  • Seeds of Empire: Cotton, Slavery, and the Transformation of the Texas
Borderlands, 1800-1850 by Andrew J. Torget (review)
    • Abstract: Cotton is in season among historians. The humble fiber has been pushed to the fore by scholars who are taking a new look at the conformation of land, labor, and capital accumulation in the Atlantic World in the nineteenth century. A surging interest in the history of slavery (Martin & Brooks, Linking the Histories of Slavery, 2015) has engendered a discussion of the commodity that slaves produced more than any other, and around which economy, society, and culture in the nineteenth-century US was conformed. Some scholars have revisited questions about cotton and capitalism in the US South, finding profit-driven modern businesses pushing forward capital accumulation by mobilizing social labor through compulsion and ... • Letter from the Editor
    • Abstract: Welcome to the mid-year issue of JLAG! This issue is another milestone for the editorial team as we are including some new features and continuing with JLAG's traditional mix of incisive geographic scholarship throughout the Americas. This has been an exceptionally active year for CLAGistas as we were able to meet twice within four months. The January 2017 CLAG conference in New Orleans was a tremendous success, affording the editorial team another opportunity to meet with contributors and reviewers and to solicit manuscripts from the membership. We are happy to be able to include some of the work presented at the CLAG conference in this issue, demonstrating the quick turn around time for articles to come to press ... Read More

  • Why Do Narcos Invest in Rural Land'
    • Abstract: Through a process described as a "narco land grab" (Ballvé 2012), drug trafficking organizations currently control an estimated six million hectares in Colombia (Richani 2012). In Brazil, drug traffickers1 had 62 km2 of Amazonian forest cleared in a mere three weeks (Fearnside 2008). In northern Guatemala, the criminal Mendoza Group used a government land registry to illegally acquire 28 farms—one 11,364 ha in size—from the campesino owners (Anon. 2011, CICIG 2016). Across Central America, cocaine flows trend closely—in both time and space—with forest loss (McSweeney et al. 2014). From 2000-14, from 15 to 30 percent of annual forest loss in Guatemala, Honduras, and Nicaragua was associated with narco-capitalized ... Read More

  • Making Do: The Practice of Imprisonment in Postwar Guatemala
    • Abstract: Guatemala's penitentiary system has proven itself to be wholly unprepared for the country's postwar era. Swollen 250 percent over capacity (CIEN 2011) and riddled with prison riots (O'Neill 2010; Fontes 2016), Guatemala's practice of postwar imprisonment is best described as making do. By "making do" we mean a set of resource-scarce, improvisational practices that detain Guatemalans across a variety of institutional settings. These include constitutionally regulated prison farms and maximum-security prisons but also police detention centers, mental hospitals, and private drug rehabilitation centers. But Guatemala is not alone, as most Central American countries find themselves stitching together similarly impromptu ... Read More

• The Patagonian Imaginary: Natural Resources and Global Capitalism at the
           Far End of the World
    • Abstract: This paper explores how Southern Andean Patagonia has been increasingly incorporated within networks of global capital since the 1990s.1 This Patagonian region is a mountainous zone marked by forests, glaciers, lakes, fjords, and the Hielos Continentales (Patagonian Icefields), the largest icecaps in the Southern Hemisphere outside Antarctica. Inhabited by indigenous populations before, during, and after Spanish colonialism, the region became a site of "white settler" incursion (Gott 2007) in the mid to late nineteenth century as the Argentine and Chilean states established beachheads of territorial sovereignty in Tierra del Fuego and the southern coast of the mainland (Bandieri 2005). Military violence helped ... Read More

Read More

  • Local perceptions of measures to control Aedes mosquitoes and
mosquito-borne diseases in Puntarenas and San José, Costa Rica
    • Abstract: Aedes mosquitoes—the vector that transmits dengue, chikungunya, Zika, yellow fever, and other less common diseases—have experienced increases in range and established endemicity in new areas over the past few decades. Thus, it is imperative to understand the role of vector control and disease prevention, and public perceptions of both, in order to formulate and operationalize effective measures to combat mosquitoes and the diseases they transmit. A clearer understanding of public perceptions is even more important given that chikungunya and Zika can only be prevented by mosquito control since widespread vaccine use is not in place. A vaccine, Dengvaxia, was recently developed to combat dengue, but is not widely ... Read More

  • Implications of the Trump Administration for Latin American Geography
    • Abstract: Beginning with his announcement of his Presidential candidacy, Donald Trump's campaign rested on a foundation of racism, xenophobia, and anti-immigrant hysteria. Now several months into his presidency, he's attempting to deliver on his promises. The Department of Homeland Security is accepting bids for the first phase of "the wall," the administration's attack on sanctuary cities has commenced, the notoriously anti-immigrant Attorney General Jeff Sessions is attempting to expand the role of the Justice Department in immigration enforcement, and the stories of deportations and deportation raids are increasingly troubling. These and other actions have provoked a call-to-action among a wide variety of groups. The Latin ... Read More

  • The New Resistance: Immigrant Rights Mobilization in an Era of Trump
    • Abstract: I want to use this short essay to illustrate the opportunities and tensions within grassroots immigrant rights organizing that emerged in response to the election of Donald Trump. No one disputes the centrality of anti-immigrant rhetoric and restrictionist policies within the Trump campaign (De Genova 2017, Hernández 2016), so I will not recapitulate those observations here. What I argue, however, is that immigrants and immigrant allies did not passively observe the presidential campaign and election of President Trump. Rather, they actively developed multiple strategies of resistance to the deportation agenda of the Trump administration, even before that agenda began to materialize, and continued to organize ... • Displacement, Not Deterrence
    • Abstract: A logic of deterrence has anchored U.S. immigration enforcement for the last three decades, which rests on the assumption that tougher policies discourage people from migrating in the first place. Clearly embracing this logic, the Trump administration is aggressively working to expand the already massive detention and deportation machine put in place by President Obama, and deploying "tough talk" about additional changes to come in immigration policing at and outside of U.S. borders. Indeed, the new administration is already touting new, lower apprehension numbers of undocumented immigrants at the U.S. border as proof that this immediate escalation is working. Instead of accepting these numbers at the border as ... Read More

  • Borders as Systems of Continuity and Discontinuity in the Age of Trump
    • Abstract: How can we understand the implications of the Trump administration's promise to expand the border wall between the US and Mexico for Latin American Geography' This question demands recounting the constitutive elements of critical and progressive scholarship. To paraphrase Noam Chomsky: Our role as scholars and teachers is to find out and tell the truth as best we can about things that matter and communicate that truth to the right audience (Chomsky 1996).At a surface level, that task requires replacing misinformation in a 'fact-free' universe with reliable data. More deeply, it means attention to the continuity and discontinuity of borders. Border scholarship continues to be theoretically sophisticated and ... Read More

  • Old Buddies and Same Old Stories: Argentina and US relations in the Trump
           Era
    • Abstract: On January 25th 2017 the President of the United States of America, Donald Trump, issued Executive Orders 13767 and 13768. The former commands Customs and Border Patrol to "secure the southern border of the United States through the immediate construction of a physical wall on the southern border." The latter enhances immigration officers' power to initiate deportation proceedings. Two days later, on January 27th, Trump issued EO 13769 suspending the refugee program as well as the entry to the United States of America of citizens from seven predominantly Muslim countries. On the very same day, Trump's Argentine counterpart, President Mauricio Macri, issued Decreto de Necesidad y Urgencia 70/2017 (DNU - Decree of ... • What Does the Trump Administration Mean for the Mérida Agreement'
    • Abstract: Historically, Mexico has not figured prominently in US presidential campaigns. The 2016 campaign was an exception. Republican nominee Donald Trump consistently used Mexico and its citizens as metaphors for what ails the US. During the first presidential debate, for example, he described the North American Free Trade Agreement (NAFTA) as "the worst trade deal maybe ever signed anywhere" (Gillespie 2016). Mexican citizens fared no better in Trump's rhetoric. He accused Mexico of dumping its rapists in the US and promised to build a wall to keep them out (Gamboa 2016). Given Trump's relentlessly negative portrayal of Mexico and its citizens, this paper asks what Trump's win might portend for the bilateral Mérida ... Read More

  • Lo Que Duele Es Que La Gente Lo Cree: What Hurts Is That People Believe It
    • Abstract: From the start of his campaign, Trump targeted Mexican immigrants, framing them as the worst of Mexico: criminals, rapist, and drug dealers. During his campaign, Trump promised to deport 11 million undocumented immigrants and to build a wall along the 2,000-mile US-Mexico border (Yee He Lee 2015). Within the first week of his presidency, Trump signed a series of executive orders designed to begin planning for the wall and to increase deportations, claiming that he was fulfilling his campaign promises (Gamboa 2017). Furthermore, Trump is trying to sanction Sanctuary Cities (Somin 2017), has broadened the category of undocumented immigrants who qualify for "priority" removal (Pierce 2017), and is actively deporting ... • The Border Crossed Us: Rhetorics of Borders, Citizenship, and Latina/o
Identity by Josue David Cisneros (review)
    • Abstract: The field of border studies is increasingly crowded, a logical outcome given that material and metaphorical borders are everywhere. Josue David Cisneros sidesteps the daunting task of reviewing this massive literature by entering into a more specific debate around the linkages between bordering and citizenship in the context of Latina/o immigration and border security. The book's provocative title is drawn from immigrants' rights movements and refers to the ways in which the borders of US citizenship have "multiply crossed, cut across, and have been crossed by Latina/o communities since the nation's inception" (p. 11). Using the rhetorical device of antimetabole, The Border Crossed Us inverts the common notion of ... Read More

  • The Chicken and the Quetzal: Incommensurate Ontologies and Portable Values
in Guatemala's Cloud Forest by Paul Kockelman (review)
    • Abstract: In 1990, a group of German ecologists launched Proyecto Eco-Quetzal (PEQ) in Chicacnab, a village of indigenous Q'eqchi' Mayan people perched in the cloud forests of Guatemala's Alta Verapaz department. The NGO's goal: preserve the region's dwindling quetzal habitat by training villagers for an ecotourism initiative that would supersede traditional slash-and-burn subsistence agriculture as villagers' primary means of support. In The Chicken and the Quetzal, Paul Kockelman argues that in replacing villagers' livelihoods, PEQ ultimately rearranged the indigenous people's daily lives, transforming a local labor commons into a system of externally graded haves and have-nots that incentivized behaviors contradicting ... • City on Fire: Technology, Social Change, and the Hazards of Progress in
Mexico City, 1860-1910 by Anna Rose Alexander (review)
    • Abstract: Fire and good storytelling often go hand-in-hand, and this book is no exception. But City on Fire is much more than just a fascinating collection of well-written stories about the hazards of living with fire in Mexico City. The book relies on unpublished data from Mexican archives, melded seamlessly with the secondary literature, to illustrate how processes of modernization unfolded in La Capital through the framework of what environmental historian, Stephen Pyne, has referred to as "the nineteenth-century industrial fire regime" (World Fire, 1997, pp. 23-5). Through this framework, each of the seven chapters explores not only urban fire hazards as a byproduct of industrialization, but also the social responses to ... Read More

  • Colonizing Paradise: Landscape and Empire in the British West Indies by
           Jefferson Dillman (review)
    • Abstract: Europeans and European Americans perceived the Caribbean landscape as a locus both of seductive splendor and of horrific lawlessness. Even in Columbus's first letters depicting the "New World," the Admiral depicted the American landscape as embodying both lush beauty and monstrous wilderness, often simultaneously (p. 11). By the end of the sixteenth century, according to Jefferson Dillman, Europeans saw the New World as a location where the struggle between the virtues present in an Edenic paradise battled against the kingdom of the Devil, and their representations of its geography depicted these conflicting views. Dillman argues that the earliest Spanish descriptions of the land provided the foundation for later ... Read More

  • Fire of Memory: The Geographical Legacy of Eduardo Galeano (1940-2015)
    • Abstract: Recordar: to remember, from the Latin, re-cordis, to pass back through the heart. The death of Eduardo Galeano on April 13, 2015 removed from our midst not only one of Latin America's most eminent men of letters but a global citizen of immense stature, a writer inimitably versed in documenting the world's weary ways and unrivaled in celebrating its myriad, marvellous joys. He held true to a "fugitive faith," not in any deity but in humanity itself, above all its subversive inclination to thrive in the face of dire adversity. "Courage is born of fear, certainty of doubt," wrote the Uruguayan maestro. "We are the sum of our efforts to change who we are" (Galeano ([1989] 1991: 126). He confronted terminal illness ...
