  • Do High School Gifted Programs Lead to Later-in-Life Success?

      Abstract: This paper investigates the effects of participation in gifted education programs, and offers several contributions to existing research. First, this paper studies the effects of high school programs, as opposed to the more commonly-studied elementary and middle school versions. Second, this paper considers impacts of gifted programs on later-in-life socioeconomic success, including college graduation and eventual employment, as opposed to short-run standardized test outcomes. Third, this paper uses sibling fixed effects, coupled with a recently-proposed decomposition method, as an identification approach. The main conclusion is that gifted programs tend to include students who possess traits that already correlate with later-in-life success. After controlling for those traits, gifted programs, per se, show little statistical relationship to later-in-life outcomes.

  • How Does Occupational Access for Older Workers Differ by Education?

      Abstract: To assess the employment opportunities of older job-changers in the years prior to retirement, this study examines the how the breadth of occupations in which they find employment narrows as they age past their prime working years and how this differs by gender and educational attainment. The results indicate that workers who change jobs in their early 50s find employment in a reasonably similar set of occupations as prime-age workers, with opportunities narrowing at older ages. They also indicate that job opportunities broadened significantly for better-educated older workers since the late 1990s. While job opportunities now narrow significantly for less-educated men in their late 50s, this narrowing primarily occurs in the early 60s for women and better-educated men. In contrast to previous research, the study finds that employer policies that emphasize hiring from within are less important barriers to the hiring of older job-seekers. The study also finds that the narrowing of job opportunities is associated with a general decline in job quality as measured by median occupational earnings, a decline associated with differences in occupational skill requirements and the underlying economic environment. These results suggest that older hiring is not as limited to a select few occupations as it had been in previous decades, and that policy reforms aimed at increasing opportunities and improving labor market fluidity might best be served if they focused on less-educated men.

  • The Distribution of Returns to Education for People with Disabilities

      Abstract: This article takes a first look at the distribution of returns to education for people with disabilities, a particularly disadvantaged group whose labor market performances have not been well studied or documented. Using a nonparametric approach, we uncover significant heterogeneity in the returns to education for these workers, which is drastically masked by conventional parametric methods. Based on these estimates, we construct the Sharpe ratio of human capital investment (taking into account its substantial risk), and our results corroborate the claimed importance of human capital in improving these workers’ wages. Our stochastic dominance tests show that the returns to education for workers with disabilities, as a group, may have been affected more adversely in the most recent recession, relative to their non-disabled counterparts.

  • Sexual Orientation, Labour Earnings, and Household Income in Canada

      Abstract: Using five cycles of a large nationally representative Canadian health survey, covering 2008 to 2012, the present paper examines the extent of labour earnings and household income gaps among gays, lesbians, and heterosexuals. The data used in this paper has the advantage of allowing for a direct classification of sexual orientation, through respondent self-identification. In accord with previous reports, this paper finds that homosexual females holding fulltime employment earn statistically significantly above comparable heterosexual females. Homosexual males with fulltime employment, on the other hand, are found no different in their earnings, from otherwise identical heterosexual males. When household income is considered, data reveal that lesbian households have statistically significantly lower incomes compared with otherwise identical gay households, who outearn heterosexuals as well. This pattern, not previously reported for Canada but observed in some other countries, is likely due to the combined effects of the general gender wage gap, the fading of homosexual males’ wage penalty, and the existence of two male income earners in a gay male household.

  • Potential Assistance for Disadvantaged Workers: Employment Social
           Enterprises

      Abstract: By integrating a business mission into a transitional jobs program, employment social enterprises (ESEs) provide temporary work and a supported work environment to reduce the barriers facing disadvantaged workers while generating revenue to cover production costs. This study uses surveys of workers in and financial statements from seven ESEs to provide information for three sets of complementary analyses: a pre-post analysis examines changes in employment between the time a person starts ESE work and about one year later; a case study uses propensity score methods to compare changes in employment between ESE workers and similar people who did not work in an enterprise; and a cost-benefit analysis estimates the potential value of ESE jobs. Results suggest that individuals have close to 21% gain in employment one year after starting ESE work; taxpayers gain at least $0.42 for every dollar spent on an ESE job; the return to society of developing an ESE is at least 34%; and the social returns to converting a profit-driven business into an ESE exceed 100%. Although the study cannot control for many of the factors that would allow estimation of causal impacts, it provides some of the first preliminary evidence of the value of the ESEs’ public-private approach to increase workforce skills and employment and stabilize lives of individuals with employment barriers.

  • Reservation Wages and the Unemployment of Older Workers

      Abstract: Our purpose is to examine the level of reservation wages among older unemployed (45+), and investigate what happens to the level of reservation wages as the length of unemployment increases. Using data from questionnaires completed by unemployed, we examined the reservation wages of 364 individuals and asked whether they would be willing to compromise in terms of their occupation, profession or geographic location to find a job. 112 of the participants responded to two questionnaires over a three-month period to determine the changes in their expectations over time. Additionally, we conducted qualitative interviews with 10 unemployed. We found that older people experienced longer periods of unemployment, and had a greater willingness to reduce salary expectations. The study establishes an innovative connection between older unemployed, reservation wages and the duration of unemployment, showing that higher reservation wages among older unemployed is the cause of prolonging their unemployment.

  • Gender Differences in Unemployment Dynamics and Initial Wages over the
           Business Cycle
    • Abstract: Using administrative data from Spanish Social Security for the period 2002–2013, we explore differences between unemployed men and women in: their probabilities to find a job, their initial wages if they find a new job, and the likelihood to fall back into unemployment. We estimate bivariate proportional hazard models for unemployment duration and for the consecutive job duration for men and women separately, and decompose the gender gap using a non-linear Oaxaca decomposition. Gender differentials in labour market outcomes are procyclical, probably due to the procyclical nature of typically male occupations. While a higher level of education protects women in particular from unemployment, having children hampers women’s employment and initial wages after unemployment. There are lower gender gaps in the public sector and in high technology- firms. Decompositions show that the gender gaps are not explained by differences in sample composition. Indeed, if women had similar characteristics to men, the gender gap would be even wider.

  • The Long-Run Effects of Job Displacement on Sources of Health Insurance
           Coverage

      Abstract: This paper examines job displacement’s long-run effect on health insurance coverage and source of coverage. We find that displacement lowers the probability that an individual receives health insurance even ten years after job loss. However, those without children at the time of job loss largely drive this result. While displaced workers with and without children face similar losses in access to employer-provided health insurance, those with children mostly offset these losses by acquiring health insurance from other sources, particularly through the increased use of Medicaid.

  • Women’s Tertiary Education Masks the Gender Wage Gap in Turkey

      Abstract: This paper investigates the gender wage gap for full-time formal sector employees, disaggregated by education level. The gap between the labor force participation rate of women with tertiary education and those with lower levels of education is substantial. There is no such gap for men. Hence, existing gender wage gap studies for Turkey, where we observe lopsided labor force participation rates by education levels, compare two very different populations. We disaggregate the whole sample by education level to create more homogenous sub-groups. For Turkey, without disaggregation, the gender wage gap was 13% in 2011, and women are significantly over-qualified relative to men on observed characteristics. Once we disaggregate the sample by education level, we show that the gender wage gap is 24% for less educated women and 9% for women with tertiary education in full-time formal employment. Observed characteristics only explain 1 % of this gap in absolute terms. We further disaggregate the data by public and private employment. The gender gap is higher in the private sector. However, women with tertiary education in the public sector are significantly better qualified compared to men, and consequently the adjusted gender wage gap is higher for women with tertiary education in the public sector. Our estimates also indicate a rise in the gender wage gap between 2004 and 2011.

  • Part-Time Work and Women’s Careers: a Decomposition of the Gender
           Promotion Gap

      Abstract: This paper studies the effect of working hours on vertical sex segregation using Belgian micro-data on promotions. Using Yun decompositions we find that more than 40% of the promotion gaps between men and women can be explained by gender differences in contract hours, overtime hours and occasional late work. The fact that women often work in sectors that offer less promotion possibilities is another important factor. The presence of children strongly affects the promotion chances of female employees, but not those of the male employees in our sample. This evidence supports theories that relate the availability of part-time work to the degree of vertical segregation in countries.

  • Minimum Wages in a Segmented Labor Market: Evidence from South Africa

      Abstract: The segmented labor market model describes the impacts of minimum wages on covered and uncovered sectors. This paper examines the impacts of an industry-specific minimum wage in South Africa, a state characterized by high unemployment, a robust union movement, and the presence of a large informal sector. Under the industry-specific wage law, formal agricultural and household workers are covered, while workers in other sectors are not. The unique aspect of this paper lies in the ability to compare the impacts of minimum wage legislation on formal covered, informal covered, formal uncovered, and informal uncovered workers. This natural experiment allows us to test whether industry-specific minimum wage legislation leads to higher wages, whether wage increases are restricted solely to covered formal sectors or if there are spillover effects, and whether such legislation manifests in disemployment effects. We find evidence of higher wages yet disemployment among black workers in formal markets. In informal markets we find no employment effects, but higher wages in formal markets appear to have spilled over into informal markets in covered sectors.

  • La Familia - How Trust Towards Family Decreases Female Labor Force
           Participation

      Abstract: This paper investigates whether comprehensive trust towards immediate family members leads to a decrease in female labor force participation in Sub Saharan African countries. Using three recent waves, third, fourth and fifth rounds of the Afrobarometer survey data allows us to capture the willingness to participate in the labor market as well as the level of trust individuals have towards their family members. We find that a high amount of trust significantly decreases labor force participation vary in range from minimum of 7 percent to 13 percent at maximum in our probit estimations. Moreover, the statistical as well as economic effects are significantly stronger for females than the effect for males. Our main contribution to the emerging economies literature in informal institutions is that we are able to show how different cultural traits such as family ties lead to different choices in terms of participation in the labor market.

  • Sexual Orientation, Unemployment and Participation: Are Gays Less
           Employable than Straights?
    • Abstract: This paper is the first attempt to assess, in a unified econometric framework, the existence and the magnitude of both the sexual orientation participation gap and the sexual orientation unemployment gap. Having identified male same-sex couples using the Employment Survey, we use a bivariate probit selection model where the labor supply and the employment equation are jointly estimated for the French labor market. The results show that both participation and employment probabilities are significantly lower for gay employees compared to their heterosexual counterparts. Further investigations indicate that young gay workers, particularly, are more exposed to the unemployment risk than older ones. The beginning of a professional career and the subsequent entry to the labor market appear to be difficult steps to overcome for gay workers who spend more time than their heterosexual counterparts to find the good job.

  • Does Anxiety Affect Adolescent Academic Performance? The Inverted-U
           Hypothesis Revisited
    • Abstract: The inverted-U relationship between anxiety and performance in the context of endogeneity has yet to be investigated. Junior high school students from Taiwan were used as the sample for investigating the effect of anxiety levels on the comprehensive analysis aptitude of students. The ordinary least square (OLS) analysis indeed confirmed the inverted-U relationship. In addition, both fixed-effect analysis and two-stage least square (2SLS) analysis using variation in acne severity to instrument for anxiety also concluded that anxiety increased performance at lower anxiety levels. However, this relationship was positive and insignificant at higher anxiety levels. Overall, our results supported the left (increasing) part of the inverted-U relationship between anxiety and performance, but found no evidence for the right (decreasing) part of the inverted-U relationship.

  • Religiosity and Labour Earnings in Canadian Provinces

      Abstract: Using recent data from the Canadian General Social Survey, I examine how religious belief and practice relate to labour earnings in Canada. Noting that religious landscape strongly varies across Canadian provinces, I explore whether these discrepancies are reflected in the association of wages and religiosity indicators, for men and women. Moreover, I identify two groups of individuals, one without any tie with religion and spirituality, and the other shaping their lives around them. I find that males belonging to the least religious group earn significantly below otherwise identical individuals in the high affiliation province of Newfoundland, while they enjoy a ceteris paribus wage premium in the low religiosity provinces of British Columbia and Québec. Females of the most religious group, on the other hand, are found at a disadvantage in the Canadian west, where affiliation with Conservative Protestantism is more prevalent.

  • The Effect of Unemployment Insurance on Temporary Help Services Employment

      Abstract: A model with fixed effects and controls for state-specific linear time trends is developed to analyze the influence of state unemployment insurance taxes on temporary help services employment using state level panel data from the Bureau of Labor Statistics’ Quarterly Census of Employment and Wages. Prior research has shown that imperfect experience rating of unemployment insurance taxes increases temporary layoffs and that, conversely, more extensive experience rating leads to a decrease in temporary layoffs. The current analysis demonstrates that more extensive experience rating increases temporary help services agency-intermediated temporary employment. To the extent that the increase in temporary help services employment represents a substitution of temporary help services jobs for traditional direct hire jobs, it implies a negative effect on job quality. Steps to address low unemployment insurance recipiency rates by temporary help services workers may alleviate the impact of unemployment insurance tax structures on temporary help services employment.

  • The Effect of Private Sector Work Opportunities in Prison on Labor Market
           Outcomes of the Formerly Incarcerated

      Abstract: This paper examines the effects of a private-sector prison work program called the Prison Industry Enhancement Certification Program (PIECP) on formal unemployment duration, duration of formal employment, and earnings of men and women released from various state prisons between 1996 and 2001. It also investigates the labor market dynamics of formerly incarcerated men and women. The program is found to increase reported earnings and formal employment on the extensive margin, with a stronger impact on the formal employment of women. There is little evidence that it increases formal employment along the intensive margin (i.e., duration of formal employment). Contrary to segmented labor market theories, superior employment (i.e., higher-paying jobs) does not lead to increased job stability. Roughly 92 % of individuals who obtained formal employment in the sample experienced job loss; however, reincarceration rates are too low to explain this fact. An evaluation of labor market dynamics reveals that traditional human capital variables, criminogenic factors, and a few demographic characteristics determine job loss. In addition, black women, single women, and women with more extensive criminal histories face greater barriers in the labor market than their male counterparts.

  • Life Satisfaction and Preferences over Economic Growth and Institutional
           Quality

      Abstract: This paper demonstrates that institutional factors have differential impacts on subjective well-being of individuals in rich versus poor countries. A lower level of corruption, a more democratic government and better civil rights increase the well-being of individuals in rich countries, whereas an increase in per capita income has no impact. On the contrary, in poor countries the extent of corruption, democracy or civil rights has no influence on happiness, but an increase in per capita income impacts happiness positively. We provide evidence that this stark contrast may be due to the difference of preferences over economic growth and institutional factors.

  • Is Starting a Business a Sustainable way out of Unemployment? Treatment
           Effects of the Swedish Start-up Subsidy

      Abstract: In this paper, we evaluate the Swedish self-employment start-up program based on a matching approach using data from administrative records. In addition to information of labor market history, traditional human capital and socio-economic variables, the data at hand also include information on the self-employment history of participants and nonparticipants as well as that of their parents. Our results indicate that the start-up subsidy program for unemployed persons is a successful program regarding the integration of the unemployed into the mainstream of the labor market. We find that, relative to members of control groups, participants, on average, have an increased probability of unsubsidized employment. Our analysis of different educational backgrounds presents the strongest employment effects for the low educated unemployed.

  • The 2011 Industrial Relations Reform and Nominal Wage Adjustments in
           Greece

      Abstract: This study investigates nominal contractual base-wage adjustments in Greece associated with the 2011 industrial relations reform which re-defined the limits within which base wages could oscillate and allowed workers’ associations to negotiate for wages at the firm level. The assessment covers the period 2010–2013 and is based on information extracted from the universe of firm-level contracts signed in this period. We found that firm-level contracts increased dramatically shortly after the reform, now covering a larger pool of workers, especially in larger firms, and are associated with higher base-wage reductions in the post-reform period. At the firm level, wage reductions are higher when workers are represented by a workers’ association rather than a typical trade union. In addition, a heterogeneous effect is uncovered regarding the factors that shape base-wage adjustments (firm size, profitability, structure of bargaining body and aggregate unemployment) between new and traditional forms of workers’ representation in collective bargaining.
