  • Theorizing Micro-aggressions as Racism 3.0: Shifting the Discourse
    • Abstract: [I]f you want to understand racism, do you want to ask people of colour – or white people? – An actual incident from Derald Wing Sue et al. (2007): Two colleagues – one African American, the other Asian American – board a small plane (a ‘hopper’ with a single row of seats on one side, a double row on the other) for a flight from Boston to New York. A white flight attendant tells them they can sit anywhere they want in the uncrowded plane; accordingly, they choose seats near the front and across the aisle from each other so they can freely converse. At the last minute, three white males in suits enter the plane and take the seats in front of the colleagues. Just before take-off, the flight attendant asks the ... Read More

  • Gauging Social Integration among Canadian Muslims: A Sense of Belonging in
           an Age of Anxiety
    • Abstract: The article seeks to examine social integration in Canada’s Muslim communities. Specifically it utilizes Statistics Canada’s Ethnic Diversity Study (2002), the Environics’ Survey of Muslims in Canada (2016), and elite level semi-structured interviews with Canadian Muslims (sample size n20) to identify trends related to social integration and belonging. The article will draw from discussions in academic literature regarding social integration and Muslim communities, and define what social integration means in a culturally plural or “multicultural” state. In order to gauge social integration among Canadian Muslims, it employs the benchmark of “a sense of belonging” to Canada – an idea of social and political ... Read More

  • Profile of Small Businesses Among Chinese in Vancouver
    • Abstract: Historically, Chinese in North America were believed to have a tendency to engage in small businesses for two reasons. First, racial discrimination limited opportunities of minorities like Chinese in the mainstream economy, and some resorted to small businesses in the ethnic community to avoid competition. Second, ethnic affinity and cultural resources facilitated Chinese to assemble capital and labour instrumental in small business ventures. Both reasons had something to do with why Chinese in Canada developed small businesses in the period prior to WWII, and why businesses in food service and retailing in particular played an important part in the economic life of Chinese in Canada (Li 1998). The ... Read More

  • “There’s Hardly Anything Left”: Poverty and the Economic Insecurity
           of Elderly Filipinos in Toronto
    • Abstract: In this article, we focus on the economic conditions of elderly Filipinos in Canada, one of the fastest growing elderly racialized minority immigrant groups in the country. From 2001 to 2011, the number of elderly Filipinos in Canada who are at least 65 years old has more than doubled from 18,285 to 38,275. Within the current decade, the number will most likely double again because in 2011 there were 53,950 Filipinos between the ages of 55 to 64 years old. The numerical increase of elderly Filipinos corresponds to the tremendous growth of the overall Filipino population due to immigration to Canada. In 2001, there were 308,575 Filipinos in Canada; 436,190 in 2006; and 662,600 in 2011. According to Statistics ... Read More

  • Keeping Up Appearances Within the Ethnic Community: A Disconnect between
First and Second Generation South Asians’ Educational Aspirations
    • Abstract: Canada is a popular destination country for immigrants, who now represent approximately 22% of the national population (Statistics Canada 2011). The source countries of these immigrants is changing, with the highest proportion now coming from non-European countries, specifically China and India. Immigrants from the South Asian subcontinent, including the core countries of India, Pakistan, Bangladesh and Sri Lanka are a rapidly growing group in Canada. South Asian is now the largest visible minority group in Canada, accounting for approximately one-quarter of the total visible minority population, and almost 5% per cent of Canada’s total population (Statistics Canada 2011). Many of these immigrants have children ... Read More

  • Canadian Multiculturalism as Banal Nationalism: Understanding Everyday
Meanings Among Sri Lankan Tamils in Toronto
    • Abstract: Multiculturalism is a contested concept and policy in the current context. Many European leaders have declared its failure, and scholars have traced global backlash against multicultural policies, especially in Europe (Kymlicka 2010). England’s Prime Minister David Cameron, for example, argued in 2011 that “state multiculturalism” has encouraged different cultures to live different lives, often “behaving in ways that run counter to our values” and at the expense of a unifying “vision of society to which they feel they want to belong” (BBC News 2011). German Chancellor Angela Merkel similarly argued in 2010 that multiculturalism as a vision for society has “utterly failed” (Weaver 2010). Canadian politicians, on ... Read More

  • Immigration Policy, Settlement Service, and Immigrant Mothers in
           Neoliberal Canada: A Feminist Analysis
    • Abstract: In the past twenty years, an increasing number of studies have examined immigration settlement policies and practice in Canada. These studies pay great attention to federal-provincial-municipal governmental relations on settlement issues (Clement, Carter, and Vineberg 2013; Tolley and Young 2011); history and ISOs’ organizational/institutional change (Doyle and Rahi 1987; Reitz 2001); funding and distribution of delivery of settlement services (Mwarigha 1997; Sadiq 2005); and immigrants’ needs in settlement programs (Beyene 2000). However, most studies do not examine immigration settlement policies and practice from a feminist perspective. The concepts of settlement, immigrants’ needs, and the welfare ... Read More

  • The Politics of British Columbia’s 2002 Aboriginal Treaty Negotiations
Referendum: Democratic Governance or Electoral Strategy?
    • Abstract: Arguably, one of the most critical human rights concerns among native-born Canadians is the condition of First Nations and other indigenous individuals. Although citizens of an affluent, advanced democracy, these groups continue to suffer from the social, political, and economic effects of Europeans’ colonialization of North America centuries ago (Duff 1997; Muckle 2007; White, Atkinson, Berdahl, and McGrane 2015). Of course, some of the current circumstances of aboriginal peoples are structured by the treaties that the Crown or Federal government negotiated over the years with First Nations living in most of today’s provinces. The legal position of First Nations in British Columbia, however, remains ... Read More

  • Once More, Whence and Whither Canadian Multiculturalism?: A Review Essay
           of Revisiting Multiculturalism in Canada
    • Abstract: Multiculturalism once held hegemonic sway in various nation-states, especially in the Anglophone Western world, as the preferred approach to addressing cultural and ethnic diversity. But multiculturalism was also contested from the start, critiqued from both the left and the right within these countries, and it has been eschewed in Latin America and in Europe in favour of interculturalism. In addition to the turn to interculturalism as successor regime for addressing cultural diversity, multiculturalism has had to contend with the turn of progressive theorists to alternative conceptual frames, initially to anti-racism in the case of Britain and Canada, and more recently to a plethora of alternatives from ... • Holocaust Survivors in Canada: Exclusion, Inclusion, Transformation,
           1947–1955 by Adara Goldberg (review)
    • Abstract: Adara Goldberg, the Education Director at the Vancouver Holocaust Education Centre, tells the story of Canada’s settlement of 35,000 Jews (disclosure: I am the son of two of them) in the decade following the Holocaust. The product of a Ph.D. dissertation at Clark University, Goldberg’s book is structured thematically and chronologically. Meticulously researched and documented, it draws on over 100 oral histories, newspapers and magazines, many archival and library collections, as well as secondary sources. Canada’s Jewish social agencies were overwhelmed and poorly equipped to handle the post-war newcomers, many of whom were traumatized and in need of psychological and emotional support, but the ... • Engendering Transnational Voices: Studies in Family, Work and Identity ed.
by Guida Man, and Rina Cohen (review)
    • Abstract: Since its emergence in the 1990s, the transnational framework has come to dominate the field of migration studies. Some have argued that the term “transnational migrant” is now applied so generally to all migrants that its use in research has become unhelpful. To address this problem, the present book focuses specifically on women migrants who develop and lead deeply transnational lives. These are women migrants who work abroad to support their children, husbands, and aging parents who remain behind, yet in close contact by phone, internet and exchanges of emotional and material support. The book begins with a helpful introduction to the field of research along with an overview of the four parts ... Read More
