  • Accelerating Agro-Manufacturing to Feed Africa

      Abstract: This paper documents stylized facts on agro-manufacturing, especially the food, beverages and tobacco (FBT) manufacturing value added (MVA) in Africa and empirically analyzes its determinants using data for a panel of African countries over the period 1990–2011. We also estimate for the sample of sub-Saharan Africa and North Africa during the same period. The analysis is extended to food and beverages (FB) only MVA. The analyses point to large differences in sector shares both across countries at different levels of economic development. Using a two-stage least squares (2SLS) regression method, it finds that a large proportion of the cross-country variation in FBT MVA and FB MVA can be accounted for by country characteristics, policy and institutional variables. In particular, the paper finds that an inverted U-shaped relationship with real per capita GDP for FBT MVA and FB MVA, except in FB MVA in North Africa where the reverse is true. Key positive drivers of FBT MVA for the entire continent include government consumption expenditure, household consumption expenditure, social globalization, dependence on oil, minerals, natural gas, coal and forest resources, arable land, and renewable electricity output. Major negative drivers are trade openness and population size. The policy implications and lessons of these results for increasing FBT and FB MVA and feeding Africa are discussed.

  • Policy Reforms and Rural Livelihoods Sustainability: Challenges and
           Opportunities — Empirical Evidence from the Adoption of the Land Use
           Consolidation (LUC) Policy in Rwanda

      Abstract: In this study, descriptive statistics are used to calculate how households in Rwanda that are participating in the Land Use Consolidation (LUC) programme acquire food. Pooled ordinary least squares (OLS) is mobilized to quantify the effect of LUC outcomes on food security at household level. A Lorenz curve and Gini index are used to calculate how household income is distributed among households in the LUC programme. Finally, a probit regression model is applied to identify factors that determine a household's level of satisfaction with LUC. First, this study suggests that the majority of households participating in LUC have an acceptable food consumption score (FCS). Second, it shows that such households are more reliant on the market for food acquisition. Third, the study estimates the elasticity of crop yield, extension services and expenditure on food items on a household's FCS to be about 46 per cent, 26 per cent and 13 per cent respectively. Fourth, it demonstrates that income from agricultural production is distributed less equitably among LUC households. Finally, it shows that the majority of households participating in LUC are highly satisfied with the programme and that households headed by females are likely to be more satisfied with LUC adoption than those headed by males.

  • Effect of Adoption of Irrigation on Rice Yield in the Municipality of
           Malanville, Benin

      Abstract: The paper employed a Heckman selectivity model to determine factors influencing the adoption of irrigation and its effect on rice yield in Benin. Results from probit estimates indicate that farmer's age, gender, extension services, access to credit, market participation, distance to irrigation scheme, use of tractor and fertilizer are factors affecting the probability of irrigation adoption. Results from Heckman second stage estimates show that the adoption of irrigation contributes significantly to rice yield improvement by 57 per cent. For robustness checks of the estimated effect of adoption of irrigation, the propensity score matching method was used. The results indicate that the percentage increase in rice yield due to irrigation adoption varies between 55 per cent and 60 per cent. This confirms the finding of the Heckman estimates. Other variables explaining rice yield are education, extension services, access to credit, market participation, off farm income, use of tractor, labour, and fertilizer. These results imply that besides the adoption of irrigation the provision of complementary services are needed to achieve the objective of productivity improvement.

      Abstract: Agricultural research programmes driven by agricultural innovation system concepts usually aim to change the way in which low income rural agrarian households in a nation like Nigeria communicate with the market and the decision-making strategies pertaining to development of their agri-business and the scarce resources which are at their disposal. We assess the extent to which the use of these innovative agricultural research interventions impact upon the livelihood and productivity outcomes of rural smallholder farmers in sub-Saharan African using a case study of Nigeria. Using propensity score matching as a means of establishing a valid counterfactual and single differencing to measure impact, the study establishes that rural incomes and output are significantly impacted by agricultural research interventions that are driven by agricultural innovation systems concepts. The study finds that participating households had better livelihood, productivity and more diversified income portfolios during the implementation of innovative research intervention as a result of greater linkages to markets and capacity building opportunities; phasing out of the research programme reduced the diversity of income portfolios and led to the erosion of livelihoods. Therefore, agricultural innovation system concepts should be mainstreamed in all public agricultural extension and research programmes.

  • Uganda Warehousing Receipt System: Improving Market Performance and
           Productivity

      Abstract: Warehouse receipt systems (WRS) allow farmers and traders to access markets and financial systems. While this system is not new in Uganda, as seen by both public and private effort since 2004 during its pilot, very little is known why it failed to ensure market access and credit. With the Uganda Warehouse Receipt System Authority in place, the government of Uganda seeks to reinstate the public warehouse receipt system with a focus on the electronic WRS (E-WRS). This study therefore seeks to document perceived benefits and challenges of private sector stakeholders of the WRS in Uganda. This paper relies on qualitative data and follows the Structure-Conduct-Performance framework used to analyse agricultural commodity markets. The results reveal that while the market structure and conduct of the pilot WRS was implemented as theorized, it faced various barriers that led to poor market performance. Despite the challenges, actors are optimistic that reinstating the WRS will lead to better access to markets and credit. The paper draws important policy implications for the implementation of the WRS including the need for government to spearhead promotion of standards; improvements in smallholder productivity; capacity strengthening of collective action; and the importance of increased sensitization on all aspects of the WRS.

      Abstract: Quelles sont les dimensions de l'intégration régionale qui supportent significativement les échanges de produits agricoles en Afrique de L'ouest' Dans quelle mesure l'intégration régionale contribue-t-elle à l'indépendance et la sécurité alimentaire des pays de l'Afrique de L'ouest' Quels sont les déterminants du commerce intra-communautaire de produits agricoles en Afrique de L'ouest' Dans ce papier, nous abordons ces questions en usant premièrement d'un modèle de gravité augmenté. Nous mobilisons ensuite les techniques méta-analytiques pour synthétiser nos estimations des effets isolés de deux dimensions de l'intégration régionale à savoir l'intégration commerciale et l'intégration économique et monétaire. Les résultats suggèrent que les deux dimensions exercent chacune des effets significativement positifs sur le commerce intra-zone des produits agricoles. l'impact de l'intégration économique et monétaire semble plus élevé. Cependant, il est probable que ces effets positifs soient réduits par des détournements à l'exportation de produits agricoles. Les résultats donnent lieu à des recommandations de politique économique.

  • Greenhouse Gas Emission Reduction in Agriculture: Trade-off or Win–Win
           Situation for Small Farmers in the Sudanian Area of Burkina Faso'

      Abstract: Agriculture can contribute to carbon emission mitigation by storing more carbon in the soil through greener cropping systems. This study aims to assess the impact of mitigation strategies on small farmers’ welfare. It uses a case study of small farmers in Burkina Faso, relying on an analyse programming model, in which farmers maximize their utility subject to a set of such constraints. The results show that integrating an emission reduction will negatively impact farmers’ utility, while integrating perennial crops increases their utility and the net carbon balance. Policymakers should therefore encourage farmers to adopt perennial crops in their cropping systems. To reach the emission reduction targets in the annual cropping system, incentives are needed to compensate for their foregone income.

  • Agribusinesses, Smallholder Tenure Security and Plot-level Investments:
           Evidence from Rural Tanzania

      Abstract: The last decade has witnessed an increase in the interest for agricultural land in developing countries. While a great deal of attention has been paid to understanding the impacts of this increased interest for agricultural land, very little is known about how local smallholder communities are affected when agribusinesses decrease or cease their operations. A large number of agribusinesses that acquired agricultural land in many sub-Saharan African countries have reduced or ceased their operations in recent years. This paper introduces a new dimension to the literature by investigating how a decrease in the share of land held by an agribusiness in a village affects smallholder plot-level tenure security and investments in rural Tanzanian villages. Drawing on a panel of 5,101 plots, we find that a decrease in the share of land held by an agribusiness significantly increases the probability that a plot has tenure security. Moreover, our results reveal that a decrease in the share of land held by agribusinesses significantly raises the time spent on the plot. This result is primarily driven by the number of household members employed in the agricultural sector but not through changes in tenure security.

      Abstract: Gender disparities in resource access, utilization and competitiveness in agricultural production have been critical challenges to the achievement of food security and inclusive growth in Africa. Thus, this article determined rice farmers’ productivities and competitiveness, their willingness to undertake and factors influencing their participation in agribusiness across gender, using descriptive and inferential statistics. The study employed a case study of rice farmers in Ibaji Local Government Area of Kogi State, Nigeria, to reach its conclusion. The study concluded that in spite of the willingness to invest in agribusiness, gender imbalance in socioeconomic status, resource use and incomes were still recurring issues limiting productivity, competiveness in rice production and by extension, food security. To feed Africa, there is the need to close the gender gap in socio-economic status, resource access, productivity and competitiveness, align national with regional agenda and the global sustainable development goals on hunger and equity, with the view to pooling resources towards tackling the food insecurity on an equitable and sustainable basis. It has also become imperative to support effective policy deployment, implement proven innovative and sustainable agri-business models and embark on targeted gender support within country and regional settings.
