  • Post occupancy evaluation of a flexible workplace facility in Saudi Arabia

      Abstract: Journal of Facilities Management, Volume 16, Issue 2, Page 102-118, May 2018.
      Purpose This paper aims to present an assessment of user satisfaction of an innovative workplace design, otherwise known as flexible workplaces. Design/methodology/approach The study first sought to establish the level of flexibility of the workplace through the identification of flexibility criteria presented in a checklist format. In total, 29 criteria were identified and subsequently assigned weights by ten professionals. These professionals further assessed a case study office building through a walkthrough exercise to determine its level of flexibility. Furthermore, a post occupancy evaluation (POE) was conducted to assess the level of users’ satisfaction with functional performance elements. Questionnaire surveys were administered to 142 users, with a 63 per cent response rate. The feedback was analyzed and presented using the mean satisfaction index approach. Findings The results showed that the total flexibility achieved by the facility is 67.63 per cent, which is considered to be “averagely flexible”. The POE results also showed that users were strongly dissatisfied (SD) with the “adequate number of enclosed offices,” which is one of the corner-stones of flexibility where open-plan offices are strongly encouraged. Users expressed dissatisfaction with other issues, while their overall satisfaction with the facility was noted. Originality/value This study is based on the premise that innovative workplace facilities will only fulfill its intended objectives if designers consider the satisfaction of its users. The study makes a specific contribution in the assessment of workplace flexibility and occupants’ satisfaction of flexible workplaces.   • Packaged scalable energy information systems for hotels

      Purpose Building energy information systems (EIS) are performance monitoring software, data acquisition hardware and communication systems used to store, analyze and display building energy data. Some $60bn are spent annually on wasted energy in the US buildings, and actions taken based on EIS data can enable operational energy savings of approximately 10 per cent in the US commercial sector (approximately two quads of primary energy). However, EIS adoption is low because of various technical and market challenges. This paper aims to provide technical specifications for standardized EIS packages that can help overcome barriers and accelerate scale. Design/methodology/approach A five-step approach was followed: identifying business drivers as key determinants for hotel sector-specific packages; addressing heterogeneity to develop standardized, tiered packages; determining performance metrics for key stakeholders; recommending streamlined data architecture; and developing visualization enabling insights and actions. Findings Technical specifications for two tiers (entry and advanced) of EIS packages for hotels have been developed. EIS vendor, integrator and client organization’s facilities and IT staff have been considered as key stakeholders. Findings from six field demonstrations show benefits of cost-effectiveness, through reduced transactional, first and operational costs, scalability, by accommodating heterogeneity across the building sub-sector, simplicity, by integrating meters, gateways and software in the package and actionability in organizations, across various decision-making levels. Originality/value Building owners and operators can use these specifications to ease procurement and installation of EIS in their facilities. EIS software vendors can use them to develop new product offerings for underserved sectors.

  • External factors critical to success in the business of estate surveying
           firms in Lagos State, Nigeria

      Purpose This paper aims to identify external factors that are critical to the success of estate surveying business in Lagos State, Nigeria. Design/methodology/approach Primary data were collected with the aid of questionnaires from estate surveying firms in the study area. Using a sampling interval computed as 1.93-2, 186 firms were selected from the 359 estate surveying firms based in the study area. The sampling interval required that, after the first selection, every subsequent second estate firm in the group (List) was selected for the survey. Data collected were analysed with the aid of criticality assessment index method such as the Relative Criticality Index and Criterion Criticality Score. Findings The result showed that it was critical for an estate surveying to interdepend with surrounding businesses and maintain good corporate social responsibility for it to succeed. Also, good social relations of the practitioners with the society was found to be an external factor critical to success. In addition, the study found the need to use the advantage of ICT for real estate marketing as an external technological factor for success. It was also found that the economic situation of the immediate locality of the firm and the economic buoyancy of the nation at large influenced both the planning for and the execution of real estate activities of the firm. Research limitations/implications Limiting the findings of the study to external factors alone could subject the findings of the study to bias. Further research targeted at identifying internal factors will provide a balanced view. Practical implications The study will serve as useful tools for existing and upcoming real estate practitioners to chart a performance course for their businesses. It will help estate surveyors to understand what to place more emphasis on if they will succeed in business. Originality/value The findings from this study will provide the estate surveyors and valuers and the professional body with data on things that are critical to their success in business and enhance the practice of real estate management.

  • Developing facilities management (FM) competencies for Malaysia

      Purpose The purpose of this paper is to investigate the significance of facilities management (FM) competency levels from three different stages, namely, strategic, tactical and operational levels, to propose a set of FM competencies for an enhanced FM industry in Malaysia. Design/methodology/approach The overall focus for this paper is to discuss on the area for each level of competencies for asset and facilities management (AFM). This is done through a questionnaire survey focusing on the competency areas posed by FM companies in Malaysia and a comparison review of all FM levels as outlined by the international professional bodies, namely, International Facility Management Association, British Institute of Facilities Management and Royal Institute of Chartered Surveyors. This paper also looks at formulating a holistic framework for an effective AFM for the benefit of FM industry in general and Malaysian FM industry specifically. Findings The findings indicate that among the significant factors for the respective strategic, tactical and operational practice of FM are strategic: managing change, benchmarking and strategic facilities planning; tactical: risk management, emergency preparedness, FM technology, service-level agreement and supply management; and operational: space planning and management. This study also proposes a set of holistic FM competency areas which can be implemented by the FM industry in Malaysia. Originality/value This research sets a baseline for a set of FM competencies, an area of FM which has not been regulated in the FM practice in Malaysia.

  • Public sector’s perspective on implementing public – private
           partnership (PPP) policy in Ghana and Hong Kong

      Purpose The public sector plays a critical role in the successful implementation of public–private partnership (PPP) projects. Thus, there is a need to holistically explore the public sector’s view on the implementation practices of PPP. This paper aims to explore and compare the public sector’s views on PPP practices in Ghana and Hong Kong. Design/methodology/approach Semi-structured interviews were conducted with PPP practitioners of senior authority in public institutions in both Ghana and Hong Kong. The interviews covered critical issues of PPP implementation practices such as motivations for engaging in PPP, success criteria/indicators, critical success factors (CSFs), external stakeholder management and training and education in PPPs. Findings The findings show that quick delivery of public projects and private sector efficiency are the reasons considered by both groups of interviewees. On the success criteria, interviewees from both jurisdictions mentioned user satisfaction, budget, time and quality. The CSFs mentioned by both groups include capacity building and training, project viability, proper planning and good feasibility studies. Sensitization programs, including open forums and community meetings, were mentioned by both groups as measures for managing external stakeholders. On the training and education, both groups mentioned international study tours and organizing courses and seminars. Originality/value The outputs of this study offer strategies that are very useful to international private developers who are interested in PPP practices in Africa and Asia. Further, the findings contribute to the knowledge on the international best practices for PPP.

  • Multiplying the use of space and what it implies in practice: a cross-case
           analysis

      Purpose Shared space is a design and engineering concept that gains attention in the context of both regeneration of, for example, former production sites and in the context of designing new building complex(es) with a multifunction strategy. But the practicalities of realising shared space are generally overlooked, despite its importance for the user experience and the degree of success with shared space initiatives. The purpose of this study is to increase the knowledge of shared space and the complex processes involved in realising multiple use of space. Design/methodology/approach To achieve the purpose stated, the paper presents a study of current literature and four cases of shared space, including a commercial building, a public sport facility, a public health centre and an educational building. The study draws on theory from the fields of property management, space management, urban design and architecture, as well as from the social sciences and geography, to provide an as complete picture as possible of the challenges related to shared spaces in practice. Findings The result of the study presented is increased knowledge of the processes involved in sharing space in a facilities management context, supported by specific recommendations regarding attention to issues of territoriality, involvement and practicalities. Originality/value Not much scientific work has been conducted on the topic of shared space in a facilities management context, and this study adds to the so far limited knowledge within the area.

  • Performance measurement for the strategic management of health-care
           estates

      Purpose The purpose of this study is to explore the role of performance measurement in current practices for strategic management of health-care estates. Design/methodology/approach The research adopts a constructivist grounded theory approach, combining different methodologies of a pan-European qualitative questionnaire, interviews with international health-care providers and a case study of National Health Services (NHS) Scotland. Here, documentation analysis, observations and in-depth interviews involving NHS stakeholders were undertaken. Findings The analysis shows evidence that measuring estate performance has limited value for individual NHS boards regarding strategic decisions related to long-term planning and investment. This was due to design issues and the prioritisation of clinical delivery, which contribute to the neglect of the estate as a consideration in long-term strategic planning. This misalignment results in a tool which is valuable for accountability but which is less helpful to NHS boards in shaping future decisions around the estate. Practical implications Responding to a gap in understanding of the application of performance measurement in the context of health-care estates, this research provides three recommendations to promote a more effective and relevant performance measurement system. These actively recognise the importance of the estate within strategic decision-making as helping to inform the long-term planning and management of the estate within the individual NHS boards. Originality/value This paper shows the current role of performance measurement for the strategic management of health-care estates and identifies issues related to its applicability and value.
