  • The “iPhone effect”: The impact of dual technological
           disruptions on electrification

      Abstract: Competition and Regulation in Network Industries, Ahead of Print.
      Meeting climate change goals requires both the decarbonization of the electricity sector and the electrification of much of the rest of the economy. However, the electricity sector is navigating major disruptions that are changing the regulatory and business landscape. This article focuses on the question of whether these changes would help or hinder electrification, taking transportation as an example. Like the electricity sector, transportation is undergoing a deep transformation. We suggest that businesses in both sectors will at some point offer aggregated services, repackaged as subscriptions, and traded on digital platforms. We also argue that data created by these activities would be so valuable that this could be reason alone to move toward this model. This could create synergies between companies that could eventually lead to a rebound effect of electrification, with more vehicle miles traveled and more electricity consumption than before.

  • New digital threats to media pluralism in the information age

      Abstract: Competition and Regulation in Network Industries, Ahead of Print.
      The proliferation of news and information has reached unprecedented levels. Notwithstanding this apparent richness, increasing doubts about the quality and diversity of online news have grown for many years. The article arguments that the threats to quality information and media pluralism essentially come from two sources: the increasing concentration of economic resources into just a few gigantic online platforms/media and the spreading of the disinformation that is favored by the available technological instruments. After having analyzed these threats also in terms of their consequences for the public and democratic debate, the article focuses on the available responses, exploring the necessity of explicit and multidimensional public policies to preserve quality news and media pluralism as public goods that are indispensable to democracy.

  • Effectiveness of a strategic energy reserve during the energy transition:
           The case of Switzerland

      Abstract: Competition and Regulation in Network Industries, Ahead of Print.
      Switzerland is considering implementing a strategic energy reserve, a novel policy instrument that remunerates power plant operators for storing a minimum amount of energy in reservoirs to convert into electricity when called upon. The policy is envisioned for the winter period, when the country’s large hydropower reservoirs tend to be nearly depleted. This study analyzes the impact of such a strategic energy reserve on security of supply, consumer costs, international trade, and sustainability. A hybrid simulation model is developed that combines agent-based modeling and system dynamics. The simulations show that the reserve can improve short-term security of supply but does not improve long-term security of supply as it does not impact domestic investments or reduce the import dependency in winter. The reserve leads to a slight increase in consumer costs, even when including the reduction in outage costs. A larger reserve is more effective at reducing the supply risk but is proportionally costly. Lastly, we find that the policy induces scarcity periods that would not have occurred otherwise, which means that the reserve should have a high strike price to ensure it is only called upon as a last resort. We conclude that there is no structural need for a strategic energy reserve, as it only increases short-term security of supply and does not contribute to solving the structural problem. Any implementation should be done on an ad hoc basis, conditional on a short-term generation adequacy assessment. This has the potential to minimize the associated costs while maximizing the benefits.

  • Exploring the nontraditional foreign investment in Sino–Latin American
           relations: The Chilean case

      At the end of 2016, China and Chile increased their bilateral ties to a comprehensive strategic partnership increasingly involving the development of traditional and nontraditional foreign investments. The former is measured under the usual parameters of economic cooperation that includes horizontal and vertical investments. However, during the last decades, new forms of cooperation have emerged based on the creation of a HUB that responds to complex strategies in specific contexts, which implies the willingness of nations to establish sophisticated links in which both countries use their competitive resources in search of a common benefit. Although there is no absolute limit between traditional and nontraditional foreign direct investments, since they are not mutually exclusive, the latter have become fundamental elements in the establishment of Chinese multidimensional relations and are part of the new path of cooperation in the Latin America region. In this context, Chile is one of the countries that has hosted the largest number of hub platforms led by China in South America, which include the Southern Optical Fiber Project, the China-Chile Joint Astronomical Data Center, and the China-South America Transpacific cable. This article explores the dynamics of these initiatives through the case study of China–Chile relations.

  • Causality between Chinese investment in Latin America and the governance
           indicators

      This article analyzes the causal relationship between China’s outward foreign direct investment (FDI) and several governance indicators by performing a panel data analysis for Latin American countries. First, a long-term relationship was found between China’s outward FDI and three governance indicator variables: control of corruption (CC), regulatory quality (QR), and government effectiveness (GE). This result supports the idea that there is a statistical relationship between FDI and the governance indicators. We also found evidence of causality from FDI to CC, implying that after Chinese investment there is a change in the host country’s perception of corruption. In addition, causality from QR and GE to FDI was found. The result is evidence of how outward FDI effects the host country government’s ability to implement policies and regulations which promote private investment and the quality of public services.

      Fragmentation has been suspected of contributing to inefficiencies in the European Air Traffic Management (ATM) system. Heterogeneities between providers may contain multiple aspects, such as airspace structure, staff rostering, or systems used for flow management. Applying the scientific approach of data envelopment analysis, this article provides a new outlook on the relationship between airspace fragmentation and efficiency in the admittedly complex and highly dynamic environment of European ATM. We show that there are airspaces that might benefit from economies of scale, but that there is a tipping point where diseconomies of scale occur. Subsequently, the current approach of functional airspace blocks might inhere inefficiencies for some air navigation service providers.

      The European Air Traffic Management (ATM) system is highly fragmented. It consists of 37 air navigation service providers (ANSPs) whose areas of responsibility are, in most cases, limited to national borders. ATM fragmentation impacts air traffic operations in Europe in several ways. One of them is reflected through the current route charging system, which is designed and adapted to the fragmented ATM system to recover air navigation service provision costs at the level of individual ANSPs. Differences in unit rates have led to the phenomenon of aircraft taking detours around expensive charging zones, resulting in additional fuel consumption and emissions, as well as traffic shifts caused by varying unit rates. In this article, we analyze the differences in the unit rates across Europe and their evolution over the past few years. The main focus of the article is the analysis of the route charge variability on an airport-pair level, measured by an airport-pair variability indicator, which we suggest as a metric. We show the route charge variability for different flight distances, geographic areas, and flight directions, and we also identify airport pairs with the highest route charge variability. Finally, we discuss selected alternatives to the current route charging system, such as the uniform charge method and different approaches to airport-pair charging.

      The Single European Sky (SES) legislation is intended to have a major impact on the fragmentation in the European Air Traffic Management and Communications, Navigation and Surveillance (ATM/CNS) system. A fundamental aspect of the SES initiative is functional airspace blocks (FABs), which have the goal of reducing the inefficiencies—in terms of safety, capacity, and cost—that result from the fragmentation of European airspace. FABs are seen as an explicit bottom-up first step toward the ultimate integration of European airspace. In this article, we focus on the analysis of the evolution of the cost-effectiveness in the provision of ATM/CNS services at FABs. We proceed in two stages. First, we develop a theoretical framework that allows us to decompose the change in cost-effectiveness of FABs into its basic sources. Second, we use stochastic frontier analysis techniques to estimate the cost equations and decompose the change in the cost-effectiveness of the nine European FABs into several components. Our analysis sheds light on (1) the drivers of changes in the air navigation service providers (ANSPs) and FABs cost-effectiveness from 2006 to 2016, (2) the role that FABs play in enhancing cooperation between ANSPs to obtain operational efficiency gains, and (3) the existence of economies of scale in the European ATM/CNS service provision.

      This article explores the impact that flight-centric air traffic control (ATC), a concept under development, has on ATC market structure and ATC business models. Flight-centric operations bring forth changes in how the stakeholders adapt their roles to the emerging ATC market. We compared current ATC and market structures with the emerging flight-centric concept and analyzed the market changes in structure and competition from the emergence of flight-centric operations using Porter’s five forces model. Four potential business models for flight-centric ATC are identified and described: current air navigation service providers adapt, vertical integration by airlines, new ATC providers, and the network manager as capacity-demand manager. In the final chapter, we briefly describe the future regulation of the market for flight-centric operations. We conclude that new concepts and technologies, such as flight-centric operations, create the necessary dynamics for change in the current market structure by unbundling of the market.
