  • The influence of ethnic policies on regional development and transport
           issues in Bosnia and Herzegovina

    • Authors: Péter Reményi, Andor Végh , Norbert Pap
Abstract: More than two decades after the Dayton peace agreement, Bosnia and Herzegovina is still stuck in an ethnically based struggle over territorial power. The former warring parties, and their economic and political elite, have succeeded in remaining in power during peacetime, and continue to influence the everyday life of the State, which is, to great extent organized along ethno-territorial lines of the institutional framework that was written in Dayton. In this paper we examined the system and logic of regional development as a consequence of this agreement, focusing on the development of transportation in the different ethno-territorial areas. We argue that because this field is delegated to the entities and thus to their ethnic elites, a large part of the development plans, policies and activities serve only the ethnic-based objectives of each entity, increasing the cohesion at their level instead of national cohesion. In this post conflict society, regional development is also used...

  • Editorial: Thinking beyond the cost-benefit analysis: the wider impact of
           high-speed rail on local development

    • Authors: Marie Delaplace, Frédéric Dobruszkes
Abstract: This special issue is one of two published following the conference “High-speed rail and the city”, held at the Paris-Est University in January 2015. The other has been published in Open Transportation Journal, 2016, Volume 10. No fewer than 60 researchers from ten different countries discussed nearly 30 papers related to the two main themes, namely “High-speed rail and urban dynamics” and “High-speed rail and tourism”. This conference was the culmination of a European research process organised by the research group, “City, Transport, Tourism and Territory”, which was supported by the Paris-Est University’s “Urban Futures” Labex (“Laboratoire d’excellence”). This scientific work was undertaken during a series of international workshops held in Paris, Naples, and Toledo in 2013 and 2014. More than 20 researchers from the Alicante, Brussels (ULB), Castilla la Mancha, Lleida, Rovira y Virgili, Naples, and Paris-Est universities took part in these fruitful workshops. As guest editors of...

  • The high-speed rail project as an urban redevelopment tool

    • Authors: Carmen Bellet Sanfeliu, Luis Santos Ganges
Abstract: In Spain, several local councils have taken advantage of the arrival of high-speed rail to rethink the whole railway system within the city. These rail transformations have caused major urban changes and have also been accompanied by property development projects that were planned during the economic expansion of the 1990s and first decade of 2000s, prior to the arrival of the economic crisis in 2008. The combination of these factors has resulted in some of the most important urban renewal and redevelopment projects ever planned in Spain. This has been the case in two large intermediate cities: Valladolid (303,905 inhabitants in 2015), located on the northwest HSR line, which received new services in 2007, and Zaragoza (664,953 inhabitants in 2015), located on the Madrid-Barcelona-French border HSR line, where the new train service arrived in 2003. In Spain, the introduction of HSR services has been accompanied by certain specific issues relating to their initial conception, subsequ...

  • Does high-speed rail affect destination choice for tourism purpose?

    • Authors: Marie Delaplace, Francesca Pagliara, Andrea La Pietra
Abstract: There is a growing but controversial literature concerning the link between high-speed rail (HSR) services and the tourism market. The aim of this paper is to identify this link in the case of two theme parks, namely Disneyland Paris and Futuroscope Parks, both served by an HSR station. Two revealed preference surveys were carried out interviewing tourists at both stations, with the objective of investigating the influence of HSRs on their decision to visit these theme parks. The results significantly diverge. In the case of Disneyland, tourists declared that the presence of HSR was fundamental in the choice of the destination; they would not have come without it. On the contrary, in the case of Futuroscope, tourists stated that HSR was not relevant. Indeed they would have come to Futuroscope in any case, also without this service. Moreover, the link between HSR and visiting other places close to these parks is also very different. These two case studies show again that the relation...

  • City planning related to the completion of the new high speed line in
           Rennes, Brittany

    • Authors: Romaric Nègre, Guy Baudelle
Abstract: Over the last decades, the metropolitan area of Rennes (Western France) has experienced a sharp demographic and economic dynamism compared with other similar French urban areas. The new high-speed line between Le Mans and Rennes (hereafter BPL HSL) to be opened in 2017 is carrying major expectations from local public actors. In this paper, we examine urban projects associated with the high-speed line in Rennes as tangible spatial expressions of a global prospective vision for Rennes post-BPL HSL. Analyzing the main factors explaining the vibrancy of the metropolitan area, we focus on the territorial positioning of Rennes and its attempts to capture the “HSL opportunity” and accelerate the current pace of socioeconomic dynamism. However, such an urban growth strategy introduces a sharp competition in the new office market between central projects and peripheral investments.

  • Measuring the influence of the Camp de Tarragona high-speed rail station
on first-time and repeat tourists visiting a coastal destination

    • Authors: Òscar Saladié, Salvador Anton Clavé, Aaron Gutiérrez
Abstract: This paper explores the effects of high-speed rail (HSR) services on the destination choice of first-time tourists and repeat tourists arriving in the Costa Daurada, a mature coastal destination in Catalonia, using HSR services. The analysis is based on a probabilistic method and uses data from a survey of HSR passengers at the Camp de Tarragona HSR station during the summer of 2014. It concludes that the increase in probability of visiting this particular destination because of the existence of the HSR station among this specific group of visitors is quite larger in the case of first-time tourists (23.9%) than in repeat tourists (12.9%). At the same time, significant differences are found in the profiles of both segments of HSR passengers.
