  • Budget and Effort Choice in Sequential Colonel Blotto Campaigns

      Abstract: Military campaigns are studied as dynamic best-of-three contests, where final victory is attributed to the first player who wins a critical number of battles. The article studies how overall budget constraints and different assumptions about the destruction of military resources used in a given battle affect the dynamics and overall equilibrium resources in a best-of-three contest. Discouragement effects for players who lag behind and the showdown effect when the campaign reaches a more decisive state vanish if players have to choose an overall budget and can draw on what is left from this budget in the course of the campaign. This is true both in a context in which the resources allocated to a battle are used up there as well as if player’s battle resources carry over to future battles. If only the winner’s contest resources carryover, this generates precautionary behavior of the leading player and all-in behavior for the player lagging behind. (JEL codes: D72, D74)

  • Rebellious Youth: Evidence on the Link between Youth Bulges, Institutional
           Bottlenecks, and Conflict

      Abstract: This article investigates the relationship between large youth cohorts and civil conflicts. While it has been frequently stated that countries with an exceptionally youthful population are more prone to violent conflicts, we argue that the rebellious potential of a youth bulge depends on the presence of institutional bottlenecks in general, and labor-market restrictions in particular, as these constraints lower the youth-specific cost of engaging in insurrection activities. We test how labor-market restrictions, as approximated by changes in unemployment, interact with the relative youth cohort size in determining the aggregate conflict risk for a sample of 119 countries for the post-Cold War period. Exploiting exogenous variation in the demographic structure by measuring the size of the youth cohort when its members where born, our results suggest that youth bulges constitute the demographic environment in which rising unemployment is more likely to trigger social tensions and violent conflicts. Moreover, we find that the degree to which large youth cohorts raise the probability of a conflict onset depends more generally on the quality of labor and business regulation, political institutions, and ethnic tensions.   • Defence Commitment and Deterrence in the Theory of War*

      Abstract: The article shows that a defending army, particularly a small one, can fight hard when attacked by a predator. The result arises in the commitment equilibrium of a model with intergenerational altruism. By implication, the article offers a novel theory of deterrence and defence policy. It shows that in the absence of informational constraints, there is a unique army size that is sufficient for deterrence. Under informational restrictions, a pooling equilibrium may exist where a victim with strong intergenerational altruism overinvests in its army, while the victim with a more limited altruism free rides on the information gap of the predator and builds a smaller army. Conditions for the existence of a separating equilibrium are established in terms of the cost of war. It turns out that the optimal defence policy need not satisfy the deterrence requirement. The case of separating equilibrium helps to explain why wars exist in equilibrium. (JEL codes: H12, H56).

  • Military Service of Politicians, Public Policy, and Parliamentary
           Decisions

      Abstract: How do politicians with past military service decide on societal issues' We explore the voting behavior of parliamentarians in the informative institutional setting of Switzerland with a conscription army. Our setting allows controlling for voter preferences and party ideology. Results show that politicians who have served in the military do not differ from those who have not served when comparing their voting behavior on issues related to female welfare and welfare of the weak and disabled. However, politicians who have served in the military tend to have a higher probability to accept proposals on neutrality and a lower probability to accept proposals linked to international human rights and the environment. We explore differences with respect to military ranks and ideological positions within parties and find that having chosen to serve in higher military ranks is associated with a differential voting pattern. This suggests that motivation for the military affects voting in parliament. (JEL codes: D72, F52, H56)

  • Are Drone Strikes Effective in Afghanistan and Pakistan' On the
           Dynamics of Violence between the United States and the Taliban

      Abstract: Strikes by unmanned aerial vehicles, or drones, have been the primary weapon used by the USA to combat the Taliban and Al-Qaeda in Afghanistan and Pakistan. This article examines the dynamics of violence involving drone strikes and the Taliban/Al-Qaeda in Afghanistan and Pakistan from 1 January 2007 to 30 September 2011. We find that drone strikes have a stronger impact on Taliban/Al-Qaeda violence in Pakistan than in Afghanistan and that these results are robust to examining different time periods and lag structures. We also examine the impact of successful and unsuccessful drone strikes (which did or did not succeed in targeted killing of a militant leader) on terrorist attacks by the Taliban. We find strong effects of unsuccessful drone strikes on Taliban violence in Pakistan, suggesting important vengeance and deterrent effects. (JEL codes: C32, D74).

  • Strategies to Deal with Terrorism

      Abstract: Much of the research on terrorism has been devoted to analyzing and understanding the concept and consequences of terrorism, as well as the behavior of terrorists. In contrast, this article develops five new and concrete proposals for effective strategies against terrorism: (i) strengthening decentralization; (ii) encouraging fighters to leave the terrorist camp; (iii) reducing the incentives to enter terrorist groups; (iv) negotiating with terrorist groups; and (v) reducing media attention. The advantages and disadvantages of these strategies for curbing terrorism are discussed. They certainly are no panacea to solve terrorist threats. However, they are proposed, as possible ways to overcome the commonly propagated ‘war against terrorism’ proved to be of little effect, or even to be counterproductive. (JEL codes: D74, H56, K42).

  • Economic Development in Peacekeeping Host Countries

      Abstract: To what extent does United Nations peacekeeping assist in laying the foundations for economic development' We conduct the first exploratory analysis of the effect of peace operations on the economic development of the host countries. We highlight the need for new inferential methods to reveal the extent to which robust conclusions about the success of missions can be drawn. We then apply synthetic control methods to 11 peace operations deployed since the end of the Cold War. Our results suggest that, in seven cases, peacekeeping does not seem to significantly affect economic rehabilitation. In two of the remaining four cases, the impact is negative rather than positive, pointing to persistent hurdles to identification. (JEL codes: D74 and P16).
