  • 30 years of IJPSM publications: an analysis

      Abstract: International Journal of Public Sector Management, Volume 30, Issue 6/7, Page 524-531, August 2017.
      Purpose By using the analysis of 30 years of publications in the journal International Journal of Public Sector Management, the purpose of this paper is to discover trends in publications, such as single vs joint authorship, topics and country of origin in authorship and readership. Design/methodology/approach Using secondary sources, such as Scopus and the Manuscript Central system, quantitative data are collected and then analysed with simple descriptive statistics. Findings Single authorship has gone down, while the number of articles has gone up. The authors still mainly come from English-speaking countries, as do the readers who cite the articles. The majority of publications still reports findings from qualitative, empirical research but on an increasing number of varying topics. Originality/value The findings give insight into the publication patterns in public management, indicating developments in the academic practices of the discipline.

  • The provenance of public management and its future: is public management
           here to stay'

      Abstract: International Journal of Public Sector Management, Volume 30, Issue 6/7, Page 532-546, August 2017.
      Purpose The purpose of this paper is to present the views of authors in regard to the provenance and future of PM and the advantages of using management science in administrative science. The authors point to the meaning of both sciences for government studies and to the use that both theoreticians and practitioners may gain from adequately balancing the disciplines for the public interest. Design/methodology/approach The paper is based on a wide literature review of empirical and epistemological studies on new public management (NPM) and its evolvement across continents and cultures, and on a critical analysis of lessons learned from implementations of ideas and practices. Findings The authors identify the managerial reform in public administration as one of the more influential reforms of modern nations that cut across multiple policy areas, public agencies and cultures. The authors expect that public managers in the years to come are about to play a decisive role and be required to build collaborative capacity while governing creatively but without bending the rules. Ingenious civil servants are going to carry weight and devise new mechanisms for coping with prospective challenges; no doubt they will have to be savvier, more adept and open-minded than ever to be able to step up to the plate and assist governments to deal with impending crises. Originality/value The originality of this essay is reflected in the wide coverage of transitions in the managerial language of the discipline. Using manifold examples from different perspectives on NPM provides a unique and balanced look into what became the most influential reforms in public administration since the second half of the twentieth century, and is still alive and kicking.

      Purpose The purpose of this paper is to conduct a conceptual survey of transformation in the management of the public sector over the past 30 years. Design/methodology/approach The paper provides a comparison of the bureaucratic form of public administration with more flexible forms of public management. Findings The major change from an administrative model is that public managers are personally responsible for the delivery of results; from that starting point different countries have implemented reforms in their own way. The 30-year timeframe points to the need to reconceptualize ideas of New Public Management (NPM) argued here to have been unhelpful for understanding public management. Originality/value The importance of NPM has been exaggerated previously. The argument here is that public management includes an enduring set of reforms, NPM does not.

  • Public administration research since 1980: slipping away from the real
           world'

      Purpose This paper seeks to explore one particular aspect of recent PA research: the apparently widening gap between top academic research and practitioner concerns. This topic was commissioned by the Editor of IJPSM. Evidence of this sliding away from the “real world” is presented. The reasons for it are discussed including Q1 increased measurement, competition and professionalization within academia. Whilst these trends bring significant benefits, a case can nevertheless be made for re-balancing PA research. The purpose of this paper Q2 is to sketch some ways of approaching these trends. Design/methodology/approach This paper was commissioned by the editor. The author has chosen to examine the often-cited gap between academic research and current practitioner concerns. The author has done this using as the author’s main evidence base all the main articles published by the highest impact journals over the years 2015 and 2016. Findings Over the past 30 years more and more of the PA research published in the highest impact journals has become further and further removed from the immediate concerns of practicing administrators and managers. At the same time publication in these journals has become more salient for academic careers. Research limitations/implications Whilst the identified trends bring significant benefits (in terms of increasing professionalization and methodological sophistication) they also carry negative consequences for the historically important dialogue between academics and practitioners. A case can be made for attempting to re-balance PA research. Some ways of approaching this are sketched. Practical implications The academic practitioner dialogue, which, historically, has been vital for academic PA, is currently under some stress. Professionalization and competition within the academic world seem to have widened the gap between the top journals and the “real world.” A case is made that the PA academic community needs to find ways of giving this issue more systematic discussion. Originality/value If the argument is largely correct, then current trends threaten the future of academic PA research. This paper is not the first to identify this threat, but it is one of the first to give it extended consideration and systematically to consider possible causes and remedies.

  • Thirty years of public management scholarship: plenty of “how,” not
           enough “why”

      Purpose The purpose of this paper is to determine the overarching lessons to be gleaned from 30 years of public management literature. Design/methodology/approach The methodology was simple: review the professional literature generated during that time period. Findings Despite important contributions to our understanding of everything from bureaucratic motivation, public budgeting processes, the promises and pitfalls of contracting out and identification of the skills needed to be an effective public manager, to the scientific arcana of sustainability and the respective responsibilities of public administrators and elected officials, the profession would benefit greatly from more sustained emphasis upon the history and philosophy of the constitutional choices made by those who framed America’s original approach to governance. Originality/value The lack of a common understanding of America’s legal culture, or even a common vocabulary for exploring our differences poses immense challenges to public administrators, whose effectiveness requires a widely shared, if necessarily superficial, agreement on the purposes of America’s governing institutions and an ability to recognize the bases of government legitimacy. In the past 30 years, however, literature that addresses the important connections between constitutional theory and management practice, between the rule of law and the exercise of public power and discretion, has been all too rare. Let us hope that the next 30 years corrects that deficiency.

  • Is there still a need for teaching and research in public administration
           and management' A personal view from the UK

      Purpose The purpose of this paper is to explain the global, historic context of public administration and the specific British context of teaching and research for public administration. Also, it asks the question, “is twenty-first century public administration still ‘fit for purpose'’”. Design/methodology/approach The paper is a personal reflection on the changes to public administration and management during the twentieth and early part of the twenty-first century, in particular how the UK Learned Society has responded to a number of global, policy and cultural changes. Findings The findings demonstrate how the UK Joint University Council (JUC), representing public administration, has responded to changes, in particular to recent forces impacting on HE and training providers. It includes the outcomes of a series of recent UK debates as JUC approaches its 100-year centenary in 2018. It concludes by showing that public administration research, teaching and scholarship are as necessary, if not more so, in 2018. In particular, issues such as accountability, legality, integrity and responsiveness, the overall ethical guidelines are vital for both public and private educational curricula. For either theory building or empirical descriptions, public administration research can still positively contribute to the wider economy Research limitations/implications As a personal reflection, the findings are offered to add to a debate on the future of public administration scholarship in the UK, and much wider afield. Practical implications The contents should be of benefit to academics, policy and practitioners in the field of public administration and management. Social implications This study has wider societal implications, as all states are facing growing social problems and a need to seek novel ways of delivering public services. Originality/value Though the paper is a personal reflection, and may therefore be challenged, it is based on wider literature to support the claims being made.

  • Getting to Norway – 30 years of public management research

      Purpose The purpose of this paper is to examine three substantial trends in public administration research from a Norwegian perspective with a special focus on administrative reform that addresses organizational arrangements rather than changes of policy by focusing on government capacity and good government. Design/methodology/approach The paper is synthesizing trends in Norwegian public administration research over the past 30 years by using existing publications and also by contrasting it to development in other countries. Findings The paper describes, first, the theoretical development toward meso-level theories and an institutional turn in public administration research. Second, it focuses on the methodological development toward more time series analysis and comparative and objective data. Third, it addresses the trend from processes and administrative behavior to performance and effects. Originality/value The paper addresses the increasing internalization of public administration research, the strengthened focus on empirical studies of “living” organizations, the need to address the big issues and large forces in public administration and also the transformative periods and unsettled situations going beyond settled stable situations.

  • Three decades, four phases

      Purpose The purpose of this paper is to provide a comprehensive overview of the public administration (PA) development in Central and Eastern Europe (CEE) from an ex post perspective covering the past three decades. Design/methodology/approach The paper reviews prior literature on CEE and PA paradigms. The authors propose to distinguish between four main phases of public sector development in new democracies: post-communist transition, EU accession, post-accession fine-tuning, and e-governance. Findings There were many common features in the polities and PAs of the CEE countries at the beginning of the 1990s because of their common communist legacy, and also during the EU accession period, stemming from the “administrative capacity” requirement by the EU. However, domestic decisions of individual CEE governments following accession have moved them apart from each other. While some CEE countries face reversals of democratic public governance reforms, others are leading e-government initiatives – the current phase of public sector development. Research limitations/implications The choice of countries is limited to the new member states of the European Union. Originality/value The paper shows that it is increasingly difficult to generalize findings, let alone to offer recommendations, that apply to all CEE countries. This is likely to lead to an end of a specific CEE administrative tradition as previously conceptualized in academic literature.

      Purpose The purpose of this paper is to discuss the relationships between governance and a variety of approaches to public administration, especially New Public Management. Design/methodology/approach The study provides a conceptual review of the various approaches to public management and governance. Findings Many approaches to public administration, especially New Public Management, place excessive emphasis on quotidian management issues and insufficient attention to broader issues of governance. Originality/value I liked it.

  • Exploring 30 years of UK public services management reform – the
           case of health care

      Purpose The purpose of this paper is to offer a personal interpretation of the nature and impact of alternative narratives of public management reform evident in the UK since the 1980s. These reforms are examined through the prism of alternative bodies of public management scholarship. They are applied to the specific case of the health care sector as a concrete focus. Design/methodology/approach The study is a personal overview of various streams of policy reforms in the UK health care sector and associated public management scholarship. This is an interpretive essay. Findings The new of public management remains the dominant reform, narrative and highly embedded, even if dysfunctionally so. Network governance reforms have had some enduring influence. Digital era governance has so far had only weak influence. A reprofessionlisation counter narrative shows variable and oscillating influence. Originality/value The study contributes to a developing narrative-based stream in public management scholarship. It also provides a “big picture” assessment of reforming in the UK health care sector since the 1980s.

  • Collaborative public management and systems thinking

      Purpose Over the 30 years, public management and administration scholars have crossed disciplinary boundaries to build a body of scholarship on collaboration for public good, services, and values. The paper aims to discuss these issues. Design/methodology/approach Public management and administration researchers need to integrate the scholarship on collaboration through systems thinking. How do we define collaboration' How do we distinguish among the categories of collaborative public management (CPM), collaborative governance (CG), and networks' How do systems and institutional context shape collaboration in these categories' Within these categories, what are our units of analysis: individual leadership, organizations, or groups in collaboration processes' How do we apply what we know to practice and design' Findings The work requires that the authors examine CPM, CG, and networks in their larger and nested institutional contexts to determine how they are related to and shape each other. The Institutional Analysis and Development framework may inform this work. CPM or networks may be nested in CG processes and structures in inter-governmental contexts. Research limitations/implications Researchers need more clarity as to the context within which CPM, CG, and networks occur, and in units of analysis and the roles of individual people as managers and as agents of organizations, as distinguished from organizations as constructs. Practical implications Scholars need to apply research to practice related to designing systems and structures in which collaboration occurs. Social implications As humankind faces increasingly complex and multifaceted policy problems that cross inter-governmental and international boundaries and require inter-sectoral work, managers and organizations must improve both the design of collaboration in governance and management and mastery of essential skills to participate in collaboration. Originality/value CPM, CG, and network research does not sufficiently incorporate or control for institutional context into research design.
