  • Women’s Tertiary Education Masks the Gender Wage Gap in Turkey

      Abstract: Abstract This paper investigates the gender wage gap for full-time formal sector employees, disaggregated by education level. The gap between the labor force participation rate of women with tertiary education and those with lower levels of education is substantial. There is no such gap for men. Hence, existing gender wage gap studies for Turkey, where we observe lopsided labor force participation rates by education levels, compare two very different populations. We disaggregate the whole sample by education level to create more homogenous sub-groups. For Turkey, without disaggregation, the gender wage gap was 13% in 2011, and women are significantly over-qualified relative to men on observed characteristics. Once we disaggregate the sample by education level, we show that the gender wage gap is 24% for less educated women and 9% for women with tertiary education in full-time formal employment. Observed characteristics only explain 1 % of this gap in absolute terms. We further disaggregate the data by public and private employment. The gender gap is higher in the private sector. However, women with tertiary education in the public sector are significantly better qualified compared to men, and consequently the adjusted gender wage gap is higher for women with tertiary education in the public sector. Our estimates also indicate a rise in the gender wage gap between 2004 and 2011.

  • Part-Time Work and Women’s Careers: a Decomposition of the Gender
           Promotion Gap

      Abstract: Abstract This paper studies the effect of working hours on vertical sex segregation using Belgian micro-data on promotions. Using Yun decompositions we find that more than 40% of the promotion gaps between men and women can be explained by gender differences in contract hours, overtime hours and occasional late work. The fact that women often work in sectors that offer less promotion possibilities is another important factor. The presence of children strongly affects the promotion chances of female employees, but not those of the male employees in our sample. This evidence supports theories that relate the availability of part-time work to the degree of vertical segregation in countries.

  • Minimum Wages in a Segmented Labor Market: Evidence from South Africa

      Abstract: Abstract The segmented labor market model describes the impacts of minimum wages on covered and uncovered sectors. This paper examines the impacts of an industry-specific minimum wage in South Africa, a state characterized by high unemployment, a robust union movement, and the presence of a large informal sector. Under the industry-specific wage law, formal agricultural and household workers are covered, while workers in other sectors are not. The unique aspect of this paper lies in the ability to compare the impacts of minimum wage legislation on formal covered, informal covered, formal uncovered, and informal uncovered workers. This natural experiment allows us to test whether industry-specific minimum wage legislation leads to higher wages, whether wage increases are restricted solely to covered formal sectors or if there are spillover effects, and whether such legislation manifests in disemployment effects. We find evidence of higher wages yet disemployment among black workers in formal markets. In informal markets we find no employment effects, but higher wages in formal markets appear to have spilled over into informal markets in covered sectors.

  • Individuals and Communities: the Importance of Neighbors Volunteering

      Abstract: Abstract In this analysis, I examine the effects of community-level volunteering on an individual’s choices regarding time – whether to work and whether to volunteer. In order to better explain the decision to volunteer, a classic pure public goods structure is contrasted with a less restrictive impure public goods model that admits other possible private motivations. The results of this study undermine the neoclassical notion that volunteering can be understood solely as a pure public good that is provided less when others are seen to be contributing. In fact, individuals are found to be more, not less, likely to volunteer when others in their communities do so. An innovative instrumental variables strategy is used to account for reflection bias and the possible endogeneity caused by selective sorting of individuals into neighborhoods, which allows for a causal interpretation of these results. Employment regressions provide preliminary evidence that average volunteering relates, to some extent, with the decision of whether to participate in the labor force. Variations in the effect of average volunteering across age and gender are also explored. The present work is unique by virtue of its use of a large and representative dataset, along with rigorous statistical testing. I use United States Census 2000 Summary File 3 and Current Population Survey (CPS) 2004–2007 September Supplement file data and control for various individual and community-level characteristics.

  • Can Benefits and Work Incentives Counseling be a Path to Future Economic
           Self-Sufficiency for Individuals with Disabilities?

      Abstract: Abstract In this paper, I estimate the relationship between benefit counseling and work incentive services and various labor market outcomes in the case of Supplemental Security Income /Social Security Disability Insurance beneficiaries who from 2003 to 2009 participated in the Vocational Rehabilitation programs in New York State. Using the propensity score matching approach, I find that counseling services can increase the probability of successful case closure by 5.2 percentage points. At the same time, these services can increase the earnings and working hours of beneficiaries by $42 and 3.3 h per week, respectively. Moreover, there is a $0.59 per hour increase in the wage rate for service recipients. From these results I conclude that providing benefit counseling and work incentive services helps beneficiaries who have strong employment goals achieve financial independence.

  • La Familia - How Trust Towards Family Decreases Female Labor Force
           Participation

      Abstract: Abstract This paper investigates whether comprehensive trust towards immediate family members leads to a decrease in female labor force participation in Sub Saharan African countries. Using three recent waves, third, fourth and fifth rounds of the Afrobarometer survey data allows us to capture the willingness to participate in the labor market as well as the level of trust individuals have towards their family members. We find that a high amount of trust significantly decreases labor force participation vary in range from minimum of 7 percent to 13 percent at maximum in our probit estimations. Moreover, the statistical as well as economic effects are significantly stronger for females than the effect for males. Our main contribution to the emerging economies literature in informal institutions is that we are able to show how different cultural traits such as family ties lead to different choices in terms of participation in the labor market.

  • Sexual Orientation, Unemployment and Participation: Are Gays Less
           Employable than Straights?
    • Abstract: Abstract This paper is the first attempt to assess, in a unified econometric framework, the existence and the magnitude of both the sexual orientation participation gap and the sexual orientation unemployment gap. Having identified male same-sex couples using the Employment Survey, we use a bivariate probit selection model where the labor supply and the employment equation are jointly estimated for the French labor market. The results show that both participation and employment probabilities are significantly lower for gay employees compared to their heterosexual counterparts. Further investigations indicate that young gay workers, particularly, are more exposed to the unemployment risk than older ones. The beginning of a professional career and the subsequent entry to the labor market appear to be difficult steps to overcome for gay workers who spend more time than their heterosexual counterparts to find the good job.

  • Does Anxiety Affect Adolescent Academic Performance? The Inverted-U
           Hypothesis Revisited
    • Abstract: Abstract The inverted-U relationship between anxiety and performance in the context of endogeneity has yet to be investigated. Junior high school students from Taiwan were used as the sample for investigating the effect of anxiety levels on the comprehensive analysis aptitude of students. The ordinary least square (OLS) analysis indeed confirmed the inverted-U relationship. In addition, both fixed-effect analysis and two-stage least square (2SLS) analysis using variation in acne severity to instrument for anxiety also concluded that anxiety increased performance at lower anxiety levels. However, this relationship was positive and insignificant at higher anxiety levels. Overall, our results supported the left (increasing) part of the inverted-U relationship between anxiety and performance, but found no evidence for the right (decreasing) part of the inverted-U relationship.

  • Religiosity and Labour Earnings in Canadian Provinces

      Abstract: Abstract Using recent data from the Canadian General Social Survey, I examine how religious belief and practice relate to labour earnings in Canada. Noting that religious landscape strongly varies across Canadian provinces, I explore whether these discrepancies are reflected in the association of wages and religiosity indicators, for men and women. Moreover, I identify two groups of individuals, one without any tie with religion and spirituality, and the other shaping their lives around them. I find that males belonging to the least religious group earn significantly below otherwise identical individuals in the high affiliation province of Newfoundland, while they enjoy a ceteris paribus wage premium in the low religiosity provinces of British Columbia and Québec. Females of the most religious group, on the other hand, are found at a disadvantage in the Canadian west, where affiliation with Conservative Protestantism is more prevalent.

  • The Effect of Unemployment Insurance on Temporary Help Services Employment

      Abstract: Abstract A model with fixed effects and controls for state-specific linear time trends is developed to analyze the influence of state unemployment insurance taxes on temporary help services employment using state level panel data from the Bureau of Labor Statistics’ Quarterly Census of Employment and Wages. Prior research has shown that imperfect experience rating of unemployment insurance taxes increases temporary layoffs and that, conversely, more extensive experience rating leads to a decrease in temporary layoffs. The current analysis demonstrates that more extensive experience rating increases temporary help services agency-intermediated temporary employment. To the extent that the increase in temporary help services employment represents a substitution of temporary help services jobs for traditional direct hire jobs, it implies a negative effect on job quality. Steps to address low unemployment insurance recipiency rates by temporary help services workers may alleviate the impact of unemployment insurance tax structures on temporary help services employment.

      Abstract: Abstract This paper examines the effects of a private-sector prison work program called the Prison Industry Enhancement Certification Program (PIECP) on formal unemployment duration, duration of formal employment, and earnings of men and women released from various state prisons between 1996 and 2001. It also investigates the labor market dynamics of formerly incarcerated men and women. The program is found to increase reported earnings and formal employment on the extensive margin, with a stronger impact on the formal employment of women. There is little evidence that it increases formal employment along the intensive margin (i.e., duration of formal employment). Contrary to segmented labor market theories, superior employment (i.e., higher-paying jobs) does not lead to increased job stability. Roughly 92 % of individuals who obtained formal employment in the sample experienced job loss; however, reincarceration rates are too low to explain this fact. An evaluation of labor market dynamics reveals that traditional human capital variables, criminogenic factors, and a few demographic characteristics determine job loss. In addition, black women, single women, and women with more extensive criminal histories face greater barriers in the labor market than their male counterparts.

  • Life Satisfaction and Preferences over Economic Growth and Institutional
           Quality

      Abstract: Abstract This paper demonstrates that institutional factors have differential impacts on subjective well-being of individuals in rich versus poor countries. A lower level of corruption, a more democratic government and better civil rights increase the well-being of individuals in rich countries, whereas an increase in per capita income has no impact. On the contrary, in poor countries the extent of corruption, democracy or civil rights has no influence on happiness, but an increase in per capita income impacts happiness positively. We provide evidence that this stark contrast may be due to the difference of preferences over economic growth and institutional factors.

  • Spillover Bias in Cross-Border Minimum Wage Studies: Evidence from a
           Gravity Model

      Abstract: Abstract This paper explores the problem of spillover bias in cross-border studies of the minimum wage using a commuter gravity model on county-level data from 2009 to 2013. Commuter flows conform to the expectations of the gravity equation, but flows across county borders are sensitive to changes in the minimum wage rate, which implies that minimum wage employment effect estimates using contiguous counties are likely to suffer from spillover bias. One way to address this bias is to include a control ring between treatment and comparison counties, although this solution may introduce biases of its own. A gravity model that includes a control ring affirms that this alternative comparison group can address this spillover bias problem.

  • Is Starting a Business a Sustainable way out of Unemployment? Treatment
           Effects of the Swedish Start-up Subsidy

      Abstract: Abstract In this paper, we evaluate the Swedish self-employment start-up program based on a matching approach using data from administrative records. In addition to information of labor market history, traditional human capital and socio-economic variables, the data at hand also include information on the self-employment history of participants and nonparticipants as well as that of their parents. Our results indicate that the start-up subsidy program for unemployed persons is a successful program regarding the integration of the unemployed into the mainstream of the labor market. We find that, relative to members of control groups, participants, on average, have an increased probability of unsubsidized employment. Our analysis of different educational backgrounds presents the strongest employment effects for the low educated unemployed.

  • The 2011 Industrial Relations Reform and Nominal Wage Adjustments in
           Greece

      Abstract: Abstract This study investigates nominal contractual base-wage adjustments in Greece associated with the 2011 industrial relations reform which re-defined the limits within which base wages could oscillate and allowed workers’ associations to negotiate for wages at the firm level. The assessment covers the period 2010–2013 and is based on information extracted from the universe of firm-level contracts signed in this period. We found that firm-level contracts increased dramatically shortly after the reform, now covering a larger pool of workers, especially in larger firms, and are associated with higher base-wage reductions in the post-reform period. At the firm level, wage reductions are higher when workers are represented by a workers’ association rather than a typical trade union. In addition, a heterogeneous effect is uncovered regarding the factors that shape base-wage adjustments (firm size, profitability, structure of bargaining body and aggregate unemployment) between new and traditional forms of workers’ representation in collective bargaining.

  • The Causal Effects of the Number of Children on Female Employment - Do
           European Institutional and Gender Conditions Matter?

      Abstract: Abstract This paper contributes to the discussion on the effects of the number of children on female employment in Europe. Most previous research has either (1) compared these effects across countries, assuming an exogeneity of family size; or (2) used methods that dealt with endogeneity of family size, but that focused on single countries. We combine these two approaches by taking a cross-country comparative perspective and applying quasi-experimental methods. We use instrumental variable models, with multiple births as instruments, and the harmonized data from the European Survey on Income and Living Conditions (EU-SILC). We examine the cross-country variation in the effects of family size on maternal employment across groups of European countries with different welfare state regimes. This step gives us an opportunity to investigate whether the revealed cross-country differences in the magnitude of the effect of the family size on maternal employment can be attributed to the diversity of European institutional arrangements, as well as the cultural and the structural conditions for combining work and family duties.

  • The “Negative” Assimilation of Immigrants: a Counter-Example from the
           Canadian Labor Market

      Abstract: Abstract With Canadian data ranging from 1991 to 2011, this paper investigates the effects of the number of years since migration on the earnings of immigrants from the United States and the United Kingdom in Canada. The aim is to test whether the “negative assimilation” hypothesis proposed by Chiswick and Miller (Ind Labor Relat Rev 64(3):502–525, 2011) for immigrants to the United States is a universal finding for immigrants from countries with similar economic standing and skill transferability to those of the destination country. We also expand on Chiswick and Miller’s work by doing regressions for both males and females and by comparing to Chinese immigrants, a representative group from a less developed country. We find that the negative assimilation hypothesis does not hold for the Canadian labor market. Specifically, the assimilation rate is close to zero for U.K. immigrants and strictly positive for U.S. immigrants (although lower than that of a comparison group of Chinese immigrants). The assimilation rates are also higher for females than for males.

  • Disconnected Geography: A Spatial Analysis of Disconnected Youth in the
           United States

      Abstract: Abstract Since the Great Recession, US policy and advocacy groups have sought to better understand its effect on a group of especially vulnerable young adults who are not enrolled in school or training programs and not participating in the labor market, so called ‘disconnected youth.’ This article distinguishes between disconnected youth and unemployed youth and examines the spatial clustering of these two groups across counties in the US. The focus is to ascertain whether there are differences in underlying contextual factors among groups of counties that are mutually exclusive and spatially disparate (non-adjacent), comprising two types of spatial clusters – high rates of disconnected youth and high rates of unemployed youth. Using restricted, household-level census data inside the Census Research Data Center (RDC) under special permission by the US Census Bureau, we were able to define these two groups using detailed household questionnaires that are not available to researchers outside the RDC. The geospatial patterns in the two types of clusters suggest that places with high concentrations of disconnected youth are distinctly different in terms of underlying characteristics from places with high concentrations of unemployed youth. These differences include, among other things, arrests for synthetic drug production, enclaves of poor in rural areas, persistent poverty in areas, educational attainment in the populace, children in poverty, persons without health insurance, the social capital index, and elders who receive disability benefits. This article provides some preliminary evidence regarding the social forces underlying the two types of observed geospatial clusters and discusses how they differ.

  • State and Non-state Earnings Differentials over Time in China’s Urban
           Labor Market: Evidence from the Urban Household Survey (1994–2007)

      Abstract: Abstract This paper examines the over-time changes in state and non-state earnings differentials in China’s urban labor market between the mid-1990s—the period radical SOE reform--and the mid-2000s—the post-reform period when the effects of the reform became more fully manifested. Using the Urban Household Survey (UHS) comparing two pooled cross-sectional samples from 1994 to 1996 and 2005 to 2007, the findings show that the earnings differentials in favor of the non-state sector workers in the mid-1990s were reversed so that the state sector workers, on average, earned much higher than their counterparts in the non-state sector in the mid-2000s after the sectoral reform. In addition, changes in returns to characteristics, particularly the intercept coefficients, rather than changes in the characteristics, were the major sources to explain the reversal in earnings differentials between state and non-state sector workers at this period.

  • Remittances as an Insurance Mechanism in the Labor Market

      Abstract: Abstract The probability that Mexican households receive remittances increases in response to temporary loss of employment by household heads. Evidence indicates that the probability doubles in the short-term, with a stronger effect in the first quarter of unemployment. Taking into account inter-household transfers within Mexico, the increase in the probability of private transfers is similar in households with low and high access to migratory networks in the U. S. The effectiveness of private transfers as an insurance mechanism has been reduced in an environment of economic crisis.
