  • Taxing property in a neo-developmental state: The politics of urban land
           value capture in Rwanda and Ethiopia

      Abstract: ABSTRACTOf the African states experiencing sustained growth and poverty reduction in recent decades, Rwanda and Ethiopia stand out due to the scope of their development visions and relatively effective state-driven transformation, leading them to be compared to the East Asian ‘developmental states’. This article argues that these two states are better conceived as ‘neo-developmental’ due to important differences in the international and national constraints they face compared with the East Asian ‘tigers’. One effect of these differences is the difficulty of attracting investment into manufacturing industry, and the consequent concentration of capital in high-end urban real estate. This underscores the need for effective land value capture and property taxation, which featured strongly in the East Asian cases. Currently, however, both Rwanda and Ethiopia lack effective mechanisms for capturing the value of urban property in a way that is sustainable, redistributive and developmental. The article explores the politics of efforts to introduce property tax in both cases. It argues that property taxation has been obstructed by conflicting imperatives on land reform and tax reform, alongside resistance from vested interests created by the rapid generation of real estate-based wealth in the absence of other sufficiently lucrative investment options.

  • Costly electoral campaigns and the changing composition and quality of
           parliament: Evidence from Benin

      Abstract: ABSTRACTThe distribution of material benefits to voters at election time is a widespread practice that raises the cost of campaigning and is on the increase across Africa. This article examines the consequences of the high cost of campaigning in African democracies. It argues that the prevalence of gift giving and vote buying affects parties’ selection of candidates by privileging wealthy candidates and pushing out qualified, but less-endowed candidates. This argument is supported with original data on the backgrounds of Members of Parliament from six legislatures in Benin, a successful African democracy. It shows that the number of wealthy candidates has increased substantially since the introduction of multi-party politics 26 years ago and that this trend has important implications for the quality of democracy. Using data on MP performance, the article shows that along some important indicators, wealthy candidates perform worse in office than other MPs. These findings indicate that the consequences of electoral handouts to voters are much more far-reaching than previously thought.

  • Clientelism and ethnic divisions in African countries

      Abstract: ABSTRACTThis article investigates the commonly assumed link between ethnic divisions and clientelism in African politics by examining the role of contextual ethnic divisions and specific ethnic affiliations in shaping attitudes towards clientelism. The empirical findings, drawing on quantitative data for 38,293 survey respondents across 25 African countries suggest important country heterogeneity, but also highlight some regularities. In particular, the ethnic composition of the population in the area of residence, rather than the individual's own ethnic affiliation, is important in shaping support for clientelism. Individuals living in a region where the majority of the population is the president's co-ethnics tend to be more supportive of clientelism, regardless of their own ethnic affiliation. The wide coverage of the results makes them especially interesting; while a number of studies suggest ethnically based targeted transfers in specific sectors or settings, this study explores the links between different forms of ethnic divisions and support for clientelism in a large multi-country African sample.

      Abstract: Using the Ebola outbreak of 2014/2015 in Liberia as a case study, this article demonstrates that by converting ‘private activities and resources’ for public health service delivery, Liberian domestic and diasporic non-government actors effectively broadcasted public authority at meso- and micro-levels previously assumed to be the exclusive domain of government and international institutions. Moving beyond the structural violence and state-building frameworks, I argue that while Liberia's pursuit of a vertical state-building agenda at the behest of international donors unravelled during Ebola, the public health measures employed by non-government Liberian actors were constituted by horizontal nation-building objectives. This refashioned how we think about public authority in post-war states and beyond. The article provides a systematic documentation of how and why Liberians ‘inside’ and ‘outside’ the geographic territory of the post-war state used their individual and collective agency to eradicate Ebola, and why their interventions are important for a larger discussion about the trajectory of post-Ebola recovery. Though it is difficult to prove a causal relationship between the interventions of non-government Liberian actors and the gradual decline in Ebola incidence rates, I underscore important correlations between their public health measures and Ebola eradication.

  • African media and the corporate takeover: Video film circulation in the
           age of neoliberal transformations

      Abstract: This article considers the economic effects of corporatization processes in Africa through an analysis of the intervention of French media companies in the economy of Nigerian video film distribution in French-speaking West Africa, and particularly in Côte d'Ivoire. In a global context that is marked by the price volatility of raw materials such as oil and copper, screen media have been described as the new ‘African black gold’, attracting the interest of a large number of both African and non-African players and setting in motion a process of the ‘corporate takeover’ of African screen media industries. Analysing this process can help us to understand wider economic transformations in Africa. This article examines what we might call the ‘technopolitics’ of Nigerian video films’ circulation and their historical transformations by examining the micro-dimension of the experiences of a number of West African video film producers and distributors, and the macro-dimension of the activities of a French corporation, CanalPlus, which is investing in Nollywood's distribution. It argues that Nollywood has acquired a strategic function for French enterprises that are investing in Africa, as evidenced by the transformation of Côte d'Ivoire's role in the economy of Nigerian video films’ transnational circulation. This suggests a new and transformed dimension to France's economic and political relationships with sub-Saharan Africa, as well as a more nuanced assessment of the politics of African neoliberalism.

      Abstract: This research note reflects on the challenges of conducting research on issues framed by multiple epistemic regimes. Using insights drawn from my work on the 1988 murder of 28-year old British tourist Julie Ann Ward in the Maasai Mara Game Reserve in Kenya, I discuss the problem of opacities created by a combination of uncritical embrace of received knowledge about Africa/ns and cultural illiteracy in competing knowledge systems around which Africa/ns frame their worlds. I also examine rumour as an influential genre of knowledge production, contestation and critique in African societies—what has been termed a form of ‘community intelligence’—that challenges single-lens conceptions of credible knowledge. The research note argues for a more attentive grasp of Africans’ fluid self-conceptions as both ethno-cultural citizens of particular epistemic communities and as citizens of the modern state with its attendant institutions. Serious engagement with Africans’ shifting senses of themselves and the epistemic and ethical protocols they deem themselves subject to, under different circumstances, can have productive implications for our understanding of Africans’ lives, options and choices.

  • The commercialization of assassination: ‘Hits’ and contract killing in
           South Africa, 2000–2015

      Abstract: Targeted killings or ‘hits’ have become a feature of South Africa's political economy, both licit and illicit. Given their current and potential impact they are understudied. In this article, we present data for hits for a 16-year period from 2000 to 2015. Hits represent the application of targeted violence aimed at removing particular individuals and sending wider signals about power relations to promote a variety of political, economic or criminal interests. Given that they are increasingly contracted out to hired killers, hits are themselves a commercial arrangement, and we argue that they represent a shift from more ideological motivated killings during the political struggles of the 1980s and 1990s. They are also deeply symptomatic of the broader challenges of corruption and rent seeking in South Africa, particularly at local and provincial levels. Such killings, and the availability of killers for hire, draw on several ‘nurseries of violence’ and they link to wider sets of criminal activity, such as in the taxi industry, in gangs and organized crime, in the private security industry, as well as within state agencies.
