  • Developing a collaboration framework for global health events using
           technology

      Abstract: Global spreads of epidemics present new opportunities for collaboration because an unprecedented public health event involves various people and organisations. With such a complexity, a system for managing an epidemic outbreak would call for the understanding of related processes and operations before individuals or organisations could collaborate with each other based on their information, knowledge or expertise. However, this much-needed integration for collaboration is lacking in previous research. Hence, based on coordination theory, this research investigated required collaborations across organisations under a public health event. The research unveiled its characteristics by analysing the nature of a pandemic, and captured its complexity by identifying and structuring necessary constituents. It is articulated how such a collaboration can be structured on a conceptual level into a sense-and-respond framework, and operated to satisfy needed responses, thereby facilitating at-stake organisations by better managing public health events. In particular, technology's usage advantage inspired by the framework collaboration are delineated. Additionally, aspects of governance and project management are portrayed, and a case regarding various scenarios of how technologies can be potentially used in line with or integrated in the framework components is elaborated.

      Abstract: The formulation, investigation, and application of stochastic models constitute research activities of exceptional theoretical and practical importance. In particular, stochastic discounting models are adopted as strong analytical tools with very extensive applicability for solving difficult problems in a very wide variety of practical disciplines. The main research intention of the paper is the theoretical investigation of a formulated stochastic discounting model. More precisely, the paper establishes sufficient conditions for embedding the formulated stochastic discounting model into the extremely useful class of random contractions of Bernoulli selecting processes. Moreover, the paper makes quite clear the role of the formulated stochastic model in the leading discipline of systemics.

  • A systems approach to alternative paradigms for organisation and
           organisational change

      Abstract: Responsiveness to changing conditions is an essential characteristic of every viable system. Responsiveness for an organisation implies: 1) changes in its short, medium, or long-term strategy; 2) refinement of its sociotechnical infrastructure that supports strategy; 3) modification of its tactical and/or operational practices that are adapted to achieve strategy; 4) any combination of the above. The organisation's capacity (or lack thereof) to continuously respond to changing conditions may lead to new opportunities that reinforce its viability, or may result in its stagnation and ultimate demise. Yet, decision makers often view change as a discrete event rather than the result of a continuous multi-dimensional process that is subject to the cognitive boundaries of shifting paradigms that shape understanding of the conditions that warrant action and the means through which these conditions need to be addressed. This work applies a systems approach to the various paradigms that framed our perception of the organisation and its function, so as to outline the overall context through which to explore the relationship between the characteristics, attributes, and structural features of change and the manner through which system change may be embraced by decision makers, as a means of fortifying the organisation's viability.

  • The willingness of ISO certified Greek SMEs to continue their quality
           journey to TQM under crisis conditions: a systemic approach

      Abstract: The current study contributes to the understanding of quality practices adopted by Greek SMEs, under economic crisis conditions. In the context of the survey, a questionnaire was distributed to Greek ISO certified SMEs. Using as criterion the number of employees currently employed, different groups of SMEs were formed. From the email sent to SMEs all over Greece, a total of 180 companies responded (45% response rate). The quality criteria used for measuring TQM implementation level were the 'organisational performance assessment', the 'organisational culture', the quality processes and the quality tools and techniques. Conclusions support the belief that Greek SMEs continue their quality journey giving greater emphasis on cultural dimensions. The low rates recognised for quality tools and processes implemented support the perception that ISO certified SMEs reinforce TQM implementation but not in such a level as to contribute to a 'continuous improvement' process.

  • Looking at the No Child Left Behind Act from a systems thinking

      Abstract: The No Child Left Behind Act (NCLB) was the focus of President Bush's education policy in 2002. After Obama became president in 2009, he also included NCLB in his educational policies. It has been 13 years since the act was signed into law. The policy has drawn a lot of attention and has met with mixed reviews from administrators, superintendents, educators and researchers. This paper presents a brief review of the systems thinking literature, which is used to explain the responses to the NCLB initiative. This paper discusses some strengths and weaknesses of the NCLB implementation based on my literature review. Lastly, this paper proposes a strategy using the framework of systems thinking for facilitating education reform in the USA. It also suggests finding alternatives in the USA and studying successful examples from other countries to reach system-wide excellence in order to increase student learning and maximise teachers' performance.
