  • Using Semistructured Surveys to Improve Citizen Science Data for
           Monitoring Biodiversity

      Abstract: Biodiversity is being lost at an unprecedented rate, and monitoring is crucial for understanding the causal drivers and assessing solutions. Most biodiversity monitoring data are collected by volunteers through citizen science projects, and often crucial information is lacking to account for the inevitable biases that observers introduce during data collection. We contend that citizen science projects intended to support biodiversity monitoring must gather information about the observation process as well as species occurrence. We illustrate this using eBird, a global citizen science project that collects information on bird occurrences as well as vital contextual information on the observation process while maintaining broad participation. Our fundamental argument is that regardless of what species are being monitored, when citizen science projects collect a small set of basic information about how participants make their observations, the scientific value of the data collected will be dramatically improved.

      Abstract: As humanity continues to grow in size, questions related to human rights and the existing unequal distribution of food resources have taken on greater urgency. Is inequality in food access unjust or a regrettable consequence of the geographic distribution of biophysical resources' To what extent are there obligations to redress inequalities in access to food' We draw from a human rights perspective to identify obligations associated with access to food and develop a quantitative framework to evaluate the fulfillment of the human right to food. We discuss the capacity of socioeconomic development to reduce inequalities in per capita food availability with respect to the distribution of biophysical resources among countries. Although, at the country level, international trade shows the capacity to reduce human rights deficits by increasing food availability in countries with limited food production, whether it actually improves the fulfillment of the right to food will depend on within-country inequality.

      Abstract: The Convention on Biological Diversity Aichi Target 11 requires its 193 signatory parties to incorporate social equity into protected area (PA) management by 2020. However, there is limited evidence of progress toward this commitment. We surveyed PA managers, staff, and community representatives involved in the management of 225 PAs worldwide to gather information against 10 equity criteria, including the distribution of benefits and burdens, recognition of rights, diversity of cultural and knowledge systems, and processes of participation in decision-making. Our results show that more than half of the respondents indicated that there are still significant challenges to be addressed in achieving equitably managed PAs, particularly in ensuring effective participation in decision-making, transparent procedures, access to justice in conflicting situations, and the recognition of the rights and diversity of local people. Our findings are a first and fundamental contribution toward a global assessment of equitable management in PAs to report on Aichi Target 11 in 2020 and help define the next set of PA targets from 2020–2030.

  • Independent Scientific Review under the Endangered Species Act

      Abstract: The directive from Congress in the Endangered Species Act obliging the US Fish and Wildlife Service and National Marine Fisheries Service along with other federal agencies to use the best available scientific information in their determinations—and calls from stakeholder communities to show that they have done so—have led the federal wildlife agencies to seek external, expert review of their determinations with increasing frequency over time. In the present article, we survey the agency determinations that may be subject to independent science review and the technical tasks embedded in those determinations that can benefit from such review. We go on to identify common failures in scientific review that compromise the quality and reliability of agency determinations and then describe the attributes of independent scientific reviews that enable the agencies to discharge their statutory duties while seeking to conserve threatened and endangered species and the ecosystems on which they depend.

  • Statistical Language Backs Conservatism in Climate-Change Assessments

      Abstract: The scientific evidence for anthropogenic climate change is empirically settled, but communicating it to nonscientific audiences remains challenging. To be explicit about the state of knowledge on climate science, the Intergovernmental Panel on Climate Change (IPCC) has adopted a vocabulary that ranks climate findings through certainty-calibrated qualifiers of confidence and likelihood. In this article, we quantified the occurrence of knowns and unknowns about “The Physical Science Basis” of the IPCC's Fifth Assessment Report by counting the frequency of calibrated qualifiers. We found that the tone of the IPCC's probabilistic language is remarkably conservative (mean confidence is medium, and mean likelihood is 66%–100% or 0–33%), and emanates from the IPCC recommendations themselves, complexity of climate research, and exposure to politically motivated debates. Leveraging communication of uncertainty with overwhelming scientific consensus about anthropogenic climate change should be one element of a wider reform, whereby the creation of an IPCC outreach working group could enhance the transmission of climate science to the panel's audiences.

  • Abandoning the Concept of Cultural Ecosystem Services, or Against
           Natural–Scientific Imperialism

      Abstract: The ecosystem services approach has become highly influential in environmental sciences and policy. However, its concept of cultural ecosystem services (ES)—which is intended to cover the nonmaterial benefits pertaining to nature—exhibits fundamental conceptual flaws. First and foremost, the concept of ecosystem misrepresents the entities to which these benefits refer, which are not natural–scientific entities but categorically different, aesthetic–symbolic phenomena. In addition, the concept of services does not cover the entire spectrum of people's anthropocentric, nonmaterial appreciations of nature. Finally, the attribute cultural, depending on its definition, is either too broad or too narrow to specify all nonmaterial appreciations of nature. These conceptual flaws lead to serious methodological shortcomings, practical errors, and communication problems. To achieve an appropriate conceptual, social, and political assessment of nonmaterial appreciations of nature, these must be addressed outside of an ES approach, via conceptualizations such as nature's aesthetic–symbolic contributions to people.
