  • In Memoriam: Latifah Merican Cheong
    • Abstract: Born in Air Itam, Penang, Malaysia, the late Latifah Merican Cheong who passed away on 22 June 2018 was a beacon of monetary policy in Malaysia. Her early schooling was at Convent Pulau Tikus, Penang until Form 5 and Methodist Boys School where she finished her Form 6 before completing her first degree at the University of Malaya in 1973, and master’s degree at Vanderbilt University in 1979. It is while studying at the University of Malaya that she met her husband, Cheong Kwok Yew who was two years her senior at the Faculty of Economics and Administration.Exposed to economics from her undergraduate and graduate studies, and later groomed by the heavyweights of Malaysian monetary economics, six Bank Negara Malaysia ... • Introduction: ASEAN — Towards Economic Convergence
    • Abstract: The Association of Southeast Asian Nations (ASEAN) was founded in Bangkok on 8 August 1967. It was originally designed as a political entity to establish cooperation among the free market economies of Indonesia, Malaysia, the Philippines, Singapore and Thailand to peacefully resolve several areas of tension among these countries at that time1 and to combat the communist threat that was looming from Indo-China. North Vietnam had already fallen to communism, while the communist struggle for control of Cambodia, Laos and South Vietnam was ongoing. Although there were hints of communist revolutions in the original ASEAN countries, the fall of Cambodia, Laos and South Vietnam did not carry through to them, disproving ... Read More

  • Assessing ASEAN’S Relevance: Have the Right Questions Been
           Asked'
    • Abstract: In 2017, ASEAN celebrated its fiftieth anniversary. The organization was founded at the height of the Cold War in 1967 by five countries — Indonesia, Malaysia, the Philippines, Singapore and Thailand, all part of the “free world”. In the half century of its existence, ASEAN has not only survived but expanded its membership to ten countries covering the whole of Southeast Asia. With the Cold War over, it has adapted, taking in countries ruled by political regimes different from those of the founding members. It has broadened its terms of reference and engaged the global powers, namely the United States and China, with the latter according it particular importance.Despite these achievements, ASEAN is little known ... • The Nexus between Fiscal Deficits and Economic Growth in ASEAN
    • Abstract: The 2008–09 Global Financial Crisis (GFC) dealt a severe blow to some of the ASEAN member countries, especially to their main engine of growth — the export sector. Lower exports led to slower or negative growth in their respective economies. Income and living standards fell overall, but the impact of the Crisis varied from one member state to another. As observed in Table 1, Brunei led the pack of negative growth countries with –1.78 per cent, followed by Malaysia (–1.53 per cent), Thailand (–0.69 per cent) and Singapore (–0.61 per cent) in 2009. Likewise, Cambodia and the Philippines also experienced a low growth phase in 2009. In contrast, Myanmar, Lao PDR, Vietnam and Indonesia were able to maintain decent growth ... Read More

  • Financial Crisis, Stock Market and Economic Growth: Evidence from ASEAN-5
    • Abstract: The stock markets of Indonesia, Malaysia, the Philippines, Singapore and Thailand have undergone substantial liberalization since the late 1980s and early 1990s (World Bank 1993, 1997). These five stock markets have had a long history — with the Malaysian stock exchange dating from 1960 — but remained small in capitalization until the late 1980s. However, they have grown rapidly since 1992, following the increase in investment from foreign investors after the end of the Cold War in 1991. Dominated by the Malaysian and Singapore stock markets, they experienced significant declines during the Asian Financial Crisis (AFC) and Global Financial Crisis (GFC) through the “contagion effect”. However, lessons learned during ... Read More

  • Corruption and Good Governance: An Analysis of ASEAN’s E-Governance
           Experience
    • Abstract: Since its origin in 1967, member states of the Association of Southeast Asian Nations (ASEAN) have made tremendous progress in many aspects. From its initial focus on containing the communist threat posed by Indo-China, ASEAN gradually evolved into a grouping aimed at stimulating economic synergies. Economic integration invariably involves aligning a range of policies, including those related to corruption and the institutions governing them. On 31 December 2015, ASEAN countries achieved a new milestone by forming the ASEAN Economic Community (AEC), which, among other things, endorsed its first ASEAN ICT Masterplan 2010–15 containing six strategic thrusts, namely: economic transformation; people empowerment and ... • The SIJORI Growth Triangle: Territorial Complementarities or Competition
for FDI in the Oil and Gas Industry'
    • Abstract: Over the last three decades, industrialization processes have closely linked together Singapore, the Malaysian state of Johor and Indonesia’s Riau Islands province. Initiated by the Singaporean government at the end of the 1980s, the political objective behind the so-called SIJORI Growth Triangle was to offshore Singapore’s land- and labour-intensive economic activities for attracting higher value-added activities (such as high-value manufacturing, trade and business services) to the Malaysian and Indonesian border regions. Johor would serve as a base for intermediate level industry, while the Riau Islands would be used as a region for low-value and labour-intensive manufacturing (Hutchinson 2015; Hutchinson and ... • ASEAN’s European Trade Relations in the Wake of Brexit
    • Abstract: For the Association of Southeast Asian Nations (ASEAN), the impending exit of the United Kingdom (U.K.) from the European Union (EU) is one among many factors that will affect ASEAN trade in coming years. While it can be argued that a slowdown of growth in China, and the United States’ withdrawal from free and open trade agreements will affect the region potentially more than the U.K.’s exit, ASEAN and its member states would be remiss not to consider the consequences of Brexit seriously. Leading up to the referendum held in the U.K. on 23 June 2016, Asian countries including China and India expressed the view that they would prefer the U.K. to remain in the EU. Likewise, Japan’s Ministry of Foreign Affairs was ... Read More

  • The Dynamic Relationship between Private Final Consumption Expenditure and
Gross Domestic Product: Evidence from Colonial Malaya and
           Post-independence Malaysia
    • Abstract: This paper investigates the behavioural relationship between Private Final Consumption Expenditure (PFCE) and Gross Domestic Product (GDP) in two entirely different political and economic systems: British colonial Malaya (1900–39) and post-independence Malaysia (1970–2009). During the colonial phase, the authorities adopted a laissez-faire economic system which was dominated by the British private sector. This resulted in highly uneven development, with economic growth and prosperity mainly benefitting the colonialists. After independence, with national control over economic management, pro-poor affirmative policies aimed at supporting a more unified and socially just nation have been put in place. The study ... • Dictators, Democrats and Development in Southeast Asia: Implications for
the Rest by Michael T. Rock (review)
    • Abstract: Michael Rock’s latest book wrestles with a crucial question that baffles economists, historians, political scientists and social scientists alike: given that growth is often difficult and rare, what is the relationship between politics and economics that produces sustained economic growth over long periods of time'Rock selects three Southeast Asian countries, namely Indonesia, Malaysia and Thailand (or IMT for short) as cases of countries that have performed very well economically from the 1960s to 2010 to look into what their development journey can teach the rest of the developing world.1 Much like many developing countries, IMT are resource rich, ethnically diverse, and have weak governments characterized by ... • Understanding China: Chinese Global Production Networks in ASEAN ed. by
           Young-Chan Kim (review)
    • Abstract: China’s success in globalization with its heavy interventionist strategy, including its current “Made in China 2025” programme, has attracted wide attention from policymakers and scholars. In fact, this topic has gained additional academic interest due to the recent U.S.–China trade war. The book Understanding China is a compilation of articles on China’s trade and investment policies and the respective implications for ASEAN member states. While this is not the only book that discusses China’s relationship with the world, it differs from the rest in that it mainly focuses on the China–ASEAN ties, offering a macro/holistic perspective of this unique regional relationship. The authors also examine China’s ... Read More

  • The Rise of the Hybrid Domain: Collaborative Governance for Social
Innovation by Yuko Aoyama and Balaji Parthasarathy (review)
    • Abstract: It is imperative for policymakers to strike a judicious balance between economic growth and social well-being. Simple as it may sound, it is a difficult goal to achieve. Contemporary market mechanisms have recently developed anomalies, evident at times of financial and economic crises. At the same time, social policies have not been able to ameliorate economic inequality, poverty and inadequate availability of basic services. In such circumstances, market driven solutions or social policies alone may have limited impact. But what could happen if these two approaches form linkages and collaborate' In this context, the authors of this book have proposed a novel concept of “hybrid domain”. Going beyond the distinct ... • Economic Development: What Everyone Needs to Know by Marcelo M. Giugale
           (review)
    • Abstract: Economic development, in general terms, is a process aimed at improving the well-being of individuals. While a topic like this can be very broad, in this book, Marcelo Giugale, a World Bank economist, eloquently reviews and discusses several development issues, particularly focusing on the lives of the poor.Giugale starts by highlighting the vital role that technology plays in shaping the relationship between the state and citizens. With recent developments related to electronic transfer payment systems, today’s governments not only know the poor by their names, but can also gather relevant information about how they spend their money to formulate better welfare programmes in the future (p. 11). While the author ... Read More
