  • La periferia autoconstruida: migraciones, informalidad y segregación
           urbana en Argentina

    • Abstract: RESUMEN El objetivo de este artículo es reflexionar sobre la profundidad histórica de la problemática del acceso al espacio urbano por parte de migrantes sudamericanos, en especial bolivianos, paraguayos y peruanos, en la Argentina contemporánea. Con base en una metodológica cualitativa y recuperando los aportes teóricos de la perspectiva de la autonomía de las migraciones, el texto reconstruye las continuidades en el “pensamiento de Estado” que tiende a asociar a cierta migración con el incremento de problemas habitacionales. Al mismo tiempo, muestra la capacidad de agencia que tienen las poblaciones migrantes en torno a la producción social de hábitat, argumentando que las trayectorias migrantes en las ciudades expresan no solo formas de segregación espacial, sino también la existencia de un “urbanismo subalterno” que organiza y estructura la vida y la cotidianidad de un amplio conjunto de la población.ABSTRACT This paper intends to reflect on the historical depth of the problem of access to urban space by South American migrants, especially Bolivians, Paraguayans and Peruvians, in contemporary Argentina. Based on a qualitative methodology and considering the theoretical contributions of the perspective of the autonomy of migration, this study reconstructs certain continuities in the “State thought” that tends to associate certain migration with the increase of housing problems and, at the same time, shows the capacity of agency of the migrant population regarding the social production of habitat. Hence, urban migrant trajectories express not only forms of spatial segregation, but also the existence of a “subaltern urbanism” that organizes and structures the daily life of a large group of migrant population.
       
  • Centralidad de actores y bloques en las redes organizativas de
           movilización en el conflicto por el Plan Regulador Comunal de Peñalolén
           el año 2011

    • Abstract: RESUMEN En el Chile de la última década, los análisis de la acción colectiva en episodios de conflicto urbano se han enfocado en los mecanismos cognitivos de subjetivación política que se despliegan en la praxis de los movimientos sociales. De manera complementaria, este artículo se enfoca en los procesos de emergencia de identidades políticas, analizando las dinámicas de influencia y coordinación entre organizaciones voluntarias involucradas en un conflicto particular. Entre los resultados, se destaca la heterogeneidad de los actores más prominentes, pero con una marcada capacidad de intermediación de algunas organizaciones de pobladores. A nivel estructural, el análisis de bloques indica que una dinámica de coordinación de movimiento social se desplegó a través de la interacción de dominios de acción colectiva diferenciados, y que fue esta relación lo que determinó su mayor probabilidad de influencia.ABSTRACT In the Chile of the last decade, the analysis of collective action in episodes of urban conflict has focused on the cognitive mechanisms of political subjectivation that are deployed in the praxis of social movements. In a complementary way, this article focuses on the emergency processes of political identities, analyzing the dynamics of influence and coordination between voluntary organizations involved in a particular conflict. Among the results, the heterogeneity of the most prominent actors stands out, but with a marked capacity of intermediation of some organizations of settlers. At the structural level, the analysis of blocks indicates that a dynamic of social movement coordination was deployed through the interaction of differentiated collective action domains, and that it was this relationship that determined its greater probability of influence.
       
  • Conflictos y negociaciones en la construcción metropolitana. El corredor
           Oeste del Gran Buenos Aires (1854-1950)

    • Abstract: RESUMEN El presente texto pretende indagar, en la larga duración, sobre el elenco de actores que intervienen en los procesos de producción del suelo urbano de la expansión de la ciudad de Buenos Aires y los cambios institucionales que se producen en las decisiones acerca de cómo debe ser la ciudad. A partir del análisis del eje Oeste de crecimiento de la ciudad en el periodo 1854-1950, desarrollamos una aproximación que pone en juego la combinación de directrices “desde arriba” acerca de cómo debe ser la ciudad (normativas, reparticiones técnicas), con los requerimientos “desde abajo” de los agentes locales. El estudio pone en evidencia que, mientras en el siglo xix los conflictos y negociaciones para el ajuste de las normativas a su materialización en el territorio se dirime entre los “vecinos”, hacia finales de siglo, con una nueva organización institucional, comienza una creciente burocratización para consolidar los nuevos crecimientos, la cual resta protagonismo a los actores locales.ABSTRACT In this article, we explore the variety of actors involved in the process of production of urban land and the institutional changes produced by the decisions about how the city had to be. With the analysis of the urban growth along Buenos Aires’ west axis for the period 1854-1950, we develop an approximation that shows the combination of “top-down” guidelines about how the city must look like (regulations, the role of technical offices) with “bottom-up” requirements from local agents. This reveals that, while in 19th century, the conflicts and negotiations for adjusting the regulations to the actual materialization of the city were solved among the neighbors, towards the end of the century, with a new institutional organization, an increasing bureaucratization in the consolidation of the new urban growth began, which diminished notoriety to local actors.
       
  • La dimensión socioespacial del capital social. Análisis del capital
           social vecinal y la eficacia colectiva en ocho conjuntos de vivienda
           social en Chile

    • Abstract: RESUMEN Siguiendo el enfoque de la “espacialización” del capital social, este artículo analiza la vecindad territorial como ámbito socioespacial en el que se generan y reproducen el capital social vecinal y la eficacia colectiva. A partir del análisis de los datos de una encuesta aplicada en ocho conjuntos de vivienda social ubicados en tres regiones de Chile, esta investigación muestra la existencia de bajos niveles de confianza vecinal, el predominio de relaciones de apoyo circunstancial, y la escasez de prácticas asociativas y de cooperación. Las variables que tienen un efecto significativo sobre el capital social vecinal y la eficacia colectiva son las condiciones de acceso a la vivienda (asignatario original y propietario) y la percepción de violencia y delincuencia en el barrio. En contrapartida, la segregación socioeconómica no tiene un efecto directo sobre el capital social a nivel de los barrios analizados.ABSTRACT Drawing on the “spacialization” of social capital approach, this paper analyzes the neighborhood as the socio-spatial environment in which neighborhood social capital and collective efficacy are generated and reproduced. Based on the analysis of a survey applied in eight social housing projects located in three regions of Chile, this research shows the existence of low levels of trust among neighbors, the predominance of circumstantial support relationships and the lack of associative and cooperative practices. The variables that have a significant effect on neighborhood social capital and collective efficacy are conditions of access to housing (original assignment and ownership of housing) and perception of violence and crime in the neighborhood. In contrast, socio-economic segregation does not have a direct effect on social capital in the analyzed neighborhoods.
       
  • Conflictos territoriales y culturales en la renovación del frente
           costero, Rosario (Argentina)

    • Abstract: RESUMEN Este trabajo reconstruye el proceso de ocupación, desalojo y desposesión de dos experiencias de producción de espacio urbano en una ciudad del Sur Global: Rosario (Argentina). Nos centramos en la franja urbana de la costa central, escenario de las trayectorias de dos sujetos colectivos, los okupas y los pescadores artesanales. Ambas comunidades presentaron formas alternativas de producir e imaginar el espacio urbano y plantearon la necesidad de generar diferencias con las tendencias corporativas que mercantilizaban la ciudad, su cultura y sus modos de vida. A través de sus prácticas y resistencias cotidianas, okupas y pescadores mostraron alternativas espaciales y futuros culturales-productivos para una genealogía y cartografía del presente urbano. Mediante una combinación de la hermenéutica etnográfica e historiográfica, intentamos mostrar las prácticas de resistencia a las fórmulas gubernamentales de la renovación urbana.ABSTRACT This work studies the process of occupation, eviction, dispossession and concealment of two experiences of urban space production in a Global South city: Rosario (Argentina). We focus on the Paraná waterfront, the landscape of two collective subjects: the okupas (squatters from Rosario) and the artisanal fishermen. Both communities presented alternative ways of producing and imagining urban space and identified the need to generate differences from the corporate tendencies that commodified the city, its culture and its ways of life. They also collectively came up with new forms of producing, learning and sharing knowledge, in order to strengthen their self-organized communities. Through their practices and everyday resistances, they showed alternative possible paths and futures in a genealogy and cartography of the urban present. Through a combination of ethnographic and historiographical hermeneutics, we studied the practices of resistance to the governmental formulas of urban renewal.

    • Abstract: RESUMEN En la discusión sobre procesos de regeneración urbana y el empresarialismo como eje de dicha política, el caso de la Ciudad de Buenos Aires suele ser presentado desde la perspectiva de proyectos que recortan e iluminan áreas centrales, y que generan fragmentos exclusivos de ciudad en su búsqueda por valorizar el espacio local en el mercado global de ciudades. La propuesta de este artículo es focalizar en el análisis de una serie de operaciones de gobernanza urbana articuladas sobre la periferia de la ciudad –que históricamente concentra los indicadores socioeconómicos, habitacionales y educativos “más deficitarios”–, poniendo énfasis en la lógica desde la cual opera el Estado local. En tal contexto se examinan las posibilidades de transformación prometidas en este “retorno” del Estado, observándose el carácter disputado de la producción de “oportunidades”.ABSTRACT In the discussion on urban regeneration processes and entrepreneurism as the axis of said policy, the case of the City of Buenos Aires is usually presented from the perspective of projects that cut out and illuminate central areas, generating “exclusive fragments of the city” in its search for valuing the local space in the global market of cities. The proposal of this article is to focus on the analysis of a series of urban governance operations articulated on the periphery of the city – which historically concentrates the “most deficient” socioeconomic, housing and educational indicators –, emphasizing the logic from which operates the local state. In this context, the possibilities of transformation promised in this “return” of the State are investigated, as well as the contested character of the production of “opportunities”.
       
  • Gestão municipal de resíduos e ambiente institucional no Rio
           Grande do Sul

    • Abstract: RESUMO A Política Nacional de Resíduos Sólidos (pnrs) brasileira assigna aos municípios brasileiros a responsabilidade pela prestação dos serviços de limpeza urbana e a gestão de resíduos, no entanto, as pesquisas destacam as dificuldades, por parte dos próprios municípios, em adotar uma política que cumpra as obrigações da lei antes mencionada. O presente artigo explora o problema de partir das correspondências entre o próprio ambiente institucional municipal (os principais fatores socioeconômicos, políticos e culturais) e a gestão municipal dos resíduos (especificamente, a presença de um Plano de Gestão Integrada de Resíduos Sólidos). Depois de uma breve introdução ao tema, o texto apresenta uma análise descritiva da difusão dos Planos nas microrregiões do Rio Grande do Sul, a continuação, o artigo apresenta uma análise de correspondências múltiplas que proporciona de forma exploratória um quadro geral da gestão municipal de resíduos em seu ambiente institucional.ABSTRACT The National Solid Waste Policy (Política Nacional de Resíduos Sólidos, pnrs) assigns Brazilian municipalities the responsibility of providing urban cleaning and waste management services; however, scholars report the difficulty of municipalities in adopting a policy that meets the obligations of the aforementioned law. This article explores the correspondences between the municipal institutional environment itself (the main socioeconomic, political and cultural factors) and municipal waste management (specifically, the presence of an Integrated Solid Waste Management Plan). After a brief introduction to the issue, this paper shows a descriptive analysis of the presence of these plans in the mesoregions of Rio Grande do Sul. The article then presents a multiple correspondence analysis that provides an exploratory overview of municipal waste management in its institutional environment.
       
  • La contaminación lumínica como aproximación a la planeación urbana de
           ciudades mexicanas

    • Abstract: RESUMEN En México existe la preocupación por el cuidado del ambiente a partir de criterios de salud humana y preservación de organismos que habitan su territorio, ejemplificada en las regulaciones en materia de aire, ruido, agua y suelo; sin embargo, poco se ha hecho para regular la iluminación artificial desde lo ambiental, a pesar de que el aumento del uso de la luz artificial nocturna tiene consecuencias negativas en los procesos biológicos de los organismos que quedan expuestos a la sobreexposición. Considerando que la iluminación artificial está relacionada con el crecimiento demográfico y la urbanización, el presente documento examina este fenómeno en el espacio local, y subraya la importancia de establecer una planeación de la iluminación, considerando parámetros locales. Con tal fin se realiza un análisis geográfico de algunas ciudades de México según las necesidades de protección de la biodiversidad que se presentan en las mismas, a partir de las Áreas Naturales Protegidas.ABSTRACT In Mexico, there is a growing concern for the care of the environment based on criteria of human health and preservation of organisms that inhabit the territory. This statement can be exemplified by the regulations on air, noise, water and soil. However, little has been done to regulate artificial lighting from the environment, given that the increase in use of nocturnal artificial light has negative consequences on the biological processes of organisms that are bared to overexposure. Considering that artificial lighting is related to population growth and urbanization, this document relates this phenomenon in the local space and emphasizes the importance of establishing lighting planning considering local parameters. For this, we conduct a geographical analysis of cities in Mexico, from the needs of protection of biodiversity that are presented in them, from the Protected Natural Areas.
       
  • La voz del lugar, el lugar de la voz: cartografías ciudadanas

    • Abstract: RESUMEN En este trabajo de arte de acción hilamos diferentes voces al tejido urbano, construyendo un diálogo interpersonal en el que personas distintas, habitantes todas ellas de un espacio social determinado, relatan la vivencia que el lugar teje en su topografía interior. La piedra, arquitectura simbólica de ese yo que se establece en unas coordenadas y que espera ser hallazgo de un otro, se transforma a través del arte de acción en un canal de comunicación para los habitantes del lugar. El relato de las vivencias topográficas ofrecido por la ciudadanía es analizado mediante una variante de la metodología de estudios de panel (Sun Woong, 2008), denominada “de cohorte” (De Keulenaer, 2008), para trazar una cartografía hablada de la ciudad, identificando las diferencias de los discursos humanos surgidos en los usos sociales de cada espacio.ABSTRACT In this art action project we join different voices to the urban fabric, building an interpersonal dialogue in which different people, all of which live in a given social space, relate the experience of that space in their inner topography. The stone, symbolic architecture of that self that stablishes coordinates and hopes to be found by other, is transformed by art in action in a communication path for the location's inhabitants. The account of the topographic experiences offered by the citizenship is analysed using a variant of the panel studies participatory methodology (Sun Woong, 2008), called “cohort” (De Keulenaer, 2008), which allows to identify the differences of the human experiences born from the social uses of each space, with the use of spoken maps of the city.
       
  • Morfología urbana y proceso de urbanización en Ecuador a través de la
           imagen satelital nocturna de la Tierra, 1992-2012

    • Abstract: RESUMEN El artículo analiza los procesos urbanos de los asentamientos del Ecuador por medio del uso de imágenes satelitales nocturnas, considerando la magnitud y la intensidad de la luminosidad, así como su evolución durante las últimas décadas. En una primera parte, se explica la metodología aplicada para determinar el umbral de luminosidad urbana usando las imágenes satelitales de la serie dmsp-ols. Luego se analiza la intensidad de la luminosidad, así como la magnitud de las áreas con luminosidad urbana, y sus variaciones temporales. Los resultados obtenidos concuerdan con la hipótesis de que el proceso expansivo de baja densidad presente en las ciudades del Ecuador genera una rápida extensión de los usos urbanos, que pueden resultar ineficientes desde el punto de vista económico y poco sustentables ambientalmente. Por lo que a los aspectos metodológicos se refiere, el artículo muestra las potencialidades que pueden derivarse del uso de las fuentes y los procedimientos ensayados, relativamente innovadores en el contexto latinoamericano.ABSTRACT The article analyzes the urban processes of the main urban areas of Ecuador through the use of nocturnal satellite images, considering the magnitude and intensity of the luminosity, as well as its evolution during the last decades. In the first part, the methodology to determine the threshold of urban luminosity using the satellite images of the dmsp-ols series is explained. Afterwards, the intensity of the luminosity is analyzed, along with the magnitude of the areas with urban luminosity, as well as their temporal variations. The results agree with the hypothesis that the expansive process of low-density development present in the cities of Ecuador, generates a rapid extension of the urban uses that can be inefficient from the economic point of view and unsustainable from the environmental perspective. Regarding the methodological aspects, the article shows the potential that can be derived from the sources and procedures tested, relatively innovative in the Latin American context.
       
  • Geografías de la desposesión en la ciudad neoliberal: ejecuciones
           hipotecarias y vulnerabilidad social en Santa Cruz de Tenerife
           (Canarias-España)

    • Abstract: RESUMEN En el contexto general de los procesos de acumulación por desposesión, se examinan las lógicas socioespaciales de los desalojos por ejecución hipotecaria y su incidencia en la extensión de la vulnerabilidad social en Santa Cruz de Tenerife. El análisis contempla, por un lado, los vínculos entre la expansión inmobiliaria anterior a la crisis y el reparto intraurbano de las ejecuciones; y, por otro, mediante el análisis de caso, su espacialidad y significado en un barrio socialmente vulnerable. La combinación de métodos permite estudiar tanto la intensidad y distribución de los desalojos en las distintas áreas sociales, como la extensión de la vulnerabilidad que entraña la pérdida de la vivienda. Los resultados muestran cómo las ejecuciones han contribuido a la difusión espacial de la vulnerabilidad social y revelan, a la vez, las dificultades a las que se enfrentan, en su vida cotidiana, los residentes en los espacios afectados por tales procesos.ABSTRACT In the general context of the processes of accumulation by dispossession, the socio-spatial logics of evictions due to foreclosure and their incidence on the extent of social vulnerability in Santa Cruz de Tenerife, are examined. The analysis contemplates, on the one hand, the links between the real estate expansion prior to the crisis and the intra-urban distribution of mortgage foreclosures and, on the other, through case analysis, its spatiality and meaning in a socially vulnerable neighborhood. The combination of methods allows the analysis of the intensity and distribution of the evictions in the different social areas and the extension of the vulnerability that the loss of the housing entails. Results show how foreclosures have contributed to the spatial diffusion of social vulnerability and reveal, at the same time, the difficulties faced by residents in the spaces affected by such processes.

    • Abstract: RESUMO Aborda-se neste texto a constituição de articulações urbanas que extrapolam a dimensão metropolitana, espraiando-se de forma dispersa em escala regional, utilizando como estudo de caso a formação de um “corredor urbano” entre Campinas e Sorocaba, duas cidades polos de regiões metropolitanas no interior do Estado de São Paulo, Brasil. Constata que o sistema de transporte regional articula a configuração de um eixo de conurbação linear entre as duas regiões metropolitanas, ao longo do qual há uma intensa dinâmica de transformação espacial com o rápido avanço do tecido urbano – especialmente nas tipologias de condomínios industriais e loteamentos residenciais fechados – sobre áreas rurais. Demonstra-se assim, uma nova tendência de concentração linear da dispersão urbano-regional no contexto de uma urbanização extensiva que se manifesta em vetores privilegiados em relação à afluência de investimentos, principalmente dos setores produtivos mais vinculados à economia globalizada, confrontando as tradicionais divisões conceituais entre urbano/rural, cidade/região, centro/periferia.ABSTRACT This paper is about the constitution of urban articulations extended beyond the metropolitan scale, spreading in a dispersed pattern on a regional scale, using the formation of an “urban corridor” between Campinas and Sorocaba, two core-cities of distinct metropolitan areas in the interior of the State of São Paulo as case studies. The regional transport system is the element that articulates the configuration of a linear axis of conurbation between the two metropolitan areas, during which there is an intense spatial transformation with the quick advance of the urbanized areas – especially in the types of gated communities – over rural areas. This shows a new trend of linear concentration of regional dispersion of urban areas in some privileged vectors, in relation to the inflow of investments, mainly of the productive sectors linked to the globalized economy, confronting the traditional conceptual divisions between urban/rural, city/region, center/periphery.
