  • Cambodia’s Special Economic Zones
    • Abstract: This study examines the role of Special Economic Zones (SEZs) within the trade policy of Cambodia. Based on the evidence to date, it asks whether Cambodia’s establishment of SEZs since late 2005 has been successful viewed from the Cambodian perspective. The discussion relates these findings to the international literature on the economic value of these zones. The paper builds upon field work conducted in Cambodia in which SEZs were visited in three locations within the country, including interviews with firms operating in these SEZs, managers and operators of the zones themselves, followed by a questionnaire-based survey of firms operating within Cambodia’s SEZs. SEZs are legal, logistical and tax ... Read More

  • Adoption of Sustainable Palm Oil Practices by Indonesian Smallholder
           Farmers
    • Abstract: In Indonesia, oil palm is a major commodity in terms of export earnings and jobs. However, despite its importance to the Indonesian economy, areas where oil palm is grown face many challenges. Studies suggest that oil palm expansion often takes place on forest or peat land and thus causes environmental problems like soil erosion, water pollution, reduced biodiversity (Koh and Wilcove 2008; Obidzinski et al. 2012; Rival and Levang 2014) and forest fires (Margono 2014; WRI 2015). Furthermore, smallholder oil palm farmers remain vulnerable to poverty (Cahyadi and Waibel 2015). To address these challenges, the introduction of sustainable oil palm production practices are essential. There have been several ... Read More

  • Participation of Informal Sector Workers in Indonesia’s National
           Health Insurance System
    • Abstract: On 1 January 2014, the Indonesian government integrated a fragmented health insurance scheme into a single national insurance scheme, Jaminan Kesehatan Nasional (JKN), implemented by the newly formed national social security agency, Badan Penyelenggara Jaminan Sosial Kesehatan or BPJS Health.1 Prior to 2014, steps taken towards universal health coverage (UHC) focused on low-income groups and workers employed in the formal sector (who tend to be in the high-income group). While the low-income group was covered through a government-financed insurance scheme (ex-JAMKESMAS), and while workers in the formal sector are primarily covered under employer-based insurance schemes (ex-ASKES, ASABRI, JPK-JAMSOSTEK), those who ... • Ease of Doing Business and FDI Inflows in ASEAN
    • Abstract: The Association of Southeast Asian Nations (ASEAN), which since 1967 has undergone several successive steps of economic integration, is a very dynamic region with regard to foreign direct investment (FDI) flows and international trade. This fact reflects the member countries’ commitment to regional as well as global economic integration, with trade and FDI playing a significant role in ASEAN’s economic development strategy (e.g., Hsieh 2013; Plummer and Cheong 2009; Freeman and Bartels 2004). Besides deepening integration, developments such as the rising importance of the service sector, time-based competition, and human capital imply greater adjustments and challenges for these countries. The reshaping of ... Read More

  • Cashless in Indonesia: Gelling Mobile E-frictions?
    • Abstract: Indonesia, with the world’s fourth largest population (trailing behind China, India and the United States) is often eyed for its young demographics — nearly 60 per cent of its 250 million population is below thirty years of age. Moreover, McKinsey & Company estimates that in 2030, Indonesia will become the seventh largest economy, more than 60 per cent of its working age population will enter middle-class status, and the consumer class is expected to increase from 45 million in 2010 to 140 million in 2030 (Oberman et al. 2012). Furthermore, the country also has a rapidly growing mobile market, which constitutes one of the largest social media user bases in the world. Amidst the optimism about the ... Read More

  • Eschewing Cash: The Challenges of Cashless Transactions in the Philippines
    • Abstract: The Philippines has seen an upward surge in cashless transactions in recent years. This is due to a myriad of reasons including the growing affluence of its citizenry, its vibrant tourist industry, and the increasing popularity of online shopping among young, urban Filipinos. However, it is the unique structure of the Philippine economy, namely poor financial inclusion coupled with a heavy dependence on remittances that first spurred the country’s most cutting-edge innovations in cashless payments. Uneven access to banks throughout the Philippine archipelago, which consists of about 2,000 inhabited islands, has created sharp divisions between urban and rural provision of financial services. The World Bank ... Read More

  • Non-Cash Payment Options in Malaysia
    • Abstract: Malaysia’s adoption of non-cash payment solutions parallels its rapid growth in the economy. The credit card, introduced in the 1970s, has since become the default payment mode for big ticket items such as durable electronic goods. It is also associated with the affluence and lifestyle of consumers (Ahmed et al. 2010). Since then, there has been other forms of non-cash payments available in Malaysia. In the 1990s, the prevalence of mobile phones and the increase in car ownership supported the introduction of prepaid top-up cards and contactless cards respectively, which also introduced Malaysia to electronic-money (e-money) as a payment option. The country has reached an interesting turning point. The ... Read More

  • Review of Global Shock, Risks and Asian Financial Reform (review)
    • Abstract: Since the 2007–08 Global Financial Crisis (GFC), there have been many books written on the future of Asian finance and financial reform. This book, edited by Iwan J. Azis and Hyun Song Shin from the Asian Development Bank (ADB)/ Cornell University and Princeton University respectively, is the most comprehensive and in-depth study of the issues facing Asian finance to date. A hefty volume of over 700 pages and 18 chapters, written by ADB specialists, leading academics and financial policymakers, it deserves serious attention. Professor Shin has since moved to become the Economic Adviser and Head of Research at the Bank for International Settlements, helping to shape one of the most creative research agendas ... Read More

  • Two Crises, Different Outcomes: East Asia and Global Finance ed. by T.J.
           Pempel and Keiichi Tsunekawa (review)
    • Abstract: Two Crises, Different Outcomes: East Asia and Global Finance is a valuable addition to the academic work on financial crises in East Asia and East Asian political economy more broadly. Collectively, the book’s chapters are a good exemplar of the historical institutionalist approach to political economy and related concepts of path dependency and “institutional stickiness”. Two Crises, Different Outcomes reflects the benefits and drawbacks of edited books, the comparative method, area studies and Asian studies. The greatest strength of edited volumes is their unparalleled ability to bring together authors from a common discipline (in this case political economy), but with varied backgrounds and ... • Economic Change in Modern Indonesia by Anne Booth (review)
    • Abstract: Anne Booth has once again written an authoritative, comprehensive economic history of Indonesia. In fact, with the publication of her Economic Change in Modern Indonesia, this pre-eminent economic historian has seemingly combined two books into one in terms of target audience. The book’s first six chapters comprise a rather straightforward narrative of Indonesia’s economic history that appears to aim at an advanced undergraduate or graduate student audience. In her informative introductory chapter, this recently retired historian from the School of Oriental and African Studies at the University of London makes the incisive point that twentieth century Indonesian history has been punctuated by three ... • Income Inequality in Singapore by Pundarik Mukhopadhaya (review)
    • Abstract: Dr Pundarik Mukhopadhaya’s analysis on Singapore’s income inequality from 1980 to 2012 is both insightful and comprehensive. The book opens with an introduction that situates Singapore’s economic development in a global context, followed by theories on income inequality in Chapter 2. The subsequent four chapters discuss income inequality within and between the following demographic groups: age and occupation (Chapter 3); residents with different educational levels (Chapter 4); gender (Chapter 5); and older women (Chapter 6). Chapter 7 briefly examines the trade-off between equity and efficiency in Singapore while Chapter 8 summarizes key points of the book. The book identifies human capital ... Read More

  • The Role of Public Bureaucracy in Policy Implementation in Five ASEAN
Countries ed. by Jon S.T. Quah (review)
    • Abstract: In the last decades, the development discourse has been increasingly dominated by the “good-governance” approach as a good government is deemed vital for development (Fukuyama 2013). Despite the burgeoning literature, there is little consensus on the definition of “good governance” and the even more problematic issue of measuring it especially in multi-country regression studies that pool together countries that are fundamentally different in economic and governance structures. Within this literature, public bureaucracy in the procedural sense is sometimes used as a measure of the quality of government, based on the Weberian argument that “public administrative organizations characterized by meritocratic ... • ASEAN Economic Cooperation and Integration: Progress, Challenges, and
Future Directions by Siow Yue Chia and Michael G. Plummer (review)
    • Abstract: This book provides a comprehensive overview of economic cooperation and integration in ASEAN through law since its early days. Chapters 1 to 3 give an introduction to the regional organization and a summary of broad economic indicators of its members, such as growth, population, trade and direct investment. While the first three chapters contain factual and statistical information on ASEAN, the subsequent three contain the core analyses of the book, which starts with the history of economic cooperation and integration among Southeast Asian economies (Chapter 4). This chapter includes an assessment of measures undertaken before the inception of the ASEAN Economic Community (AEC), borrowing from previous ... Read More

  • The ASEAN Economic Community: A Conceptual Approach by Jacques Pelkmans
           (review)
    • Abstract: On 31 December 2015, the ASEAN Economic Community (AEC) was officially launched with the intent to mark a new milestone in the path to deeper integration in Southeast Asia. The AEC, together with the Political-Security Community and the Socio-Cultural Community form the three pillars of the ASEAN Community. Many questions have arisen regarding the significance and importance of this long-awaited achievement for economic development and the emergence of the region as a political actor on the international scene. With multiple Chinese initiatives in Asia such as the Free Trade Area of the Asia-Pacific, the Asian Investment Infrastructure Bank and the One Belt One Road initiative, the competing U.S.-led ... • The Asian Century, Sustainable Growth and Climate Change: Responsible
Futures Matter ed. by Moazzem Hossain, Tapan Sarker, and Malcolm McIntosh
           (review)
    • Abstract: This book is an edited volume based on an international workshop at Griffith University’s Asia-Pacific Centre for Sustainable Enterprise (APCSE). The workshop aimed to look at Asia’s developmental challenges. The subject matter is a pressing one as Asia could produce over half the global output by mid-century and see massive improvements in its standards of living (ADB 2011). This volume will appeal to both policymakers and academics as it adds a specific Asian context to the voluminous body of knowledge on sustainable development (see Parnwell and Bryant 1996). The volume covers a broad range of topics in its twelve chapters, including social issues arising from property rights (especially with ... Read More

  • Developing National Systems of Innovation: University-Industry
Interactions in the Global South by Eduardo Albuquerque, et al. (review)
    • Abstract: This book presents a rich account of the nature of interactions of the various actors in innovation systems in developing countries from three continents — Africa, Asia and Latin America. In so doing, the book makes several contributions to existing knowledge. First, it applies a new framework to the study of innovation systems in countries at different stages of development. Second, it expands beyond the National Innovation Systems approach, which largely focuses on the current context, to more fully appreciate processes of change over time. The introduction sets out the book’s principal argument — and contribution — that it is inadequate to apply a framework for understanding innovation systems ... Read More
