  • In dialogue with science’s social contract with society

      Abstract: Asian Education and Development Studies, Volume 7, Issue 2, Page 127-143, April 2018.
      Purpose The science policy has been at the core business of contemporary nations, and determining how to establish a constructive contract between the wider society and the science/academia community has become a continuous challenge and major task. The purpose of this paper is to draw on Bush’s (1945) classical works and other scholarly stances in an attempt to reveal how research funding discourses and practices in Taiwanese universities have taken shape and been implemented. Design/methodology/approach Against this broader context, the authors examine the main elements of official documents and significant statistical evidence from recent years. Findings In summary, basic research investment has comparatively underperformed while the business sector has contributed relatively higher expenditures to the university sector at the international level. A strong state-led approach has been identified as the key characteristics of research funding policy for industrial development/economic growth or social problem solving. Although not making an effort to “save the nation,” the state has been dominant in steering the direction of priority areas and issues for university research in order to achieve better international competitiveness and, in turn, nation building. Research limitations/implications The authors examine the impact of the interplay between science’s social contract with society and rhetorical devices on the institutionalization of the university research funding policy framework in Taiwan. The exploration of this interplay leads the authors to elaborate tensions between the government, industry, universities, and research communities in Taiwan. As in other contexts, the race between social accountability and academic autonomy has evolved to be a significant element of these tensions in Taiwan. For better reflecting the public needs or social demands, a greater autonomy for the science community is desirable and favorable for long-term development. Originality/value The science policy is a rarely addressed but critical issue for the past two decades. Along with the increasing demand on value for money publicly funded research, societal accountability, and the international competition caused by league tables and cutting-edge technology innovation, this paper draws on classical and current mainstream discourses of science’s contract with society by investigating into Taiwanese research funding in the higher education sector. All findings are highly original for theoretical and practical implications.

      Purpose Universities in Malaysia, particular public universities, have been tasked not only with the traditional focus on the pursuit of knowledge, but also the important role of nation-building. The purpose of this paper is to explore the nation-building agenda in the development of Malaysian higher education in the globalisation era. Design/methodology/approach Grounded within the literature of nation-building and globalisation and neoliberalism, the approach of this paper examines the development of higher education in Malaysia across time. Findings Two particular aspects in the Malaysian higher education that have seen tension and changes emerging from the interaction between globalisation and nation-building are: the medium of instruction and hybridisation in universities. Originality/value The paper illustrates the ways in which universities have adapted in terms of the medium of instruction between the Malay language and English, as well as hybridisation that has taken place as a result of globalisation on the local vision, structure and characteristics of Malaysian universities.

  • Rethinking Thai higher education for Thailand 4.0

      Purpose The purpose of this paper is to discuss gaps and key challenges facing higher education in Thailand with reference to the implementation of the policy of Thailand 4.0 adopted by the Royal Thai Government. Design/methodology/approach In-depth interviews were conducted with Thai Government officials, university administrators and faculty members to formulate the concept of a creative society in Thailand. Documentary analysis of university policy documents was used to investigate the roles and practices of universities in fostering creativity and innovation. Questionnaire surveys were used to obtain views of university administrators and faculty members on the existing roles and practices of Thai university in promoting a creative society, and their level of expectation toward the roles and practices required to promote a creative society. Priority need index (PNI) and One-way ANOVA were used to identify the gaps and challenges of Thai higher education in promoting a creative society. Findings The concepts of the creative society found in this study were in lines with the goals of Thailand 4.0, which are to foster creativity, innovation, inclusivity, and sustainability. It was found that development of learning networks, public-private-community engagement, new mind-set and skill-set of lecturers and students, and new technology are required for a successful implementation of Thailand 4.0. Research limitations/implications Although the author has identified some progress in Thailand toward achieving the goals of Thailand 4.0, it is clear that key factors that contribute to the fostering of creativity and innovation require further investigation. These factors include socio-cultural factors, creative learning and teaching, mind-set and skill-set, new technology and learning networks, and public-private-community engagement. Practical implications The findings of this paper can be used to identify some of the key challenges of Thai higher education in achieving the aims of Thailand 4.0. Social implications The findings of this paper have demonstrated that successfully implementation of Thailand 4.0 requires both educational and cultural reform. Originality/value This research conducted by the author in 2013-2015 showed that some important reforms are being implemented to achieve some of the aims of Thailand 4.0.

  • Inbound international student policies in China: a historical perspective

      Purpose Policies regarding international student enrollment represents diversified responses and attitudes on internationalization of higher education, which is associated not only to the internal reforms of the higher education system but also to the adjustment of government-institution relationships in larger contexts of economic development, and cultural and diplomatic strategies. The purpose of this paper is therefore to analyze the trend of the mainland China’s inbound international student mobility during the past decades in the broader context of the country’s diplomatic and domestic political circumstances. Design/methodology/approach By using a historical and holistic approach, this paper identifies four stages of the development of international education for inbound international students, and examines the underpinning ideologies or motives of the trend. Findings Findings of this research suggestthat different from the triumph of other Asian countries in international education, neo-liberalism has inserted a very limited impact to the development of international education of the mainland China, mainly at the micro level; the main motive of international education in China is to serve its domestic politics and diplomacy. A type of new nationalism is emerging in China’s recent global strategy. Originality/value This paper responds to the broader discussion of natioanlism vs internationalism by looking at the complex relationship between the state, international relations, and higher education institutions.

  • Higher education participation in “high-income” universal
           higher education systems

      Purpose Global participation in higher education has expanded greatly since the late twentieth century. The implications for the cultural, social, and economic fabric of societies have been substantial. To explain transitions from elite to mass higher education systems, theoretical insights from Technical-functionalism, Neo-institutionalism, World Academic System, and Credentialism perspectives have been put forward. It is the contention of this paper that there are emerging and complementary factors driving steadily growing participation in “high-income” universal higher education systems. The paper aims to discuss these issues. Design/methodology/approach With reference to Ulrich Beck’s concept of the “risk society”, it is discussed how higher education participation is increasingly a response by young people (and their families) seeking to mitigate heightened instability in work and employment under a “risk regime”. Publicly available data from national and supra-national organisations are used to evidence trends and support the arguments put forward by this paper. Findings Participation is perceived as quasi-compulsory to “survive” amid concern that those without higher education attainment are being “left behind” in modern labour markets. This environment has contributed to more students from more diverse backgrounds viewing higher education as the only viable option to secure a livelihood regardless of rising private costs of participation and rising uncertainty over graduate employment outcomes. The expansion of higher education has therefore potentially developed a self-perpetuating dynamic as the perceived cost of non-participation escalates. Originality/value It is shown that to better understand higher education participation in “high-income” countries with universal higher education systems, one needs to consider the conceptual idea of “survivalism”, that underlines risk and the vulnerabilities of modern societies.

  • Domestic and overseas doctorates and their academic entry-level jobs in
           South Korea

      Purpose The purpose of this paper is to explore the development and challenges of doctoral education in Korea. In particular, it focusses on the differences between overseas and domestic doctorates in terms of training, supply and demand in the academic workforce, their academic entry-level jobs and employment status. Design/methodology/approach This study applied document analysis to mainly secondary data sources. The data were drawn from the Statistical Yearbooks of Education, Annual Science and Technology Statistics, the Database for Overseas Doctorates Registration and the Organisation for Economic Co-operation and Development. Findings The findings indicate that the doctoral education system in Korea, in terms of both size and quality, has demonstrated significant development for last four decades. However, the results also show that overseas doctorates have relative advantages for their academic job entry over domestic doctorates, and the major research universities are more likely to hire those with overseas doctorates than domestic doctorates. Originality/value This study presents the evolution of the doctoral education system in Korea, which has not yet been considered in the international research.

  • Nationality vs ethnic identity

      Purpose As far as governments are concerned, it is the nationality of a person, usually reflected in a passport, that shows whether the government has a duty to protect that individual and whether the person owes obligations to the state. Hong Kong is unusual in that for many people there, passports are primarily seen as documents that offer safety and security. It is not unusual for people to possess two or more passports. The purpose of this paper is to examine attitudes toward passports on the part of Hong Kong people, formed by their unique experience. Design/methodology/approach This paper analyzes key documents, such as China’s Nationality Law and a little known document, “Explanations of Some Questions by the Standing Committee of the National People’s Congress Concerning the Implementation of the Nationality Law of the People’s Republic of China in the Hong Kong Special Administrative Region.” The paper also looks at the Loh case of August 2016, involving a Canadian man who wanted a Hong Kong passport for his 11-year-old Canadian-born son, and the Patrick Tse case, where Hong Kong tried to strip a teenager who possessed German nationality of his Hong Kong passport. Findings The convenience of travel to China with a Home Return Permit seems to outweigh any sense of loyalty to an adopted country in the west, or the realization that the use of a document identifying its holder as a Chinese national means that she/he would not have any consular protection. It is also ironical that the Hong Kong Government should maintain the difference between nationality and ethnicity at a time when the Chinese Government is doing the very opposite, playing down the status of nationality while magnifying the importance of so-called “Chinese blood.” Originality/value This paper examines a topic that has not been widely studied but is likely to become more important in the years to come as China’s impact on the rest of the world increases. The nationality status of ethnic Chinese will increasingly become an issue as the flow of travel between China and other countries rises and Chinese immigrants continue to take up foreign nationality. While this issue is of special importance to Hong Kong, its impact will extend to countries around the world, in fact, to wherever Chinese persons are to be found.

  • Influence of ethnic values on public sector performance management

      Purpose The purpose of this paper is to examine whether deeply rooted ethnic values persist in public administration in spite of strong foreign influence in education and administrative culture. Design/methodology/approach This paper presents the theories and concepts on ethnic values, in particular Chinese and Canadian administrative values in order to examine their differences. Victoria of Canada and Hong Kong of China, both former British colonies, have been selected as the study sites due to their similarity in British education and administrative culture. Comparable samples of human subjects were drawn from the public sectors of Hong Kong and Victoria, who were either students or graduates of a master of public administration program. A questionnaire containing questions on program evaluation and staff promotion was administered to participants. Findings The survey results show that, while organizations may have similar administrative systems and cultures, employees revert to their ethnic values for matters concerning their immediate well-being – staff promotion in this case. The findings also suggest that employees endorse good practices and reject bad ones more often than they believe their organizations do. Research limitations/implications The purpose of this study is to examine whether lengthy foreign influence can change deeply rooted ethnic culture. The research results are not aimed at and may not be relevant to explaining a current situation. Practical implications The research findings may help improve public administration, in particular regarding issues of human resources management. Social implications The research findings may provide a better understanding of social behavior in the work place. Originality/value This paper contains original data for a comparative analysis that appears to have never been done before. It provides empirical proof that deeply rooted ethnics values are very difficult to change in spite of a long history of foreign influence.
