  • Transnational Clientelism, Global (Resource) Governance, and the
           Disciplining of Dissent

      Abstract: Schemes for more responsible global governance have often come with new ways of thwarting the meaningful voice, participation, and dissent of those they are claimed to benefit. This article argues that these processes extend beyond the more often criticized disciplinary effects of civil society promotion and community participation, which, despite a rhetoric of empowerment and emancipation, also contribute to containing protest within narrow confines of technocratic management. Using the case of transnational resource governance and examples from multinational mining companies in Tanzania, the Democratic Republic of the Congo (DRC), and South Africa, the article demonstrates that, alongside the “air-conditioned” politics of participatory development and corporate social responsibility, operate the “veranda” politics of transnational governance: practices of stabilizing order and containing dissent through transnational clientelist practices. These do not operate despite, or outside, liberal global governance but are an inherent part of it. The article contributes to understanding the manifold ways in which dissent is disciplined in global governance, pushing critical engagement with indirect technologies of government beyond the liberal self-image.

  • Narrative and the Possibilities for Scholarship

      Abstract: This article explores the recent expansion of narrative approaches in international relations (IR) and the conceptual and political possibilities it brings about. Instead of suggesting a set of criteria through which we should evaluate narrative texts, we investigate what they are already doing in IR scholarship. We show that the space which narrative writing delineates through the encounter between text and reader/reading potentiates critique and engages complexity in ways that are often not available in other forms of IR scholarship. Concretely, we examine themes around openness, contradiction, ambiguity, fracture, surprise, and the ungovernable aspects of social and scholarly life.

  • The Islamic State: Violence and Ideology in a Post-colonial Revolutionary
           Regime

      Abstract: This paper seeks to counter popular and academic discourse that emphasizes the uniqueness or unprecedented nature of the Islamic State. Many of these claims highlight the violence perpetrated by ISIS as evidence of its unique ideology. This essay draws from the work of Foucault and Fanon, as well as from Richard Sakwa’s thinking on the changing nature of the concept of revolution, in order to counter these popular narratives. The paper begins by reading ISIS’s public executions through the lens of Foucault’s discussion of the spectacle of violence in Discipline and Punish. What is often described as unique, irrational, unprecedented violence is reread as advancing particular rational goals. Yet, rather than dismiss ISIS’s ideology altogether, the paper argues that ISIS is best understood as exhibiting qualities of an anticolonial revolutionary regime. Through violent actions, it forges new collective identities grounded in a national culture rooted in an effort to find authenticity in precolonial Sunni Islam.

  • Grieving, Valuing, and Viewing Differently: The Global War on Terror's
           American Toll

      Abstract: In March 2003 (the eve of Iraq's invasion), the George W. Bush Administration reissued, extended, and enforced a directive prohibiting the publication and broadcast of images and videos capturing the ritual repatriation of America's war dead. This directive (known as the Dover Ban) is exemplary of a wider set of more subtle processes and practices of American statecraft working to move suffering and dead American soldiers out of the American public eye. This is due, I argue, to dominant (government and military) bodies knowing, valuing, and counting generic soldier material as but a “precious resource” with which to fuel the Global War on Terror. However, my investigation into the (in)visibility of suffering and dead American soldiers since 9/11 reveals that subordinate yet challenging American bodies could not be stopped from knowing, valuing, and counting American soldiers differently—in life, injury, and death. Indeed, regarding American soldiers as grievable persons, the challenging actions discussed in this article demonstrate how Americans were moved to demand and take the right to count and account for soldiers’ suffering and deaths in public and in the very face of dominant bodies that “don't do body counts.”

  • Desire as Geopolitics: Reading The Glass Room as Central European Fantasy

      Abstract: The concept of Central Europe emerges from the tension between the aspiration for a Western identity and the failure to achieve it. This article analyzes The Glass Room, a novel by the British author Simon Mawer set in Brno, Czech Republic, as an artefact that sheds light on the affective dimension of this tension, as captured in the way the book speaks to the Central European desire for “Westernness.” Adopting a Lacanian perspective, I argue that The Glass Room functions as a geopolitical fantasy, bringing its Czech audiences the promise that the desired Western identity is within reach. However, this promise can never be fulfilled, since the substance of “Westernness” is too elusive to ever be possessed and is always dependent on the recognition of a Western audience. This oscillation between desire and its disappointment leads to the self-defeating politics of superiority/inferiority, which is so often seen in the region. The article makes a broader contribution by showing how desire sustains and reproduces particular conceptions of space and what role pop-culture plays in this process. In this argument, the reproduction of a geopolitical imagination depends on its ability to capture subjects’ desire for a full and stable identity.

  • Sending States and Diaspora Positionality in International Relations

      Abstract: Diaspora politics is of growing interest to international relations (IR), yet theorizing about sending states’ engagement of diasporas in different global contexts has been minimal. Central to this article is the question: how do challenges to postconflict statehood shape a sending state's diaspora engagement' I provide a fresh sociospatial perspective on “diaspora positionality,” the power diaspora political agents amass or are perceived to amass from their linkages to different global contexts, which speaks to utilitarian, constructivist, and governance rationales and to emerging IR relational and positional theories. This power is relative to that of other actors in a transnational social field, in which sending states and diasporas operate globally: it is sociospatial, defined by social relationships among diasporas across the globe and by their linkages to specific spatial contexts. I argue that postconflict states view the positional empowerment of diasporas in distant locations as an asset to their statebuilding. Diasporas are not controlled but involved in extraterritorial processes through partially rationalized, partially implicit governance practices. The article focuses on Kosovo as a postconflict de facto state and brings evidence from extensive multisited fieldwork in Kosovo in 2013, and the UK, United States, Sweden, Germany, France, the Netherlands, and Switzerland in 2009–17.
