  • Census Technology, Politics, and Institutional Change, 1790–2020

      Abstract: A census is a political construct that reflects the ideological orientation of its creators. Legislators, intellectuals, and the public have contested the content and purposes of the U.S. census for 230 years. In each period, the meaning and uses of the census reflected the politics and priorities of the moment. In the 1850s, census planners suppressed information about slavery at the behest of southern legislators; in the 1880s, the census director promoted nativist theories of race suicide; and in the 1940s, census officials helped plan Japanese internment. The census is inherently political: its original purpose was reapportionment of political representation, and in virtually every decade, winners and losers of the demographic contest have debated the legitimacy of the results. In one case—the census of 1920—the results were ignored altogether and no reapportionment took place, as rural legislators feared losing power to the cities.11

  • Germs, Genocides, and America's Indigenous Peoples

      Abstract: “Junipero Serra was a nazi not a saint!” “GENOCIDE EQUALS SAINTHOOD'” “NATIVE LIVES MATTER.” These were just a few of the slogans emblazoned on posters and banners during protests opposing the eighteenth-century priest Junípero Serra's canonization in 2015. Accusations that Serra committed genocide also reverberated in the press. Vincent Medina—a Catholic Ohlone Costanoan Esselen Indian and the assistant to the curator at one of California's surviving missions—told the New York Times that canonizing “the leader of the disastrous, genocidal California mission system is a way that the church further legitimized the pain and suffering of Ohlone and countless other California Indians.” The journalist and Pomo descendant Rose Aguilar wrote in the Guardian, “This genocide is just another disgraceful example of Native American history that is forgotten, whitewashed or ignored.”11

  • Independence without Liberation: Democratization as Decolonization
           Management in U.S.-Occupied Korea, 1945–1948

      Abstract: Two years into the occupation and the United States had made little progress on the political, economic, and technical problems ailing the southern zone of Korea. These problems ranged from rice and electricity shortages to soaring inflation to an internecine power struggle that sharply divided Koreans. The State-War-Navy Coordinating Committee wrote a scathing assessment in 1947 of the occupation government's performance: “Thus far the U.S. has done little more than hold its own in South Korea. The operation to date has been improvised from day to day to prevent complete collapse, and has left almost untouched the most basic problems.” The study cited the American occupation's mismanagement of the economy, its failures to enact land and labor reforms, and its support of unpopular rightists.       Abstract: In February 1997, Hillary Rodham Clinton delivered the keynote address at the inaugural Microcredit Summit to more than 2,900 people from 137 countries gathered in Washington, D.C. “Although it is called ‘microcredit,’ this is a macro idea,” Clinton asserted. “Whether we are talking about a rural area in South Asia or an inner-city in the United States, microcredit is an invaluable tool in alleviating poverty, promoting self-sufficiency and stimulating economic activity.” And, more importantly, it had helped policy makers jettison “the conventional … thinking about the poor, about economic opportunity, about partnership between the public and private sector.” The concept of giving loans and credit to poor people to start very small businesses or “microenterprises” in the United States and around the world was central to the Clinton administration agenda.11

Their collective, Moms for Housing, mobilized thousands, garnered headlines, and ultimately led to proposed legislation and a deal, brokered by the governor and mayor, for the investment firm that owned the house (along with dozens of others across Oakland) to sell it to a community land trust.
