  • Economic Structure, Growth, and Evolution of Inequality and Poverty in
           Africa: An Overview

      Abstract: Is Africa experiencing a growth ‘miracle’' Rodrik (2018) seems sceptical, and provides evidence based on modern growth theory to support the scepticism: the recent relatively impressive growth does not seem sustainable. Related to the issue of sustainability is economic structure. Diao et al. (2018) find that accompanying the recent growth record has been improving agricultural labour productivity, a reduction of the agricultural labour share and increasing manufacturing employment, evidence that is consistent with that observed for industrialised economies. Thorbecke and Ouyang (2018) also find that while the efficacy of translating growth into poverty reduction remains lower for Africa than elsewhere, there is evidence of poverty convergence recently in Africa, contrary to that for developing countries generally. Fosu (2018) observes the dominant importance, on average, of growth for poverty reduction in Africa, but also underscores the critical role of inequality, especially for certain countries. Exploring why inequality is particularly high in Africa, Shimeles and Nabassaga (2018) uncover ethnic fractionalisation, limited tertiary education, and poor governance as major culprits, and inequality of opportunity as the dominant component. Bigsten (2018) identifies the dual-economy nature of colonial arrangements as the genesis for Africa’s high inequality, and proposes an enhanced pro-poor Lewis-type modern-sector enlargement as a potential solution.

  • Agricultural Labour Productivity and Industrialisation: Lessons for Africa

      Abstract: Using data from the Groningen Growth and Development Center’s Africa Sector Database, we show that manufacturing employment and its share in total employment is growing in a number of African countries. We explore the extent to which this can be linked to agricultural productivity which has also been growing in much of Africa over the past two decades. We show that in countries that have successfully industrialised, there is a strong positive correlation between labour productivity growth in agriculture and the manufacturing employment share up until the point at which the manufacturing employment share peaks. Since 1996, there is also a positive correlation between labour productivity in agriculture and the manufacturing employment share in Africa. We explore the mechanisms behind these correlations and find evidence supporting the idea that increases in agricultural productivity have been associated with reductions in the employment share in agriculture and increases in income and the demand for locally produced products.

  • Is the Structure of Growth Different in Sub-Saharan Africa'

      Abstract: Taking advantage of the 2014 issue of the Povcalnet data and building on earlier works, this paper provides an anatomy of growth in sub-Saharan Africa (SSA) and compares it with that of the developing world (including or excluding SSA) during the three decades between the early 1980s and the early 2010s. We examined both the impact of the pattern of growth on poverty and inequality (the growth–inequality–poverty (G–I–P) nexus); and the less studied reverse causal chain emanating from poverty to subsequent inequality and growth (the poverty–inequality–growth (P–I–G) nexus). For the G–I–P nexus, we found that poverty reduction is becoming more responsive to income growth and improvement in inequality in SSA in the post-2007 years; though the responsiveness remains smaller in SSA than in the developing world (with or without SSA) throughout the three decades examined. For the P–I–G nexus, we found that SSA again differs from the rest of the developing world in that SSA countries with the highest initial poverty incidence appeared to grow subsequently faster—leading to poverty convergence; while the developing world (with or without SSA) experienced a lack of poverty convergence during the same time period. We hypothesise that the main cause of poverty convergence in SSA during 1978–2007 might be due to anti-poverty interventions by governments and foreign public and private aid inversely proportional to the depth of poverty.

  • The Recent Growth Resurgence in Africa and Poverty Reduction: The Context
           and Evidence

      Abstract: While economic growth in Africa has resurged substantially since the mid-to-late 1990s, the amount of poverty reduction seems much less spectacular. Building on other studies, the paper explores the translation of the recent growth to poverty reduction using 1985–2013 PovcalNet (World Bank) data. It assesses the relative abilities of various panel-data methodologies to predict poverty changes based on income-inequality decompositions. Surprisingly, SYSGMM performs substantially worse than Fixed Effects and Random Effects. The analysis is conducted for both the $1.25 and $2.00 poverty lines, and for the ‘spread’ and ‘depth’ of poverty, as well as for the usual popular measure, the headcount ratio. Although income growth appears to be the main force behind poverty reduction in Africa, the decomposition reveals striking differences, across countries and poverty measures, with respect to the relative roles of inequality and income.

  • Why Is Inequality High in Africa'†

      Abstract: This paper computed asset-based inequality for 38 African countries in multiple waves, using over a million household histories, to study why inequality tends to be persistently high in Africa. The results show that within-country asset inequality is positively correlated with the returns to higher education, a finding that is corroborated by results showing a negative correlation between consumption-based inequality and the proportion of households that completed tertiary education. Countries with higher remittance flows also experienced lower inequality, whereas assets and goods market distortions tended to increase inequality in Africa. The paper also decomposed within-country inequality into components deemed to represent opportunities beyond the control of individuals and those attributed to individual efforts, such as education. At least 30% of asset inequality within countries was, on average, due to inequality of opportunity, though there were considerable differences across countries. In addition, the incidence of child mortality and disease burden of malaria and tuberculosis tended to increase with asset-based inequality of opportunity, which increased with ethnic fractionalisation but decreased with improved governance.

  • An African Growth Miracle'†

      Abstract: SSA has grown rapidly over the last decade, but a curious feature of this growth was that it was accompanied by little structural change towards non-traditional tradables (such as manufactures). Now that China, the advanced economies, and most emerging markets are all slowing down, the question whether Africa’s high growth can be sustained looms larger. This article looks at this question from the lens of modern growth theory, paying particular attention to structural issues that are crucial for low-income countries. It comes down on the pessimistic side, due to what appear to be poor prospects for industrialization. This article also considers alternative models of growth, based on services instead of manufactures.

  • Determinants of the Evolution of Inequality in Africa

      Abstract: Most African countries inherited a dual economic structure and high levels of inequality from the colonial times, and inequality has remained high since independence. The pattern of structural change in Africa has implied a shift of labour out of agriculture, but since the movers have mostly been absorbed into low-paying, often informal activities, this transformation has not led to a significantly lower overall inequality. A change of the structure of the economy leading to an expansion of better-paying jobs requires higher rates of investment.
