  • A Divided Discipline' Mapping Peace and Conflict Studies

      Abstract: Scholars in the field of peace and conflict studies have long worried that their discipline is divided – between studies of war and war making, and studies of peace and peacemaking. However, empirical research into the existence, extent, and nature of such a division is scarce. We remedy this by addressing two questions: 1) how is work in the field of peace and conflict studies distributed between its two nominal pillars: “peace” and (violent) “conflict”' and 2) to what extent is there communication and exchange between the two sets of studies' Making use of a unique combination of methods, we find that studies of violence hold a dominant position in the field, although there is also a sizable body of work that explores topics of peace, understood as conflict prevention and/or response. That said, we find limited evidence of intellectual exchange between studies of war/making and peace/making. We also find evidence of gendered, regional, and methodological divides. We argue that such schisms may be preventing scholars of peace and conflict from collectively realizing the founding ontological goal of their discipline, which was to understand the causes of war in order to contribute to an understanding of how conflict can be managed peacefully.Resumen: Los académicos en el ámbito de los estudios de paz y conflicto tradicionalmente se han preocupado porque su disciplina está dividida entre estudios de la guerra y de cómo se hace la guerra, y estudios de paz y de cómo lograrla. Sin embargo, la investigación empírica sobre la existencia, el alcance y la naturaleza de dicha división es escasa. Por lo tanto, planteamos dos interrogantes: 1) ¿cómo se distribuye el trabajo en el ámbito de los estudios de paz y conflicto entre sus dos pilares nominales: paz y conflicto (violento)'; y 2) ¿en qué medida hay comunicación e intercambio entre los dos conjuntos de estudios' Mediante el uso de una combinación única de métodos, hallamos que los estudios de violencia ocupan una posición dominante en el campo, aunque también hay un corpus de trabajo considerable que explora temas de paz, entendida en términos de prevención de conflictos y/o respuesta ante situaciones de conflicto. Encontramos evidencia limitada de intercambio intelectual entre los estudios relativos a la guerra –y cómo se hace– y la paz –y cómo alcanzarla–. También encontramos evidencia de divisiones de género, regionales y metodológicas. Sostenemos que tales escisiones podrían estar impidiendo que los académicos de paz y conflicto logren colectivamente la meta ontológica fundacional de su disciplina, que consiste en entender las causas de la guerra para llegar a comprender cómo se puede lidiar con el conflicto pacíficamente.

  • The Ethics of Security Research: An Ethics Framework for Contemporary

      Abstract: Offering a framework for ethical assessment, this article draws attention to the ethical issues accompanying empirical research on security. Speaking to the various subfields and schools of broadly conceived applied security studies, we classify the many ethical issues specific to empirical research on security, conflict, and political violence into researcher-related problems, subject-related problems, and result-related problems. We evaluate the importance and variations of these issues and highlight potential mitigation pathways. This effort brings together an existing but fragmented literature and builds upon the authors’ own experiences in several subfields and schools of “hands-on” research on security and political violence.Al ofrecer un código para la evaluación ética, este artículo pone de manifiesto las cuestiones éticas inherentes a la investigación empírica en materia de seguridad. En diálogo con los diversos subcampos y escuelas de estudios de seguridad aplicados, concebidos en términos amplios, clasificamos las numerosas cuestiones éticas específicas de la investigación empírica sobre seguridad, conflicto y violencia política en términos de problemas relacionados con los investigadores, problemas relacionados con los sujetos y problemas relacionados con los resultados. Evaluamos la importancia y las variantes de estas cuestiones y subrayamos posibles vías de atenuación.   • Knowledge, Skills, and Preparing for the Future: Best Practices to Educate
           International Studies Majors for Life after College

      Abstract: Higher education is at a point of transition. Colleges and universities are considering new ways to attract students through innovative programs that stay true to their educational mission and also prepare students for the current job market. Employers consistently talk about the skills they need in graduates they hire, including critical thinking, strong writing, adaptability, and cultural competency. International studies as a major is perfectly poised to provide students with both the academic grounding they need to better understand the world around them and the skills necessary to make them desirable to employers. Communicating the skills and content that coursework in the major offers, however, is often not a straightforward process. Students have both skills and content knowledge, but two key issues need to be addressed: (1) how can faculty better communicate to students the skills and knowledge we want them to gain from our classes, and (2) how do we enable students to understand and articulate these skills to future employers' This article addresses these questions by examining the contributions of international studies with regard to building skills in the classroom, enhancing cultural competency, promoting language training, developing networking capacity, and preparing students for life after college.La educación superior se encuentra en un punto de transición. Las universidades están considerando nuevas formas de atraer estudiantes a través de programas innovadores que sean fieles a su misión educativa y también preparen a los estudiantes para el mercado laboral actual. Los empleadores hablan sistemáticamente sobre las competencias que necesitan en los graduados que contratan, como pensamiento crítico, escritura sólida, adaptabilidad y capacidad cultural. Los estudios universitarios superiores a nivel internacional están perfectamente preparados para brindar a los estudiantes tanto la base académica que necesitan para entender mejor el mundo que los rodea como las competencias necesarias para hacerlos atrayentes para los empleadores. Comunicar las competencias y los contenidos que los estudios superiores ofrecen, sin embargo, a menudo no es un proceso sencillo. Los estudiantes tienen tanto las competencias como el conocimiento de los contenidos, pero es necesario abordar dos cuestiones: (1) ¿cómo puede el cuerpo docente comunicar mejor a los estudiantes las competencias y el conocimiento que queremos que obtengan en nuestras clases' Y (2) ¿cómo hacemos posible que los estudiantes entiendan y articulen estas competencias ante los futuros empleadores' Este artículo aborda estos interrogantes examinando las contribuciones de estudios internacionales respecto de la construcción de competencias en el aula, la mejora de la capacidad cultural, la promoción de la formación lingüística, el desarrollo de la capacidad de interconexión y la preparación de los estudiantes para la vida después de la universidad.

  • Humanitarian NGOs as Businesses and Managers: Theoretical Reflection on an
           Under-Explored Phenomenon

      Abstract: Humanitarian nonprofit nongovernmental organizations (NGOs) today exhibit signs of “marketization” and behave like firms, according to a frequently uttered claim in the scholarly literature. However, it is not precisely clear what marketization and behaving like a firm mean. Drawing on the literature concerning nonprofit organizations and public administration, we offer a more sophisticated and multifaceted understanding of a consequential development for NGOs. Rather than merely equating “firm-like” with the adoption of corporate practices, we conceive of it as a mind-set. We suggest that “firm-like” involves not only marketization, but also corporatization and organizational rationalization. Based on a content analysis of the websites of a heterogeneous sample of nine humanitarian NGOs, we illustrate the potential of this conceptualization to shed light on a discourse among these organizations that appears to be self-referential and self-aggrandizing with respect to their capacities.Las organizaciones no gubernamentales (ONG) humanitarias sin fines de lucro exhiben hoy signos de «mercantilización» y se comportan como empresas, de acuerdo con un reclamo frecuentemente pronunciado por la bibliografía académica. Sin embargo, no queda claro el significado preciso de mercantilización y comportamiento de empresa. Recurriendo a la bibliografía sobre organizaciones sin fines de lucro y administración pública, ofrecemos un entendimiento más sofisticado y multifacético de un desarrollo consecuente para las ONG. En vez de simplemente establecer una correspondencia entre la semejanza a una empresa y la adopción de prácticas corporativas, la concebimos como una mentalidad. Sugerimos que la semejanza a una empresa no implica solo la mercantilización, sino también la corporatización y la racionalización organizacional. De acuerdo con un análisis del contenido de los sitios web de una muestra heterogénea de nueve ONG humanitarias, ilustramos la capacidad de esta conceptualización de echar luz sobre un discurso entre estas organizaciones que parece ser autorreferencial y exagerado con respecto a sus capacidades.

  • After the Resource Curse: The Unexplored Possibility of the Post-Rentier
           State

      Abstract: Existing theories of the rentier state are essentially static, but rentier states are not monolithic and unchanging; most have economies built on the extraction of non-renewable resources, and at some point those resources will be exhausted. What happens then' In this paper, I argue that the case of Nauru may provide some guideposts. The existing concept of the rentier state is actually one component of a larger temporal typology. Rentier states can, and most will, eventually become post-rentier states. Post-rentier states have exhausted the resource wealth that formerly financed the state, and because of the perverse incentives of rentierism are ill equipped to function in the modern world economy. The paper concludes by outlining a dynamic theory of the rentier state.Las teorías existentes sobre el estado rentista son esencialmente estáticas, pero los estados rentistas no son monolíticos ni inmutables; la mayoría tienen economías basadas en la extracción de recursos no renovables y, en cierto punto, dichos recursos se agotarán. ¿Qué pasa entonces' En esta ponencia, sostengo que el caso de Nauru puede proporcionar algunos indicios. El concepto existente de que el estado rentista es en verdad un componente de una tipología temporal mayor. Los estados rentistas pueden convertirse en estados posrentistas con el tiempo, y la mayoría lo hará. Los estados posrentistas han agotado la riqueza de recursos que anteriormente financiaba al estado y, debido a los perversos incentivos del rentismo, están mal preparados para funcionar en la economía mundial moderna. La ponencia concluye con el esbozo de una teoría dinámica del estado rentista.
