      Abstract: How party strategies vary by electoral system remains largely unexplored in election studies. Using qualitative and quantitative data from Spanish national and European elections, we test how party strategies diverge between districted electoral systems and systems using a single national district. We use the number of visits to districts by the party leaders to determine if targeted party strategies are driven by district magnitude, the share of the population entitled to vote in every district, the number of districts or the strength of parties’ local organizations. Our results show that only the frequency of visits to districts by large parties are clearly affected by electoral systems and, more specifically, by the number of districts and district population.

  • From ‘Opening Up’ to Democratic Renewal: Deepening Public Engagement
           in Legislative Committees

      Abstract: Many legislatures around the world are undergoing a ‘participatory makeover’. Parliaments are hosting open days and communicating the latest parliamentary updates via websites and social media. Public activities such as these may make parliaments more informative and accessible, but much more could be done to foster meaningful democratic renewal. In particular, participatory efforts ought to be engaging citizens in a central task of legislatures – to deliberate and make decisions on collective issues. In this article, the potential of parliamentary committees to bring the public closer to legislative deliberations is considered. Drawing on insights from the practice and theory of deliberative democracy, the article discusses why and how deeper and more inclusive forms of public engagement can strengthen the epistemic, representative and deliberative capacities of parliamentary committees. Practical examples are considered to illustrate the possibilities and challenges of broadening public involvement in committee work.

      Abstract: Women’s representation is highest in local assemblies in some countries, while others display the largest share of female office-holders at the national level. Drawing on a new data set mapping the representation of women at all four levels of government in Germany during the 2000s, we argue that differences in party system configurations across echelons explain these distinct patterns and provide evidence for this claim. We show that left-wing parties, the main source of female office-holders, perform better at higher echelons, while minor parties and independent representatives, which favour male candidacy, win more seats at the lowest levels of government.

  • The Changeableness of Subnational Constitutions: A Qualitative Comparative
           Analysis

      Abstract: Why have some German Land constitutions been changed more frequently than others' This is the basic research question addressed in this article. In addition and maybe even more importantly, for the first time the article will apply fuzzy-set qualitative comparative analysis to the study of comparative constitutional policy, and thus will investigate what conditions explain the changeableness of subnational constitutions. Overall, I will argue that subnational constitutional policy is not just a manifestation of Germany’s consensus democracy. On the contrary, it seems that a crucial element of majoritarian democracy – that is, a low number of effective parties – appears to be a core condition for the changeableness of constitutions. In addition, the findings suggest that any theory striving to explain the frequency and scope of constitutional amendments in a comparative perspective should include both institutional and party factors.

  • Civic Participation in a Hybrid Regime: Limited Pluralism in Policymaking
           and Delivery in Contemporary Russia

      Abstract: This article asks why the Russian government has developed new avenues for public participation in policymaking and delivery and assesses the extent to which these avenues introduce pluralism into these processes. Drawing on 50 interviews with individuals and citizens’ groups involved in either public consultative bodies or socially oriented NGOs, the article demonstrates the government’s desire to harness the knowledge and abilities of citizens and civic groups in place of state departments perceived to be bureaucratic and inefficient, while controlling and curtailing their participation. Arguing that these countervailing tendencies can be conceptualized as limited pluralism, a category elaborated by Juan Linz and Alfred Stepan, we show that citizens and civic groups are able to influence policy outcomes to varying extents using these mechanisms.

  • Constrained Politics: Labour Market Actors, Political Parties and Swedish
           Labour Immigration Policy

      Abstract: Sweden used to be one of the most restrictive countries in the Organisation of Economic Development and Cooperation (OECD) in terms of labour immigration policy. This was drastically changed in 2008 when a very liberal immigration law was passed. Why did one of the most restrictive labour immigration countries suddenly become one of the most liberal ones' The article argues that it is necessary to consider labour market institutions and their consequences for labour migration. These factors will influence the preferences, strategies and chances of success for various policy actors. A decline in union power and corporatism in Sweden had important consequences for its labour immigration. Following this decline, employers and centre-right parties became more active and adopted more liberal policy positions than previously. The article analyses policy developments since the 1960s and draws on official documents, position statements, party manifestos, media coverage and original elite interviews.

  • The Electoral Success of the Radical Left: Explaining the Least Likely
           Case of the Communist Party in Graz

      Abstract: Recently, scholars have shown a growing interest in radical left parties (RLPs). In terms of electoral success, the rise of the KPÖ Graz, the Communist Party in Austria’s second biggest city, represents perhaps the most counterintuitive case in Western Europe. Adding to previous studies, the rise of the KPÖ Graz contradicts many of the claims made and patterns found about the conditions for the electoral success of RLPs. While the national KPÖ was voted out of parliament in 1959, the Graz branch has been a member of local government since 1998. Since then, the party has managed to gain 20 per cent of the vote in three out of four elections. In 2017, the KPÖ defended its place as the second largest party in local legislature and stayed ahead of the radical right FPÖ, on the rise at the national level. In stark contrast to the Communists’ current strength, however, they did not gain even 2 per cent of the vote in 1983. This analysis shows how the party has managed to ‘own’ the issue of housing and to exploit local political opportunities in order to be electorally successful. The findings point to the importance of agency and the subnational level for RLPs, and highlight more general questions in the study of this party family.

  • Putting Politics in the Lab: A Review of Lab Experiments in Political
           Science

      Abstract: Experiments are now common in political science. They are an excellent methodological tool to estimate the causal effect of a treatment on an outcome. In this article, I review the use of lab experiments in political science. After a brief report on their popularity and advantages, I distinguish two ideal-types (economics-based and psychology-based) and outline the main lines of division between them. In the final section, I discuss the main challenges that lab experimentalists are facing today.
