      Abstract: « Aujourd’hui, si on veut voir Alexandrie, il faut, au creux d’un fauteuil, tourner les pages des livres qui l’ont érigée en monument littéraire, ou tourner le dos au mur de béton, glisser la plage en contrebas, et regarder le large. La mer est là, parfaite » (Valensi 2016 : 308). Au-delà du mythe Timothy Mitchell souligne que les champs d’études développent souvent des conventions pour introduire leurs objets. Ces tropismes deviennent si évidents qu’on cesse de les questionner. Souvent adossés à des « imageries poétiques » (Mitchell 2002 : 210), ces discours établissent une relation complexe entre l’analyse et son objet, fournissant des cadres interprétatifs récurrents et établissant des frontières, des bornes, des lieux communs.   • Fear and Floating in Alexandria: The Economy, the Pound, and Women’s
           Sexual Health

      Abstract: This article discusses the implications and repercussions of contemporary economics on women’s sexual health on the basis of recent studies and a small-sized ethnographic field study conducted in Alexandria. It focuses on the regulation of women’s assumed (premarital) sexual activity, a topic linked to the general economic challenge of marrying in Egypt. On the basis of the case study, paired with an online survey grounded within the Alexandrian social context, the article describes the situation before and after the floating of the pound, and repercussions this might have had with regard to women being able to make informed decisions regarding their sexual health. Linked to the financial or advisory challenges and the social and moral pressure regulating young women’s choices, the article introduces a fictitious media application as an example for an alternative coping strategy in relation to gendered structures of inequality in the city.

  • Social relations between the Christian communities of Alexandria:
           Re-examining social boundaries in times of decline

      Abstract: Between the late 19th and mid-20th centuries, Alexandria was known as a multicultural hub and a vibrant port in the Southern Mediterranean, and was home to a number of foreign communities, each with its own cultural institutions, schools, and places of worship. Since the Egyptian revolution of 1952 and the Suez War of 1956, most of these communities have seen a dramatic decline in local numbers, and the city of Alexandria has gone through dramatic social changes. This article will focus on the remnants of cosmopolitan Alexandria and the small church communities that struggle to maintain a local existence in the city. I will look at some of the ways in which members of these communities have adjusted to present-day realities and sought ways to maintain a sustainable presence in the city. In particular, I will reexamine how social relations are structured along ethnic and sectarian divides in Alexandria’s Christian communities.

  • Conflicting Histories of Alexandria, or Alexandrians with No Museum
           (1892-2016)

      Abstract: Museums of history are also research objects for historians. Museography can be analysed in order to reconstruct the museology and the historical narrative it shapes. This contribution explores the narratives of the two main museums of history in Alexandria: the Greco-Roman Museum, which was founded in 1892, and the National Museum of Alexandria, which opened in 2003. After putting their foundation into context, it analyses their collections, settings and visitor itineraries to retrace their conception of the Alexandrian past, present and future. The opposition between the two, highlighted by the Egyptian Antiquities at the beginning of the 21st century, points to an unresolved tension between colonial and post-colonial discourses. Yet, it is argued that both institutions provide an account of Alexandrian history that forgets Alexandria itself.   • Murderous Economies: Sex Trafficking and Political Economic Change in
           Alexandria, Egypt, 1914-1921

      Abstract: In this article, I analyze the relationship between political economic change and sex trafficking in early interwar Alexandria. During World War I, the decline in foreign trade and migration had created new opportunities for local women in Alexandria to engage in part-time clandestine sex work to supplement their incomes. The reintegration of Alexandria into the world economy, combined with the removal of capital controls and trade restrictions, resulted in a sudden influx of foreign goods and populations, a surge in the circulation and price of gold, and rapid inflation. This enriched the colonial bourgeoisie, while simultaneously harming local businesses, thereby contributing to the rise of domestic sex trafficking networks and the murder of independent sex workers who were considered a threat to trafficking operations.   • Les enjeux de pouvoir de l’autorité religieuse dans l’Égypte
           post-transition démocratique

      Abstract: Le renversement du gouvernement Morsi par l’armée le 3 juillet 2013 a exacerbé la compétition autour de l’autorité religieuse entre les différents acteurs des champs politiques et religieux institutionnels, à savoir al-Azhar, le ministère des Waqfs, Dâr al-Iftâ et le président. L’arrivée du général al-Sissi au pouvoir suite aux élections de juin 2014 a eu lieu dans un contexte où le contrôle du champ religieux en tant qu’espace de mobilisation politique contestataire appuyait la répression des partisans des Frères musulmans et des militants révolutionnaires.   • An overview of Structural Imbalances in Egypt

      Abstract: The Egyptian economy has been negatively affected by the political instability that the country has witnessed since 2011. Indeed, this instability showed the extent to which the Egyptian economy suffers from several structural imbalances that first amplified the negative effects of the revolution and then delayed its recovery. This paper analyzes both internal and external structural imbalances that characterize the Egyptian economy and presents a roadmap for future reforms. Egypt is suffering from three primary levels of internal imbalance: the sectoral level (a declining industrial sector with a low level of competitiveness), the fiscal level (between revenues and spending, current vs. productive spending), and the monetary level (non-transparent monetary policy). Externally, two structural imbalances can be identified, namely a high level of imported intermediate inputs leading to a chronic trade deficit and FDI concentrated in low-value-added.   • The Gulf’s takeover of Cairo’s real estate megaprojects

      Abstract: One of the revolutionary demands of the Egyptian popular uprising in 2011 was for a more equitable city. Six years later, new community of actors defining Cairo’s urban production and governance methods is little concerned with reducing the social gap in Egypt’s capital city. In recent years, a redefinition of public actors and regional partnerships has modified investment practices. The real estate and construction markets in Egypt are prioritized by the state and attract capital. Gulf countries in particular have succeeded in reviving the property market in Greater Cairo, which had stagnated since 2011, through numerous loans, donations, and announcements of massive real estate projects. However, the progressive regionalisation of Cairo is not a sign of the market’s openness to global financing, but rather a sign of the state’s reinforcement of urban production.

  • Les institutions locales en Égypte : entre garantie constitutionnelle et
           pratique institutionnelle

      Abstract: Le développement des institutions locales, afin qu’elles puissent jouer leur rôle dans la vie politique, est affiché comme une priorité de la politique publique égyptienne. À ce titre, la constitution de 2014 traite de l’administration locale dans une section de neuf articles d’une manière assez détaillée et un projet de loi sur l’administration locale est actuellement débattu au parlement. Jusqu’à l’adoption de cette nouvelle loi, la loi de 1979 sur l’administration locale est toujours en vigueur. Afin d’établir une réflexion sur les perspectives d’évolution du processus de décentralisation en Égypte, cet article propose une analyse du cadre constitutionnel et de certains aspects du cadre législatif relatif au transfert des compétences entre pouvoir central et unités décentralisées.

  • The Fight over Institutions in Post-Revolution Egypt

      Abstract: This paper examines the fight over a new institutional order in post-January Revolution Egypt. It traces institutional change since the ousting of Hosny Mubarak on February 2011. It uses the historical institutionalism theoretical framework in order to illuminate understanding of this process of institutional change during three phases, namely: rule by the Supreme Council of the Armed Forces (February 2011-June 2012) by the Muslim Brotherhood (MB) (June 2012-June 2013) and since the overthrow of that rule on July 3, 2013. It situates this institutional change within the context of a struggle for power among the three forces that took part in the January Revolution, namely the armed forces, the MB and the revolutionary youth, delineating major issues in this fight.
