  • The effect of geography and class on livelihoods in South Africa

      Abstract: Development discourse is dotted by calls to reduce poverty and inequality, yet little has been done to determine the factors perpetuating such socio-economic ills. This study investigates the effect of geography and economic class on household livelihoods in the case of selected South African rural communities. A survey was conducted with a total of 164 responses being usable, and data were subjected to analysis of covariance as well as to logistic regression. The results show that the further away a household is to an urban centre, the lower the total per capita income (well-being) and the more likely it depends on transfer income despite literature considering farming to be high value livelihood strategy. Wealth as measured through economic class and livestock show that wealthier families have access to more income generating activities. The results have implications on development policies, favouring spatial economic development strategies that seek rural-urban linkages.

  • Migration as livelihood strategy - South Africa's East to West
           Corridor: altruism gone wrong

      Abstract: Migration has long been considered a livelihood strategy in developing and middle-income countries, mainly because labour is one of the unique assets that most poor families find themselves in possession of. As a result, the migration tendencies are argued to be based on altruism- one family member self-sacrificing for the benefit of the household as a whole. This paper provides a deep analysis of this livelihood strategy through statistical analysis based on household survey data and qualitative analysis of the interviews with key informants. The study focused on households residing in Joe Gqabi district Eastern Cape Province, South Africa. The choice of the sample area is because it has the highest number of members living outside each household. The findings indicate that there is a great need and desire for household members to migrate given the socio-economic profile of the households and the lack of access or constraints to basic key assets. Furthermore, the results reveal that migration is failing as a livelihood strategy, becoming a rather increasing burden to remaining household members. The study findings have both policy and academic research implications.

  • Factors influencing student usage of an online learning community: the
           case of a rural South African university

      Abstract: Technology adoption within higher education is becoming popular. This has often resulted in hubs of learning referred to as an online learning community. The success of such platforms is dependent on full system utilisation. The study draws on a quantitative empirical investigation into the factors that influence the adoption of an online learning community amongst 252 first year students at a rural university in South Africa. The results of the study show that a positive relationship exists between online course design and student ratings of perceived usefulness and perceived interaction (PI) concerning the utilisation and usage of an online learning community. Furthermore, the online learning community's interface design was found to be positively related to ratings of perceived ease of use but not with PI. Based on these findings, interventions are proposed, which have ramifications in working within online learning communities to benefit both the student and the lecturer.

  • Over the rainbow: the role of academics in a 'post-hope'
           South Africa

      Abstract: The proponents of decolonisation in South Africa's higher education system have tended to overlook the usefulness of critical pragmatism as a guiding paradigm. This article explores the merits of critical pragmatism as a suitable research orientation to resolve the current impasse in South Africa's higher education system. While the arguments for decolonising curricula and academic spaces are valid and credible, promoting decolonisation in a blindly ideological manner, without a sound basis, could be impractical. This article argues that the adoption of critical pragmatism would allow for the achievement of a home-grown, credible research paradigm which encourages researchers to apply a context-specific orientation within developing environments. The article tentatively proposes that blending critical theory with pragmatism would support transformation and development while still maintaining scientific rigour.

  • Critical success factors in introducing performance measurement metrics
           for small and medium-sized enterprises (SMEs)

      Abstract: The rapid pace of technological advancement and the effect of globalisation have led to far-reaching modifications in the way business is conducted worldwide. Public and private enterprises alike have recognised effective performance measurement systems as a way to gain competitive advantage. This paper addresses the challenges faced by small and medium-sized enterprises (SMEs) in selecting an appropriate performance measurement system to gauge actual performance against their goals and objectives. The literature review was conducted by content analysis and the validity of the findings was tested by a survey on 50 SMEs in Nigeria. The results were analysed using the statistical package for social sciences. The paper had initially proposed six critical success factors that ought to be considered in the introduction of performance measurement systems in SMEs - these were derived from the extant literature. However, results of the empirical evidence suggest that the extant literature on performance measurement from developed economies do not align with findings from developing economies. Based on the findings, a new set of four critical success factors for a performance measurement system in SMEs of developing economies was proposed. These are believed to be better suited to the context of the SMEs and considered essential for them to benchmark their performance successfully against set goals and objectives.

  • Enhancing citizen participation in South African e-government: technology,
           organisation and environment factors

      Abstract: According to the e-government readiness index, which determines the capability and motivation of countries to use e-government for development, South Africa is considered ready for e-government. However, actual citizen use of e-government remains low. In order to investigate the reasons for low citizen participation, e-government services will be evaluated in terms of the technology-organisation-environment framework. Technology factors to be investigated include the e-government strategy, security of data and information, choice of platform, interoperability between platforms, and infrastructure in place. In terms of organisation factors, citizen willingness to share information, awareness and Information and Communication Technology (ICT) skills and education will be investigated. Environmental factors to be investigated are the political motivation for participation, economic factors including ICT investment, and policies and regulations. This research aims to investigate the factors which affect citizen participation in e-government, and propose a model for evaluating e-government services. The model is proposed based on a thorough literature survey and questionnaire findings relevant to the identified factors.

  • Guidelines for a job role-based approach on phishing awareness in an
           organisation

      Abstract: Phishing attacks have become a perpetual threat to organisations and internet users in general. Phishing websites and emails impersonating well known entities are launched frequently, with the intention of tricking unsuspecting employees to give out sensitive information, such as their login details in order to acquire access to corporate networks. Various solutions have been developed to combat phishing. However, security experts and phishing attackers are in a race because phishing attacks are becoming increasingly refined - as new solutions are developed. Reports have indicated that phishing attacks now target certain job roles, such finance, rather than other job roles, such as information technology. Therefore, it may be argued that the employees in an organisation may be more susceptible to phishing attacks, on account of their job role. A critical analysis of previous phishing studies was conducted, using the conscious competence learning matrix. To address the identified problem, as well as the analysis of the two studies conducted, this paper discusses proposed guidelines for advancing employees within an organisation from a state of unconscious incompetence where they do not know of the existence of phishing and their incompetence, to state of unconscious competence relative to their job roles.
