  • Confronting the International Political Sociology of the New Right

      Abstract: AbstractThe rise of radical right-wing leaders, parties, movements, and ideas have transformed not only domestic political landscapes but also the direction and dynamics of international relations. Yet for all their emphasis on nationalist identity, on “America First” and “Taking Back Control,” there is an unmistakable international dimension to contemporary nationalist, populist movements. Yet these movements are also often transnationally linked. We argue that a constitutive part of this globality is the New Right's (NR) own distinctive international political sociology (IPS). Key thinkers of the contemporary NR have, over several decades, theorized and strategically mobilized globalized economic dislocation and cultural resentment, developing a coherent sociological critique of globalization. Drawing on the oft-neglected tradition of elite managerialism, NR ideologues have borrowed freely from Lenin and Schmitt on the power of enmity, as well as from Gramsci and the Frankfurt School on counterhegemonic strategies. Against the temptation to dismiss right-wing ideas as “merely” populist and by implication as lacking in ideological and theoretical foundations, we are faced with the much more challenging task of engaging a position that has already developed its own international political sociology and incorporated it into its political strategies.

  • Europe Has Never Been Modern: Recasting Historical Narratives of Migration
           Control

      Abstract: AbstractOur understanding of contemporary international relations rests on flawed images of the past. One of the most problematic dimensions of this history is the idea that the core institutions and practices of modern territorial sovereignty originated in Europe before being gradually extended to other parts of the globe. A key dimension of this Euro-centric historiography is the story that the territorial sovereignty norm was invented in Europe in the seventeenth century, before Europeans honed it into a standard technique of state practice in the twentieth. This paper uses original archival research to critically interrogate the consensus position. The paper demonstrates that the dominant narrative significantly misconstrues the way rulers and governments sought to control migration across the longue durée. European rulers were more collectively seeking to transnationally promote migration at the same time as they individually acquired territorial sovereign control over it. Extra-European states were the first to deploy territorial immigration controls, and non-Europeans shaped the forms of mobility promotion Europeans would adopt. The paper uses these findings to make the case for a new chronology of European migration governance and for a critical institutionalist approach to the way we write the history of the global migration regime.

  • Policing Reality: Urban Disorder, Failure, and Expert Undoings

      Abstract: AbstractThis article intervenes in discussions about the circulation of policing knowledge and the politics of expertise. As part of a broader conversation about transnational reconfigurations of state power, critical scholars have drawn attention to the influence of global policing “models” and “private” experts in shaping policy. They show how such figures and forms of knowhow symbolically enforce urban order and dispossess marginalized communities under conditions of neoliberal crisis. While incisive, these approaches can unduly portray expert authority as boundless and unassailable. This article argues that a sustained theoretical engagement with questions about controversies and failure opens up fruitful avenues to unsettle the perceived smoothness, inevitability, and omnipotence of experts in relation to politics and governing. Drawing on insights from actor-network theory (ANT), it situates deference to global experts as interventions that seek to enact and police the terms of “reality” concerning urban order. This approach allows us to better understand how such interventions work but also how they misfire and come undone. These claims are developed through a close reading of UK Prime Minister David Cameron's attempt to solicit policy advice from renowned global “supercop” William Bratton in the aftermath of the 2011 England riots.

  • Decentering the Self, Seeing Like the Other: Toward a Postcolonial
           Approach to Ontological Security

      Abstract: AbstractThis article advances a critical outlook on dominant interpretations of ontological security in international relations. It suggests that the preoccupation with state- and identity-centric analyses diminishes the value of the Other to an archetype of ontological insecurity and a source of ontological insecurity for the Self. It argues that seeing ontological security from the postcolonial perspective expands the self-referential understanding of ontological security to a Self-Other relation of mutual coexistence. To do so, the article proposes a framework that loosely intersects Giddens’ work on late modernity with postcolonial notions of interstitiality and hybridity. Postcolonial ontological security foregrounds the emergence of a “third hybrid Other” from an ontologically insecure status through three interrelated conditions of reflexivity, resourcefulness, and resistance. It aims to shed light on creative, nondestructive ways of confronting ontological insecurity and to encourage a view of the postcolonial Other as a learning source for the Self. These arguments are illustrated with the case of Okinawan “Otherness” vis-à-vis the US and Japanese selves, with particular attention to antimilitary base movements.

  • Neoliberalism as Religion: Sacralization of the Market and Post-truth
           Politics

      Abstract: AbstractSince the 2008 financial crisis, depictions of neoliberalism as a religion, system of belief, and “kind of faith” have multiplied in an attempt to explain neoliberalism's remarkable power and resilience. These accounts, however, have remained largely impressionistic. In this article, I interrogate the meanings, implications, and value of conceptualizing neoliberalism as religion and advance two main claims. First, the power of neoliberalism stems from being a rationality of government that continuously evokes religious meanings and significations. Neoliberalism displaces and redraws the boundary between secular and religious and appropriates an aura of sacredness while concealing itself behind an authoritative secular rational façade. Second, one of the outcomes of the neoliberal “sacralization” of the market has been the emergence of so-called “post-truth politics.” The latter, I contend, can be conceptualized as a neoliberal “truth market” of news production, circulation, and consumption that is governed simultaneously by logics of commodification and belief. This analysis aims to contribute to existing debates on secularization, on neoliberalism's resilience, and on post-truth politics. It shows their interconnectedness through a critical approach that focuses on the disarticulation, rearticulation, and deployment of the categories of the secular/profane and religious/sacred in neoliberal regimes of power and knowledge.

  • Borders, Detention, and the Disruptive Power of the Noisy-Subject

      Abstract: AbstractViolent borders are one of the most pressing ethical and political questions of our time. This article seeks to challenge the violent construction of borders through the concept of noise. Drawing on Michel Serres's philosophy of noise and Marie Thompson's emphasis on its affectiveness, the article shows the generative, disruptive, and affective power of noise at the border. I argue that noise creates a disruption in the system and, in doing so, calls for new encounters and relations that operate within and beyond existing power relations. I suggest that the figure of the noisy-subject creates, interrupts, and disturbs the border. The noisy-subject simultaneously prompts disorder and order on the border and transforms it into a third space that is neither simply captured by the sovereign nor fully emancipated from its power. The border as a third space constantly moves with the affective force of its noisy-subjects.
