  • Masking neo-liberal development: Polanyi, rule of law and dis-embedding
           dynamics

      Abstract: International Journal of Development Issues, Volume 16, Issue 3, Page 230-244, September 2017.
      Purpose Polanyi in his analysis of market dis-embedding suggests a drift in economic relations from the social to the fictitious. The purpose of this paper is to add two crucial components to the dis-embedding dynamic: rule of law discourse as a market force away from the social, and through suspension of imagination and of disbelief, the incongruous compatibility of actual and fictional markets that further works against embedding. Design/methodology/approach Theory building through the application and testing of the Polanyian market dis-embedding analysis is a central concern for the paper. Through the example of foreign direct investment (FDI) and the manner in which the rule of law discourse masks neo-liberal development inequities, the paper offers an understanding of the forces behind market dis-embedding North to South Worlds and the manner in which through the collusion of legal orientalist, the true impact of the development inequities are concealed. Findings The empirical value of the theorising is to allow for studies on the impact of FDI on fragmented South World market economies using Polanyian dis-embedding refined by the suspension of critique which the rule of law discourse enables. Originality/value The masking functions of the rule of law discourse in global trade contexts, the paper argues, conceal stark market power asymmetries hardwired into South World development policy through post-colonial free-trade regimes. The legal certainty and commercial predictability that the institutions and processes of dispersed law are said to ensure, have an established market relationship with global trade. However, while resting on ideologies of liberty and equality, the rule of law discourse hides their market suspension in favour of stabilising and auctioning universally inequitable market conditions for the purposes of the neo-liberal global trade agenda.

  • Circumventing the predatory state

      Abstract: International Journal of Development Issues, Volume 16, Issue 3, Page 245-259, September 2017.
      Purpose The purpose of this paper is to study the decline of the Tuareg, and explore the emergence of traditional elements of Tuareg culture to circumvent formal barriers to trade. Design/methodology/approach This paper examines the history of the Tuareg through the lens of the New Development Economics. Findings This paper examines three elements of past Tuareg wealth: the caravan trade as spontaneous order; the unintended consequences of forced modernization policies under colonization and post-colonial states; and contemporary problems from hindered freedom of trade. The bad news is that the Tuareg are facing impediments from failed states with low economic and political freedom. The good news is that traditional elements in the Tuareg’s entrepreneurial culture are re-emerging to circumvent formal barriers. Research limitations/implications The literature on the Tuareg is largely pessimistic, as the Tuareg’s traditions have largely been quashed by post-colonial boundaries and failed states. The New Development Economics offers a new perspective, with two implications. First, there is hope for the Tuareg, and a possible win-win, if the local states adopt a policy of laissez faire and international trade, rather than assimilation or repression. Second, this theoretical lens can be used in other cases throughout Africa (and the world) involving post-colonial borders. Originality/value There already exists a rich literature on the Tuareg. This paper uses the New Development Economics to examine the history of the Tuareg’s decline – and to find hope in traditional elements of Tuareg entrepreneurship emerging to circumvent local failed (and predatory) states.

  • Loan repayment performance of clients of informal lending institutions

      Purpose The purpose of this article is to examine the effects that dynamic incentives and the borrowing histories of clients of informal lending institutions have on loan repayment performance, in particular, the extent to which multiple borrowing and progressive lending affect the repayment of loans. Design/methodology/approach The paper uses a data set of 835 borrowers drawn from an informal lending institution in Tanzania. Descriptive analysis and econometric models are used to test the developed hypotheses. Findings Whereas clients with multiple loans are associated with poor loan repayment, progressive lending contributes to positive repayment outcomes. Multiple borrowers face increased debt levels and thereby an increased inability to meet their repayment obligations; in contrast, progressive lending by building up a lender–client relationship helps clients to obtain higher loans with a minimum amount of screening. Research limitations/implications This was a cross-sectional study based on a sample of individual clients drawn from a single institution. However, since the majority of clients had also taken out loans with other financial institutions, the sample is considered to be representative. Practical implications A client’s past repayment performance and multiple loan history must be assessed so that multiple borrowing can be prevented and credit absorption capacity can be gauged more accurately. The repeated nature of the interactions and the threat to cut off any future lending (if loans are not repaid) can be exploited to overcome any information deficit. Originality/value This study was conducted in a context in which the degree of information sharing was low and institutional access to clients’ credit histories was limited. It contributes knowledge on how lenders minimise the risk flowing from the ex ante information gap and moral hazards arising from the ex post information gap.

  • Citizen engagement to sustaining community-based rural water supply in
           Indonesia

      Purpose This study aims to understand basic elements that form and influence citizen engagement to sustain service delivery of rural water in Indonesia. Design/methodology/approach Citizen engagement is elaborated through a sociological perspective of basic elements of social life that consist of structure, culture and process within the realm of a community’s living environment. Sustainability is explored through the life cycle of rural water supply service delivery by means of a strategic plan, financing and budget allocation, construction/expansion, operational and maintenance and support system for sustaining services. A case study was conducted in four Pamsimas villages in two districts with comparable natural environment and water system but with a contrast sustainability performance. Pamsimas is the biggest rural water supply program in Indonesia that was started in 2008 and implemented in 27,000 villages. Findings Through in-depth interviews and focus group discussions, the study found that appropriate citizen and government engagement since the implementation of the strategic plan throughout the rest of sub-cycles is key to sustainable service delivery. In the four aforementioned villages, sustainability is influenced more by structure elements such as government policy, program governance and source of water than by social and cultural elements. Research limitations/implications The study was done in four Pamsimas villages located in a mountainous area with a gravitation type of water system. The findings may be different in other locations or settings. Originality/value Lessons from this study will guide sector stakeholders to better define the engagement of citizens and the government and to create activities that trigger better engagement between citizens and the government, particularly the village government, so that citizens can avail the services.

  • The impact of social media and collaboration on Gen Y employees’
           engagement

      Purpose This paper aims to examine the relationship between workplace use of social media, collaboration and Gen Y employees’ engagement. Design/methodology/approach A sample of 209 Indian Gen Y employees from information technology industry participated in the survey. Structural equation modelling is used to test the research hypotheses. Findings Findings reveal that social media has a significant positive effect on collaboration, which leads to Gen Y employees’ perceived learning, in turn impacting Gen Y employees’ engagement. Research limitations/implications Findings suggest a social media-enabled approach of collaboration to satisfy Gen Y employees’ perceived learning leading to their engagement. However, this study only examines the employees’ perspective; it will be prudent to examine management perspective as well in future studies. Practical implications Organisations must integrate social media into their talent management strategy. Originality/value This study contributes to the literature in human resources pertaining to social media as an asset to promote collaboration and develops a linkage between social media and Gen Y employees’ engagement via perceived learning.

  • Integrating developing countries into the world economy: a Tunisian case
           study

      Purpose The purpose of this article is to provide empirical evidence about the potential positive effects of switching from given non-reciprocal trade preferences granted under the Swiss Generalized System of Preferences (GSP) for developing countries (DCs) to negotiated reciprocal trade preferences under a Free Trade Agreement (FTA). Design/methodology/approach In a case study of Tunisia’s exports to Switzerland, the authors apply methods of matching econometrics, namely, Propensity-Score Matching and Nearest-Neighbor Matching. Hereby, they are able to identify the average treatment effect on the treated. Findings Overall preferential exports increased by 125 per cent after the entry into force of the FTA in 2005 until the end of the observation period in 2011. Additionally, an analysis of the agro-food and textile sectors likewise indicate boosting preferential exports in the amount of 100 per cent. Research limitations/implications Case studies in this vein have their disadvantages. The greatest disadvantage is the lack of generalization. In contrast to studies estimating the potential effects of an FTA for several countries, the authors are not able to generalize their results based on a single case. Practical implications Because trade preferences under the Swiss GSP are offered to the country group of DCs as a whole, non-reciprocal trade preferences are not tailored to the export structure of a particular DC. By switching from non-reciprocal to negotiated reciprocal trade preferences, DCs such as Tunisia expect to negotiate terms which are tailored to their export structure as well as better conditions than competitors from countries which are still beneficiaries of the GSP. Originality/value To the authors’ knowledge, this is the first study to investigate explicitly the switch from non-reciprocal to reciprocal trade preferences using econometric matching techniques.
