  • Letter from the Editor
    • Abstract: Caros Leitores, In your hands the product of innumerable hands, intellectual currents, technological innovations, political engagements, institutional structures, labors of love, and deep engagement with the places and peoples of the Americas. Each page contains carefully wrought ideas, sentences, paragraphs, and images that extend backwards and forwards in time and space, to land on your desk in a neat, glossy bundle. Because it is easy to forget the complexity of the journal-as-artifact, I would like to use these opening pages to explain some of the work that the editorial team has undertaken over the past year. One of the challenges the editorial team constantly faces is engaging ... Read More

  • A Camera in the Garden of Eden: The Self-Forging of a Banana Republic by
           Kevin Coleman (review)
    • Abstract: In A Camera in the Garden of Eden, Kevin Coleman explores the history and events shaping the small Honduran city of El Progreso from its founding as a commercial hub for timber and cattle operations to its emergence as a key base of operations for the United Fruit Company, as banana cultivation reshaped the economic, social, and political landscape of Honduras in the twentieth century. Coleman approaches this story from two directions, the first of which is a creative and well-researched narrative history that provides a significant contribution to understanding twentieth-century Honduras. The second approach is more ambitious, using photographic analysis and social theory to develop a broader interpretation ... Read More

  • An Aqueous Territory: Sailor Geographies and New Granada’s Transimperial
Greater Caribbean World by Ernesto Bassi (review)
    • Abstract: In An Aqueous Territory, Ernesto Bassi explores the everyday and lived construction of a space he calls the transimperial Greater Caribbean during the Age of Revolution. By steeping his study in geographic theory, Bassi informs his fellow historians what geographers have long known: that spaces are not pre-determined but continually made through social interaction and material processes, and that geopolitical imaginations reflect mental maps that people create to understand their place in the world and envision their future. I especially appreciated how Bassi demonstrates the necessity of viewing the world from the point of view of historical subjects, a position that exposes the problems inherent in what he ... • Corazón de Dixie: Mexicanos in the U.S. South since 1910 by Julie M.
           Weise (review)
    • Abstract: Since the late 1980s, the United States has witnessed an unprecedented shift in the geographic dispersal and settlement of Latinos within its borders. Bypassing traditional destinations and gateway cities, particularly in the southwest, Latino migrants, most notably of Mexican descent, have sought out economic opportunities in new locations. This trend is perhaps most conspicuously evident in communities throughout the U.S. South. Both rural and urban areas in states such as North Carolina, Georgia, and Tennessee have experienced a surge in Latino migration. This demographic phenomenon has spawned a burgeoning body of scholarly research on the societal impact and acceptance of a seemingly new ethnic group. ... Read More

  • Shaping Terrain: City Building in Latin America ed. by René Davids
           (review)
    • Abstract: Most often, initial forays into the studies of Latin American cities begin with an introduction to the sixteenth-century Discovery and Settlement Ordinances, or the so-called “Laws of the Indies.” This was Spanish city-building on a massive scale, and it consistently sought to reproduce an urban rectilinear grid, centered on plazas and defined by aspects of power and control. Although this influence might appear to be one-way, René Davids and the volume’s contributors acknowledge a reciprocal quality of influence on urban design, and, despite their rigidity, the Laws and later architectural and urban designs were in many cases adapted to the natural and social landscapes. Through various timeframes ... Read More

  • Neil Smith: Gentrificación urbana y desarrollo desigual [Neil Smith:
Urban gentrification and uneven development] ed. by Luz Marina García
Herrera and Fernando Sabaté Bel (review)
Read More

  • The Punitive City: Privatized Policing and Protection in Neoliberal Mexico
           by Markus-Michael Müller (review)
    • Abstract: Markus-Michael Müller’s new book, The Punitive City, is a valuable analysis of an ongoing “punitive turn” in the neoliberal governance of Mexico City. Müller suggests that we can broadly characterize this punitive turn in urban governance as a war on impoverished people, who are, according to contemporary governmental logic, an impediment to urban economic development. Muller’s book comes on the heels of more than a decade of Mexicanist scholarship from multiple disciplinary perspectives (e.g., political theory, literary studies, geography, sociology, anthropology, and criminology) that problematizes the rhetoric of “democratic transition” in Mexico and situates the contradictions and tensions embodied in ... • Planning for Urban Life: Equality, Order, and Exclusion in
           Bogotá’s Lively Public Spaces
    • Abstract: Urban life has long played a role in articulating planning and architectural visions for cities (Park, Burgess, and McKenzie 1984; Simmel 2004). From J.L. Sert’s modernist “urban biology” (Sert 1942: 3) to critics of modernism, like Jane Jacobs’s Death and Life of the City (1961) and Jan Gehl’s Life Between Buildings (2008, 2010), urban scholars have articulated their visions for the city in terms of fostering urban life. Continuing in this tradition, new planning paradigms—from creativity-based approaches to urban place-making—emphasize urban life as a key area of governmental intervention. The current, seemingly more progressive trend in urban politics that calls for more inclusionary cities positions social ... Read More

  • Between Grassroots Expectations, Political Visions, and the Contemporary
Local State: The Everyday Challenges of Indigenous/Peasant Organizations
           in the Bolivian Andes
    • Abstract: In the past, the principle was permanent struggle. We needed to fight against the neoliberals, the patrones, the large entrepreneurs, and there were also the oppressed and the oppressors. But now there is some confusion, because today the union organization has more local power; today it is part of power. In this sense, the mission and vision are changing somewhat During the years of neoliberal policies prior to 2005, Bolivia’s diverse social movements struggled for the cause of the “oppressed” by challenging the state and the elites (“the patrones, the large entrepreneurs”) that controlled it, most prominently in the uprisings against privatization (e.g. the Water War in Cochabamba in 2000 and the Gas ... • Medicinal Snow as a Public Good: Indigenous Communities, Merchants, and
           Justice in Colonial Veracruz, Mexico
    • Abstract: Two conflicting and extreme historical perspectives once framed understandings of social justice in colonial Mexico: a “black legend” of ubiquitous Spanish cruelty and bigotry, and a “white legend” of Spanish benevolence and compassion. Perspectives on the former emphasized the horrors of slavery and the demographic collapse of indigenous populations, authoritarianism, and the profit-driven and religious ambitions of the Spanish Crown. Perspectives on the latter claimed this emphasis was unfair to Spain and represented an anti-Catholic bias, asserting instead that Spanish rule had been relatively humane compared with the brutality and racism of Anglo settlement in the New World. These views deemphasized the ... Read More

  • JLAG Perspectives: Videography for Participatory Cartography in a Site of
Wind Power Conflict in Coastal Ceará State, Brazil
    • Abstract: Installed wind power capacity in Brazil expanded rapidly from 28.6 megawatts (MW) in 2005 to 10.6 gigawatts (GW) installed electrical capacity in 2016—roughly a 37,000 percent increase in just over a decade. Highly favorable wind climatology (Silva et al. 2016), emergency electricity rationing, and state incentives motivated wind farm construction in coastal areas of Ceará (1.6 GW) and Rio Grande do Norte (3.2 GW). Reports describe Brazilian wind power as a win-win situation (Juárez et al. 2014: 833). However, recent work describes social conflict and environmental impacts from wind farms located in coastal environments. Impacts include leveling dunes, burying interdune lakes, impeded access ...
Read More

  • Potable or Affordable': A Comparative Study of Household Water
Security Within a Transboundary Aquifer Along the U.S.-Mexico Border
    • Abstract: The U.S.-Mexico borderlands, stretching 3,219 kilometers (2,000 miles) east to west and 100 kilometers (62 miles) north to south, are a region of scarce and often contaminated water resources (GNEB 2012) coupled with high social vulnerability (Wilder et al. 2013). They are also susceptible to “double exposure” (O’Brien and Leichenko 2000), where rapid globalization and ongoing environmental change intersect to create vulnerability and other stresses on livelihoods. This combination of environmental pressure and economic change renders millions of people highly susceptible to water insecurity, particularly those living in unincorporated or rural communities called colonias. 1 Colonias were established as ...
Read More
