technology may not be bad in and of itself, could it address society’s problems holistically? If the new plan neglects the humanities and the social sciences, is this plan not forgetting the point that the humanities help to define the purpose of science and technology? Did concerned bodies, i. e. universities, professors and the public at large debate on this issue and set such an agenda or is it merely a political agenda driven by narrow political and economic interests that see knowledge as commodity and nothing more? Does the reform take into account internationalization? Are universities trying to carry out reform in such a way that internationalization is fostered or are they carrying out the reform only with the local situation under focus? What could be the consequences of such a top-down plan? If the African university wants to be a proper university working for the empowerment of the African people, it must have independence in setting its priorities through debates that involve all who are concerned. It should also have the academic freedom to pursue knowledge and the autonomy requisite to plan its own development in terms of admission, curricular development, and research priorities.Keywords: Addis Ababa University, academic freedom and autonomy, internationalization of curricula, university reform

  • Livelihood impacts of forest carbon project and its implications for
           forest sustainability: the case of regenerated forest in Humbo District,
           Southwestern Ethiopia

      Abstract: This study examines the impacts of forest carbon project on the livelihoods of rural households and its implications for the sustainability of forest by focusing on a regenerated forest in Humbo district of Southwestern Ethiopia. The methods through which primary data were gathered are a triangulation of household survey, key informant interviews and focus group discussions. A total of 132 households were covered by the survey. Findings indicate that though majority of the households resorted to use resources on their own land, the change in the households’ access to the forestland made 24.2% of the sample households to purchase fuel-wood, 39.4 % to purchase fodder and 62.9 % to reduce their livestock possessions. Although some households benefited from the jobs created and the skill trainings given by the initiative, only 22% of the sample household attributed the improvement of their yearly income to the benefits associated with the project. The protection of the forestland came up with negative livelihood outcomes particularly for households which previously highly depended on the forestland and for those living in the close proximity of the protected forest. Finally, among several variables considered, only educational status of the respondents, size of farmland and the distance of the households from the forestland were found to statistically significantly influence the attitude of the respondents towards the forest. Achieving positive livelihood outcome, therefore, requires among others fencing the forest area to reduce human-wildlife conflict; and developing frameworks for access to microcredit services in the study areas.Keywords: Carbon project, Ethiopia, forest sustainability, Humbo, livelihood, regenerated forest

  • The implications of rural-urban migration to the development of the
           languages of national minorities: the case of the language of the Wolaita
           ethnic group

      Abstract: The current government of Ethiopia believes that the unity of the various ‘nations, nationalities and peoples’ of the country fundamentally depends on the protection of both the individual and group rights of its citizens. As part of the protection of group rights, the government has enshrined in its constitution the rights of nations to self-determination, including and up to secession. As part of this right it has included what is known as language rights. Every ethnic group has now the right to use and develop its language. For this purpose, over 25 languages out of the more than 80 languages of the country have become the language of schooling. The question is: in spite of the non-existence of clear discriminatory policy against national minorities today, can we say that language equality has been guaranteed? The central contention made is since the de facto requirement to get job in Addis Ababa is Amharic, and since the rural-urban migration of school age children (especially from the Wolaita) is increasing at an alarming rate, the development of the languages of national minorities will seriously be constrained unless minorities are provided with positive support to be engaged in the same process of nation building as the national majority in their own historical places. Due to the assimilative pressures that emanate from the mainstream society, the languages of minorities will be endangered for two main reasons: (1) If the new arrivals continue to live in the city for life, then they will most likely transmit to their children not their languages but the language of the national majority; (2) Because of the economic significance of Amharic as the lingua franca and the privileged status that it has continued to hold, it has a competitive advantage over other languages. I argue thus that more “enabling conditions” need to be there to ensure genuine language equality.   • Sexual violence and justice in the context of legal pluralism: lessons
           from the Gamo cultural setting

      Abstract: Although the pros and cons of legal pluralism have been widely debated in academic discourses its benefits and limitations in settling sexual violence cases have not been adequately explored. Focusing on the Gamo cultural context, this study explores the implications of legal pluralism for the rights of sexually abused women. Diverse methods, including in-depth-interview and informal conversation, were employed to gather data during the ethnographic fieldwork carried out in the Gamo highlands. The findings reveal that the justice institutions functioning in the study area are informed by customary laws, state laws and the human rights norms. The plural legal settings are characterized by dynamic, competitive, and confusing scenarios in which women’s quests for justice are not adequately addressed. State justice institutions and government-affiliated women’s rights advocates have provided abused women with alternative avenues to customary justice institutions. However, state institutions marginalize customary institutions from addressing criminal cases (including sexual violence cases) despite the fact that they lack the capacity to adequately address similar cases. As a result, abused women hardly get justice as they continuously move between the available options and eventually trapped in a grey area left by the competing justice institutions.Keywords: derecima, Gamo, justice institutions, legal pluralism, sexual violence
