  • Reassessing China's Belt and Road Initiative (BRI): Motives, Pushbacks and
           Adjustments
    • Abstract: In the wake of the 18th Party Congress in 2012, there was a growing call in Chinese policymaking circles for the adoption of a "grand strategy" by the incoming leadership of Xi Jinping. While China at the time had no lack of five- and 10-year plans, many international analysts believed that the country was deficient in an overall plan which would reflect its rising international standing and expanding global interests. It is generally believed that the Chinese leadership's adoption of a grand strategy would be highly beneficial: On the domestic level, such a strategy would have a unifying effect, which is needed in an era when rapid growth has created considerable national stress. On the international level, a ... Read More

  • Reflections on the Belt and Road Initiative
    • Abstract: The Chinese government under President Xi Jinping has been reshaping its long-held low-profile approach to foreign policy. Since Xi took the helm of the leadership, China has begun to shrug off its long-standing tradition of maintaining a low international profile, and to adopt a far more proactive and assertive approach in foreign policy. The United States under the Donald Trump administration, on the other hand, has been retreating from multilateralism by unilaterally withdrawing from a number of international organisations and treaties. President Trump's various policies have yielded unintended consequences, resulting in the decline of US global leadership. The United States' retreat from multilateralism ... Read More

  • The Belt and Road Initiative in Southeast Asia and Responses from ASEAN
           Countries
    • Abstract: The phrase "One Belt, One Road" (OBOR) was advocated by Chinese President Xi Jinping when he visited Central Asia and Southeast Asia separately in 2013. Xi promoted and referred to the route that links countries located on the original ancient Silk Road as the "Silk Road Economic Belt" (SREB), and the route that links countries in the South China Sea, South Pacific Ocean and the Indian Ocean to Europe as the "21st-century Maritime Silk Road" (MSR). The SREB and MSR are the main components of the OBOR, which was eventually renamed the Belt and Road Initiative (BRI). The BRI is essentially China's master plan to promote regional connectivity with countries that are keen to participate in the initiative through policy ... Read More

  • Singapore–China Connectivity and its Role in the Belt and Road
           Initiative
    • Abstract: The concept of the Belt and Road Inititive (BRI) was first introduced in 2013 by Chinese President Xi Jinping, and it has been evolving since. The broad goal is to improve connectivity between China and the rest of the world by land (the "belt" component) and sea (the "road" component). The Silk Road Economic Belt encompasses two routes, the first through Central and West Asia to Europe, and the second through Southeast Asia and South Asia. The 21st-Century Maritime Silk Road also comprises two routes, one through the South China Sea and Indian Ocean to Europe, and the other through the South China Sea to the South Pacific.1 The BRI's geographic scope is thus very wide, given that as many as 65 countries (Table 1) ... • The Belt and Road Initiative and China's Trade Development
    • Abstract: In September 2013, during his visit to Kazakhstan, Chinese President Xi Jinping called for the development of a new regional cooperation model to jointly build the "Silk Road Economic Belt". A month later, in Indonesia, Xi proposed the creation of the Asian Infrastructure Investment Bank (AIIB) and the construction of the "21st-century Maritime Silk Road". These proposals were officially termed the "One Belt, One Road" (OBOR) Initiative, which was renamed as the "Belt and Road Initiative" (BRI). By November 2013, the initiative was written into the comprehensive reform blueprint adopted by the Party leadership as a key policy priority before 2020. In March 2015, with the approval of the State Council, several ... Read More

  • The Overland Silk Road: China's Energy Cooperation with Central Asia in
           the Context of Industry Competition
    • Abstract: Central Asia is a region located between China and Russia, stretching to the Caspian Sea in the west and Iran in the south. The region is composed of five former Soviet Union states—Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan and Kyrgyzstan. The ancient Silk Road crossed Central Asia several centuries ago, connecting Asia and Europe as a trade link. Since the Central Asian countries gained their independence with the fall of the Soviet Union in 1991, they have been struggling to integrate into the global economy. With China's "Belt and Road Initiative" (BRI), Central Asia has the potential to become an indispensable link between the West and the East. The announcement of this ambitious BRI project, which is ... • European Perspectives on the Chinese Belt and Road Initiative
    • Abstract: China's Belt and Road Initiative (hereinafter BRI), also known as the "One Belt, One Road", was launched in 2013 by Chinese President Xi Jinping to establish new logistic links across Eurasia that include the expansion of railway networks, ports and other infrastructure. These links are expected to foster new economic growth in countries along the routes in Central Asia, Southeast Asia, South Asia and Africa. The objective is, however, to reach European markets; that is why the initiative has also been called the "Silk Road"—an allusion to the ancient trade routes in Eurasia that tied together empires on both sides of the landmass, and many empires in between, for most of the last millennia—a historical past that ... • No Losers' The BRI Factor in the China–EU Relationship
    • Abstract: In July 2018, on the occasion of the 20th EU–China summit, the European Union (EU) and China celebrated the 15th anniversary of the EU–China Comprehensive Strategic Partnership, which in China's diplomatic jargon should define the relationships made with the most trustworthy partners. In fact, there is evidence to raise a case that the partnership has come under strain. What could be the reason' What would be required from both parties to find effective ways to cooperate, beyond the collaboration rhetoric found in official documents'This article argues that the Belt and Road Initiative (BRI)—far from assuring a win-win outcome of common ventures—is complicating the relationship, as the initiative has seemingly ... • Localist Groups and Populist Radical Regionalism in Hong Kong
    • Abstract: The rise of localism in recent years has shaken the politics of Hong Kong, a Special Administrative Region (SAR) of China governed under the "one country, two systems" framework since 1997. Originating as an ideological discourse, localism became a significant political force in this former British colony after the 2014 pro-democracy Umbrella Movement.1 The localists, however, have suffered serious setbacks since 2016 due to government repression.2 The ebb and flow of localism have attracted many scholars to study its ideas and development.3Although the literature has generated considerable insights into localism, it still lacks a clear consensus on the core features or ideologies of this new political force. The ... Read More

  • Treaties in the Chinese Legal Order: Discourses, Developments and Debates
    • Abstract: Treaties are primary sources of international law.1 China has become a state party to over 400 multilateral treaties and over 200,000 bilateral treaties since 1949,2 thus enjoying enormous international legal rights and assuming corresponding international legal obligations. Moreover, China's political leaders often acknowledge that the authority of international law should be respected.3 However, whether a state takes international law seriously is evident not solely from the rhetorical statements of political leaders, but also from how the state treats international law in its domestic legal order. Indeed, in contemporary times, "duly concluded treaties" (DCTs) have a particularly important ranking in the ... Read More

  • Intermediate Agents in the Resistance Process: Petition Brokers and Social
           Governance in Contemporary China
    • Abstract: There has been much discussion among scholars about the behaviour of people at China's grassroots level who petition the government for a redress of grievances. Most studies, apart from discussing the uniqueness of China's petition system which has deep roots in the people and their political culture, have examined petitioning from the perspective of social resistance.1 "Contentious politics" is a fundamental issue of utmost importance in the study of contemporary Chinese political sociology.2 According to Kevin O'Brien and Li Lianjiang, the Chinese way of participating in politics and expressing an interest consists in engaging in resistance by using the right to petition conferred by law—this is also termed as ...
