  • The Intensity of Government–Opposition Divide as Measured through
Legislative Speeches and What We Can Learn from It: Analyses of Japanese
           Parliamentary Debates, 1953–2013
    • Authors: Luigi Curini; Airo Hino, Atsushi Osaka
      Pages: 184 - 201
Abstract: Through the analysis of legislative speeches made by prime ministers and party representatives in parliamentary sessions in Japan from 1953 to 2013, we argue that it is possible to place parties according to a dimension that captures their confrontational nature within a parliamentary democracy and its evolution over time. Using this dimension extracted via a well-known scaling algorithm (Wordfish), we develop an index of the intensity of the government–opposition divide that is directly related to the dynamics of the electoral cycle of Japanese politics. We then show how this new index greatly facilitates the investigation of two important aspects of Japanese legislative politics (the survival rate of governments and the speed of passage of cabinet bills) compared to a situation in which we focus on more traditional measures capturing the ideological position of the parties alone.

  • Explaining the Paradox of Plebiscites
    • Authors: Matt Qvortrup; Brendan O’Leary, Ronald Wintrobe
      Pages: 202 - 219
Abstract: Recent referendums show that autocratic regimes consult voters even if the outcome is a foregone conclusion. They have been doing so with increasing frequency since Napoleon consulted French citizens in 1800. Why and when do dictatorial regimes hold referendums they are certain they will win' Analysing the 162 referendums held in autocratic and non-free states in the period 1800–2012, the article shows that referendums with a 99% yes-vote tend to occur in autocracies with high ethnic fractionalization and, in part, in sultanistic (tinpot or tyrannical) regimes, but generally not in communist (totalitarian) states. An explanation is proposed for this variation.

  • Niche Parties and Social Movements: Mechanisms of Programmatic Alignment
           and Party Success
    • Authors: Steffen Blings
      Pages: 220 - 240
Abstract: Niche parties often originate in social movements, yet the latter’s role in shaping these parties has received scant attention. I argue that movement roots can help niche parties achieve both vote- and policy-seeking goals by keeping core issues salient, bolstering issue ownership and securing allies in civil society. Employing interviews with movement, as well as Green and Pirate party leaders in Sweden and Germany, I identify three mechanisms (electoral pressure, grassroots linkage, elite orientation) that lead to programmatic alignment. This article extends an emerging research agenda that highlights how social movements shape party politics and offers evidence that niche party–movement interactions open new avenues for political representation counterbalancing mainstream parties’ increasing detachment from civil society.

  • Who Gets What in Foreign Affairs' Explaining the Allocation of Foreign
           Ministries in Coalition Governments
    • Authors: Kai Oppermann; Klaus Brummer
      Pages: 241 - 259
Abstract: In coalition governments, political parties are concerned not only with how many but also with which departments they control. The foreign ministry is among the most highly considered prizes in coalition negotiations. This article develops hypotheses to explain under which conditions the foreign ministry is likely to be allocated to a ‘junior coalition partner’. The factors that are hypothesized to affect the allocation are: the relative size of coalition parties; the proximity of their foreign policy positions; the party family of the junior coalition party; the salience of foreign policy to the coalition parties; and past allocations of the foreign ministry to junior coalition partners. Employing a crisp-set qualitative comparative analysis, the article demonstrates that although the conjunction of the junior partner being relatively large and it having led the foreign ministry in the past is not sufficient by itself, those two factors are very influential in the junior partner being allocated the foreign ministry.

  • Heir Apparent Prime Ministers in Westminster Democracies: Promise and
           Performance
    • Authors: Ludger Helms
      Pages: 260 - 282
Abstract: While the grand narratives of political leaders and leadership in parliamentary democracies tend to centre on victorious campaigners, prime ministers ‘inheriting’ the office from their predecessor between two parliamentary elections are a widespread occurrence in constitutional practice. Focusing on four Westminster democracies (Britain, Canada, Australia and New Zealand), this article inquires how such heirs apparent have fared in terms of prime ministerial performance. Although in light of their experience, expertise and public recognition, heir apparent prime ministers can be, and have been, considered to be particularly well placed to succeed, when eventually securing the most powerful political office, most of them have actually been conspicuous under-performers. The single most important and strongly counter-intuitive finding of an empirical investigation of different prime ministers is that extensive experience in government, both in terms of duration and diversity of ministerial offices held, seems to correlate more with failed rather than particularly successful premierships.

  • The Activation of Populist Attitudes
    • Authors: Kirk A. Hawkins; Cristóbal Rovira Kaltwasser, Ioannis Andreadis
      Pages: 283 - 307
Abstract: Most studies see demand for populist forces driven by broad sociological factors that make certain issues salient among specific constituencies. However, this argument is not normally tested at the individual level. We propose a theory of populist voting which argues that populist attitudes are themselves important predictors of voting, interacting with ideological positions. We test this theory through a comparison of recent voting in Chile and Greece, two countries where the contexts for activating populist attitudes are very different. We find that despite similar levels of populist attitudes across both countries, these attitudes explain much more of the vote in Greece than they do in Chile, and that in both countries they interact with ideological positions in predictable ways.

  • Does the Iron Curtain Still Exist' The Convergence in Electoral
Volatility between Eastern and Western Europe
    • Authors: Vincenzo Emanuele; Alessandro Chiaramonte, Sorina Soare
      Pages: 308 - 326
Abstract: The literature on party system change and electoral volatility in post-communist Europe tends to make a clear-cut distinction between Central and Eastern European (CEE) party systems and Western European (WE) ones. The former are unstable and unpredictable and electoral volatility is driven by the continuous emergence of new political parties. Conversely, electoral stability is the rule in the latter, and volatility is associated with electoral shifts among established parties. This conventional wisdom suffers from three potential sources of bias: case selection, time coverage and method. By correcting these biases, this article investigates whether the traditional division between CEE and WE party systems has been levelled as regards volatility. To do so, it presents evidence based on an original data set of electoral volatility and its internal components covering 31 WE and CEE party systems since 1990. It finds that a process of asymmetric convergence in the levels of electoral volatility is taking place between the two regions, with Western Europe approaching Central and Eastern Europe with increasing electoral instability.

  • Varieties of Populist Parties and Party Systems in Europe: From
State-of-the-Art to the Application of a Novel Classification Scheme to 66
           Parties in 33 Countries
    • Authors: Mattia Zulianello
      Pages: 327 - 347
Abstract: Despite the explosion of populism research, there is a shortage of comprehensive analyses of the ideational varieties of populist parties and of the different roles they play in contemporary party systems. In order to overcome such limitations, I provide a state-of-the-art review of the literature on the classification of populist parties and make three innovative contributions to populism research. First, by adopting a truly pan-European perspective to cover, in addition to EU member countries, contexts that are generally overlooked, including but not limited to Liechtenstein, Russia, Serbia and Ukraine, this review article provides an empirical application of the ideational approach to populism to 66 contemporary parties. Second, it highlights the major shortcomings of common approaches to the study of populist parties in contemporary party systems, which almost invariably treat them as ‘challengers’ or ‘outsiders’. Finally, it pushes the agenda further by providing a classification and empirical overview of the three interactive patterns characterizing the 66 populist parties under analysis: non-integration, negative integration and positive integration.
