  • Editor’s Note
    • Abstract: This issue of Ohio History marks my first as editor of this respected scholarly journal. Let me first acknowledge the outstanding work of my predecessor and colleague, Dr. L. Diane Barnes. Under her leadership, the journal enhanced its reputation for excellence in scholarship and innovation. She oversaw the transition to a biannual publication and introduced exhibit reviews and collections notes to further enrich the journal’s content. I hope that I will be able to maintain the high quality that she established during her tenure. At this time, I would also like to welcome our new editorial board member, Christie M. Weininger, executive director of the Rutherford B. Hayes Presidential Center. I’ve known Christie for ... Read More

  • “Only a Moral Power”: African Americans, Reformers, and the Repeal of
           Ohio’s Black Laws
    • Abstract: Responding to a critic of his home state of Ohio in 1851, abolitionist Rep. Joshua R. Giddings extolled the virtues of the racial equality that followed the partial repeal of the state’s Black Laws in February 1849. He noted that “a black or mulatto person now enjoys the same liberty to settle in Ohio as [the critic] Col. Schouler, and would be listened to in a court of justice there with the same respect.”1 For Giddings and some other white political abolitionists, the repeal represented a singular accomplishment, a promise of things to come. For African American reformers such as Alfred J. Anderson, Charles B. Ray, and Frederick Douglass, the Ohio repeal suggested “there is yet work for the friends of Universal ... Read More

  • “Bettering Our Circumstances”: Settler Colonialism in Ohio
           During the 1780s
    • Abstract: Through the Treaty of Paris after the conclusion of the American Revolution in 1783, Great Britain ceded vast tracts of land to the United States that extended from the Great Lakes to the Mississippi River. As a result of this munificence, the United States Confederation Congress, under the auspices of the Articles of Confederation, wanted to populate these regions, which included the Ohio Country, as quickly as possible with American settlers. Although the Confederation Congress worked diligently to open Ohio for legitimate settlement during the 1780s, the national government could neither control nor secure American expansion into the Ohio region during this decade. The Confederation Congress faced two daunting ... • Between Two Worlds: A Look at the Impact of the Black Campus Movement on
the Antiwar Era of 1968–1970 at Kent State University
    • Abstract: The Kent State shootings on May 4, 1970, which resulted in the death of four students and the wounding of nine others at the hands of the Ohio National Guard, changed the antiwar movement in an immeasurable way. A number of historians, scholars, writers, and documentarians remain captivated by the series of events and its reverberating effect, which influenced the trajectory of the Vietnam War. For many, the grassy hillside where the shootings took place at Kent State remains hallowed ground and has become a place of pilgrimage for individuals who were greatly affected by those events. A wide cross section of individuals visits the grounds, including family members of victims, eyewitnesses, Vietnam veterans, and ... Read More

  • The General Fireproofing Company, Youngstown, Ohio: Collections Note
    • Abstract: The Youngstown Historical Center of Industry and Labor, a site of the Ohio History Connection operated by Youngstown State University, is a museum and archives located in Youngstown, Ohio. Youngstown and the Mahoning River Valley were once the home of a thriving steel industry that employed thousands of workers. In addition to the steel mills, ancillary industries and businesses made the area a magnet for immigrants and migrants looking for work. By the 1920s Youngstown was one of the top producers of steel in the country. The 1970s saw increased foreign competition and decline in this industry. On Monday, September 19, 1977, the Youngstown Sheet and Tube Company closed its Campbell, Ohio, works; by 1984, many of ... Read More

  • The Life and Death of Gus Reed: A Story of Race and Justice in Illinois
during the Civil War and Reconstruction by Thomas Bahde (review)
    • Abstract: On May 7, 1878, an Illinois State Penitentiary inmate died in solitary confinement, his body bruised by an illegal whip and a gag fatally wedged in his mouth. Though the death of petty larcenist Gus Reed prompted a minor sensation in the national press, the former slave who migrated from Georgia to Lincoln’s Illinois hometown during the Civil War was promptly forgotten, his life lamented as still more evidence of emancipation’s folly. In this smart and timely book, Thomas Bahde situates Reed’s story in the larger history of race and criminal justice in the Reconstruction-era Midwest. In doing so, he joins a host of recent scholars who have demonstrated that Reconstruction was neither a southern problem nor a time ... Read More

  • Keeping Heart: A Memoir of Family, Struggle, Race and Medicine by Otis
           Trotter (review)
    • Abstract: Keeping Heart by Otis Trotter tells the story of one African American family’s experiences during some of the most pivotal moments of black history in the twentieth century. In his life, Otis Trotter has witnessed everything from the Great Migration to the election of Barack Obama. Yet, these events are not the exclusive focus of Trotter’s memoir. Rather, Keeping Heart sets such moments as the backdrop upon which a humorous, heartbreaking, and deeply moving portrait of the black family in recent American history is painted. While a young child, Trotter’s family became a part of what historians refer to as the second Great Migration in American history. This involved a postwar generation of African Americans making ... Read More

  • The Brave Men of Company A: The Forty-first Ohio Volunteer Infantry by
           Edward S. Cooper (review)
    • Abstract: Unit histories have been the staple of Civil War studies since the veterans began producing them in the decades after the war. While early efforts were often flawed by biases and unreliable recollections, these earnest attempts to document past military experiences make for fascinating reading. More recently, Civil War buffs, descendants, and academics have been constructing more in-depth, balanced, and comprehensive histories of the war’s regiments. In The Brave Men of Company A, Edward S. Cooper, a nonacademic with several biographies to his credit, utilizes an exceptional collection of letters to produce a history of the 41st Ohio centered on its first company. Although the cover blurb promotes the book as “the ... Read More

  • Gold and Freedom: The Political Economy of Reconstruction by Nicolas
           Barreyre (review)
    • Abstract: Nicolas Barreyre’s work is an exploratory look into how the money question affected political alignments and policies during Reconstruction. The economic debate of the post‒Civil War era rested more on the question of currency than tariffs. When many politicians believed that gold (and, to a lesser extent, silver) was a God-ordained basis for the money supply, the continuing presence of “greenbacks” brought unhealthy inflation. Secretary of the Treasury Hugh McCulloch therefore set the nation on the path of contracting the greenback supply until the available paper money matched convertibility to gold. Not only did this spark a debate between inflationists and deflationists, but it also reignited the nation’s ... Read More

  • Surveillance and Spies in the Civil War: Exposing Confederate Conspiracies
in America’s Heartland by Stephen E. Towne (review)
    • Abstract: Stephen E. Towne, in Surveillance and Spies in the Civil War: Exposing Confederate Conspiracies in America’s Heartland, reassesses the role of military intelligence on the Ohio, Indiana, and Illinois home front. In doing so, he challenges the assertions made by Frank L. Klement and other historians that the opposition to the Union war effort in those areas posed no real threat, and that any claims otherwise were concocted for and by Republicans in order to maintain political control. Towne convincingly shows otherwise. He also helps move the discussion of Civil War military surveillance beyond the battlefield to southern regions under Union occupation, and the more “thrilling” exploits of amateur spies. As a ... • John J. Gilligan: The Politics of Principle by Mark Bernstein (review)
    • Abstract: In the 2007 anthology Ohio Politics, Alexander Lamis and John Gargan note that John J. Gilligan “would be a terrific topic” for a book.1 And now we have it. John Gilligan (1921‒2013) is best known as the sixty-second governor of Ohio, from 1971 to 1975, a Democrat elected between Republican James A. Rhodes’s record-setting four terms. Gilligan’s one term is the crescendo of Bernstein’s biography. In those four years, Gilligan created the Ohio Environmental Protection Agency and enacted reforms in the administration’s state mental health and penal institutions, for example. He also persuaded a Republican-dominated legislature to finance this agenda by passing the state’s first-ever income tax. These efforts and ... Read More
