  • Sexual Orientation, Labour Earnings, and Household Income in Canada

      Abstract: Using five cycles of a large nationally representative Canadian health survey, covering 2008 to 2012, the present paper examines the extent of labour earnings and household income gaps among gays, lesbians, and heterosexuals. The data used in this paper has the advantage of allowing for a direct classification of sexual orientation, through respondent self-identification. In accord with previous reports, this paper finds that homosexual females holding fulltime employment earn statistically significantly above comparable heterosexual females. Homosexual males with fulltime employment, on the other hand, are found no different in their earnings, from otherwise identical heterosexual males. When household income is considered, data reveal that lesbian households have statistically significantly lower incomes compared with otherwise identical gay households, who outearn heterosexuals as well. This pattern, not previously reported for Canada but observed in some other countries, is likely due to the combined effects of the general gender wage gap, the fading of homosexual males’ wage penalty, and the existence of two male income earners in a gay male household.

  • On-the-Job Search, Mismatch and Worker Heterogeneity

      Abstract: This paper empirically examines the search behavior of currently employed workers to understand changes in on-the-job search across different types of employed individuals and varying labor market conditions. Using data from the American Time Use Survey, we estimate the responsiveness of workers with varying levels of productivity and job-match quality to regional labor market conditions. We find that those workers who are less-productive, mismatched in their current position, and high-productivity, mismatched workers are more likely to engage in search than other workers. These results have implications for models built on job mismatch, as well as for models seeking to explain increasing inequality and wage dispersion.

  • Are Risk Attitudes Fixed Factors or Fleeting Feelings'

      Abstract: We investigate the stability of measured risk attitudes over time, using a 13-year longitudinal sample of individuals in the National Longitudinal Survey of Youth 1979. We find that an individual’s risk aversion changes systematically in response to personal economic circumstances. Risk aversion increases with lengthening spells of employment and time out of labor force, and decreases with lengthening unemployment spells. However, the most important result is that the majority of the variation in risk aversion is due to changes in measured individual tastes over time and not to variation across individuals. These findings that measured risk preferences are endogenous and subject to substantial measurement errors suggest caution in interpreting coefficients in models relying on contemporaneous, one-time measures of risk preferences.

  • Employer Incentives for Providing Informal On-the-job Training in the
           Presence of On-the-job Search

      Abstract: We analyze the provision of informal general training in a frictional labor market in which employers cannot commit to training levels and workers cannot commit to stay. We demonstrate that employers’ training decisions are driven by both an investment motive, to improve productivity, and a compensation motive, to increase employee retention. The investment motive decreases with higher wages, while the compensation motive increases. In our calibration exercises, the former dominates, which creates a negative relationship between wages and training. Furthermore, in contrast to recent studies missing the compensation motive, lessening the search frictions raises overall training levels due to enhanced compensation motives, approaching Becker’s result for a frictionless labor market.

  • The Impact of Higher Fixed Pay and Lower Bonuses on Productivity

      Abstract: This study analyzes the effects of performance related pay on productivity exploiting a change in the payment structure of a large Dutch marketing company. Specifically, we investigate the consequences for company sales of higher fixed pay in combination with lower bonuses. Exploiting shift level data of individual workers we find that average productivity decreases when the pay structure shifts more to fixed pay. Further analysis shows that this drop in productivity is larger for older workers and for high-ability employees, while over time the negative effect of the new system becomes smaller.

  • Performance Measurement and Incentive Intensity

      Abstract: In this study, we examine the performance measurement and the intensity of pay for performance in a sample of manufacturing establishments. First, we carry out a descriptive analysis of the configuration of pay for performance plans. The analysis reveals that the adoption of measures of results, such as productivity, volume or quality, are the most widely used. Second, we perform a regression analysis of the relationship between performance measures and incentive intensity while controlling for a range of factors. According to our estimations, the use of at least one measure of results promotes total incentive intensity as well as the intensity of individual pay for performance. On the contrary, measures of human resource management outcomes, subjective measures and financial measures are not significant, or have a negative effect on the intensity of pay for performance. These findings could be explained by the fact that the measures of results display, on average, good characteristics in terms of uncontrollable risk, controllable risk, impact on firm value, distortion and manipulability. On the contrary, the human resource management outcomes, subjective and financial measures are more problematic regarding some of these properties.

  • Cohort Differences in Joint Retirement: Evidence from the Health and
           Retirement Study

      Abstract: The dramatic rise and sustained participation of recent cohorts of women in the labor force has coincided with their increased attachment to the labor market. In this paper we use twelve waves of the Health and Retirement Study (1992-2014) and investigate how married couples belonging to more recent birth cohorts compare with their predecessors in terms of coordinating their retirement decisions. Using a multinomial logit model we estimate the labor force dynamics of dual-earner married couples and find that couples with wives belonging to more recent birth cohorts are less likely to jointly exit the labor force. Further, this declining cohort trend in joint retirement can only partially be explained by commonly observed socio-economic, employment, and health related factors that affect retirement decisions, suggesting an important role for cohort changes in preferences and social norms such as preference for work and attitudes toward gender roles.

  • A Note on Selection and Gender Unemployment Gaps
    • Abstract: Previous research has documented the impact of positive selection into employment on the ranking of countries by gender wage gaps. This note focuses on the impact of selection into labor force on cross-country differences in gender unemployment gaps. We construct the Manski bounds for the selection-free gender unemployment gaps in 26 EU countries and show that - without additional assumptions - the observed gender unemployment gaps carry little information about the selection-free gender differences in unemployment. Contrary to the common assumption of positive selection into labor force (similar to positive selection into employment documented in the gender wage gap research), we also point at an example of negative-selection bias. We show that labor force withdrawal of mothers on job-protected family leaves may lead to an overestimation of the selection-free gender unemployment gaps by as much as 1 p.p.

  • Performance Pay, the Gender Gap, and Specialization within Marriage

      Abstract: We show that the large gender earnings gap at the top of the distribution (the glass ceiling) and the motherhood penalty are associated with each other and that both are uniquely associated with performance pay. These patterns appear consistent with specialization by gender. We show that among married couples with children, the hours worked by wives are strongly and persistently negatively correlated with earnings of the husbands only when those husbands work in performance pay jobs. There is no correlation between husbands’ hours and wives’ earnings.

  • Effect of Health on Retirement of Older Americans: a Competing Risks Study

      Abstract: Retirement is an important event in the life of an individual. The decision to retire or exit from full-time employment may be motivated by several factors, including health. This paper explores the effect of both subjective and relatively more objective physical and mental health conditions on the probability of exit from full-time employment. Using longitudinal data on older Americans from ten waves of the Health and Retirement Study (1992–2010), eight health indices are created from a wide range of health measures by principal component analysis. The effect of these health indices on the time until exit from full-time employment is empirically examined in a proportional hazard model. Single and competing risk specifications are estimated that allow for multiple spells of full-time employment and control for unobserved heterogeneity. The main results suggest that better self-reported health decreases the likelihood of exit from full- time employment, while poor physical health (functional limitations factor) increases the likelihood of exit from full-time employment via complete retirement and disability. For mental health, I find that depression increases the likelihood of exit via complete retirement, part-time work and unemployment while cognitive disorders lead to an increase in likelihood of exit via the disability exit route. Hence, physical and mental health problems are both impediments to continued work. These results have implications for public policies targeted towards retaining older workers within the labor market.

  • Promotions and Earnings – Gender or Merit' Evidence from
           Longitudinal Personnel Data

      Abstract: This study examines the determinants of promotions, performance evaluations and earnings using unique longitudinal data from the personnel records of a large university. The study focuses on the role of gender in remuneration using, first, information on the complexity ratings of job tasks to define promotions on job ladders and, second, information on objective individual productivity. The study finds that individual research productivity was an important determinant of promotions and earnings. The results indicate that gender has no effect on the probability of being promoted, conditional on productivity, nor does it play a role in the performance evaluation of employees. Furthermore, the results suggest that contemporaneous productivity measures provide a usable proxy for the past productivity of a worker.

  • What did Unions do' The Case of Illinois Coal Mining in the 1880s

      Abstract: This study asks what unions did for Illinois coal miners in the 1880s. It measures the outcomes provided by a traditional union and the Knights of Labor, primarily via difference-in-differences applied to a panel of coal mining counties in Illinois. Neither the traditional union nor the Knights of Labor was able to raise wages, provide benefits, or reduce hours per workday. The traditional union reduced days of work per year. Circumstantial evidence suggests the unions were able to ensure prompt payment of wages due.

  • Career Pathways and Integrated Instruction: A National Program Review of
           I-BEST Implementations

      Abstract: Contextualized educational programs nested within career pathways provide instruction aimed at improving academic and vocational skills in the context of learning about a specific career or occupation. When the emphasis is on vocational training, contextualized education is commonly referred to as integrated instruction. This review provides an overview of the conceptual motivation and major elements of the career pathways and contextualized education approaches, with an emphasis on integrated instruction. This conceptual framework is used as the basis for conducting a detailed review of the important elements, operation, and empirical evidence of various local implementations of the Integrated Basic Education and Skills Training (I-BEST) model. We focus on variants of the I-BEST model, initially conceived and implemented in Washington, because it is the most widely known application of these approaches. Although several evaluations of Washington’s program found it to be more effective than traditional alternatives, we find little empirical evidence in support of the short-term local variants implemented elsewhere. This review provides important considerations for program administrators and policymakers as well as observations regarding gaps in knowledge regarding program operation and outcomes that deserve additional research.

  • How Does Occupational Access for Older Workers Differ by Education?

      Abstract: To assess the employment opportunities of older job-changers in the years prior to retirement, this study examines the how the breadth of occupations in which they find employment narrows as they age past their prime working years and how this differs by gender and educational attainment. The results indicate that workers who change jobs in their early 50s find employment in a reasonably similar set of occupations as prime-age workers, with opportunities narrowing at older ages. They also indicate that job opportunities broadened significantly for better-educated older workers since the late 1990s. While job opportunities now narrow significantly for less-educated men in their late 50s, this narrowing primarily occurs in the early 60s for women and better-educated men. In contrast to previous research, the study finds that employer policies that emphasize hiring from within are less important barriers to the hiring of older job-seekers. The study also finds that the narrowing of job opportunities is associated with a general decline in job quality as measured by median occupational earnings, a decline associated with differences in occupational skill requirements and the underlying economic environment. These results suggest that older hiring is not as limited to a select few occupations as it had been in previous decades, and that policy reforms aimed at increasing opportunities and improving labor market fluidity might best be served if they focused on less-educated men.

  • The Distribution of Returns to Education for People with Disabilities

      Abstract: This article takes a first look at the distribution of returns to education for people with disabilities, a particularly disadvantaged group whose labor market performances have not been well studied or documented. Using a nonparametric approach, we uncover significant heterogeneity in the returns to education for these workers, which is drastically masked by conventional parametric methods. Based on these estimates, we construct the Sharpe ratio of human capital investment (taking into account its substantial risk), and our results corroborate the claimed importance of human capital in improving these workers’ wages. Our stochastic dominance tests show that the returns to education for workers with disabilities, as a group, may have been affected more adversely in the most recent recession, relative to their non-disabled counterparts.

  • Potential Assistance for Disadvantaged Workers: Employment Social

      Abstract: By integrating a business mission into a transitional jobs program, employment social enterprises (ESEs) provide temporary work and a supported work environment to reduce the barriers facing disadvantaged workers while generating revenue to cover production costs. This study uses surveys of workers in and financial statements from seven ESEs to provide information for three sets of complementary analyses: a pre-post analysis examines changes in employment between the time a person starts ESE work and about one year later; a case study uses propensity score methods to compare changes in employment between ESE workers and similar people who did not work in an enterprise; and a cost-benefit analysis estimates the potential value of ESE jobs. Results suggest that individuals have close to 21% gain in employment one year after starting ESE work; taxpayers gain at least $0.42 for every dollar spent on an ESE job; the return to society of developing an ESE is at least 34%; and the social returns to converting a profit-driven business into an ESE exceed 100%. Although the study cannot control for many of the factors that would allow estimation of causal impacts, it provides some of the first preliminary evidence of the value of the ESEs’ public-private approach to increase workforce skills and employment and stabilize lives of individuals with employment barriers.

  • The Long-Run Effects of Job Displacement on Sources of Health Insurance

      Abstract: This paper examines job displacement’s long-run effect on health insurance coverage and source of coverage. We find that displacement lowers the probability that an individual receives health insurance even ten years after job loss. However, those without children at the time of job loss largely drive this result. While displaced workers with and without children face similar losses in access to employer-provided health insurance, those with children mostly offset these losses by acquiring health insurance from other sources, particularly through the increased use of Medicaid.

  • Women’s Tertiary Education Masks the Gender Wage Gap in Turkey

      Abstract: This paper investigates the gender wage gap for full-time formal sector employees, disaggregated by education level. The gap between the labor force participation rate of women with tertiary education and those with lower levels of education is substantial. There is no such gap for men. Hence, existing gender wage gap studies for Turkey, where we observe lopsided labor force participation rates by education levels, compare two very different populations. We disaggregate the whole sample by education level to create more homogenous sub-groups. For Turkey, without disaggregation, the gender wage gap was 13% in 2011, and women are significantly over-qualified relative to men on observed characteristics. Once we disaggregate the sample by education level, we show that the gender wage gap is 24% for less educated women and 9% for women with tertiary education in full-time formal employment. Observed characteristics only explain 1 % of this gap in absolute terms. We further disaggregate the data by public and private employment. The gender gap is higher in the private sector. However, women with tertiary education in the public sector are significantly better qualified compared to men, and consequently the adjusted gender wage gap is higher for women with tertiary education in the public sector. Our estimates also indicate a rise in the gender wage gap between 2004 and 2011.

  • Part-Time Work and Women’s Careers: a Decomposition of the Gender
           Promotion Gap

      Abstract: This paper studies the effect of working hours on vertical sex segregation using Belgian micro-data on promotions. Using Yun decompositions we find that more than 40% of the promotion gaps between men and women can be explained by gender differences in contract hours, overtime hours and occasional late work. The fact that women often work in sectors that offer less promotion possibilities is another important factor. The presence of children strongly affects the promotion chances of female employees, but not those of the male employees in our sample. This evidence supports theories that relate the availability of part-time work to the degree of vertical segregation in countries.

  • Minimum Wages in a Segmented Labor Market: Evidence from South Africa

      Abstract: The segmented labor market model describes the impacts of minimum wages on covered and uncovered sectors. This paper examines the impacts of an industry-specific minimum wage in South Africa, a state characterized by high unemployment, a robust union movement, and the presence of a large informal sector. Under the industry-specific wage law, formal agricultural and household workers are covered, while workers in other sectors are not. The unique aspect of this paper lies in the ability to compare the impacts of minimum wage legislation on formal covered, informal covered, formal uncovered, and informal uncovered workers. This natural experiment allows us to test whether industry-specific minimum wage legislation leads to higher wages, whether wage increases are restricted solely to covered formal sectors or if there are spillover effects, and whether such legislation manifests in disemployment effects. We find evidence of higher wages yet disemployment among black workers in formal markets. In informal markets we find no employment effects, but higher wages in formal markets appear to have spilled over into informal markets in covered sectors.
