Since the onset of the economic crisis, street art has increasingly expressed concern over current and future living conditions and national and European politics.In our age of austerity, set ideas circulate about the 2008 crisis and how to resolve it. On the left, the neoliberal regime is blamed. Advocated are: international tax regimes, progressive taxation, investment in eco-technologies and the co-production of social services. The right proposes solutions such as: universal basic income, financial inclusion or a libertarian tearing down of bureaucracy to release creativity.This special issue is devoted to a deeper analysis of what austerity actually is and suggestions for its alternatives. Contributors track the impact of austerity in Greece, India, Italy and the UK. In particular, they follow the effects of exploitative PPPs, welfare schemes that financialize and blame the victim, assaults on social housing and the financialisation of water. Citizens in these countries, and others, are now suffering under the burdens of sovereign debt, international bailouts, cuts in public spending and high levels of personal financial destitution.What can be done to reduce this inequality generated by austerity policies across the world' The articles argue that new kinds of policy and politics are needed that prioritize social rather than financial aims for government spending. These would focus on institutional reform to give precedence to longer-term goals than those set by the market.This special issue also challenges readers to imagine alternative political possibilities. We show that a key starting point could be a reimagining of the economy to serve the interests of people and the planet (the ‘eco-social’). There would also need to be a redistribution of power in financial decision-making, new institutional design of the relations between governments and markets, a redistribution of offshore corporate profits and greater experimentation with utopias of social solidarity and resistance.

  • Alternatives to austerity

      Abstract: We are in the age of austerity. Across the globe, there have recently been calls from both the left and the right to rethink policies of austerity and to rein in the forces of globalization. Over the past two years, anti-austerity sentiment has been a major factor in public votes in Europe and the US. Anti-globalization, anti-debt and anti-PPP movements are gaining broad support. Claiming to speak for ordinary families hit by the effects of austerity, parties across the political spectrum are scrambling to improvise new policies. Some alternatives to austerity are simply old ideas repackaged or reappropriated and help to legitimize the current status quo, yet others seem to offer genuine respite from the established order, claiming new forms of social relations and redistribution.   • ‘Alternatives’ to austerity: A critique of financialized
           infrastructure in India and beyond

      Abstract: Current infrastructure development across the globe is described as an ‘alternative’ to austerity and as a nationalist riposte to globalization. From the UK to India to the US, it is represented as a way of reviving the fortunes of the ‘common man’ and a dispossessed, male working class. This article, based on research in the waterscape of the Hooghly River in India and World Bank initiatives, argues that current policies of financialized infrastructure are a false alternative to austerity and are a continuation of a longer historical process. These policies have emerged from the gradual movement of fiscal control from governments to central banks, commercial banks and financial markets. This began with the financialization of sovereign debt in the 1980s–90s, which led to fiscal constraint within the public sector. Such policies eroded the material forms of state-provided public works and led to private sector accumulation through public-private partnerships and financial market speculation. Now governments are turning to commercial banks and financial markets to solve the problem of infrastructures starved of capital, even though it is the governance of the economy through these networks that has generated the current ‘infrastructure deficit’. Anthropologists now need to take part in public debates by revealing the financial predation on infrastructures and arguing for a renaming of them as citizens' commons for the public good. Ultimately, it is through a combination of ethnographies of austerity and analyses of the political economy of finance that anthropologists can challenge current inequalities.

  • Polluter pays': Understanding austerity through debt advice in the UK

      Abstract: Taking the case of funding models for free debt advice in the UK, this article argues that the anthropology of austerity has much to gain by asking what survives, or even thrives, under conditions of austerity. Beginning in the 1990s, flows of money from the retail financial industry to free debt advice organizations proliferated, generally upon an identified mutuality of interests between the two. This culminated in the establishment by the UK government of a bank levy in 2012, said to operate on the principle of ‘polluter pays’, replacing general taxation as the main source of funding for public debt advice. Yet as it stands, the bank levy fails as a potential alternative to austerity because it taxes the institutions that issue debt to the poor at high rates of interest in order to provide the poor with advice that increasingly cannot solve their problems.

  • Austerity welfare: Social security in the era of finance

      Abstract: With the launch of the new financial inclusion programme in 2015, the government of India claimed that more than 90 per cent of households now have access to bank accounts. The programme sought not only to link the poor in India to financial services such as credit and savings, but also to insurance-based welfare payments. This article examines how the expansion of welfare programmes – a seeming alternative to austerity – in India has simultaneously hinged on arguments of fiscal conservatism. In other words, financial inclusion has also served to curtail government expenditure through payment systems and financial infrastructures. However, as the poor are drawn into new financial products, it raises the question of ‘who benefits’ when welfare systems are streamlined through the banking system.

  • Embryonic alternatives amid London's housing crisis

      Abstract: One of the hallmarks of the austerity agenda in the UK has been the discursive prevalence of both scarcity and individual responsibility as justifications for drastic cuts to public services. In the context of London's housing crisis, cuts to welfare for low-income tenants have resulted in an alarming rise in evictions and homelessness within a wider context of displacement and gentrification in the city. This article explores how embryonic resistance to these processes, as well as to deeper histories of dispossession, is undertaken by housing activists through a set of ethical practices that promote collectivized care and mutual support among those faced with housing precarity. Although these emergent networks are fragile, it argues that a nascent housing movement in London offers some compelling glimpses of a more hopeful politics that may lie just beneath the surface of the present moment.

           in southern Italy

      Abstract: This article approaches austerity from the vantage point of its alter ego, financialization, in so far as the radical depletion of public funds creates the conditions for private investment in public goods – including water. It tracks the intense volatilities generated out of the financialization of water by exploring the Italian water movement’s campaign of ‘civil obedience’ – an attempt on the part of citizens to stabilize and thus render just the volatile price of a vital good. It argues that these ‘vital politics’ of citizen price-setting are a form of valuation emerging from below, an anti-financialization emerging in our era of predatory finance.

  • ‘The island is full. Please don't come’: Narratives of austerity and
           migration in a UK citizenship class

      Abstract: In the lead up to, and aftermath of, the UK referendum on its membership of the European Union, issues relating to migration and entitlement dominated public debates. In a ruthless campaign, the ‘Leave’ camp exploited the implementation of years of austerity policies by explicitly correlating their negative effects with supposedly high migrant numbers. Examining the discourses of scarcity, austerity and deservingness which prevailed during the referendum campaign, this article discusses the way in which UK citizenship classes act as spaces for both the reproduction and subversion of these narratives. On the one hand, migrants in the classes reproduce discourses which scapegoat other migrants for the effects of austerity. On the other, however, powerful messages about the fundamental human right to migrate are also championed.

  • The green economy as a sustainable alternative'

      Abstract: This article explores the green economy as a sustainable alternative to austerity in Greece. The author argues that the movement towards the green economy has been hijacked by multinational corporations taking advantage of an austerity-era policy that encourages a repetition of the neoliberal model of privatization, short-term accumulation, rentier agreements and resource extraction. This is contrary to views that cast ‘crisis’ as an incubator of economic strategies that may feed green ecological transformations of the economy leading, ultimately, to sustainable growth. Current configurations of advanced capitalist power enable and promote injurious ‘green grabbing’, in part by leveraging the fantasy of a green economy as a solution to the fiscal crisis. As an alternative to austerity, the green economy requires further uncoupling from neoliberal business opportunism to allow natural capital to be harnessed as an economic asset for a sustainable long-term public good.
