  • Rules of engagement for cyberspace operations: a view from the USA

      Abstract: AbstractCyber weapons provide US forces with operational choices that were previously unavailable. To use these weapons with greatest effect, the US military seeks to integrate them into its operational toolkit within a common framework of principles that apply to all weapons. While the US military has had decades of operational experience formulating rules of engagement (ROEs) for kinetic weapons, several characteristics of operations in cyberspace complicate the formulation of cyber-specific ROEs. Sensitive issues related to command and control and escalation of force play important roles in shaping cyber-specific ROEs. The article’s conclusion is that a paucity of similar experience with cyber operations will hamper the formulation of ROEs for cyber weapons unless special efforts are taken to impart such experience to civilian leaders and military commanders.       Abstract: Nations around the world recognize cybersecurity as a critical issue for public policy. They are concerned that their adversaries could conduct cyberattacks against their interests—damaging their military forces, their economies, and their political processes. Thus, their cybersecurity efforts have been devoted largely to protecting important information technology systems and networks against such attacks. Recognizing this point, the Oxford Dictionaries added in 2013 a new word to its lexicon—it defined cybersecurity as “the state of being protected against the criminal or unauthorized use of electronic data, or the measures taken to achieve this.”

  • The role of effects, saliencies and norms in US Cyberwar doctrine

      Abstract: AbstractThe US approach to cybersecurity implicitly rests on an effects-based logic. That is, it presumes that the key question determining how the US and others will respond to attacks is what effects they have. Whether the effects come about as a result of cyber means or kinetic means is largely irrelevant. In this article, we explore this logic further, focusing on the question of when the US should deploy cyber responses and when kinetic. We find that under a simple effects-based logic, kinetic responses will often be more effective than cyber responses, although we explain that cyber attacks that 'leave something to chance’ may be an effective deterrent under some circumstances. We next develop a richer understandings of actors' expectations by employing the concepts of focal points and saliencies. In this framework, kinetic responses may be considered too escalatory, and therefore less attractive under many circumstances. If there are 'focal points' emerging, under which cyber attacks are seen as qualitatively distinct from kinetic attacks, then crossing a saliency may appear escalatory, even if the actual effects of the kinetic and cyber attackes are identifical. Finally, we examine nascent norms around cyber, suggesting that the US may wish to consider promoting a norm against large scale attacks on civilian infrastructure, and evaluating the prospects for a norm against cyber attacks on nuclear command and control systems.

  • A cyber SIOP? Operational considerations for strategic offensive cyber
           planning

      Abstract: AbstractMost discussion to date about offensive cyber operations has focused on the theoretical and strategic rather than operational level of analysis. This mirrors the nuclear age, where critical operational questions were neglected in public discussion until very late in the Cold War. Yet these questions are critical for both nuclear and cyber operations, so analysis that neglects them has little bearing on policy questions. An examination of the planning, targeting, and command and control aspects of offensive cyber operations in the US context provides a starting for a more fruitful assessment of offensive cyber.

      Abstract: AbstractCyberattacks vary in their efficacy over time. To examine whether follow-up attacks are likely to succeed, we examine how victims of cyberattack might adjust to knowing they were attacked, explore why some organizations adjust faster than others and suggest strategies for confounding the target s adjustment strategy in terms of selecting targets, shaping attacks, discouraging third party assistance, and maintaining military pressure.

  • Thermonuclear cyberwar

      Abstract: AbstractNuclear command and control increasingly relies on computing networks that might be vulnerable to cyber attack. Yet nuclear deterrence and cyber operations have quite different political properties. For the most part, nuclear actors can openly advertise their weapons to signal the costs of aggression to potential adversaries, thereby reducing the danger of misperception and war. Cyber actors, in contrast, must typically hide their capabilities, as revelation allows adversaries to patch, reconfigure, or otherwise neutralize the threat. Offensive cyber operations are better used than threatened, while the opposite, fortunately, is true for nuclear weapons. When combined, the warfighting advantages of cyber operations become dangerous liabilities for nuclear deterrence. Increased uncertainty about the nuclear/cyber balance of power raises the risk of miscalculation during a brinksmanship crisis. We should expect strategic stability in nuclear dyads to be, in part, a function of relative offensive and defensive cyber capacity. To reduce the risk of crisis miscalculation, states should improve rather than degrade mutual understanding of their nuclear deterrents.

  • Cyberterrorism: its effects on psychological well-being, public confidence
           and political attitudes

      Abstract: AbstractDoes exposure to lethal and non-lethal cyberterrorism affect psychological well-being, public confidence and political attitudes? By what mechanisms do they do so? While cyberterrorism most often raises concerns about national security, its effects on individuals’ psyche and cognition are overlooked. To address these questions we carried out three studies between 2013 and 2016 (n = 1124, 909 and 592). Utilizing experimental manipulations (video clips) subjects were exposed to simulated lethal and non-lethal cyberterrorism. Our findings demonstrate a stress-based ‘cyber terrorism effect’. Exposure to cyberterrorism is not benign and shares many traits with conventional terrorism: stress, anxiety, insecurity, a preference for security over liberty, a reevaluation of confidence in public institutions, a heightened perception of risk and support for forceful government policies. In the cyber realm, this translates into support for such policies as Internet surveillance, government regulation of the Internet and a forceful military response to cyberterrorism (including conventional, kinetic retaliation). These attitudes may impinge upon the tolerance and confidence necessary for a vibrant civil society. This effect is associated with non-lethal cyberterrorism that causes economic loss as well as with cyberterrorism that causes death and injury.

  • Limiting the undesired impact of cyber weapons: technical requirements and
           policy implications

      Abstract: AbstractThere has been much public rhetoric on the widespread devastation of cyber weapons. We show that contrary to the public perception – and statements from some political and military leaders – cyber weapons not only can be targeted, they have been used in just such a manner in recent years. We examine the technical requirements and policy implications of targeted cyberattacks, discussing which variables enable targeting and what level of situation-specific information is required for such attacks. We also consider technical and policy constraints on cyber weapons that would enable them to be targetable.Precise targeting requires good technical design. The weapon must be capable of precise aim, rather than affecting any computer within reach. Precise targeting also requires good intelligence. The attacker must have sufficiently detailed knowledge of the target’s environment to avoid accidental damage to other machines, including ones that depend indirectly on the targeted ones. To avoid accidental damage to other machines, including machines that depend indirectly on those targeted, the attacker must have highly detailed knowledge of the target’s environment.If imprecise targeting is defined to include other damage ultimately traceable to the initial use of a cyber weapon, proliferation becomes an issue. We consider proliferation in two ways: immediate and time-delayed (the latter could occur through repurposing of the weapon or the weapon's techniques). The nonproliferation objective has a broad meaning, for it includes not only preventing others from using code snippets and information on zero days, but also preventing the employment of useful attack techniques and new classes of attack. Preventing opponents from repurposing cyber weapons is not solely through technical means, such as code obfuscation, but also through policy measures such as disclosure. As a result, while some of the nonproliferation effort falls to the attacker, some must be handled by potential victims.
