  • Introduction
    • Abstract: Immigration, settlement and integration are multifaceted and complex phenomena. These issues have been studied and debated since large-scale immigration to Canada began in the early nineteenth century. Various facets of the phenomena become the focus of academic and applied publications at different points in time as a result of patterns of continuity and/or change either in immigration flows, settlement patterns, settlement services, and integration dynamics, or in any policies and programs related thereto. We have chosen, for this special issue of Canadian Ethnic Studies, an eclectic group of articles on settlement and integration services and needs of newcomers. Some of the articles are general and ... Read More

  • Understanding Job Status Decline among Newcomers to Canada
    • Abstract: In the Canadian labour market, recognition of foreign-acquired skills, work experience, and education has long been a problem experienced by immigrants. The problem has become more entrenched in recent years as mounting evidence shows that recently arrived immigrant cohorts, regardless of their place of origin, have not had the same success in the Canadian labour market when compared to earlier immigrant cohorts. From a personal perspective, such challenges negatively influence immigrants’ job satisfaction, which has implications for their social integration, well-being, and satisfaction with life in Canada. From a labour market perspective, the failure to recognize the skills, education, and work experience ... Read More

  • Neo-liberalization, Devolution, and Refugee Well-Being: A Case Study in
           Winnipeg, Manitoba
    • Abstract: In Canada, trends in social and private housing demonstrate neoliberalism in action, whereby increasing numbers of people in marginalized communities must obtain housing through private, rather than public, mechanisms. Obtaining adequate housing is at the center of refugees’ resettlement experiences; however, successfully doing so is becoming increasingly challenging due to a combination of tight private housing markets, particularly for low income home-seekers, and an inadequate supply of social housing. Refugee housing outcomes and strategies undertaken by refugee-serving organizations to improve such outcomes can and should be situated within the broader trend of neoliberal housing policies in Canada, which ... • Immigration, Integration and Welcoming Communities: Neighbourhood-based
Initiative to Facilitate the Integration of Newcomers in Calgary
    • Abstract: As an immigrant society Canada has a long and rich history of immigration. As such, immigration has played an important role in transforming Canada into an ethno-culturally diverse and economically prosperous nation. The driving forces behind immigration are social, political, economic and demographic. As the globalization of migration intensifies, Canada has joined an international competition for the most talented, skillful, and resourceful workers. More recently immigration has been promoted as a solution to help Canada ameliorate its aging population and labour shortages in a global economy. Despite a rich immigration history and the strategic role that immigration continues to play in shaping the country’s ... Read More

  • Assessment of Settlement Services Systems in Western and Northern Canada:
           Perceptions of Settlement Provider Organizations
    • Abstract: Although the majority of immigrants continue to arrive and settle in Canada’s largest metropolitan communities, in recent decades an increasing number of immigrants have been arriving and settling in smaller urban and rural communities. Moreover, along with the increase in the number of immigrants there has been an increase in the demographic diversity of the immigrants arriving in those communities. Regardless of where they arrive and settle many immigrants need a variety of settlement services. Whereas the availability of and access to various types of settlement services offered in larger metropolitan communities such as Montreal, Toronto, and Vancouver and the capacity of service provider ... • Key Informant Perspectives on the Government of Canada’s Modernized
           Approach to Immigrant Settlement
    • Abstract: Immigration, Refugees and Citizenship Canada (IRCC) funds community-based organizations (CBOs) to provide services such as official language training, job placement, and community engagement in a decentralized model of immigrant service provision. This approach to settlement services has been simultaneously praised as a model of best practice and criticized for inefficiency (Acheson and Laforest 2013; Levasseur and Phillips 2004; Phillips et al. 2008; Richmond and Shields 2005; Shields, Drolet, and Valenzuela 2016; Shpaizman 2007). Partly in response to claims of inefficiency, in 2008 IRCC implemented the Modernized Approach to Settlement Services, a management strategy that maintains the department’s ... Read More

  • Racialization, Silences and the Negotiation of Power Within Child Welfare
           Institutions in Ontario
    • Abstract: This paper examines the employment experiences of racialized social workers (many of whom were immigrants) in Ontario in recent years. Situated in postmodernist perspectives, this article shows that part of the negotiations of power by the study participants relates to the tensions that arise from the historical processes that have shaped race relations. This article has four central objectives, which demonstrate some of the contemporary power relations. First, to provide an overview of the perceptions of racialized social workers regarding the ways they are perceived and treated by supervisors, co-workers, other professionals, as well as clients and the effect that such views and treatment has on them. Second ... Read More

  • Service Delivery Considerations in Dealing with Honour-based Violence
    • Abstract: “Honour-based violence” (HBV) is a concept that is used to capture forms of violence that are motivated by perceived honour violations. Dishonour and shame occur when acceptable social and sexual boundaries for women are breached. These may include going out frequently, wearing clothes perceived as unacceptable, forming overt love relationships, losing virginity before marriage, or having sex outside of marriage. Honour is an unwritten code of conduct that involves loss of face on someone’s part if offended. Violent acts or murders can occur when family members, generally female, are deemed to have defied the honour code of a family or community, causing shame. The honour code means that family members must ... Read More

  • The Resettlement of Syrian Refugees: The Positions and Roles of the
Federation of Canadian Municipalities and its Members
    • Abstract: City governments as well as other municipal governments have a long-standing interest in immigrant and refugee settlement. Their interest results from the positive and negative implications that such settlement has for them as governments and for their communities (FCM 2011). The central objective of this article is to provide an overview of the policy positions and roles of the Federation of Canadian Municipalities (FCM) and its members, but particularly members that comprise the Big City Mayors’ Caucus (BCMC), in the resettlement of Syrian refugees from the fall of 2015 until the fall of 2016 (FCM 2015d). More specifically, the purpose of the article is to provide an overview of the following: the positions of ... Read More

  • Revisiting Multiculturalism in Canada: Theories, Debates and Issues ed. by
Shibao Guo and Lloyd Wong (review)
    • Abstract: 2016 was the 45th anniversary of Canadian Multicultural policy. That anniversary passed with barely a political whisper. Perhaps this is understandable. Canada had lots of other issues to consider in late 2015 and early 2016. The media was obsessed with whether Senators were fiddling with their expenses in order to make a few extra dollars at the public trough. With a hotly contested election in the fall, 2015 quickly led to the country becoming obsessed with the Syrian refugee crisis and whether the Liberals were going to be able to live up to their commitments to resettle 25,000 by the end of the year. As a new Prime Minister, Justin Trudeau and his new Cabinet had a steep learning curve, and so it is not ... Read More

  • At the Crossroads of Literature and Culture ed. by Suchorita Chattopadhyay
           and Debashree DattaRoy (review)
    • Abstract: At the Crossroads of Literature and Culture sets out to redefine the meaning and making of Canadian literature as a product of complex politics of intercultural exchange which corresponds to the nation’s evolution from a settler colony to an independent state. Editors Suchorita Chattopadhyay and Debashree Dattaray carefully compiled a dozen academic essays which explore the intricacies of the idea of the “Canadian,” which is predicated upon the notion of othering – the immigrants, the First nations’ people and so on add to the list of this ‘other.’ Exposing the problematic relationship between the dominant Anglo-European concept of Canadian culture and the various other minority cultures which conform and ...
