    • Abstract: The minimum livelihood guarantee system (dibao) is a core programme in China's comprehensive social assistance system. It not only provides unconditional cash benefits for poor households, but also functions as a gatekeeper for the beneficiaries of most social assistance programmes.   • Social Assistance in China: Impact Evaluation and Policy Implications
    • Abstract: China currently has one of the world's largest social assistance programmes—dibao, or the minimum livelihood guarantee—in terms of both government expenditures and population coverage. Since its inception in 1993 in Shanghai, dibao has been expanded rapidly in both urban and rural China, covering 14.8 million urban beneficiaries and 45.8 million rural beneficiaries in 2016.     • Abstract: In his seminal research, Erving Goffman, a noted sociologist, defined stigma as "an attribute which is deeply discrediting" in a given society.1 Since then, the study of stigma has been conducted from various theoretical perspectives, among which the most important is the "labelling approach", focusing on the behavioural implications of an individual labelled as deviant.2 As Gove argued, "[o]nce a person is stigmatized by being labelled a deviant, a self-fulfilling prophecy is initiated with others perceiving and responding to the person as a deviant.            Chinese Citizens' Views of Government
    • Abstract: A phenomenal development in China's social welfare policy of the past decades is the establishment and expansion of the minimum livelihood guarantee, or dibao. First implemented in Shanghai as a policy experimentation in 1993, dibao was expanded to all urban areas in 1999 during the state-owned enterprise (SOE) reform before China's accession to the World Trade Organization (WTO) in 2001.
