      Abstract: Source: Volume 22, Issue 5, pp 311 - 326In the last decades, a vast body of literature has scrutinized the archive, regarding it as an instrument of power for the Western conquest of the world. More recently, a new, vibrant cultural history of archives has changed our understanding of archives as a fully-fledged historical object and why they matter for extending the geographical scope of history and achieving a more connected image of modernity. The articles assembled in this themed issue delve into the history of imperial archives and archival practices in the period 1500-1800, bringing together different lines of inquiry. Each contribution focuses on a major Western imperial formation at different epochs in their evolution, dealing both with current records and historical collections; each engages with archives as an institution, as assemblages of documents that circulated in and out of official depositories, as a site where colonial administrative knowledge was elaborated, and as a political project.

  • The Casa da Índia and the Emergence of a Science of Administration in
           the Portuguese Empire

      Abstract: Source: Volume 22, Issue 5, pp 327 - 347The role played by archives in the making of a Portuguese science of imperial administration is scarcely known. Systematic research is still lacking on what literature suggests was a critical dimension in the management of the empire. By focusing on the Casa da Índia’s activities of production, record-keeping and retrieving of information and knowledge, this study intends to contribute to a better understanding of the links between empire and Portuguese early-modern archival experiences. For more than a century, the Casa da Índia was the institution responsible for the circulation and storage of commodities, information and people within the Portuguese empire, as well as the payment of duties and taxes. What challenges did territorial expansion entail for the Portuguese monarchy, and, in particular, for its archival organization and practices' How did the Casa da Índia register these imperial dynamics' Did its archive materialize the Empire at home' Finally, was its archive relevant to the emergence of a Portuguese science of imperial administration'

  • The Portable Archives of the Westphalian Negotiations: From Archival
           Arsenals to Archival Absolutism (France, Portugal, and Spain)

      Abstract: Source: Volume 22, Issue 5, pp 348 - 370This article analyzes the formation of scholar-jurists’ archives during Late Renaissance conflicts and their use by individuals and state powers. Departing from the case of the French scholar, Théodore Godefroy (1580-1649), and his role in the Peace of Westphalia (1643-1648), this article shows how scholars’ portable archives were used as archival arsenals during diplomatic negotiations, eventually leading to the adoption of a system of “archival absolutism” in France. This archival absolutism was a reaction to the fragmentation of archives that had previously fostered trans-imperial exchanges among scholars. This article also demonstrates, through the case of Godefroy’s portable archive and correspondence, how the search for political legitimacy by a “restored” monarchy—like Portugal—during a period of conflict between the chief hegemonic powers in western Europe—Spain and France—contributed to the distinct development of those states’ uses of legal experts and their archives over the course of the seventeenth century.

      Abstract: Source: Volume 22, Issue 5, pp 371 - 391By looking at list-making and comparative assessments of trade, this article on central administrative practices of record management aims at discussing the mobilization of archives in French colonial supervision in the eighteenth century. A Bureau des Colonies was created in the French Secretariat of the Marine in 1710: from the very outset, its main mission was to deal with the colonial records, mostly correspondence, through which the colonies were administered. Archives had been collected and classified in the Bureau des archives from 1699 onwards. But this implied an effort in the organization of papers: throughout the eighteenth century, the imperial administration created several other documentary tools that produced a simplified and ideal vision of the empire and of its place in the global order. Looking at the kinds of papers produced by the colonial administration and where these records were kept provides insight into how the central authorities understood the colonial empire. The paperwork shaped the way administrators understood empire, through operations carried out by the clerks on the records. Records were collected from all the colonies and actors, with a growing sense of being a unique agency possessing relevant records that were reduced to similar storage units by agents without field experience. In fact, archives became crucial in strengthening the empire as a political unity, under a centralized metropolitan direction, mainly after the Seven Years’ War.

           and the Bureaucratic Archives of Britain

      Abstract: Source: Volume 22, Issue 5, pp 392 - 410This article examines John Bruce’s vision of the bureaucratic archives of the British state and empire at the end of the eighteenth century. As Historiographer to the East India Company and Keeper of State Papers in the 1790s and early 1800s, Bruce used the archives of corporate and state government as sources of bureaucratic knowledge to justify and plan imperial and domestic policy. In this way, Bruce deployed a strategy of governance by the authority of “state papers,” rooted in early modern political practice, across imperial and domestic government. The demise of Bruce’s influence signaled the waning of this role of the archive as a technology of governance in Britain during the nineteenth century.

  • Neutrality before Grotius: A City, a State and Seven Salt Ships in the
           Baltic (1564-1567)

      Abstract: Source: Page Count 29The article argues on the basis of a case from the 1560s in Danzig that prior to the formulation of the legal concept of neutrality by Hugo Grotius, there was a practice of neutrality. It was expressed in various terms and manners. This practice pertained to both cities and states, and the case discloses the first documented instance when the Netherlands explicitly strove for neutrality also by legal means. The choice for neutrality was rooted in political and economic interests and as such had advantages, but it was also fraught with difficulties. The analysis shows that the actual extent of neutrality depended on the acceptance (or lack thereof) of the warring parties. Also, by excluding the possibilities of the use of violence or economic means of pressure like blockades, neutrals were limited to diplomacy and law during conflicts. This lay the ground for the development of a legal concept of neutrality.
