  • Introduction: Destabilizing Canada/Le Canada déstabilisé
    • Abstract: The year 2017 has been a powerful reminder that ideas of Canada are contested. While the federal government budgeted for half a billion dollars to celebrate the 150th anniversary of Confederation on 1 July (Hannay 2017), support and enthusiasm have been far from widespread, and criticism has been vocal. Rather than expressing nationalism or pride, many have rejected efforts to depict Confederation as a unifying moment of success, "progress," and accomplishment. Instead, a number of groups and individuals, including the Idle No More movement (Idle No More 2017), artists Christi Belcourt (2017) and Kent Monkman (Morgan-Feir 2017), comedian Ryan McMahon (n.d.), and General Chief Derek Nepinak of the Assembly of ... • Canadian Studies at the Crossroads, Again!
    • Abstract: It is a daunting task indeed to assess the place and prospects of Canadian Studies at the current moment. Some may well ask, What exactly is the current moment' My own views, having taught in and for a time chaired the Canadian Studies department at Trent University, and worked within its MA program in Canadian Studies and Indigenous Studies and the joint Trent–Carleton PhD in Canadian Studies, are no doubt impressionistic. I have not conducted the kind of surveys that have been done in the past, but I am aware of national and international developments: of Canadian Studies departments being downgraded to programs; of programs being discontinued; of declining support for the study of Canada within departments in ... • "Smudging, drumming and the like do not a nation make": Temporal
Liminality and Delegitimization of Indigenous Protest in Canada
    • Abstract: In 2013, the Canadian Security Intelligence Service (CSIS) was active in surveilling the Idle No More movement and in helping the federal government anticipate and prepare for the movement's "escalation" (Ling 2014). The spy agency, which is charged with protecting Canada's national security, justified heavy redactions to a report it compiled on the movement by citing concerns related to "detecting, preventing or suppressing subversive or hostile activities." Such a justification clearly scripts Indigenous advocacy, activism, and protest as harbingers of anarchy and violence rather than legitimate forms of political engagement in a democratic polity.Indigenous peoples and their efforts at political engagement in ... • Writing Settlement after Idle No More: Non-Indigenous Responses in
           Anglo-Canadian Poetry
    • Abstract: Settlement has been a central focus of Anglo-Canadian literature since its very beginnings, including Frances Brooke's A History of Emily Montague (1769), John Richardson's Wacousta (1832) and The Canadian Brothers (1840), and the work of sisters Catherine Parr Traill and Susanna Moodie in The Backwoods of Canada (1836), Roughing It in the Bush (1852), and Life in the Clearings (1853), to name some prominent examples. Much of this eighteenth- and nineteenth-century literature, as well as subsequent works, functioned to establish what Daniel Coleman (2006, 5) calls Canadian "white civility," that is, a "specific form of whiteness based on a British model of civility." If earlier Anglo-Canadian literature and ... Read More

  • Creating Canada: Education for Inclusion or Different Versions of Colonial
           Stories'
    • Abstract: In 2006, Dragon Hill Publishing released a book, the first of a series of anthologies, titled How the Scots Created Canada. Since then, it has released six additional books detailing how the Italians, French, English, Blacks, Chinese, and Polish (in that order) have each "created" Canada. The publishers claim that their aim "is to produce and market books to the popular adult and youth markets for Canada that will help individuals improve their self-image and that will help increase understanding and tolerance among diverse individuals and cultures" (Dragon Hill Publishing 2015). The expectation is that "mainstream Canadians who are the target primary audience" would develop, in the words of one of the series' ... Read More

  • Canada under the DEWline
    • Abstract: The Distant Early Warning Line—known poetically and popularly as the DEWline—was a string of radar stations that ran through Alaska, Canada, Greenland, and Iceland between the 60th and 70th parallels, the last of three such lines built in the early decades of the Cold War. The project began in 1954 and became operational in 1957, just as new technology—the intercontinental ballistic missile (ICBM)—rendered it obsolete. In the era of the long-range bomber, the system could have provided a four-hour warning to civil defence systems in the southern half of the continent; with the advent of the ICBM, the window between detection and detonation narrowed to an untenable 15 minutes: enough time for a civilian to register ... • Fracking the National Ethos: The Pressures of Globalization on Sovereignty
and Justice in Will Ferguson's 419
    • Abstract: In their introduction to Crosstalk: Canadian and Global Imaginaries in Dialogue, editors Diana Brydon and Marta Dvořák argue that "the organizing structures of societal understanding within a nation-state are shifting in response to globalizing pressures" (Brydon & Dvořák 2012, 1–2). This article looks at the pressures of globalization through the metaphor of fracking. Instead of considering it a destructive process, this issue's call for papers posits that "fracking the nation" may entail the fracturing of boundaries and the visibility of margins, resulting in a transformative destabilization of the core. To suggest that the concept of fracking can be used as a positive metaphor seems a bold move, given the ... Read More

  • Destabilizing the Consultation Framework in Alberta's Tar Sands
    • Abstract: In May 2015, the Alberta New Democratic Party (NDP) won the provincial election, ending 44 years of Progressive Conservative (PC) governments.1 The new government came with high expectations for change, as previous PC governments had developed close ties with the oil industry as well as antagonistic relations with Indigenous peoples2 and environmentalists. The new government under the leadership of Rachel Notley publicly stated its intention to balance environmental action with continuing development of the oil sector. This commitment is evident in the Climate Leadership Plan, unveiled in November 2015, which outlines a plan to phase out coal and to cap carbon emissions in the tar sands (Government of Alberta ... • Oil Sands in European Media: Representations of the Canadian Oil Sands in
           European Newspapers, 2008–2013
    • Abstract: By portraying Canada as an "emerging energy superpower" in his several international speeches, former Prime Minister Stephen Harper (2006b) deliberately pointed to the development of Canada's energy sector (including the oil sands) as an important tool for fostering its international image. This strategy suggested the enhancement of an economic focus centred on natural resource exploitation, whereby the state facilitates its growth and expansion. Such a designation relies on a rhetoric that Laura Way (2014, 294) describes as "neoliberal augmentative discourse"; Way suggests that Canadian newspaper coverage acted in recent years as a stabilizing force for the current neo-liberal policy frame and focused primarily on ... • Canadian Official Development Aid to Latin America: The Struggle over the
           Humanitarian Agenda, 1963–1977
    • Abstract: Canadian international relations scholars such as Peter McKenna, Mark Dickerson, Stephen J. Randall, James Rochlin, and Brian Stevenson have argued that Canada's role in western hemispheric affairs was minimal before the 1990s (Dickerson and Randall 1991; McKenna 2012; Rochlin 1994; Stevenson 2000). This assertion is disputed by other scholars, including J.C.M Ogelsby, Daniel J. Baum, Duncan McDowall, Catherine C. LeGrand, and me, whose work reveals that Canada's involvement in the region since the early twentieth century had tremendous economic, social, environmental, and political impacts on regional development (Baum 1974; LeGrand 2016; McDowall 1988, 1993; Ogelsby 1976; Tijerina 2009, 2011). • The End of Colonialism
    • Abstract: Editors' Note: This excerpt is chapter 17 from Arthur Manuel and Grand Chief Ronald M. Derrickson, unsettling Canada: A national Wake-up Call (Toronto: Between the Lines, 2015), 223–227. Used with permission from Between the Lines. One thing is certain: the flood waters of colonialism are, at long last, receding. In 2005, Indigenous peoples watched the Aymara leader Evo Morales launch his campaign for the presidency of Bolivia under the wiphala, the ancient rainbow-coloured banner of the Incan peoples. When he promised to end five hundred years of colonialism in his country, his opponents accused him of calling for revolution. But Morales insisted his objectives were far more profound. Not a revolution, but a ... Read More

  • Frustrating National Narratives (review)
    • Abstract: Charting in any sort of uniform way the life and times of a social movement can be a slippery business. Social movements are as varied and complex as the people behind them. Their goals can shift and change over time. Relationships between their leadership and their base can sometimes fully mesh, and at other times reveal yawning organizational and directional chasms. Some social movements focus on a single issue, such as the recent Occupy movement calling for a basic redress of economic inequality, and they can generate considerable heat and light for a time, before losing that focus in maelstroms of wider protests or dissipating in the face of movement exhaustion. Others, like the New Left of the 1960s and 1970s ... Read More
