  • Breaking New Ground: Montreal–Mirabel International Airport, Mass
Aeromobility, and Megaproject Development in 1960s and 1970s Canada
    • Abstract: In the late 1960s, Canada caught jet-age fever. Passenger air traffic nationwide had more than tripled between 1955 and 1968, and contemporary forecasts projected exponential gains through the end of the century. Witnessing these developments, the Liberal federal government, led by Prime Minister Pierre Trudeau, decided that the country’s two largest cities, Toronto and Montreal, needed second airports to handle the expected onslaught of people. The government picked the town of Pickering, east of Toronto, as the site for that city’s new airport, but quickly shelved the plan because of political conflicts and local opposition.1 The story played out differently in Montreal, where in 1969 officials seized 97,000 ... • Listening to Writing: Performativity in Strategies Developed by Learning
           from Indigenous Yukon Discourse, 1968–84
    • Abstract: This essay contains several stories. The central stories each tell about a culturally Western, White person from the liberal state that Canada is along most of its southern border: anthropologist Julie Cruikshank and community-worker-turned-consultant John Hoyt. The stories are about learning how to listen and collaboratively write using discursive strategies the writers develop by working with Native peoples in the far northwest of Canada, specifically in the Yukon Territory. Listening to these stories being told, I have found myself, as a non-Native primarily educated in the liberal discourse of Western nation-states (Hunter 2013, 2–5), realizing that the time frame and rhythm of experience has ... • “Row, Brothers, Row”: Canadian Boat Songs, Imperial Glee, and National
           Identity, 1805–67
    • Abstract: The immaterial creations of the brain are those most secure against material changes wrought by time. The little light songs of Anacreon have outlasted the Parthenon, and the walls of the Pireaus. Nor is it, it seems to me, an extravagance to believe that even that miracle of engineering art which spans our own grand river [the Victoria bridge], may crumble and disappear, before the “Canadian Boatman’s Song” shall cease to find an echo in the valley of the St. Lawrence. After World War I’s conscription crisis divided Canada’s social and political fabric, various reconciliation efforts were made in the 1920s. English translations of French-Canadian folk songs were accompanied by nationwide folk music and ... Read More

  • Treaty #3 and the Interactions of Landscape and Memory in the Rainy River
and Lake of the Woods Area
    • Abstract: The Treaty #3 area in what is now northwestern Ontario can simply be described as an area of rocks, trees, and water. That is the view current travellers get of the land, whether they are on the Trans-Canada highway or following the ancient canoe routes of the Anishnaabe (Ojibway) 1 peoples. Historically, this land of trees, rocks, and water has been rich in resources that provided the necessities of life and living for both the Anishnaabek and the settler populations that followed; yet pivotal tensions over how these resources were used existed between the two groups, tensions rooted in differing cultural relationships to the land, tensions that exist to this day. To analyze these tensions, this ... Read More

  • Douglas versus Manning: The Ideological Battle over Medicare in Postwar
           Canada
    • Abstract: One narrative dominates the historiography of Medicare in Canada. Pioneered by a social democratic government, the Saskatchewan model of universal Medicare was eventually adopted in the rest of Canada by a Liberal federal government intent on building the welfare state (Naylor 1986; Taylor 1987; Bryden 1997; Marier 2013; Johnson 2004). This simple narrative often leaves the impression that Canadians faced a binary choice between the status quo of no Medicare at all or Medicare in the form it now exists—universal, single-payer plans administered by the provinces and territories, the principles of which are enshrined in the Canada Health Act. In fact, the actual history of Medicare involved a ... Read More

• “In the Image and Likeness of God”: Christianity and Public Opinion on
Abortion in The Globe and Mail during the 1960s
    • Abstract: In 1967, Louise Summerhill (1967a, 6) wrote to The Globe and Mail, arguing, “The moral position of the [Roman Catholic] Church on abortion is that the fetus is a human being made in the image and likeness of God. The mystery of God’s creation is attacked when abortion is attempted.” Summerhill’s reference to God and reliance on religion to ground her stance against abortion was not an uncommon approach among letter writers to The Globe and Mail during the 1960s, a key decade for abortion law reform in Canada (Stettner 2012, 151–71). At the same time, other letter writers were critical of the Roman Catholic Church’s stance on and intervention into the discussion; for example, J.D. Kenney (1967, 6) wrote, “the ... Read More

  • Incorporating Indigenous Knowledge Systems into Collaborative Governance
           for Water: Challenges and Opportunities
    • Abstract: Multi-actor processes for shared or collaborative decision-making 1 have become an important part of the landscape of environmental governance (Gunningham 2009; Innes and Booher 2010). The rationale for using multi-actor approaches in the context of governance of the environment stems in part from the fact that many environmental problems affect diverse groups of people, and these problems are complex and can only be resolved by drawing on different types of knowledge (van Tol Smit, de Low, and Plummer 2015). Scholarship describing collaborative governance tends to emphasize processes where diverse stakeholders meet face-to-face, consensus is reached among actors through long-term dialogue, and high-quality ... • Avant-Garde and Counter-Culture Made in Canada
    • Abstract: “The country that invented Marshall McLuhan and Northrop Frye did so by not ever being Modern,” Canadian writer Robert Kroetsch famously asserted, observing that Canada’s literature “evolved directly from Victorian into Post-Modern” (quoted in Godard 1991, 121). Although Canada is generally acknowledged to have made great forays into developing postmodern literatures and visual arts, the Cana-dian Modern and, even more so, Canada’s avant-garde have remained overlooked and understudied until recently. The books under review contribute to a larger effort to research Canadian modernist and avant-garde expressions. Betts, Gifford, and Voyce collectively document the broad time span of Canadian avant-garde ... Read More

  • Sex Work: For Whom? By Whom?
    • Abstract: For those unfamiliar with the dimensions of sex work, or unfamiliar with its Canadian context, Selling Sex and Sex Work are exemplary and likely to be very helpful. The books would also be useful for university courses in gender studies, women’s studies, sociology, cultural studies, political studies, and applied ethics. Both anthologies taught me a lot: about the variety of jobs sex workers do, about sex workers’ efforts (in cities such as Halifax, Montreal, and Vancouver) to organize to protect themselves and improve their working conditions, and about the ways in which Canadian laws—especially our former laws governing solicitation, brothels, and “living on the avails”—have made and continue to make sex ...
