      Abstract: How do the visions of the state articulated by armed movements during conflict change when they become political parties after war' We show that ideas about the state are often central to the strategies and direction of these new parties, but there is variation in the extent to which these ideas have changed. The first part of this article shows why a focus on former rebel parties provides valuable insights into the role of ideas in post-war politics. The second part draws on the literatures on civil wars and political parties to highlight their relevance for former rebel parties. The third part provides a framework for understanding the variation in the role of ideology in former rebel parties, by focusing on ideological content and explanations of post-war ideological continuity and change. This part also introduces the other articles in the special issue and wider collection. Finally, we discuss the effects of these ideologies when they encounter other logics of post-war politics.

  • Electoral Performance by Post-Rebel Parties

      Abstract: This article explores the factors affecting post-rebel party electoral performance. We present new research tracking the participation of these groups in national legislative elections from 1990 to 2016. Our full data set covers 77 parties and 286 elections in 37 countries. It includes parties formed after conflicts of varying length and intensity, with different incompatibilities, in every region of the world, and in countries with disparate political histories. Our analysis suggests that post-rebel parties’ early electoral performance strongly affects future performance, and that competition – crowd-out by older rival parties – and pre-war organizational experience in politics have a significant positive effect, particularly for those parties that are consistently winning more than about 10 per cent of seats. But especially for parties that consistently win very low seat shares, organizational characteristics yield increasingly to environmental factors, most importantly the presence of rival parties and the barriers to representation presented by electoral rules.

  • Identity Change and Rebel Party Political Success

      Abstract: Does a rebel party’s identity change impact its political success after civil wars end' Most work on political parties examines why parties change identities but does not examine the effects of such changes. In this article I examine whether identity change (indicated by party name changes and the official renunciation of violence) affects the political success of rebel parties in terms of seat shares won in the legislature, and inclusion into the executive. Using an original data set on rebel party identity change, I conduct both Prais–Winsten and logit regression analyses and find that although name changes have little impact on political success, renunciation of violence significantly increases the likelihood of both increased seat shares and inclusion in the executive. This finding has important implications regarding the impact of identity change and the transformation of rebel groups into political parties.

  • Adapting to Peacetime Politics' Rebranding and Ideological Change in
           Former Rebel Parties

      Abstract: How do rebel groups turned political parties adapt their ideological profiles after war' Do they continue to mobilize along the main conflict cleavage or do they adopt new issues that are conducive to peace' This article develops an analytical framework that captures the extent to which parties adapt along two dimensions: conflict cleavage issues and peacebuilding issues. It conducts a qualitative content analysis of party manifestos and related discourse of three former rebel parties with backgrounds as secessionist rebel groups: the Aceh Party, the Serb Democratic Party (Bosnia Herzegovina) and the Tamil National Alliance. It finds that while some parties adopt the language of peace settlements to legitimize themselves and actively downplay wartime divisions, others continue to seek support based on ethnic differentiation. It is argued that the programmatic message that former rebel groups mobilize around has implications for how they contribute to forging more peaceful inter-ethnic relations after war.

  • Rebel Groups between Adaptation and Ideological Continuity: The Impact of
           Sustained Political Participation

      Abstract: The question of how involvement in institutional politics and governance affects rebel groups’ behaviour is pertinent when studying violent non-state actors, both during and in the aftermath of conflict. This is especially the case when participation in the political system becomes sustained over time. The interactions between the political and governance practices of a rebel group and its overall ideological orientation and state-building aspirations are not sufficiently analysed in the literature, especially in the context of hybrid armed-political organizations operating in latent, frozen or protracted conflicts. This article aims to begin to fill this gap by examining how involvement in institutional politics has shaped both Hamas’s and Hezbollah’s branding, interpretation and reliance on their own constitutive ideological manifestos, with an emphasis on both organizations’ dynamic processes aimed at reconciling political participation with their previous ideological rejection of the legitimacy of the political system and their constitutive calls to dramatically restructure the political order. Based on these detailed accounts, this article reflects on how the complex relationship between politics, electoral competition, governance and ideological principles can shape an armed group’s political identity.

  • Ambivalent Moderation: The FMLN’s Ideological Accommodation to Post-War
           Politics in El Salvador

      Abstract: El Salvador’s FMLN is an oft-cited example of a rebel movement which successfully embraced electoral democracy. This article examines the ideological dimensions of this transformation. In the course of the Salvadoran peace process, the FMLN substantially overhauled its ideological orientation and associated modes of engagement with the state and the broader political system. Moderation unfolded in four subsequent stages: the resignification of revolution as a process of reform, the FMLN’s rebel-to-party adaptation, the electoral consolidation of the FMLN, and the FMLN as the party in government. Over the years, while electoral politics invited public moderation, Leninist dogma continued to dominate internal party politics. This article finds that the post-war FMLN has employed seemingly contradictory ideological repertoires in parallel. This ambivalence, strongly rooted in the war, has facilitated the FMLN’s electoral ascendency. It has also strained democratic consolidation in El Salvador.

  • The Limits of Resistance Ideologies' The CNDD-FDD and the Legacies of
           Governance in Burundi

      Abstract: Why is it that ruling parties with origins as rebel movements fighting against perceived injustices and exclusion often abandon the ideas and visions of state transformation that they had articulated when they were fighting' Using the case of the Conseil National pour la Défense de la Démocratie–Forces pour la Défense de la Démocratie (CNDD-FDD) in Burundi, this article shows that rather than experiencing an abrupt ideological change when the CNDD-FDD became a ruling party, there had always been ideological divergence within the movement. Over time, progressive ideas of inclusive state transformation were repeatedly sidelined in favour of a focus on resistance, and then state capture. Paradoxically, then, once it became a ruling party the CNDD-FDD reverted to governance practices that were akin to those that had led it to take up arms in the first place. This is not because of an absence of commitment to progressive ideas among some CNDD-FDD members, but because the internal dynamics of the CNDD-FDD meant that those factions relying on power politics eventually gained the upper hand over those that articulated a more progressive, inclusive vision, due in part to their ability to back their ideas with force.
